Madras
Srinivasan’s work during 1890s centred around Madras city. There were many active Dalit organisations, and a number of periodicals run by Dalits in Madras during this period. Comparatively speaking, unlike Dalits, no other community, except Brahmins, seemed to have engaged in active politics then. Each of these Dalit organisations followed different ideologies and approached the Dalit question in a way that was quite different from others. These groups engaged in heated debates not with just upper caste groups, but amongst themselves too regarding the new emerging identities around caste, religion, political representation and caste names.
From 1890, for three years, Srinivasan collected historical records and evidence to remove the stigma attached to the Tamil caste Paraiyar. He collected information regarding the special treatments they were accorded in temples across Tamil Nadu. During the same period he also worked towards implementing the 1893 government order regarding education for the depressed classes.
Organisation and newspaper
It is in this background that he founded the Paraiyar Mahajana Sabha in 1892 and began the Paraiyan, a periodical in October, 1893. Newspapers served two purposes for a political organisation: to inform the government of the aspirations and demands of the people it represents and politicise people by having a dialogue with them. Colonial administration in modern India depended on print culture and relied heavily on written material as evidence.
Sensing this, Dalits used print media to the maximum. The first known Dalit newspaper was Suryodhayam (1869). In the next 20 years, there were number of journals run by Dalits; Panchaman, Dravida Pandian, Mahavikata Thoothan, Boologavyasan and Paraiyan, to name a few.
Paraiyan is the name of an oppressed community in Tamil Nadu. When debates were happening around the use of the term for a paper, many called it derogatory, yet Srinivasan stuck to it. Thanks to the considerable political consciousness among Dalits then, the newspaper was a success. Within two days of its launch, it sold over 400 copies. Within three months, the paper, which began as a monthly, turned into a weekly. Paraiyan was published continuously for seven years but not a single issue of it survives.
The paper was published as the official newspaper of the Paraiyar Mahajana Sabha. It carried reports on Sabha activities. Readers sent in their grievances to the newspaper too.
Some of them were published in the newspaper, thus bringing them to the notice of the government. Many of the reported grievances were addressed by the government. Similarly, conferences conducted by the oppressed communities on land, education and so on, and resolutions passed in these conferences were reported upon.
The Paraiyar Mahajana Sabha had sought schools for Dalits, and when these schools came up, the paper brought to the notice of the government the problems faced by students from caste Hindu teachers in these schools.
Amidst the frequent reporting, Collector James Tremenheere made sure to allot 12 lakh acres of land to Dalits. These were called ‘Panchami Lands’. When the brahminical newspaper Swadesamitran complained about the Collector’s alleged favouritism towards Dalits, Paraiyan issued a scathing rebuttal to Swadesamitran’s casteist diatribe.
It also pointed out that instead of speaking of caste inequities in the society, and formulating action plans to remove the barriers, the Congress is only after representation in governance for Brahmins. In more or less during the same period that Indian nationalism was emerging as an idea, Srinivasan labelled it a thought propounded by Hindu upper castes to establish a Hindu nation.
He felt that any self -governance rights demanded by the Congress for the whole of India would only benefit the upper castes. Therefore, he requested the British to provided adequate representation to all communities before transferring any rights to Indians to govern themselves. Thus, a strong foundation was laid by Dalits for the non-Brahmin movements that came up later, and their representation in politics.
It is important to note that it took another 30-40 years for other non-Brahmin communities to raise such demands.

“I wake up around midnight (few hours after flight landed) freezing cold still strapped in my seat in complete darkness (I’m talking pitch black).”
Ms Adams described her ordeal as “terrifying” and said she thought she was having a bad dream.
The stranded passenger called a friend but her phone died around a minute into the call.
Ms Adams then attempted to charge the phone but found that the plane’s power had been switched off.
“I can’t charge my phone to call for help I’m full on panicking [because] I want off this nightmare asap,” she said.
“As someone with an anxiety disorder as is I can tell you how terrifying this was,” she wrote
“I think I’m having a bad dream bc like seriously how is this happening!!?”
Ms Adams said she found a torch in the plane’s cockpit and eventually made her way to the aircraft’s main door.
She eventually opened the door, only to find herself around 50 ft above ground and unable to negotiate the drop beneath her.
The passenger said she sat with her legs dangling out of the aircraft while sending out distress signals with her torch.
Ms Adams said she was unable to tell how much time had passed before she saw a man driving a luggage cart, who passed the plane.
She said she flagged the startled airport employee down, saying he was “in shock” to see her.
“He [asked] how the heck they left me on the plane,” Ms Adams said, describing her rescue.
“I’m wondering the same.”

