Two tributes from each District shall be offered up in penance for what was done in our nation's darkest days.
The rebels have failed and the Mockingjay is dead. Another Snow ascends to power to seal a dynasty. The Hunger Games continue uninterrupted.
In retribution for the insubordination of the rebellion following the 75th Hunger Games, the Games now occur biannually. Whispers of another rebellion calling itself the Vox Populi stir a quarter of a century later, leaving every citizen faced with a difficult choice.

when you hear the projected applause fill the silence, joyous in the moment a tribute becomes a victor as your name is written down in the history books, it doesn't matter who you were when you stepped in here. that child is as dead as the other twenty-three, and you learn that tribute is a synonym for dead, but victor is a synonym for doomed. there's no winners in the hunger games, whether you volunteered after a lifetime of preparation or the odds were not in your favour. there's no winners, other than perhaps the capitol. president snow. no, you could never call what happened to you winning. you survived. you spend the rest of your life pretending it was worth it.
pyrrhic victory is a slightly au hunger games group, starting during the 72nd hunger games, with a focus on victors and their journey, the capitolites adjacent to the games and the system, found family and how fires of change aren't started in a day.

our darling siren brooks ( halston sage ) has been searching the capitol high and low for their older brother who looks a lot like utp ( zac efron, paul wesley, jake miller, etc ). have you seen them? if so you should send them along this way, and you definitely do need to message britt ( sirenbrooks ).
the connection details :
the brooks family come from district four. siren and this character come from a family of five. your character is the oldest, siren is the middle child, and then they share a younger brother. siren and this character were very close, and when she got sent to the games - I imagine he did what he could do to ensure she would win (everything in his power) he could be a victor from a past game, or he could have never went into the games*! your choice! i would love to work out the dynamic especially since after she won and came back, she would have been struggling heavily with ptsd. I imagine her brother is a big part of the rebellion, thinks the games are sick and the capitol should be taken down.
* admin note : if this character is not a previous victor, siren would have had to apply for him to have capitol citizenship, and he would have to have left district four permanently !!

A NATION AS TRIBUTE - THE FIRST QUARTER QUELL
A certain air of restlessness stirs the nation in the late afternoon of June 4th. Everywhere in the Capitol and districts alike, broadcast satellites crackle to life, as is mandated by order straight from the Presidential Palace. Crowds gather where they are facilitated to do so, where booming speakers and massive screens are stationed in town squares and workplaces specifically for this purpose. Those who tune in are met by the sight of a familiar face; President Ravinstill, standing at a podium. A little to the side behind him stands a fair-haired man. His is not a face as recognisable as the president, but nobody could deny that Coriolanus Snow has made a name for himself, especially when he has just been publicly announced as the new Head Gamemaker not two weeks ago. The president addresses the nation with an impassive greeting, which includes a brief speech on the tribulations Panem has faced, the triumph they have all fought for and earnt, and the sanctity of the annual Hunger Games. This in itself is nothing unusual. What is out of the ordinary is that the president then steps back, relinquishing the podium. Head Gamemaker Snow steps forward in turn, holding something wooden and ornate in his hands. âEvery twenty-five years since our shared victory, we, together as a nation, celebrate the Quarter Quell,â Snow begins. âSince the founding of the Hunger Games, the founders themselves have prepared noble guidance on how we should observe the Quells for many centuries to come. Their guidance comes in the form of instructions, stored in boxes just like this one.â He holds up the item in his hands, the box which almost resembles a small vault. âToday, we are all honoured to open our first.â The box clicks open, from which a piece of paper is drawn. A moment of silence passes before Snow reads the instructions aloud. âOn the twenty-fifth anniversary, as a reminder to the rebels that their children are dying because of their choice to initiate violence, every district will be made to hold an election and vote on the tributes who will represent it. This year, no District citizen is exempt from the Reaping. The age limitation is waived until further notice.â Just a few more critical details are laid out; that everyone over the age of 12 is obligated to vote, that the voting will be held within the next couple of weeks throughout the districts, and that further arrangements and announcements will be made by the mayors. Head Gamemaker Snow concludes by bidding the nation good day. There is no mention of odds for this reaping, the tribute selection now fully in the Districts' hands. Not a second later, the seal of Panem flashes across screens, marking the end of the broadcast. The districts erupt in explosions of gasps and whispersâand even some stronger voicesâbut peacekeepers manage to keep everyone in line.

