Upward Over the Mountains - Chapter 1 | READ ON AO3

September, 1929
Mildred Ratched stroked her thumb absently against the corner of her suitcase. She recited and re-recited the list of its contents in her head.
Underwear: check.
Toothbrush: check.
Socks: check.
Hairbrush: 

Mildred stuttered, thumb stilling against the cool metal of the latch. A hairbrush, how could she have forgotten a hairbrush? Her cheeks warmed. Stupid, stupid, stupid.
She turned her gaze out the window once more, watched the trees roll across mountains and stretch for miles on either side of her. It was enough to swallow her whole. From her vantage on the highway, Mildred wondered if this was what it was like to be sailing; the ocean splayed and smooth below a hull of oak or cedar, the scent of salt and wind. Only here, the air smelled of sweet dirt and rot, and there was no wood beneath her feet: only the faded carpet of her taxi. Still, the trees persisted like the uneven sightline of waves crashing. Only, here, there were shades of pale yellow and vibrant orange and deep clay, not greens and greys as she imagined water might look.
“Should be just off this next exit, Miss.” The cab driver - a gruff looking man with a thick mustache and beat up cap - grunted, and Mildred felt the car veer towards the right.
Mildred squeaked out a meager “thank you”, her voice barely coming as a whisper against the dryness of her throat. She checked her watch; they had been driving for well over two hours now, much to the begrudge of her driver, who had been none-so-pleased picking her up from the GreyHound bus stop. Mildred’s chest tightened when she thought of the way his gnarled features pulled into a frown, how he had muttered as he helped her load the cardboard box which contained the rest of her belongings into the back of his trunk, and rolled her eyes when she asked if she could perhaps keep the items up with her. She rolled her neck. It would be good to get out of the car, she decided.
She was right, of course.
Once stopped, the campus of Bennington College was all greens and yellows and browns. A large brick building stretched beyond a field already bustling with incoming students. A lake nestled between dormitories, and somewhere in the distance, Mildred could see smoke from a chimney. She inhaled the electricity crackling off of those who she would soon call her classmates. She paid the taxi driver, and thanked him. He, in turn, dropped the box with her belongings onto the sidewalk before speeding away.
Now what?
Mildred couldn’t be sure. Signs were planted firmly into the grass around her - some directed towards registration for freshmen, some held the names of dormitories, some merely boasted welcome! In cheery gold letters. Mildred followed the first of them, finding herself in front of a table lined with young women checking names off of lists and pointing in different directions.
After waiting her turn, Mildred found herself greeted by a pink-cheeked girl with curls and spectacles hanging against her nose. She asked for Mildred’s name, which Mildred gave.
“Ratched, Mildred.”
The girl glanced up at her, her pale eyes taking stock of Mildred almost hungrily. Her gaze landed on the cardboard box clutched in Mildred’s arms.
“Oh honey, is that all you’ve brought with you?”
Mildred’s cheeks warmed, and she suddenly wanted very badly to be anywhere but here. Still, she nodded, and asked weakly for her dorm assignment.
“You’ll be in the Barnes Houses. Gosh, you’re lucky! Those are some of the biggest rooms.” The girl gushed, then added after a moment: “not that you’ll need all that space.”
Mildred clung to her box like a life raft. She thanked the girl, and spun on her heels. Somewhere behind her, she heard the girl shout “welcome to Bennington!”, but she didn’t turn to acknowledge it.
Mildred couldn’t believe her eyes when she finally swung the door open to her room. It wasn’t just spacious, it was 
 god, it was huge; bigger than any space Mildred had ever called her own before. Two beds tucked into opposite corners of the room, each against a window which let in bright Vermont sky. Mildred noted that one of the beds was already half set up - a set of pale blue sheets and pillows strewn across it. Not that Mildred minded; if anything, it took the pressure off her when it came to choosing a bed. She dropped the box onto the spring mattress, the contents jostling ever so slightly at the disruption.
“Oh good, you’re here!” Mildred heard from behind her, whipping around to see a bright, blonde girl with pale blue eyes and thin lips. She was holding a succulent between her slender fingers, and a smile lifted her cheeks. She was distinctly pretty, in a jade green dress and penny loafers. Mildred found herself suddenly embarrassed of her simple skirt and brown cardigan.
“I’m Lenore - Lenore Osgood.” The girl greeted, sticking her hand out for Mildred to shake.
“Mildred Ratched.” She greeted, trying to match the levity of her new roomemate’s smile, but managing no more than a grimace.
Lenore took her hand and shook it jovially, a single finger pressing into the hollow of Mildred’s palm.
“Well, I guess we’re living together, then. I’ve never had a roommate before, being an only child and all. Oh, don’t worry, I’m terribly clean, and I don’t tend to make much noise. Well, I’ve been told that sometimes I talk in my sleep, but you can’t hardly hold that against me, being unconscious and all.” Mildred felt dizzy. Lenore looked past her, brow furrowing the pale skin of her forehead. “Is that all you’ve brought with you?”
Mildred swallowed. Her dark eyes glazed, and she nodded slowly. Lenore simply shrugged.
“Well, I was going to offer to help you unpack, but it doesn’t seem it’ll take you very long. Gosh, you should have seen my parent’s car; we could barely fit me in the back seat. Your parent’s must be awfully proud to have a daughter so sufficient at packing. Are they here?”
Mildred’s stomach twisted, and she exhaled too quickly. “Oh, um, no they 
 well 
 they’re just 
”
“Gosh, you’re a nervous thing, aren’t you?” Lenore queried a smile.
“I 
”
“Relax, Millie - can I call you that? - I’m only teasing you.” Lenore turned and began busying herself with breaking down boxes and putting the finishing touches on her bed. “Well, anyway, my parents went to the cafeteria to try and rustle up something edible. I’ve heard the food here isn’t too bad, although I bet it doesn’t hold a candle to a home cooked meal, don’t you think?”
Mildred swallowed and nodded. Gosh, could she talk. Mildred decided that she liked it - liked her. Lenore wasn’t mean-spirited or jaded, wasn’t timid or prim. Lenore was the opposite of Mildred in so many ways, and it swallowed her whole, made her feel normal. Yes, Mildred thought, they would get along rather nicely.
“Oh gosh, is that the time already?” Lenore pulled her from her thoughts, blue eyes bulging at her watch. She reached for Mildred’s hand: “c’mon, we’ll be late for orientation!”
Mildred followed the blonde in a daze, letting Lenore drag her through the door and down the hall. A crowd had already formed outside of other first years. Beyond them there was a line of women in white sweatshirts with BENINGTON printed across them in red collegiate letters.
“Alright, ladies, settle down!” One of them, a short girl with a northern accent and dark bangs clamored above the crowd. The chatter dissipated, leaving a nervous hum of energy and anticipation in its wake. “My name is Betsy Bucket, and I’m a junior. If I call your name, you’ll be breaking off with me. The rest of you will be split between the lovely women on either side of me.” She gestured swiftly to seven other girls.
Betsy began reading from a list; mispronouncing names with little regard as she went. By the end, she had a crew of about thirty girls, one of which was Lenore. Two more girls read off lists, and Mildred felt her heart plummet a little deeper into her stomach everytime her name was not chosen. And then the fourth girl: strawberry blonde with full cheeks, stalky and glowing against the collegiate background stepped forward. Feeling her tongue too large for her mouth suddenly, Mildred let the muscle dart across her upper lip.
“... Mildred Ratched!”
Mildred’s body lurched forward before her brain could react to what was happening. She found herself in the shadow of the girl, who nodded and smiled at her with deep azure eyes, and continued on with her list. Ten names later, she led them to the shade of a tree away from the crowd, and had them sit in a circle. Mildred found herself sandwiched between a bulky girl with thick glasses and a thicker lisp, and their orientation leader. Once seated, Mildred noticed that she smelled of lavender and oak, and she was the only one amongst them to wear pants. The sleeves of her sweatshirt were bunched, revealing the slender muscle of her forearms. She had strong, distinct hands, and Mildred could sense an heir of cockiness floating off of her. Mildred thought it suited her.
“Alright ladies, welcome.” Her voice was lighter than Mildred had expected - its cadence higher, like wind chimes. “My name is Gwendolyn Briggs. I’m a senior here at Bennington. My favorite color is red, and this summer I hiked the Appalachian Trail.” A murmur went through the circle. Gwendolyn nodded towards Mildred: “alright, now you.”
Mildred’s cheeks flushed. “Oh, um 
” she cleared her throat, which was suddenly very dry indeed, “M-my name is Mildred Ratched. I’m .. well 
 a freshman.” A few snickers. “My favorite color 
 I’m not sure I have one. Green, maybe? This summer I 
” Mildred panicked, her breathing rising into her chest and twisting painfully. Think, Mildred, think! “I um 
 I worked at an ice cream parlor.”
The crowd mumbled a hello to her, but Mildred could hardly hear it over the roar of blood rushing through her ears. Her dark eyes flicked to Gwendolyn, and she found the girl looking at her as though she could see all the way through to her skeleton. Mildred’s neck burned under her gaze, and she averted her own back to her palms.
The rest of the circle rattled on - about twenty five girls in total listing a myriad of colors and summer activities. Gwendolyn seemed not to notice, for every time Mildred had a chance to glance up at her, she caught icy blue eyes on her flesh, and her stomach reeled all over.
From that first circle, Mildred would fall further and further back into the crowd as Gwendolyn gestured to buildings, explained how cafeteria hours worked, and when the library was open, and when curfew was.
“Alright, that’s all for today. Meet me back at the commons tomorrow at 11 am sharp. Don’t forget my face!” Gwendolyn joked as she dismissed the gaggle of girls. “Mildred, a moment?”
Mildred practically tripped over her own legs in her rush to meet her. She loomed over Mildred in height, and Mildred found herself craning her neck to meet her eyes.
“I was warned about the 
 circumstances of how you came to Bennington.” Mildred’s breath caught. No, no, no. This was it: the thing she had been dreading. This was the beginning and the end of her social life. It had to be. Mildred’s gaze cast down to her worn shoes, air neither entered nor left her lungs, and her head spun and then -
A gentle hand landed on her shoulder. Mildred flinched, but the hand persisted.
“I just wanted to offer my assistance however I can. I know how hard it can be to feel like an outsider. I’d like to be an ally to you, if you’ll let me.”
Slowly, hesitantly, Mildred’s gaze lifted once more. And Gwendolyn, for her part, smiled; a warm, honest thing. And then Mildred was smiling too.
“Thank you.” She breathed.
Gwen just shrugged: “go on, then. I’ll see you tomorrow.”
Mildred turned on autopilot. She could feel the thrum of her pulse where Gwendolyn’s hand once was.
“Oh, and Mildred?” Mildred peeked over her shoulder. “It’s nice to meet you.” Gwendolyn winked.
Mildred’s lips parted slightly. She had half a mind to say something in response, but Gwendolyn was already sauntering off to a group of older girls, and what could she say anyhow? It’s nice to meet you, too? You hardly even know me? No, none of that would do. With her head down, she trudged back to her dorm.
Lenore wasted no time in purging the events of her day: what Betsy studied, the other girls she’d met, what she thought of campus. “It’s wonderful, don’t you think it’s wonderful?” She cheered, flopping onto her back in an exhausted flourish.
Mildred perched on the corner of her still unmade bed. She nodded (not that Lenore could see).
“Yes,” Mildred breathed, “wonderful.”