The man then accompanied Ms Adams to the airport building, where she was met by Air Canada representatives.
Ms Adams said being forgotten on the plane had left her with recurring “night terrors”.
She said she struggled to sleep and would wake “anxious and afraid [she was] locked up someplace dark”.
An airline spokesperson confirmed the account and told The Independent that Air Canada was reviewing the incident and remained in contact with the passenger.

As he tested positive for coronavirus infection, the police admitted him to the central hospital of Bharat Coking Coal Limited (BCCL), which was converted to a dedicated COVID19 facility, on Friday.

The number of COVID-19 cases in Ahmedabad district rose by 177 to 30,197 on Sunday, the Gujarat health department said. With five more fatalities, all from the city, the toll reached 1,685, it said. This is the fourth day in a row that Ahmedabad has been reporting more than 150 cases in a day. A total of 172 patients were discharged in the day, taking the number of recoveries to 25,104. Of the 177 cases, 153 infections were reported from Ahmedabad city while 24 cases were reported from rural parts of the district, the health department said.

With the addition of 1,101 new coronavirus positive cases on Sunday, Gujarat's COVID-19 count climbed to 86,779, the state health department said. As 972 patients were discharged from various hospitals on Sunday, the total number of recovered cases in the state rose to 69,229, the department said in a release. Eleven police personnel have died, while 2,698 have recovered and 601 are undergoing treatment, officials said.

India could get COVID-19 vaccine by year-end if everything goes well: Harsh Vardhan
Union Health Minister Dr Harsh Vardhan has said that if everything goes well, India would get a vaccine against the novel coronavirus by the end of this year. Three COVID-19 vaccine candidates, including two indigenous ones, are in different phases of development in India. The phase-one human clinical trials of the two indigenous COVID-19 vaccine candidates, one developed by Bharat Biotech in collaboration with ICMR and the other by Zydus Cadila Ltd, have been completed and the trials have moved to phase-two, ICMR Director General Dr Balram Bhargava had said recently. The Serum Institute of India, which has partnered with AstraZeneca for manufacturing the COVID-19 vaccine candidate developed by the University of Oxford has been permitted for conducting its phase two and three human clinical trials in India. It is likely to start the trials next week.

Madhya Pradesh Health Minister Prabhuram Choudhary on Sunday said he has tested coronavirus positive. "My COVID-19 test report came out positive. "With your prayers and blessings, I will return amidst you soon to serve the people," he said.

COVID-19 toll in Uttar Pradesh climbs to 2,926
Fifty-nine people succumbed to COVID-19 in Uttar Pradesh on Sunday, raising the toll due to the disease to 2,926 in the state, Additional Chief Secretary Amit Mohan Prasad said. Briefing reporters, the official said the case fatality rate stands at 1.56 percent. As many as 5,325 fresh coronavirus cases were reported in the state, taking the state-wide tally to 1,87,781, he said. So far, 1,35,613 COVID-19 patients have been discharged after recovering from the disease with the recovery rate at 72.21 percent, he further said. The count of active cases in the state stands at 49,242.
The senior official said 1.3 lakh samples were tested in UP on Saturday.

Recovery rate nears 75%, says health ministry
A steadily increasing number of recoveries has pushed India's recovery rate to nearly 75 percent, said the Union health ministry. With 57,989 COVID-19 patients recuperating in the last 24 hours, the total number of recoveries has reached 22,80,566. The total recoveries in the country now exceed the total active cases (7,07,668) by nearly 16 lakhs (1,572,898), it said in a statement. Active cases now comprise 23.24 percent of the country's total case load, it said. "This has also resulted in a gradually falling mortality rate. Currently at 1.86 percent, India's case fatality rate (CFR) is one of the lowest globally," the ministry said.
The ministry said the average daily number of recoveries is on a "constant upward move" from 15,018 between July 1 and 7 to 60,557 between August 13 and 19.

India has conducted around 3,52 crore COVID-19 tests so far, says health ministry
Testing over eight lakh samples for six days in a row, India's total COVID-19 tests have touched 3.52 crore, while the average daily positivity rate has come down from 9.67 per cent during August 3-9 to 7.67 pc over the last week, the Centre said on Sunday. So far, 3,52,92,220 samples have been tested for detection of COVID-19 with 8,01,147 being tested on Saturday.
The steep rise in testing is a result of effective implementation of the aggressive testing strategy of the Centre through a focussed and graded approach, the ministry said. "The rising average daily tests during the past three weeks present a strong depiction of the progress made in the enhancement of COVID-19 tests across the country. The rise in daily testing has been followed by a decrease in the average daily positivity rate," the health ministry highlighted. Keeping a sharp focus on the 'test, track and treat' policy, tests per million population have seen a boost, touching 25,574 as on date, it further stated.