Interactions are now open!
For this cycle, tributes are voted in by the people of the Districts instead of randomly reaped. Furthermore, no age limit is imposed this time (though we still require playable characters to be at least 18 years old), as a signal from the Capitol that no one is safe, not even if aged out of the reaping bowl. Please keep this in mind when applying for tribute characters. This is the Districts' chance to put forth their very best - or their very worst.

Phoenix Cullinan (she/her). D8 Mentor. 100th Victor. Twenty-nine. Lady Gaga.
Panem was not kind to those less fortunate than the elite.Â
Phoenix Velour was born into a poor family, factory workers in District Eight who left home when it was still dark out, and came back so late that she was usually already asleep. The loving hands tucking her in at night, the gentle voice speaking, telling stories until she could slip into a deep slumber did not belong to her mother or her father, but instead to her older brother, Rayon. Thirteen years younger than her brother, Phoenix had been an unplanned addition to an already struggling family, barely enough money but four stomachs that had to be filled, hollowing out Dotty and Rufusâ pockets.
Dotty and Rufus had been in the factory, one working the day shift, one just coming in for the night, when the accident had happened. Phoenix had been five, Rayon barely eighteen when the explosion and the crackling flames made them orphans. With no bodies left for a funeral, only haphazardly constructed sticks marked the honorary graves in their garden.
Rayon dropped out of school to take up a job for himself. Phoenix clung to his leg, begged him not to leave whenever it would be time for him to go to work, terrified he wouldnât return one day. Forced to fall asleep on her own, her slumber was fitful and nightmare filled.
It was easier to feed two people than four, but to go a little less hungry, there was no money left to send Phoenix to school. Rayon simply repurposed his own acquired knowledge to teach his little sister whenever he was at home.Â
And then one day, her brother introduced his girlfriend, Laine. There was a wedding, small but nonetheless joyous. It did not take long for Laine to become pregnant and nine months later, Serge was born. For a while, they were a proper family. Then not long after, Laine was no longer in the picture. âLaine had to leave for a while,â her brother had said, and it was obvious he wasnât being quite honest with her. Sergeâs mother had never returned.Â
Growing up, the factories had frightened Phoenix more than the Hunger Games had. The Games were something she saw on TV, knew it was something to fear, but her own name was not in the bowl yet, and Rayon never outwardly showed fear of being reaped himself, even if, by the time he was twenty-five, his name was in the reaping bowl 52 times. He was counting on his luck, to be aged out soon and not allowing Phoenix to take up any Tesserae for herself.Â
Phoenixâs first reaping happened at the fourth Quarter Quell. The crowd waited, quiet in their spots as the President was projected on screen in Eightâs square. To commemorate the 100th Hunger Games, there would be a twist to the reaping. There were two bowls on the stage. One bowl, the one with the least amount, contained the names of the youngest, newly eligible tributes. The other, the one halfway filled, held the names of those who were in the reaping for the very last time.Â
Rayonâs name was drawn first. Phoenixâs second.
Her brother was panicking as they were led into the government building for the goodbyes. Not for himself, however. For her, and for his five year old son.
The journey to the Capitol, the city and people themselves were wholly overwhelming. Glitz and glamour, over the top fashion and strange body modifications, Phoenix was wide eyed as her brother pulled her along. The Tower wasnât far away from the train station, but the amount of people gawking at them, yelling and cheering slowed them down considerably. Phoenix had never seen so many people at once before. It continued like this, throughout being scrubbed down and lathered in lotions. Hair rid of knotting, split ends now silky to the touch. She enjoyed feeling taken care of, but she didnât enjoy the looks, the barely concealed whispers. Twelve children, twelve grown-ups. Phoenix heard the stylists pity the children as though they were already dead.Â
During training, Phoenix found herself most capable at climbing. Scaling up the fake rock wall, pulling herself up on the net spanned across one side of the training centre. Some of her fellow tributes, other twelve year olds from the outer districts, ohâd and ahâd at her while most of the older tributes simply sneered or smiled indulgently. With her climbing skills, Phoenix scored a three during the private training presentations.
There was heavy focus on honor and sacrifice and representing the country in this historic edition of the Hunger Games. The big 100, fourth Quarter Quell, a reminder of the rebellion that had been squashed. Phoenix just thought it was terrifying as she spoke to Calix Crystal, thought it still when she left the interview stage and was ushered back up to the eighth floor to prepare for launch the next day. Unable to sleep, she found her brother in the living quarters, staring out the window at this strange and gigantic city, buildings so high they seemed to pierce the sky with their pointy roofs.Â
Phoenix had asked him if he was scared. Rayon smiled at her with a touch of sadness. He didnât answer her. âAre you scared?â he returned the question instead, beckoning her closer. âYes,â sheâd admitted in a whisper. Rayon had immediately pulled her into his embrace tighter. Much to their escortâs dismay, theyâd both fallen asleep on the common room sofa that night.Â