Hello kids~
My name is Johnny and I’ll be your peer mentor for the next two weeks! In this e-mail you’ll find all of the important schedules that you’ll have as well as a map of the campus. For now, the most important document is the one with the information on how to get the key to your temporary room, it’s the first thing you gotta do when you get here!
On the first day we’ll have two meetings. The first one will be just a general introduction about the University, the campus and all that important business. Then I’ll take you to a tour of the campus. The second meeting we’ll be about the finalization of your transfer process, so it’s very important you assist to that one!
If you have time afterwards and want to, I’d love to take you all out for dinner! Send me a confirmation response please!

Kun pushed his suitcase with one hand as he held the map of the campus with the other. He was trying to figure out where the dormitories were so he could get his key and pass out for the night. His flight had been postponed and he had ended up arriving later than planned, which ruined his plans of seeing a little bit of Korea for the day. Now, the only thing he craved was rest.
When he finally figured out how to read the map, he sighed in relief and made his way there. His legs ached. At first because of the somewhat cramped space in the Economy Class of the flight he had taken, but now because he had been walking around like a headless chicken trying to decipher the campus’ map. That tour was certainly going to come in handy.
He folded the map and shoved it in his pocket as he got to the building. The lady behind the desk was quite kind and understanding as she guided him through the registration process, and soon enough he was holding the miraculous key in his free hand. His room was on the second floor, which was ideal because he didn’t want to climb too many stairs while carrying the suitcase.
The room was a decent size and it had two beds on opposite sides. He knew he would need to share rooms once the classes started, but for now, he was grateful to have it for himself. Kun chose the bed further away from the door and sat on it, laying down the suitcase to begin pulling stuff out. He was tired, but his future self would be grateful to him if he didn’t have to struggle looking for clothes the next day.
Once he had put everything away, Kun flopped on the bed and took out his cellphone. He had bought a plan just so he could use it in Korea during his stay, but he would probably have to change numbers until he finished his studies. He had a couple of messages from his fathers and some friends, but decided to answer them later. He was still a little bit surprised he was actually going through with his decision to study in Korea.
He didn’t have an actual reason to do it. He had made the decision unprompted and just gone through with it, and now he was only a couple months away from starting his universitary studies in Korea. His fathers had been very supportive of him, like they had always been, but it still surprised him a little bit that they had just let him go to a whole other country. Still, Kun was sort of glad with his decision, if only because it made him excited.
He raised his arm and looked at the horse pacing on his skin. It was really big, even for a soulmate tattoo, and from what Kun had researched, he knew it was a Clydesdale. Whenever it was on his hand, it covered more than half of the back, and it made him feel somewhat small. It was funny though, because his fathers usually told him his soulmate must be someone really tall, even though the tattoos weren’t actually tied to the physical aspect of the person.
Kun sometimes wondered what the animal that represented him was. But more than that, he wondered if he would ever find his soulmate at all. He knew it was difficult to find your soulmates and that a lot of people were happy even when they never got to meet them. Still, he was allowed to hope. Maybe that was the reason he had left China in the first place. He sighed and turned around, falling asleep shortly after.

