Excerpt from this story from the LA Times:
Nine years ago, when an aging oil pipeline ruptured near the coast of Santa Barbara County, an inky darkness spread over the waters. The massive slick of oil engulfed and killed hundreds of marine animals, including seals, dolphins and pelicans. And the acrid smell of petroleum polluted the coastline’s air.
On May 19, 2015, a corroded section of an oil pipeline burst and released more than 140,000 gallons of oil near Refugio State Beach. The incident — which revived memories of a massive 3-million-gallon spill almost 50 years earlier — sullied some of the state’s most pristine beaches and a rare stretch of undeveloped coastline. Oil migrated as far away as Orange County, closing fisheries and costing hundreds of millions of dollars to clean up.
Soon after the spill, Exxon Mobil halted operations at its three offshore oil platforms while Plains All American Pipeline idled the connected pipelines. This year, Sable Offshore Corp., a Houston-based energy company, purchased the mothballed equipment and announced plans to restart oil extraction by the end of the year — including the failed pipeline.
Most recently, the California Coastal Commission has repeatedly admonished the company for performing unauthorized work on the pipeline in an attempt to ready the equipment for transporting oil. This week, environmentalists carrying homemade signs and a large banner reading “Fight Offshore Drilling” protested at a commission meeting in San Diego.
The potential restart and accelerated pace of construction have heightened fears of another catastrophic oil spill.
Environmental groups contend that federally mandated corrosion protection was not effective on the 30-year-old pipeline, and say it will never perform safely. Also, when Santa Barbara County considered a plan to build a new pipeline, an environmental report estimated that the existing line could suffer a spill every year, and a major rupture every four years. These releases, it concluded, could result in a disaster even larger than the 2015 spill.
“It’s just old and corroded, so it feels like a ticking time bomb to continue letting this infrastructure operate and to restart it after such a severe spill without additional environmental review,” said Julie Teel Simmonds, senior counsel for the Center for Biological Diversity. “It seems too risky to even contemplate.”
In the nine years since the spill, the damaged pipeline was “evacuated, cleaned and preserved with inert nitrogen to maintain a corrosion-free state,” according to Steve Rusch, Sable’s vice president of environmental and regulatory affairs. He said work crews have already started the process of repairing about 100 “anomalies” — areas of corrosion, cracks or other defects — to ensure that the pipeline will be in an “as-new” condition.

HOUSTON — For the second time in two years, a southwest Houston restaurant was broken into, shattering its owners' sense of security.
This time, though, the thieves went to extreme measures to get inside.
Taste of Tel Aviv co-owner Pam Baylis said her surveillance cameras captured someone coming through the roof of her restaurant just after 3 a.m. Tuesday.
She said the burglar cut through 3 inches of concrete, asphalt and an aluminum roof within a matter of minutes, leaving behind thousands of dollars in damages. They started a GoFundMe account to help cover the repair costs.
"Our air conditioning, our wiring, they cut through a 2-by-4 for support," Baylis said.
She said the thief destroyed religious items before leaving with prayer books and the restaurant's register.
Houston police said they're investigating it as a burglary.
"Based on the preliminary investigation ad evidence review, it appears that this incident was not motivated by hate," the department posted on X. "It is believed to be the work of a lone individual who was burglarizing the business and trying to steal anything of value before fleeing the scene."
Baylos said she thinks it's more than that since they've also received threats in the last two weeks.
"This can all be cleaned and fixed," she said. "If we give them that energy by living in fear every day, they win. I don’t live that way."
The valued prayer books that were taken caused some to wonder if it was more than just a simple burglary.
"We pray before we eat and after we eat, for everything that we enjoy in this world, we pray before and after. You know, it’s a normal thing that in restaurants that serve a Jewish clientele that they have Jewish prayer books," community rabbi Aryeh Wolbe said.
It comes as tensions in the Middle East are running high, leaving many Israeli-Americans on edge while also staying vigilant.
"We're all armed. We're all standing and ready to protect our homeland, ready to protect our families and our institutions," Wolbe said.
The crime caught neighboring businesses by surprise.
"It was shocking," Allen Johnson Formal Wear owner Latonya Johnson said. "Never had any issues, now we have to change the way that we think and the way that we do things."
Baylis said she hoped to reopen the Meyerland restaurant by Wednesday morning.
Houston police asked anyone with information about the incident to call them.

Frank Calvin Mann (November 22, 1908 - November 22, 1992) was an engineer and designer who worked with Howard R. Hughes on projects that included the Spruce Goose, at the time the largest airplane ever built.
He was born in Houston. He attended Prairie View A&M College. He studied at both the University of Minnesota and UCLA. He earned a BS in Mechanical Engineering.
Howard Hughes hired him to work at Hughes Aircraft Company. He worked as an independent contractor for Lockheed, Boeing, and other aircraft manufacturers.
He decided to fly his airplane to Ethiopia to help the country resist the invasion. He joined the small Ethiopian Air Force but when the Italians conquered Ethiopia, he escaped and returned to the US.
He was invited to Tuskegee Institute to become one of a handful of African American civilian pilot training instructors. He left the program because of the poor condition of the training planes that the government supplied and asked Howard Hughes to use his influence with the government to get better training aircraft for the program.
After the US entered WWII, he became one of the aeronautical engineers chosen by the Army to strip excess weight from the Mitchell B-25. He worked for Howard Hughes in a program to re-arm bombers and fighters with 50-caliber machine guns.
He began designing and building custom sports cars for Hollywood celebrities including Mickey Rooney, David Rose, and Herb Jefferies. He built a small fiberglass body sports car for a Walt Disney executive that became a prototype for the Chevy Corvette. He built an aerodynamic car modeled on the F-86 Sabre Jet that he named Baby LeSabre. The car won Motor Trend Magazine’s Best Sports Car of the Year award at the Los Angeles Motorama.
He worked in the aerospace laboratories of Hughes Culver City. His work included several projects with NASA including the Surveyor Moon Exploration Unit. He worked on the early designs of the space shuttle as well as the Boeing 747 shuttle carrier aircraft.