The Gujarat health department has said it distributed homeopathic drug Arsenicum Album-30 to more than half of the state's population as prophylaxis since March after the outbreak of COVID-19, reports PTI.
In its presentation made before the World Health Organisation on August 20 on Gujarat's COVID-19 prevention strategy, the health department said it distributed Arsenicum Album-30 to 3.48 crore people, which is more than half of the state's population of 6.6 crore.
There is no scientific evidence that the drug works against COVID-19, a fact stressed not only by medical scientists but by some homeopathic practitioners themselves.

Children aged 12 and older should wear masks like adults while those aged 6-11 should wear them on a “risk-based approach”, the World Health Organisation has said, reports moneycontrol.
Risk-based approach includes considerations such as intensity of transmission in the area, the child's ability to use masks, access to masks, adequate adult supervision, potential impact on learning and psycho-social development and interactions with people at high risk of developing serious illness, the organisation said in a United Nations Children's Fund (UNICEF) document uploaded on August 21.

Odisha on Sunday registered its highest single-day spike of 2,993 COVID-19 cases and 10 more deaths due to the infection. With this, the state's COVID-19 death toll has mounted to 409 and the infection tally reached 78,530, a health official said.
Fifty-three other coronavirus patients have also died, but the cause of their deaths was attributed to some other reasons. Of the new 2,993 cases, 1,879 were reported from different quarantine centres, while the remaining 1,114 were detected during contact tracing, he said.
The state had last reported its highest single-day surge of 2,924 cases on 15 August.

There is no change in the health of former President Pranab Mukherjee and he continues to remain on ventilator support, the Army''s Research and Referral hospital told PTI on Sunday. Doctors attending on the 84-year-old Mukherjee said his vital parameters are stable.
Mukherjee was admitted to the hospital in Delhi Cantonment on 10 August and was operated for removal of a clot in the brain. He had also tested positive for COVID-19.

Experts flag risks in India's use of rapid tests for virus
In June, India began using cheaper, faster but less accurate tests to scale up testing for the coronavirus — a strategy that the United States is now considering.
But India’s experience also highlights the inherent pitfalls of relying too heavily on antigen tests, at the expense of more accurate tests. The danger is that the tests may falsely clear many who are infected with COVID-19, contributing to new spread of the virus in hard-hit areas.
Rapid test results can be backstopped with more accurate laboratory tests, but these are slower and expensive. Experts also warn that since the two types of tests vary in accuracy, they need to be interpreted separately to properly assess the spread of infection -- something India isn’t doing.

Toll due to COVID-19 rises to 234 in Assam
The toll in Assam due to the pandemic rose to 234 with seven more succumbing to it, Health and Family Welfare Minister Himanta Biswa Sarma said on Saturday. The seven deceased are from Jorhat, Dibrugarh, Cachar, Kamrup, Sonitpur and Kamrup Metropolitan districts, Sarma tweeted.
The persons affected included a 77-year-old from Kamrup Metropolitan district, which primarily cinsists of the Guwahati city. The others are a 77-year-old and a 60-year old from Dibrugarh district the fourth one is a 46-year old man from Jorhat, Sarma said.
Three more persons aged 63 years, 55 years and 60 years of age lost their lives in Cachar, Kamrup and Sonitpur districts respectively, he added.

World virus deaths top 8,00,000 as nations ramp up measures
The global toll from the new coronavirus has surpassed 800,000, according to an AFP count on Saturday, with numerous countries ramping up restrictions in an effort to battle an eruption of new cases.
Western Europe, particularly Spain, Italy Germany and France, has been enduring infection levels not seen in many months, sparking fears of a fully-fledged second wave.
And in Asia, South Korea, which had largely brought the virus under control, became the latest country to announce it would boost restrictions to try to stem a new outbreak.
Across the world, the number of deaths has doubled to just over 800,000 since June 6, with 100,000 fatalities in the last 17 days alone, while more than 23 million cases have been registered.