The next morning, he woke up with enough time to get ready and have breakfast. The problem was that he didn’t have food nor did he know where the nearest convenience store or cafeteria was. Fortunately, he had packed protein bars for such occasions. He opened one and shoved two more in his pockets before picking up his backpack and heading out, map in one hand and protein bar in the other.
His backpack had nothing but a notebook, a couple of pens, and his cellphone’s charger. Honestly, he didn’t even think he would need to take that many notes to begin with, and felt silly for bringing such a big backpack with him. It was a little too late to be second-guessing his outfit, so he just followed the map to the best of his abilities to the auditorium where they would be introduced to the university.
Kun finished his protein bar and shoved the plastic wrapper in his backpack before entering the auditorium. There were already people there. A kind senior student gave him a folder containing notes with what they were seeing that day, before directing him towards the seats. Kun walked down the aisle and sat down, keeping a certain distance from the other foreigner students waiting for the meeting to start. He still didn’t feel quite ready to make friends.
Little by little, the auditorium filled until the clock marked the time for the meeting. Kun took out his pens and made his own notes over the papers he had been given. The peer mentors told them a little bit of history about the university and explained to them how each department was divided. Kun paid close attention to everything, while simultaneously wondering which of those students was ‘Johnny’.
He had liked the first impression he had formed of his peer mentor through the email. He seemed kind and helpful. As far as Kun knew, most peer mentors were also foreigner students that had been new to the university at some point, just like them. Johnny was, according to his limited knowledge, an English name, so he wondered if his peer mentor came from England or maybe America.
“Now, let’s go through a quick overview of the campus’ map, and then your peer mentors can take you on a tour!” The student at the front said, as the presentation changed to a slide with a map of the university.
Kun compared it to his own map which he had been using so far, but it wasn’t of much help, as he had truly no idea how to even locate himself in the map. The tour would surely be helpful. The meeting came to an end shortly after, and the mentors pulled out papers with their names printed on them. Finding Johnny was easy enough.
His mentor was a tall man. His hair was long and bleached, half of it held back in a little bun. He was holding his sign high and moving it around with a silly smile on his face. Kun couldn’t help but smile, although he tried to suppress it as he walked towards him. From close up, Johnny was even taller, but his smile made him approachable.
“I think this is all of you,” Johnny said with a smile, as he folded the paper and put it back in his pocket. “My name’s John Seo, but please don’t call me John, it makes me feel old. You can also call me Youngho, as that is my Korean name. Whatever makes you feel more comfortable!”
As it turned out, three out of his four new colleagues were also Chinese, which immediately made him feel more comfortable. Junhui and Yanan were both taller than him, but the first one looked like he was up for mischief and the second one had a very nice smile. Handong looked like you didn’t want to mess with her, but she turned out to be quite funny and nice. Alexandra (or Alex, as she had asked them to call her) was very friendly and immediately bonded with Johnny over coming from America.
Johnny turned out to be an excellent guide. He let them know where the most important markers were and how to use them as guides to get to their destinations. The campus was really big, and they ended up only looking at the main buildings. By the end of the three hour tour, Kun was exhausted and famished. Fortunately, he wasn’t the only one, so Johnny took them to his favorite cafeteria on campus.
“Personally this is my favorite place to eat on campus,” he explained as they all picked something from the menu. “But you can always eat outside if you find time to come and go, there’s plenty of stuff around here.”
“Johnny-ssi-” Kun began, but he was quickly stopped.
“Hyung, please,” Johnny said with a smile. “What is it?”
“Johnny-hyung
” The word felt weird on his tongue since he didn’t actually know Johnny that well, but the oldest seemed content with his effort, so he was willing to let it slide. “Is it true that there’s going to be a treasure hunt?”
“A treasure hunt?” Junhui immediately piped in, eyes open wide.
“Ohh yeah.” Johnny clicked his tongue. “Spoiler alert, it’s quite hard.”
They followed him to a table. Kun sat in front of him, so it would be easier to ask him questions and listen to him without having to turn around. Johnny prompted them to eat their lunch while he explained a little bit more about the treasure hunt. The first bite tasted like glory to Kun, although he wasn’t certain if it was because of his hunger or because the food there was as good as Johnny had bragged it was. 
“There’s prizes, mostly things that will be useful for your stay here. It can range all the way from supplies to food coupons which, honestly, can be life savers.” Johnny took turns to talk and eat, trying not to leave details out. “But it is pretty hard, since the campus is so big.”
“We should team up!” Alex suggested, and the rest nodded.
“Is it obligatory?” Handong asked, leaning closer.
“Oh no-” Johnny shook his head- “none of the activities are obligatory, they’re simple recommendations.”
“Will you participate in the treasure hunt?” Kun asked.
“Well, technically I can’t,” he said, after swallowing a bite of his meal, “but I will help prepare it.” Johnny winked knowingly, and Kun found himself needing to look away.
Johnny was very friendly, and very confident. Which he had a right to be, because he was also very attractive, but that only made Kun feel more flustered and awkward. It wasn’t that Kun didn’t have self-confidence, because he did
 just not as much as Johnny. He just hoped he would be able to overcome it soon, because Johnny was going to be his mentor for two whole weeks.
“Right.” Johnny pulled his cellphone out of the bag and passed it to Yanan on his side. “Please put your Kakao account, it’ll be easier to talk through there than through emails.” Yanan sent himself a friend request and then passed it to Alexa. “Also, I would like to invite you all for dinner tonight, it’s on me. I’ll text you the details.”
Once they were done eating, the five of them returned to the meeting room while Johnny stayed behind to do some other stuff. This time, Kun did sit next to his new friends, finding it a bit more comfortable. Soon enough they were all added to a chatroom by Johnny, and Kun used the opportunity to add them all as friends.
This meeting was a lot more tedious, as it was packed with important information. Kun could barely take notes fast enough in Korean, so they ended up a mix of Korean and Chinese that probably only he could understand. It didn’t matter as long as he was able to use them for their intended purpose. 
After the meeting, they went their separate ways, as they all wanted to use their free time differently. Kun simply went back to his dorm, thinking that he should ask Johnny for some places to visit over dinner. He kind of knew where he wanted to go, but getting the opinion of someone with more experience than him seemed like a better idea. Just as he was thinking of that, Johnny sent a message to their chatroom.
Johnny-hyung: meet me outside the dorms at 8-ish Johnny-hyung: dinner’s on me!
Kun programmed an alarm and then flopped on his bed to take a nap. He was exhausted and it took him no time to fall asleep. He barely heard the alarm when it sounded, and woke up with a start. He managed to fix his hair and rinse his mouth before storming off to the dorm’s reception. Despite waking up right on time, he was still the first one to make it besides Johnny, who smiled brightly upon his arrival.
“For a moment I thought you’d stand me up!” He said as a form of greeting. Kun bowed slightly, apologetically. “Don’t worry about it, the others said they’re on their way here. It seems like they had a busy afternoon.”
It took about ten minutes for everyone to get there, then Johnny called cabs for them and off they went. He took them to a grill house, and as soon as the smell of grilling meat reached them, they all felt hungry. A waiter took them to the table Johnny had reserved, and they all sat promptly, eager to eat.
When the meat arrived and Johnny began grilling it, Kun immediately offered to help. At least it was something he could do, and it made him feel better to have some sort of control over the situation. Everything felt so foreigner to him, which was kind of ironic when he was in a group full of other foreigners.
“Ohh!” Johnny exclaimed in admiration. “It seems like our Kun is good at grilling meat!”
Alex let out a cheer as Kun placed a handful of juicy pieces of meat on her place. Junhui tried to steal from her, but she protected her plate fiercely. Kun chuckled and served Junhui next, to avoid a war from starting at their table.
“It’s nothing, I just like cooking.” Kun smiled, feeling warm at the compliment.
“Really now.” Johnny smiled, taking care of his own side of the grill. Kun glanced at him briefly, but looked away once he discovered Johnny was looking at him.
Once everyone had meat on their plates, Johnny grabbed his glass and raised it to the center. The others followed him, glancing curiously at him.
“I want to propose a cheer for all of you,” he explained. “May your first year at the university be successful!”
“Cheers!” They all exclaimed in unison, clinking their glasses and then drinking for them.
Kun glanced at Johnny briefly, and the oldest smiled at him, reassuringly. He felt his shoulders relax as he took another sip of his drink before going back to grilling meat. Maybe he would be able to find himself in this unfamiliar place after all.

