This one is very simple: they’re from different companies!! The vocaloids in pjsk are own by the company Crypton, which is why they’re occasionally called the cryptonloids by the fandom. Flower is owned by Gynoid, Gakupo (and Gumi) are owned by Internet Co. I think they need some sort of permission for putting songs that use voicebanks that belong to other companies into the game or somethin idk the specifics of it.

Flower and Gumi have many songs in the game despite this !! The reason Gakupo finally got a song in the game after so long is bc a lot of his original songs are about. Um. Well they involve doing things to dead bodies

(Fun fact: Crypton is part of Sega I believe, or the vocaloids are own by Sega and Crypton is their company for them I forgot which one, but that’s why they have a sonic outfit in the costumes for every character. It’s the same company !!)