India's coronavirus case count raced past 30 lakh on Saturday, showed an unofficial tally based on information provided by staes and Union territories, while the toll rose to 56,762 and recoveries climbed to 22,71,054.
India is the third-worst affected country by the viral infection, said news agency PTI, which compiled the data.
The virus has claimed over eight lakh lives globally.
However, according to data released by Union Ministry of Health and Family Welfare on Saturday morning, the overall case count in India has climbed to 29,75,701 with the country recording its highest single-day spike of 69,874 new coronavirus cases. The toll climbed to 55,794 with 945 fatalities being reported in a span of 24 hours, the data updated at 8 am showed.
But the number of recoveries also surged to 22,22,577 pushing the recovery rate to 74.69 percent on Saturday while the fatality rate dipped to 1.87 percent, said the ministry.
India on Saturday also crossed the significant milestone of having conducted over 10 lakh tests in a day for the detection of the novel coronavirus, with more than 3.44 crore such tests conducted so far.
The COVID-19 case count in Telangana crossed the one-lakh mark with 2,474 new cases while the toll touched 744. In Jharkhand, Chief Minister Hemant Soren said his father, veteran Jharkhand Mukti Morcha leader Shibu Soren, and his mother Roopi, tested positive for the viral infection and are placed in home quarantine.
Recoveries exceed active cases by 15 lakh, says health ministry
The home ministry, in its morning update, said that there are 6,97,330 active cases of coronavirus infection in the country, comprising 23.43 percent of the total caseload in the country.
While the country's COVID-19 case count has surged to 29.75 lakh, the total number of recoveries has surged to 22,22,577 and exceed active cases by over 15 lakh as on date, it said.
Union Health Minister Harsh Vardhan, at the inauguration of a make-shift NDRF hospital in Ghaziabad, said that India has the "best" COVID-19 recovery rate, which is improving every day, and the "lowest" mortality rate in the world.
Taking a potshot at government critics, Vardhan said "many intelligent people, scientists and naysayers" had estimated that India, with a population of about 135 crore, will see 30 crore COVID-19 cases and about 50-60 lakh people will die by July-August, and the country's healthcare system was "incapable" to combat the disease.
"However, I am happy to say that in the eighth month of the battle, India has the best recovery rate of 75 percent and against an estimate of 30 crore affected we have not even reached 30 lakh cases."
"In fact, 22 lakh patients have recovered and gone home and another seven lakh are going to be cured very soon," he said.
The minister said these successes were achieved due to the "coordinated" efforts with the participation of everyone — the government and the people.
Centre asks states to ensure unrestricted movement of goods, people
Meanwhile, the Centre asked all states to ensure that there are no restrictions on inter-state and intra-state movement of persons and goods during the ongoing unlocking process. In a communication to chief secretaries of all states and Union Territories, Union Home Secretary Ajay Bhalla said there were reports that local level restrictions on movement were being imposed by various districts and states.
Drawing attention to the Unlock-3 guidelines, Bhalla said such restrictions are creating problems in inter-state movement of goods and services and are impacting supply chains, resulting in disruption of economic activity and employment.
The unlock guidelines clearly state that there shall be no restrictions on inter-state and intra-state movement of persons and goods, he said in the letter. The guidelines also stated that no separate permission, approval or e-permit will be required for movement of persons and goods for cross land border trade under treaties with neighbouring countries.
The home secretary said the restrictions amount to violation of the guidelines issued by Ministry of Home Affairs under provisions of Disaster Management Act, 2005.
JMM chief Shibu Soren tests positive
Rajya Sabha MP and Jharkhand Mukti Morcha (JMM) president Shibu Soren and wife Roopi have tested positive for COVID-19, his son and Jharkhand chief minister Hemant Soren said.
Taking to Twitter, the chief minister said "respected father Dishom Guru ji" and mother were diagnosed with the disease on Friday night, and they are undergoing home quarantine. The 76-year-old president of the ruling JMM in the state is revered as 'guruji' (master) by his followers.