Sunday Thoughts:  My Early Voting Expansion Proposal

Note:  Early this month I formally submitted this proposal to expand Early Voting in Onondaga County.  When we the OCBOE formally met on Monday May 3rd, 2021 my counterpart refused to discuss expansion this year and opted to stick with just 6 sites.  This makes Onondaga County the largest county doing the bare minimum of Early Voting sites in new York State.  I believe the facts for expansion speak for themselves so I am releasing the plan I formally submitted In April making the case for Early Voting expansion THIS year.  Below is my proposal.
Expanding Early Voting in Onondaga County
Background
On May 2, 2021 at our monthly organizational meeting we will vote on our Early Voting sites as required by NYS Election Law. NYS requires us to have in 2019 and 2020 we elected to do the minimum number of sites 6 for over 300k voters. In 2019 the sites were Van Buren Town Hall, Clay Town Hall, Dewitt Town Hall, Lafayette Station #1, Armond Magnarelli Center, and Syracuse Connections at South West Community Center. In the infancy of the program 8k voters, or 8% of the overall turnout, chose to participate in Early Voting. The numbers were almost triple the absentee ballot universe. There were little lines though some minor traffic issues at Clay Town Hall and Dewitt Town Hall our most populous voting centers. There were complaints from those populations in the southwest corner of our county they did not have accessible location.
In 2020 in the middle of a pandemic we once again chose to keep the 6 minimum sites. However we made an important adjustment moving from Van Buren Town Hall to Camillus Fire Station. The COVID 19 crisis drove almost half of our electorate to find alternate voting methods. One of the highest turnout elections in our history we saw nearly 50% of the electorate chose not to vote on Election Day. That portion was equally divided between Early and absentee voting. Those fearing COVID-19 chose to stay at home and vote by mail while those wanting to vote by convenience chose Early Voting. The nearly 60k voters that flooded our sites caused major traffic and lines at all of our sites. The long lines and traffic issues put excess demands on the Towns and City to provide police and traffic control. Some voters waited well over 2 hours, beyond our mandate of a 30 minute wait, to cast their ballot.
Minimum sites for 2021
We agree on the six minimum sites for 2021. These are the same sites from 2020 with the exception of a temporary change moving from Camillus Fire Station to Camillus Town Hall for the General Election due to condemnation of the pedestrian bridge. We both agree that if we are to remain at 6 these sites are well spaced out and provide minimum needs for our voters. While some sites performed better than others the familiarity of these sites to the voters as well as coverage in North, South, East and West portions of the County and North and South west portions of the City of Syracuse spreads out the coverage as evenly as possible given the small number of sites.
Need for Expansion
While the unprecedented numbers in 2020 were hard to imagine earlier in the year, it was only logical that Early Voting would grow in popularity. As we saw in the 40+ states that came before us, the initial years were sparse but the growth happens over time. In many states usage of Early Voting exceeds 40% of the voting totals. In Onondaga County in 2020 we saw only 25% of our voting populace vote. There is plenty of room for growth. Despite the long lines the voters appreciated the ability to choose the hours in which they vote as well as the convenience of being able to choose polling places instead of being assigned just one.
I am grateful that facing the long lines last year we were able to reach agreement to extend hours on the final weekend of voting. This did help mitigate the wait times. However extending hours is not a significant way to deal with expected crowds. The lesson we should learn form 2020 is it would be better to disperse the voting populace by adding sites, reducing initial staffing, and then surging staff to areas that are experiencing longer waits.
Placing Expansion Sites
There are two main deficiencies in our 6 site structure. With a county as large and populace as ours it is difficult to serve all of our community’s geographic needs. The towns of Lysander, Cicero, Onondaga, and Manlius are some of our more populace communities yet do not have Early Voting sits inside their townships. Because these towns are located squarely between the current 6 site plans their populace has the farthest to go to take advantage of Early Voting. We have seen that the farther away from an Early Voting site you are the less likely to take advantage of Early Voting.
The current 6 site plan also is lacking in another quality that helps Early Voting, placing sites that are congregated by large amounts of citizens. Because Early Voting allows any voter to vote at any site, the concept of placing polling sites only near places of residence is limiting. Added value to any site would be a large amount of county residents that are expected to be in the vicinity of the site during the hours of operations 10 days before General Election Day. Places like the Civic Center and Onondaga Community College have large amounts of county residents that work or study in the immediate area. Not only would placement in these communities help the residents that live nearby, it will help all residents who frequent these areas easing the burden on all county sites.
No matter where we expand sites it is important we commit that the expansion has geographic and ideological balance as much as possible. Confidence in our integrity is important and fair placement should be tantamount to our deliberations.
Expansion Proposals
For your consideration I am offering three options regarding expansion in 2021, a modest expansion to 8 sites, a moderate expansion to 10 sites, and a robust expansion to 12 sites. While I am always for the most expansion possible I understand fiscal concerns and I am willing to accept that the most aggressive expansion may not be possible this year. However since there are bills in the NYS legislature which would double the amount of sites required I felt it is important to at least start the conversation. Across the state over the last two years many counties and most of the large counties, have gone beyond their mandated minimum. They have seen on average increased usage of Early Voting.
Expansion to 8 sites: Onondaga Community College and Cicero Town Hall. This option allows us to address our most glaring needs, access to Early Voting in the Southwest and Northeast corners of our counties. Cicero has over 23k voters and Onondaga has over 16k voters. In addition to the residence in the Town of Onondaga thousands of county residents from all walks of life attend school and work at Onondaga Community College. The college faculty and administration are willing to house
us in the facility and there is plenty of parking on campus as well as the ability to reserve spaces close to the arena for those who are elderly and have mobility issues. Placement at these sites will ease the burden on our three biggest suburban sites Clay, Camillus, and Dewitt as well as achieve a site with high public concentration. Ideologically Cicero is one of the most GOP leaning towns and though Onondaga is evenly split in registrations one could assume the college population leans towards the left. Pairing these two sites gives balance to this expansion. I would also be open to North Syracuse Village Hall instead of Cicero Town Hall.
Expansion to 10 sites: Lysander Town Hall & The Civic Center in Syracuse. This is my preferred option. Adding these sites in addition to the sites at OCC and Cicero adding sites in Lysander and Downtown Syracuse is the next logical choice. Lysander has over 17k residents and the residents there have flooded the Clay Town hall site as well as Camillus. Placing a site Downtown would serve a growing downtown population that has mobility issues, be close to the Centro bus transfer station, and serve the thousands of downtown residents. Lysander has decidedly a GOP lean its registration. Any site inside the city is bound to have an ideological left lean though the makeup of the thousands of downtown workers is undetermined. Pairing these sites also gives balance for this further expansion.
Expansion to 12 sites: Salina Town Hall and Manlius Town Hall. If we really want to invest in Early Voting doubling the amount of sites is the eventual choice. Expanding to Salina and Manlius will put sites in every town with over 15k voters. It will ease the burden on the Dewitt site as well as Clay and Armond Magnarelli Center. Manlius is our third largest town 23.5k voters and Salina has 22k voters. Both Manlius and Salina have Democratic leaning registrations but when we get to this level of expansion it is harder to find areas of large population that doesn’t have a Democratic lean. The sheer numbers of population in these towns calls for expansion into them if we go to the highest level. I would be open to adding Van Buren Town Hall and the NYS Fairgrounds to also add in sites at Geddes and Van Buren in addition to these for a super expansion in the future which will bring more moderate towns into the mix.
Fiscal Impact
Expanding Early Voting sites will require some expenditure of resources above the current budgeting levels. However the current budgeting levels may be inadequate even for the bare minimum 6 site plan. The main expenditure for Early Voting is the inspector totals. We already have enough Electronic Poll Books and Poll Print units to expand to even 14 sites with reasonable accommodations. We also have money in the Shoebox and upcoming Capital Grants if any small purchases are needed. The supplies spent on ballot paper and other consumables will be the same regardless of the number of sites as the population of the voters will not change drastically, only their convenience and time.
When we look at our normal 6 site plan we have staffing of 1 Poll Site Manager, 2 Voting System Specialists and 6 regular inspectors per day at each Early Voting site. This would normally cost us approximately $65,000 per nine day EV period. During the 2020 election because of the long lines we had to surge staff and increase hours. Our staff at each site went to 2 PSM, 2 VSS, and 8 inspectors and
with the added hours it cost Onondaga County over $156k. The extra staff dealt with crowd control and line maintenance as well as assisting voters with their ballots.
By expanding the sites we reduce the chances for long lines and crowded polling places requiring additional staff and hours. If we expanded sites we could reduce our staffing footprint to 1 PSM, 2 VSS, and 4 Inspectors. If needed we could surge staff to larger sites seeing more activity to reduce wait time, especially on closing weekend. Our cost ranges for the expansion would be as following: 8 sites 70k-86k, 10 sites 87k-107k, 12 sites 104k to 128k. I have attached a spreadsheet which details each scenario.
While expanding sites will add costs in some cases, it is actually less then what was spent in 2020 due to the long wait times. The more sites we add, the less likely we will have to surge staffing to deal with long lines as voters will have more options and can choose from a variety of sites. It is also worth noting that Early Voting, per voter, is less expensive to Onondaga County than absentee and mail in balloting. Expansion will encourage its use as oppose to voters who live farther away from designated sites deciding to request mail in ballots. The NYS Legislature in 2021 once again included money for early Voting Costs for the purpose of covering expansion of Early Voting. Onondaga County is set to receive between $40k and $50k. This will more than cover an expansion to the 10 site model.
Conclusion
I propose we expand to the 10 site model for Early Voting for 2021. We can reassess in 2022 whether this reduced wait times and provided more ease and convenience for voters. We should use the extra funds from NYS to cover the expansion costs plus reduce the overall local footprint of Early Voting on local dollars.