They were launched into a dimly lit, circular room. A pile of boxes in the middle as the countdown flashed on top. Phoenix felt herself shaking in her thick jacket, boots to match and a fuzzy neckline that almost swallowed her. Instead of running for the boxes, she ran the opposite direction, down one of the tunnels that lead away from the fight. Behind her, there was screaming, thuds and angry words, echoing even louder in the circular tunnels. At some point, she stopped at an indent in the concrete wall, cowering into it in the darkness. Rayon found her there, lucky that no one else had been quicker. One of his hands held a box, the other a knife, blood staining the side of his jacket. Rayon had quickly reassured her that the blood was not his.Â
Together, they ventured into the tunnel, a light at the end. It turned out, each of those tunnels led to a different laboratory, shiny equipment, elaborate notes and sterile lighting. The room theyâd been launched into, where fights over boxes had taken place, was repurposed into standard living quarters. Cots and thin blankets, uncomfortable mattresses encased in a squeaky metal frame. The puddles of blood on the concrete ground remained. Outside the facility, a snowstorm raged.
They braved Gamemaker events together, blearing alarms, terrifying cracks in the windows that let in some of the cold air, a loudly broadcast advertisement of the developments the laboratory had made before it was seemingly abruptly abandoned. Mutts with longer teeth, more venom, curved claws and spiked, razor sharp fur. Details of what this venom could do to those affected by it; hallucinations, rage, immense pain. All a preparation for what would come later.
On their third day, Phoenix finally found out how sponsor gifts were delivered in this place. Right outside the door to the research lab they were staying in, a box unceremoniously dropped into the snow. Rayon braved the journey, trudging through the icy cold after they had unsealed the door. It closed behind him. Phoenix could still see him through the round, slightly fogged window in the metal door. He retrieved the box, and just as he turned, there was a flash of something dark. It collided with her brother, biting and scratching. Phoenix screamed as she watched from behind the door. Rayon was different, when he had reached her again, erratic, bloodshot eyes and a crazed look. For the first time, Phoenix was terrified of her brother. He yelled through the door, dull but nonetheless piercing, obscenities and insults as he begged. She didnât let him back in.
Some of the younger outer district tributes found her there, shivering and crying. She stuck to them afterwards. Together they took out an older tribute, no match for a swarm of twelve year olds. Phoenix was hardened by the loss of her brother and it carried through all the way to the end. For the grand finale, the mutts outside the facility busted open the previously sealed doors, chasing all remaining tributes into the centre of the facility. After a week of the Arena, those in charge seemed desperate to see it end.
As one of the last few remaining, Phoenix was chased by a particularly nasty looking wolf, spiked fur and dripping teeth. He toppled her, teeth sinking into her leg as she cried out in pain. Things from then on were a blur. Phoenix wouldnât truly come back to herself until later, surrounded by beeping machines and diligent nurses. When she was more stable again, she found out what had happened. The older tribute from Three had been devoured by a modified polar bear. When the hallucinogenic poison had spread through Phoenixâs system, sheâd attacked the younger girl from Six, who had become a friend to her in their alliance.
Delirious, thrashing and in pain, Phoenix had been lifted out of the Arena, crowned victor of the fourth Quarter Quell.Â
Phoenix wasnât alone when she returned to District Eight. At twelve years old, without a legal guardian, the Capitol provided one for her. Berenice Merope was stylish and eager to raise a victor, but the longer she lived in Eight instead of in the Capitol, the more the woman softened.
Panem wasnât very kind to its elite either, she found.Â
Phoenix had been asking to see Serge once sheâd returned, but sheâd been denied. âDonât be ridiculous,â her governess had said. âHow could a child take care of another child?â Phoenix had retaliated and pushed back. In the end, she wouldnât see Serge again until she was eighteen and Berenice had finished her duties as governess and left to return to the Capitol. Suddenly, she was no longer chaperoned wherever she went, be it the Tower to act as a perfunctory mentor, or back at home in her mansion. Suddenly, she had more money than she could ever hope to spend.Â
She started by finding her nephew. Pulling out all the stops, Phoenix didnât rest until Serge, now eleven years old, had been returned to her.Â
Then, she turned towards fashion. Berenice had brought mountains of shiny fashion magazines from the Capitol while she had stayed at the mansion, and Phoenix had occupied herself with going through them, page by page. Wide eyed at some of the more outlandish designs, amazed at the gorgeous ones. Phoenix gradually began to fit into the circles in the nation's capital, dressing the part, but just the right amount of foreign to remain interesting beyond her status.Â
She wasnât the best mentor, had never particularly been taught how, but she still tried to lift her tributes up, give them as much hope as they could before most of them would eventually go on to perish awfully early, or last long, but not quite long enough. It brought her no joy to send off tribute after tribute into the Arena, but she did her part when she had to, and turned to other matters when she could.Â
At twenty-seven, Phoenix met Olivier Cullinan. Charming owner of the most expensive hotel in the city, knowing just the right things to say to get her to fall for him, made her feel like this was finally her chance at a family of her own. A whirlwind romance and a lavish wedding later, those things were said fewer and farther in-between. Love dwindled when there was no longer the chase, the thrill of the conquest. Just like that, Phoenix was alone again. Not in name, but in every other aspect.