Former Chief Minister Parkash Singh Badal's residence in Muktsar district was declared as a micro containment zone after five security personnel posted there tested positive, a health official told PTI.
Punjab on Saturday reported 45 deaths and 1,320 fresh infections, pushing the death count to 1,036 and total infections to 40,643.
Telangana's case count crosses one lakh
Telangana's overall case count rose to 1,01,865 as 2,474 new cases were added. With seven more people succumbing to the virus, the toll in the state mounted to 744. However, the state's recovery rate at 77.29 percent was higher than the country's recovery rate of 74.69 percent.
Maharashtra, Andhra Pradesh, Gujarat and West Bengal were among the other states which added high numbers to their case tallies.
While Maharashtra reported 14,492 new cases and 297 deaths, Andhra Pradesh reported over 10,000 fresh infections. The overall count in the southern state climbed to 3,45,216 and the toll mounted to 3,189.
Gujarat its highest single-day spike of 1,212 new COVID-19 cases, taking the total count of infections to 85,678, the state health department said. The number of fatalities rose by 14, including six in Surat, which is the highest in the state, to 2,883, it said.
A total of 980 patients were discharged in the day, taking the number of recoveries to 68,257, the department said, adding that the recovery rate has reached 80 percent.
With a record 3,232 new cases in a single day, West Bengal's caseload went up to 1,35,596. The toll reached 2,737 with 48 more people succumbing to the disease, said a bulletin issued by the state health department.