The sustainable ocean development has a direct impact on the development and prosperity of all coastal countries now and in the future. And it has become an inexorable trend worldwide that through international cooperation and exchange we should deepen our understanding of the ocean and promote sustainable ocean development to enhance regional and global economic prosperity. Under this consideration, the State Oceanic Administration (SOA) and the Ministry of Education of China jointly initiate the program  of Marine Scholarship of China (hereinafter called the Scholarship) for the purpose of providing financial support to outstanding students from the coastal countries or regions around the South China Sea, the Pacific and the Indian Oceans and African developing countries to study in China for a master’s or doctoral degree in oceanography or other related specialties, cultivating advanced professionals of the related fields for developing countries, enhancing international marine cooperation and exchange, and promoting the harmonious ocean development in the region and around the world. China Scholarship Council (CSC) is in charge of the admissions and routine management of the Scholarship. I. Enrollment Candidates i.The applicant should be a citizen of non-Chinese nationality in good health, from a coastal/island country of South China Sea, the Indian Ocean, the Pacific and its surround island countries, or an African developing country. ii.The applicant must apply for the postgraduate program of ocean-related specialties. iii.Any applicant who is currently engaged in oceanographic and relevant sectors will be given high priority. II. Zhejiang University Program of Marine Scholarship Eligibility i.The applicant for master’s degree studies is required to have a bachelor’s degree and be usually under the age of 40. ii.The applicant for doctoral degree studies is required to have a master’s degree and be usually under the age of 45. III. Duration of the Scholarship i.Candidates for master’s degree: 2-3 years of study with the Scholarship ii.Candidates for doctoral degree: 3-4 years of study with the Scholarship iii.Scholarship awardees who choose Chinese as the teaching language and request Chinese language training prior to their formal academic studies will receive one-year training and have their scholarship funding extended correspondingly for one year. iv.The duration of the Scholarship will be defined upon the student’s admission to the university, and will not be extended in principle. If a student is unable to finish the program for some special reasons, his or her scholarship may be extended until graduation with prior consent of SOA, the university and CSC. IV. Zhejiang University Program of Marine Scholarship funding details i.Exemption from registration fees, tuition fees, laboratory fees, internship fees, and fees for basic learning materials and accommodation on campus ii.Living allowance: RMB 1,700 per month for master’s students, and RMB 2,000 per month for doctoral students iii.Settlement subsidy: RMB 1,500 iv.Out-patient medical services and the Comprehensive Medical Insurance for Chinese Government Scholarship Students v.International travel expenses: to be paid by the student Notes: 1.Extra experiment or internship beyond the teaching program, if requested by the Scholarship student, shall be at the student’s own expense. 2.Fees for basic learning materials cover those essential textbooks chosen and provided gratis by the university for the student’s academic program. And apart from these essential materials, other books are at the student’s own expense. 3.Living allowance is to be granted by the university on a monthly basis, starting from the date of entrance of the student. For the first month, the students who register before or on the 15th day of the month will receive the allowance in full, and those after the 15th day of the month, in half. The allowance will extend half a month after the specified graduation date designated by the university. As for those who suspend, quit or complete their academic program and return to their own country, the allowance will stop from the next month. The allowance covers the holidays recognized by the university. Those who are away in the holidays and unable to get their allowance in time may receive their dues when return to the university. And as for those who are late for the registration or stay away from the school without any formality of asking for absence for a time longer than one month, the allowance for that month shall be cancelled. Those who have to suspend their program because of pregnancy or severe disease must return to their own country for delivery or recovery, and the travel must be at their own expense. Those who have been approved by the school authority to suspend their program, their qualification for the Scholarship may extend for no longer than one year and the allowance will stop during the suspension. But those who suspend their program on other excuses will be disqualified from the scholarship. 4.The outpatient medical service covers only outpatient treatment at the university hospital or a hospital designated by the university authority. After the treatment the student needs to pay part of the charge according to related regulations of the university. 5.The Comprehensive Medical Insurance for Chinese Government Scholarship Students mainly covers the fees incurred by the student’s inpatient treatment for major illnesses or personal accident. The premium will be prepaid by the university or the designated rescue agency that will go to the insurance company with the receipt for the fees to make the claim. The insurance company will not settle personal claims. V. Zhejiang University Program of Marine Scholarship Application time and channels Every year, from January to April, an applicant may apply to Zhejiang University. VIMaterials for Zhejiang University Program of Marine Scholarship application i.Application Form for Chinese Government Scholarship (to be filled out in Chinese or English) An applicant is supposed to log on to CSC’s online application system, fill in all the necessary information and then print the Application Form for Chinese Government Scholarship which will be automatically generated after successful submission. The online application system can be found at http://laihua.csc.edu.cn, and the institutional code of Zhejiang University is10335. ii.Photocopy of last degree certificate. Certificates in languages other than Chinese or English must be accompanied by notarized translation in Chinese or English. iii.Academic transcripts. Transcripts in languages other than Chinese or English must be accompanied by notarized translations in Chinese or English. iv.The applicant’s study or research plan in China (in Chinese or English). v.Two letters of recommendation in Chinese or English by Professors or associate Professors. vi.Photocopy of Foreigner Physical Examination Form (downloadable from CSC’s website) completed in Chinese or English. The applicant must strictly take all the examination as required by the Form. Leaving a blank or absence of signature of the doctor or seal of the hospital will make the form invalid. These application documents will not be returned no matter the application is accepted or not. VII.  Zhejiang University Program of Marine Scholarship admissions i.SOA and the university will jointly organize a panel of reviewers to screen the candidates for the scholarship on the basis of the candidates’ academic performance and achievements and their supervisors’ opinions. The final list of the scholarship awardees will be publicly announced. ii.Entrusted by CSC, the university will mail the Admission Notice and Visa Application Form (JW201) to the scholarship awardee by July 31 every year. iii.In principle the Scholarship student is not allowed to change the school, subject and duration of study pre-defined on the Admission Notice. VIII.Annual review of the Zhejiang University Program of Marine Scholarship i.According to the Measures of Annual Review of Chinese Government Scholarship Status, CSC will carry out a comprehensive annual review of the scholarship students’ academic performance, attitude towards study, attendance records, behavior, rewards and punishments etc. ii.Scholarship students must pass the review to qualify themselves for next year’s scholarship funding. Those who fail the review may have their scholarship suspended or terminated next year. iii.Those whose scholarship have been suspended may continue their study at the university at their own expense, and if they wish to recover eligibility of receiving the scholarship, they may attend the review next year and, upon passing the review, apply for the continuity  of the Scholarship. iv.Those whose scholarships have been officially terminated are not eligible to apply for recovery of the Scholarship. » Breakthrough Junior Challenge for Yoochan Shin
Yoochan Shin, Grade 11, entered a competition called Breakthrough Junior Challenge. His entry has made it into the top 30 videos in the world out of 6, 000, and is now in the popular vote competition. The winner of the popular vote automatically makes it to the finals. Yoochan is asking for help from our community so that he can get as many votes as possible. This could be hugely beneficial to Yoochan, his mentor, Mr. Klammer and our school in the way of financial prizes-a college scholarship, science lab and cash prizes. The popular vote began on Oct 23, ends Nov. 2nd. Here's a message from Yoochan:
My name is Yoochan Shin, a junior in Concordia. Ever since I was little, I have loved science. Bill Nye the Science Guy or the countless Korean science comic books my parents (just like any other Korean parents did in the early 2000s) bought for me may have ignited my passion in science, but to this day I am motivated by the greater appreciation of the world learning science provides. My latest video, inspired by my engineering teacher, Mr. Klammer, is the culmination of my knowledge, passion, and philosophy. The production process took a hundred and fifty hours to make. This month the PSO will donate 20% of our treat sale profits to the High School's Global Development class, which is working on fundraising projects to support LCMS. LCMS is an organization which is actively engaged in providing aid to recent Hurricane victims in the United States and the Caribbean islands. Please help us raise money by providing 24 nut free baked treats. Any baked treats we have left will be sold in the ES Commons from 3-4 PM. ES and MS students will be receiving a form next Monday, October 30. Please fill in and return to ES and MS office. We have over 120 raffle items worth over 150 RMB. Poinsettia Orders Ready for gift-giving or decorating your home? Poinsettia pre-order starts November 1. Order forms will be in the ES, MS, and HS offices. » Carrying Copies of Passport and Visa
We have been informed by Public Security Bureau that policemen are being sent to different locations like supermarkets or streets to check people's passport and visa. We would like to remind our community that carrying a copy of your passport and visa in your wallet is recommended so you are fine if you are checked. Please note that the policemen will show you their working ID when they stop you. If they don't, please ask. If you forget to carry the two copies, they could take you back to their office. In this case, we suggest you contact your employer who can confirm your passport and visa information. They may also stop unaccompanied students so I would recommend that you review this procedure with them as well.
» New Residence Permits, Work Permits or Passports?
Whenever you or your family members receive new residence permits, work permits and/or passports, please be sure to send copies of your new documents to the Admissions office, in the Welcome Center (1st floor High School). Or, email soft copies to Admissions. Keeping your children's files up to date helps us keep in compliance with Chinese governmental regulations.
» No Bicycles for Children Under Age 12 on Public Streets - Shanghai International Schools Association (SISA)
The following information regarding bicycle riding in Shanghai is shared in an attempt to be helpful to all its member schools. For safety purposes, the regulations in Shanghai allow for bicycles to be ridden on public streets only by children age 12 and above. This regulation is strictly enforced in Puxi, but is unevenly applied in Pudong. The immediate danger is that families may assume that local protections for bicycle riders may be the same as in their own country, but they are not. It is important to be aware that if a child under 12 is involved in any kind of accident on a public street or crossing, the parent may be held responsible. Sidewalks and bicycle paths along public roads are considered part of the public roads. In addition, as accident insurance is relatively new to China and there are not many precedents with these situations, your own accident or medical insurance company has the right to refuse cover in the event of violation of the local law. We hope that better understanding will result in better safety for younger children.