Do you have any if recommendation?
Ooh! I have really, really bad memory(!!) but these are current faves that I have played/replayed recently that I can think of. A lot of the authors are also THE BEST HUMAN BEINGS EVER. So, double recommendation.
I probably missed a bunch out, so take this as a non-exhaustive list! In no particular order:

WIPs with demos
Citadel, @bouncyballcitadel (I think of all the IFs on this list, this one makes me sweat the most. And I've said it once and I'll say it again: the dialogue is so snappy and well-written, and characters are SO DAMNED LOVEABLE.)
Infamous, @infamous-if (I've been manifesting Band/Musician IFs for the longest time, and then this popped up! I've even played Choice of a Rockstar, that's how desperate I was... Anyway, this is legions better than that. Angsty ex routes are my kryptonite, and Seven is just. Inevitable.)
Defiled Hearts: The Barbarian, @defiledheartsblog (I went into this wanting something juicy and fun/historicalâand it's all of those things, but I didn't expect it to be so damned funny, too. The ROs are all impeccable.)
Raiders of the Caravan and Apartment 3-3, @leftski-if (A'ight listen, fantasy slice-of-life is my fave genre, and these are IT. Like, everything I never knew I needed in my life, and SO cozy/wholesome, with a cast of characters that I want to befriend in real life.)
The Adventures of Sherlock Holmes: An Affair of the Heart @doriana-gray-games (First off, the customization in this game is INSANE, and the branching too. I've replayed a couple of times and the little variations I discover each time just blows my mind. Secondly, it's so funny and written so well. Ngl I'm not a Sherlock fan but that's just testament to how amazing this IF is.)
When Life Gives You Lemons, @when-life-gives-you-lemonssss (Modern slice-of-life with an adorable kid, a bunch of hot ROs, CC. Hill's humor, what can I say?)
Golden @milaswriting (Really interesting world-building, one of the coolest fictional cities I've read in an IF, AND I'm obsessed with the ROs, in particular K de la Renta. Also Mila is such an awesome writer, I'm beyond excited for @beyondthegame.)
A Tale of Crowns @ataleofcrowns (This game is beautiful, polished, and SO exciting. Honestly, it looks like the kind of game created by a whole-ass game studio and would cost $50 to buy, it's that good. I really got swept up by this IFâprobably played it all in one go.)
Rougi @rougi-if (Again, another game with scrumptious visuals/UI and also is just so well-crafted. I love the premise too, it's so original and fresh.)
Scout: An Apocalypse Story @anya-dev (Unfortunately this one might be on hiatus but I am/was really, really obsessed.)
Wayfarer @idrellegames (Love the game mechanics of this one, and the visuals. Probably controversial, but I like the D&D / random dice effect. And I also like the fact that it feels like an old-school RPG.)
Chop shop @losergames (The premise is all I needed to be sold, reallyâI'd always wanted to buy GTA as a kid but my parents were like NO WAY. Anyway, this IF did not disappoint, and let me live all my childhood dreams.)
Edit: AHH! How could I forget, one of my recent faves, Folksaga @folksaga-if (Lush atmospheric writing, super unique premiseânorse mythology, plus I'm head over heels for Katla).