Just a few details about Saturday, November 4th 2017 Concordia Golf Classic @ Binhai Golf Club. This is a fun, best ball scramble to create community and raise awareness about wellness.
‱ Cost for the golf is 1200 RMB (cost from course), plus 100 RMB tip for the caddie per person ‱ 12 PM Shotgun Start - Flight Information will be given the week of the outing. ‱ We will be scheduling the buses for an 10:45am arrival at the course that will leave from Concordia, let us know if you need a ride. ‱ Sack Lunch will be provided to eat on the course ‱ Banquet dinner at the end for those who don't have to run off to another event – need to know if you are staying for dinner ‱ Locker and Shower facilities are nice, so bring a change of clothes for after your round ‱ Awards for Longest Drive, Shortest Used Drive, Straightest Drive, Closest to the Pin, Longest Putt, Lowest Team Score, Highest Team Score ‱ Raffle at Banquet ‱ Drink Tickets will be sold at registration 10 for a 100 RMB ‱ Drink carts (2) on the course during the round â–Ș Beer, soda, juice and water are one ticket each ‱ "Mulligan Charity Pack" - 200 RMB ‱ One extra tee shot, chip, putt, and approach shot ‱ 18 inches of string & scissors – receive during check in – one per foursome, use the string to make a putt that you missed ‱ Men use BLUE tees Women use RED tees - Minimum of 2 tee shots per person must be used.

» No Bicycles for Children Under Age 12 on Public Streets - Shanghai International Schools Association (SISA)
The following information regarding bicycle riding in Shanghai is shared in an attempt to be helpful to all its member schools. For safety purposes, the regulations in Shanghai allow for bicycles to be ridden on public streets only by children age 12 and above. This regulation is strictly enforced in Puxi, but is unevenly applied in Pudong. The immediate danger is that families may assume that local protections for bicycle riders may be the same as in their own country, but they are not. It is important to be aware that if a child under 12 is involved in any kind of accident on a public street or crossing, the parent may be held responsible. Sidewalks and bicycle paths along public roads are considered part of the public roads. In addition, as accident insurance is relatively new to China and there are not many precedents with these situations, your own accident or medical insurance company has the right to refuse cover in the event of violation of the local law. We hope that better understanding will result in better safety for younger children.

Just a few details about Saturday, November 4th 2017 Concordia Golf Classic @ Binhai Golf Club. This is a fun, best ball scramble to create community and raise awareness about wellness.

» Breakthrough Junior Challenge for Yoochan Shin
Yoochan Shin, Grade 11, entered a competition called Breakthrough Junior Challenge. His entry has made it into the top 30 videos in the world out of 6, 000, and is now in the popular vote competition. The winner of the popular vote automatically makes it to the finals. Yoochan is asking for help from our community so that he can get as many votes as possible. This could be hugely beneficial to Yoochan, his mentor, Mr. Klammer and our school in the way of financial prizes-a college scholarship, science lab and cash prizes. The popular vote began on Oct 23, ends Nov. 2nd. Here's a message from Yoochan:
My name is Yoochan Shin, a junior in Concordia. Ever since I was little, I have loved science. Bill Nye the Science Guy or the countless Korean science comic books my parents (just like any other Korean parents did in the early 2000s) bought for me may have ignited my passion in science, but to this day I am motivated by the greater appreciation of the world learning science provides. Tomorrow is our first bake sale of the year! This month the PSO will donate 20% of our treat sale profits to the High School's Global Development class, which is working on fundraising projects to support LCMS. LCMS is an organization which is actively engaged in providing aid to recent Hurricane victims in the United States and the Caribbean islands. » Carrying Copies of Passport and Visa
We have been informed by Public Security Bureau that policemen are being sent to different locations like supermarkets or streets to check people's passport and visa. We would like to remind our community that carrying a copy of your passport and visa in your wallet is recommended so you are fine if you are checked. Please note that the policemen will show you their working ID when they stop you. If they don't, please ask. If you forget to carry the two copies, they could take you back to their office. In this case, we suggest you contact your employer who can confirm your passport and visa information. They may also stop unaccompanied students so I would recommend that you review this procedure with them as well.

This month the PSO will donate 20% of our treat sale profits to the High School's Global Development class, which is working on fundraising projects to support LCMS. LCMS is an organization which is actively engaged in providing aid to recent Hurricane victims in the United States and the Caribbean islands. Please help us raise money by providing 24 nut free baked treats. Any baked treats we have left will be sold in the ES Commons from 3-4 PM. Save the Date! It's that time of year! Concordia's Christmas Bazaar will be held on Saturday, November 18! Raffle We will begin selling Christmas Bazaar Raffle tickets. 6 raffles per 100 if you buy prior to Christmas Bazaar. 5 raffles for 100 if you buy on the day of the bazaar. ES and MS students will be receiving a form next Monday, October 30. Please fill in and return to ES and MS office. We have over 120 raffle items worth over 150 RMB. Poinsettia Orders Ready for gift-giving or decorating your home? Poinsettia pre-order starts November 1. Order forms will be in the ES, MS, and HS offices. We will also be selling them in the ES Commons at 3PM on Tuesday, November 7 and Thursday, November 9. So mark those dates!

» Carrying Copies of Passport and Visa
We have been informed by Public Security Bureau that policemen are being sent to different locations like supermarkets or streets to check people's passport and visa. We would like to remind our community that carrying a copy of your passport and visa in your wallet is recommended so you are fine if you are checked. Please note that the policemen will show you their working ID when they stop you. If they don't, please ask. If you forget to carry the two copies, they could take you back to their office. In this case, we suggest you contact your employer who can confirm your passport and visa information. They may also stop unaccompanied students so I would recommend that you review this procedure with them as well.
» New Residence Permits, Work Permits or Passports?
Whenever you or your family members receive new residence permits, work permits and/or passports, please be sure to send copies of your new documents to the Admissions office, in the Welcome Center (1st floor High School). Or, email soft copies to Admissions. Keeping your children's files up to date helps us keep in compliance with Chinese governmental regulations.
» No Bicycles for Children Under Age 12 on Public Streets - Shanghai International Schools Association (SISA)
The following information regarding bicycle riding in Shanghai is shared in an attempt to be helpful to all its member schools. For safety purposes, the regulations in Shanghai allow for bicycles to be ridden on public streets only by children age 12 and above. This regulation is strictly enforced in Puxi, but is unevenly applied in Pudong. The immediate danger is that families may assume that local protections for bicycle riders may be the same as in their own country, but they are not. It is important to be aware that if a child under 12 is involved in any kind of accident on a public street or crossing, the parent may be held responsible. Sidewalks and bicycle paths along public roads are considered part of the public roads. In addition, as accident insurance is relatively new to China and there are not many precedents with these situations, your own accident or medical insurance company has the right to refuse cover in the event of violation of the local law. We hope that better understanding will result in better safety for younger children.

Just a few details about Saturday, November 4th 2017 Concordia Golf Classic @ Binhai Golf Club. This is a fun, best ball scramble to create community and raise awareness about wellness.