which districts would you like to see more of?
i can't really speak for ana, though i do know she would say "all of them" ! which i totally agree with, but that's not a particularly helpful answer. i personally would love to see some more of our victors from districts two, three, five, seven, ten, and eleven ! but in all honesty, anon, whoever you want to bring us is exactly who we'd like to see !!

Games that to me are fundamental. pokemon (HG/BW, late ds era basically) ace attorney. dragon age and mass effect but mostly dragon age. fire emblem awakening also. my beloved ex wife destiny. And of course critically acclaimed mmo rpg final fantasy 14 that has a free (free!) demo up to level 70 now including both the heavensward and stormblood expansions!

Gunpla #16 - Custom GMS Everest [Je]
The Everest [Je] pattern was a flashpoint for controversy before it was even printed. A leaked memo revealed that GMS planned to unveil a new Everest sub-pattern designed to cut a more "heroic" image - enflaming debates around Union's portrayal of these weapons of war. In reality, the [Je] was designed primarily for competitive mech-based sports like Pankration Mekani. This was revealed to be a (perhaps misguided) attempt by GMS to bridge a cultural gap with the Karrakin Trade Baronies, which didn't do much to quell the arguments. These controversies haven't prevented the [Je] from becoming a popular pattern for a new generation of rookie Lancers and athletes alike.











Technically my first full paint-job! I definitely learned a lot making this bad boy.
Inspiration:
For starters, this is a custom based on Peyton Gee's Everest illustration for Kai Tave's Operation Solstice Rain mission. It's an interpretation of the starter mech from the LANCER RPG. It's cool! You should try it! Drink deep! and descend!! Solstice Rain is a nifty 'introductory' mission for the system, and I can recommend it as a starting point.
I imagine the lion crest (lifted from WFM's Darilbalde decals) to be the logo of a mech-based sports team, making this model number #3 in the lineup. The planet logo could be the symbol of an interstellar sports league.

Body: HG Jegan ECOAS type
Back weapons: HG Zowort Heavy
Rifle/Pistol/Shield: 30MM Customized Weapons (Military Weapon)
Knife: HG Demi Trainer Option Kit
Paints: Tamiya Acrylic - XF-76 (green), XF-7 (red), X-18 (back weapons), XF-16 (metallic), XF-90 (brown)
Decals: A mix of Witch From Mercury's Darilbalde, 30MM option sets, and RG God Gundam
Construction:
This is my first paintjob, and I did it by hand with Tamiya acrylics. Well, at least, I did for the parts you see here. I had an absolute disaster of a time with the joints since I tried to use an enamel paint thinned with acrylic thinner. Looked real bad, then it got worse when I tried to clean it off with a bath in rubbing alcohol. Every single part disintegrated. Luckily, I had a Jegan Heavy with the exact same set of joints so I yoinked those!
I won't have the setup to try airbrushing for a while, so the next custom I make will probably be hand-painted acrylic again. Now that I know what I'm doing I expect it'll be much smoother.
In terms of other modifications, I extended the waist a tiny bit to add a bit of seperation between the upper chestpiece and the lower codpiece. I used the limbs to practice scribing, which turned out particularly nice with the back of the legs. See below before the paintjob:

Specifically, if I recall correctly, he was playing Little Wars, the tabletop war game written by HG Wells and the ancestor to D&D and other tabletop RPGs as well as ancestors to pretty much every tabletop war game, too.