» Breakthrough Junior Challenge for Yoochan Shin
Yoochan Shin, Grade 11, entered a competition called Breakthrough Junior Challenge. His entry has made it into the top 30 videos in the world out of 6, 000, and is now in the popular vote competition. The winner of the popular vote automatically makes it to the finals. Yoochan is asking for help from our community so that he can get as many votes as possible. This could be hugely beneficial to Yoochan, his mentor, Mr. Klammer and our school in the way of financial prizes-a college scholarship, science lab and cash prizes. The popular vote began on Oct 23, ends Nov. 2nd. Here's a message from Yoochan:
My name is Yoochan Shin, a junior in Concordia. Ever since I was little, I have loved science. Bill Nye the Science Guy or the countless Korean science comic books my parents (just like any other Korean parents did in the early 2000s) bought for me may have ignited my passion in science, but to this day I am motivated by the greater appreciation of the world learning science provides. My latest video, inspired by my engineering teacher, Mr. Klammer, is the culmination of my knowledge, passion, and philosophy. The production process took a hundred and fifty hours to make. The ocean, covering about 71% of the Earth’s surface, plays a primary role in addressing climate change and supporting the global economy, trade and livelihood. The sustainable ocean development has a direct impact on the development and prosperity of all coastal countries now and in the future. And it has become an inexorable trend worldwide that through international cooperation and exchange we should deepen our understanding of the ocean and promote sustainable ocean development to enhance regional and global economic prosperity. Under this consideration, the State Oceanic Administration (SOA) and the Ministry of Education of China jointly initiate the program  of Marine Scholarship of China (hereinafter called the Scholarship) for the purpose of providing financial support to outstanding students from the coastal countries or regions around the South China Sea, the Pacific and the Indian Oceans and African developing countries to study in China for a master’s or doctoral degree in oceanography or other related specialties, cultivating advanced professionals of the related fields for developing countries, enhancing international marine cooperation and exchange, and promoting the harmonious ocean development in the region and around the world. China Scholarship Council (CSC) is in charge of the admissions and routine management of the Scholarship. I. Enrollment Candidates i.The applicant should be a citizen of non-Chinese nationality in good health, from a coastal/island country of South China Sea, the Indian Ocean, the Pacific and its surround island countries, or an African developing country. ii.The applicant must apply for the postgraduate program of ocean-related specialties. iii.Any applicant who is currently engaged in oceanographic and relevant sectors will be given high priority. II. Zhejiang University Program of Marine Scholarship Eligibility i.The applicant for master’s degree studies is required to have a bachelor’s degree and be usually under the age of 40. ii.The applicant for doctoral degree studies is required to have a master’s degree and be usually under the age of 45. III. Duration of the Scholarship i.Candidates for master’s degree: 2-3 years of study with the Scholarship ii.Candidates for doctoral degree: 3-4 years of study with the Scholarship iii.Scholarship awardees who choose Chinese as the teaching language and request Chinese language training prior to their formal academic studies will receive one-year training and have their scholarship funding extended correspondingly for one year. iv.The duration of the Scholarship will be defined upon the student’s admission to the university, and will not be extended in principle. If a student is unable to finish the program for some special reasons, his or her scholarship may be extended until graduation with prior consent of SOA, the university and CSC. IV. Zhejiang University Program of Marine Scholarship funding details i.Exemption from registration fees, tuition fees, laboratory fees, internship fees, and fees for basic learning materials and accommodation on campus ii.Living allowance: RMB 1,700 per month for master’s students, and RMB 2,000 per month for doctoral students iii.Settlement subsidy: RMB 1,500 iv.Out-patient medical services and the Comprehensive Medical Insurance for Chinese Government Scholarship Students v.International travel expenses: to be paid by the student Notes: 1.Extra experiment or internship beyond the teaching program, if requested by the Scholarship student, shall be at the student’s own expense. 2.Fees for basic learning materials cover those essential textbooks chosen and provided gratis by the university for the student’s academic program. And apart from these essential materials, other books are at the student’s own expense. 3.Living allowance is to be granted by the university on a monthly basis, starting from the date of entrance of the student. For the first month, the students who register before or on the 15th day of the month will receive the allowance in full, and those after the 15th day of the month, in half. The allowance will extend half a month after the specified graduation date designated by the university. As for those who suspend, quit or complete their academic program and return to their own country, the allowance will stop from the next month. The allowance covers the holidays recognized by the university. Those who are away in the holidays and unable to get their allowance in time may receive their dues when return to the university. And as for those who are late for the registration or stay away from the school without any formality of asking for absence for a time longer than one month, the allowance for that month shall be cancelled. Those who have to suspend their program because of pregnancy or severe disease must return to their own country for delivery or recovery, and the travel must be at their own expense. Those who have been approved by the school authority to suspend their program, their qualification for the Scholarship may extend for no longer than one year and the allowance will stop during the suspension. But those who suspend their program on other excuses will be disqualified from the scholarship. 4.The outpatient medical service covers only outpatient treatment at the university hospital or a hospital designated by the university authority. After the treatment the student needs to pay part of the charge according to related regulations of the university. 5.The Comprehensive Medical Insurance for Chinese Government Scholarship Students mainly covers the fees incurred by the student’s inpatient treatment for major illnesses or personal accident. The premium will be prepaid by the university or the designated rescue agency that will go to the insurance company with the receipt for the fees to make the claim. The insurance company will not settle personal claims. V. Certificates in languages other than Chinese or English must be accompanied by notarized translation in Chinese or English. iii.Academic transcripts. Transcripts in languages other than Chinese or English must be accompanied by notarized translations in Chinese or English. iv.The applicant’s study or research plan in China (in Chinese or English). v.Two letters of recommendation in Chinese or English by Professors or associate Professors. vi.Photocopy of Foreigner Physical Examination Form (downloadable from CSC’s website) completed in Chinese or English. The applicant must strictly take all the examination as required by the Form. Leaving a blank or absence of signature of the doctor or seal of the hospital will make the form invalid. These application documents will not be returned no matter the application is accepted or not. VII.  Zhejiang University Program of Marine Scholarship admissions i.SOA and the university will jointly organize a panel of reviewers to screen the candidates for the scholarship on the basis of the candidates’ academic performance and achievements and their supervisors’ opinions. The final list of the scholarship awardees will be publicly announced. ii.Entrusted by CSC, the university will mail the Admission Notice and Visa Application Form (JW201) to the scholarship awardee by July 31 every year. iii.In principle the Scholarship student is not allowed to change the school, subject and duration of study pre-defined on the Admission Notice. VIII.Annual review of the Zhejiang University Program of Marine Scholarship i.According to the Measures of Annual Review of Chinese Government Scholarship Status, CSC will carry out a comprehensive annual review of the scholarship students’ academic performance, attitude towards study, attendance records, behavior, rewards and punishments etc. ii.Scholarship students must pass the review to qualify themselves for next year’s scholarship funding. Those who fail the review may have their scholarship suspended or terminated next year. iii.Those whose scholarship have been suspended may continue their study at the university at their own expense, and if they wish to recover eligibility of receiving the scholarship, they may attend the review next year and, upon passing the review, apply for the continuity  of the Scholarship. iv.Those whose scholarships have been officially terminated are not eligible to apply for recovery of the Scholarship. The premium will be prepaid by the university or the designated rescue agency that will go to the insurance company with the receipt for the fees to make the claim. Certificates in languages other than Chinese or English must be accompanied by notarized translation in Chinese or English. iii.Academic transcripts. Transcripts in languages other than Chinese or English must be accompanied by notarized translations in Chinese or English. iv.The applicant’s study or research plan in China (in Chinese or English). v.Two letters of recommendation in Chinese or English by Professors or associate Professors. vi.Photocopy of Foreigner Physical Examination Form (downloadable from CSC’s website) completed in Chinese or English. The applicant must strictly take all the examination as required by the Form. Leaving a blank or absence of signature of the doctor or seal of the hospital will make the form invalid. These application documents will not be returned no matter the application is accepted or not. VII.  Zhejiang University Program of Marine Scholarship admissions i.SOA and the university will jointly organize a panel of reviewers to screen the candidates for the scholarship on the basis of the candidates’ academic performance and achievements and their supervisors’ opinions. The final list of the scholarship awardees will be publicly announced. ii.Entrusted by CSC, the university will mail the Admission Notice and Visa Application Form (JW201) to the scholarship awardee by July 31 every year. iii.In principle the Scholarship student is not allowed to change the school, subject and duration of study pre-defined on the Admission Notice. VIII.Annual review of the Zhejiang University Program of Marine Scholarship i.According to the Measures of Annual Review of Chinese Government Scholarship Status, CSC will carry out a comprehensive annual review of the scholarship students’ academic performance, attitude towards study, attendance records, behavior, rewards and punishments etc. ii.Scholarship students must pass the review to qualify themselves for next year’s scholarship funding. Those who fail the review may have their scholarship suspended or terminated next year. iii.Those whose scholarship have been suspended may continue their study at the university at their own expense, and if they wish to recover eligibility of receiving the scholarship, they may attend the review next year and, upon passing the review, apply for the continuity  of the Scholarship. iv.Those whose scholarships have been officially terminated are not eligible to apply for recovery of the Scholarship. The ocean, covering about 71% of the Earth’s surface, plays a primary role in addressing climate change and supporting the global economy, trade and livelihood. The sustainable ocean development has a direct impact on the development and prosperity of all coastal countries now and in the future. And it has become an inexorable trend worldwide that through international cooperation and exchange we should deepen our understanding of the ocean and promote sustainable ocean development to enhance regional and global economic prosperity. Under this consideration, the State Oceanic Administration (SOA) and the Ministry of Education of China jointly initiate the program  of Marine Scholarship of China (hereinafter called the Scholarship) for the purpose of providing financial support to outstanding students from the coastal countries or regions around the South China Sea, the Pacific and the Indian Oceans and African developing countries to study in China for a master’s or doctoral degree in oceanography or other related specialties, cultivating advanced professionals of the related fields for developing countries, enhancing international marine cooperation and exchange, and promoting the harmonious ocean development in the region and around the world. China Scholarship Council (CSC) is in charge of the admissions and routine management of the Scholarship. I. Enrollment Candidates i.The applicant should be a citizen of non-Chinese nationality in good health, from a coastal/island country of South China Sea, the Indian Ocean, the Pacific and its surround island countries, or an African developing country. ii.The applicant must apply for the postgraduate program of ocean-related specialties. iii.Any applicant who is currently engaged in oceanographic and relevant sectors will be given high priority. II. Zhejiang University Program of Marine Scholarship Eligibility i.The applicant for master’s degree studies is required to have a bachelor’s degree and be usually under the age of 40. ii.The applicant for doctoral degree studies is required to have a master’s degree and be usually under the age of 45. III. Duration of the Scholarship i.Candidates for master’s degree: 2-3 years of study with the Scholarship ii.Candidates for doctoral degree: 3-4 years of study with the Scholarship iii.Scholarship awardees who choose Chinese as the teaching language and request Chinese language training prior to their formal academic studies will receive one-year training and have their scholarship funding extended correspondingly for one year. iv.The duration of the Scholarship will be defined upon the student’s admission to the university, and will not be extended in principle. If a student is unable to finish the program for some special reasons, his or her scholarship may be extended until graduation with prior consent of SOA, the university and CSC. IV.