WHO gears up to solve the world’s antivenom crisis
Clinical trials planned to take on scourge of substandard, untested medicines
Last month, the World Health Assembly in Geneva demanded action on a neglected tropical health problem that receives little attention – even when compared with overlooked diseases – snakebite. This is despite snakebites causing 100,000 deaths every year. The resolution called on countries to join forces to ramp up production of antivenom and tighten regulation around its use.
‘The antivenom crisis is very acute in sub-Saharan Africa,’ explains Julien Potet, policy adviser on neglected tropical diseases at Médecins Sans Frontières (MSF). ‘Some poor products with a low cost per vial have entered the African markets, including products that are just not prepared with the geographically appropriate venoms.’
Substandard antivenom is one facet of sub-Saharan Africa’s snakebite crisis. ‘Even taking into account the bad products, there is not enough product available to treat everyone who needs it,’ says David Williams, a clinical toxicologist and herpetologist at the University of Melbourne, Australia. ‘Often what is there is also simply too expensive. Patients can’t afford a full treatment and many only receive a partially effective dose or a dose that is not effective at all.’ This leads to a vicious cycle: patients lose confidence in products and go to traditional healers for treatment instead. That drives down sales and consequently less is made.
Africa reports 32,000 snakebite-related deaths every year. While there is more press coverage now, thanks to efforts by MSF and other organisations, the ‘crisis’ has been in the making since the 1990s, says Jean-Philippe Chippaux, a physician at the French Research Institute for Development, France, and honorary president of the African Society of Venomology. One big reason for the ongoing crisis has been African governments’ inability to incentivise local drugmakers to make antivenom. ‘It’s not as simple as producing a drug or vaccine – a snake species can have more than 100 different toxins in the venom. It is very difficult and expensive to produce and no African government is capable of doing that,’ says Chippaux. Moreover, he adds, the majority of doctors in sub-Saharan Africa aren’t sufficiently trained to use serum.
Price point
Added into all this is the issue that the antivenom market simply isn’t that lucrative for big pharma. Market research firm Transparency Market Research put the global antivenom market at $1.7 billion (£1.3 billion) in 2016. Sanofi Pasteur halted production of its FAV-Afrique antivenom, effective for several African snakes, in 2010. Sanofi cited cut-price competition for the withdrawal. Consquently, smaller manufactures have flooded the sub-Saharan market with their products. One reason for the poor quality of these antivenoms is a lack of clinical trials. ‘Many products have been used for decades without actually having gone through formal clinical trials. With products already on the market, we often rely on practical experience and there is no pressure to get formal evidence,’ says Williams. He adds that African governments have a weak regulatory mechanism that manufacturers can exploit. On top of this, many of the antivenoms exported to Africa from other regions are ineffective against African snake species’ venoms, says Williams.
To address the global antivenom crisis, the WHO is taking action, starting in Africa. It is now carrying out a thorough assessment of manufacturers that supply antivenoms to the continent. This assessment includes detailed plant inspections and independent lab test of antivenoms. Williams says that Asia will be the next big region the WHO will focus on.
Williams adds that the priority for the newly formed WHO snakebite working group is to conduct clinical trials of antivenoms that are already on the market.
Few antivenoms used in Africa have been subjected to clinical trials. Even India, which has six pharmaceutical firms producing them, has never formally tested an antivenom in a trial. ‘Studies of Indian antivenoms in Sri Lanka and Nepal raised many red flags, especially regarding effectiveness and safety,’ says Williams. ‘Clinical trials are very important tools – the key things they can tell us are: will this treatment harm the patient, does this treatment actually work and, if so, at what dosage?’
The antivenom shortage doesn’t just affect Africa. It’s a global problem. Last month’s WHO resolution urged member countries to make antivenom therapy more affordable. In India, government hospitals provide antivenom free of cost, but rural hospitals often run out, forcing people to approach private hospitals. One 2013 study found that four out of 10 victims of snakebite in the state of Tamil Nadu, India, had to borrow money to pay for treatment.1 The reasons for shortages in India’s public hospitals are multi-faceted. Soumyadeep Bhaumik, a research fellow at India’s George Institute for Global Health, blames supply chain problems. Bhaumik explains it is part of a bigger problem of the malfunctioning public health sector in India. When stocks of antivenom are low they aren’t replenished by local authorities in time, leading to shortages. ‘India’s regulatory mechanism complicates the problem further,’ Bhaumik says. ‘The government’s price controls might have made it more lucrative for manufacturers to simply export for higher revenues.’
Bhaumik adds that the WHO resolution should push the Indian government to overhaul healthcare and solve the issue of antivenom availability. ‘As almost half of the world’s snakebite-related deaths occur in India, the country is under pressure to act,’ he says.
The next generation
Meanwhile, new approaches to make antivenom production simpler and cheaper are being developed. Currently, anti-venom production is laborious. It is a great pleasure for me to be here at the workshop on climate risk management strategies for Kolkata. It is my first official visit to Kolkata Municipal Corporation (KMC). And I must say that like my predecessors I am too very impressed by KMC’s enthusiasm and genuine interest in embracing new concepts and emerging ideas when it comes to addressing climate vulnerability of this great city.
The UN estimates that there are 3,351 cities located in low-elevation coastal zones around the world. The top 10, in terms of population exposed to coastal flood hazard, are Mumbai, Guangzhou, Shanghai, Miami, Ho Chi Minh City, Kolkata, New York, Osaka-Kobe, Alexandria and New Orleans. The cities of Tokyo, New York, Mumbai, Shanghai, Kolkata and Buenos Aires are the most vulnerable to storm surge.
India is one of the world’s most vulnerable countries. It has faced several types of extreme weather events in 2015 and 2016 - from floods to unseasonal rainfalls to deadliest heat-waves to snow storms. As per a report by Earth Security Group, India is incurring losses of about US $9-10 billion annually due to extreme weather incidents.
In 2015, the heaviest rainfall in over a century caused extreme flooding in Tamil Nadu leading to an estimated US$ 710 million in insurance claims.
Climate risks, as we all know, have the potential to severely dent urban systems and pose serious threats to urban infrastructure and importantly the life of citizens. This is especially true for cities like Kolkata that are more susceptible to the effects of climate risk which imposes both social and economic costs. Cyclone Aila, in 2009, left 150,000 people homeless and without livelihood in this part of West Bengal. Lloyd’s City Risk Index has estimated that storms and floods will put a huge burden on Kolkata’s GDP.
Many of you would be aware that under our UK-Kolkata Municipal Corporation Programme on low carbon and climate resilient Kolkata, PwC and TARU conducted a GIS-based and ground level survey to assess the level of climate risks the city is exposed to and came up with a Climate-Induced Disaster Management Plan for the city. You will get a glimpse of this interesting management strategy later in the session when TARU presents key highlights and recommendations. There is one recommendation that I would like to mention here which is directly linked to this workshop today—and that is of climate risk insurance.
With a large urban poor population and majority of urban infrastructure exceedingly vulnerable to climate risks, it is important for cities to prepare for calamities and safeguard citizens and investments through innovative approaches. One such approach is the use of advanced climate modelling and risk assessment at the municipal level coupled with effective insurance tools built into the city’s disaster recovery and relief schemes.
On climate modelling, we are exploring ways of using the expertise of UK Met Office.
And on risk assessment, we have undertaken this study with PWC to:
understand the extent of climate risks faced by urban infrastructure in five pilot Indian cities - Kolkata, Chennai, Pune, Patna and Kochi
sensitise key stakeholders on the importance of and options for mitigating climate induced risks for infrastructure through risk insurance
This workshop is part of this endeavour.
We need to work together to strengthen resilient policies of cities against climatic events. We need to support and help each other to invest in risk reduction and introduce innovative steps and technologies to enable cities cope with disasters.

Climate Smart Disaster Management Strategy for Kolkata: A project was recently undertaken for preparation of a climate smart disaster management strategy for Kolkata under the UK KMC memorandum of understanding (MoU) for low Carbon and climate resilience Kolkata. The project was implemented by PwC and TARU Leading Edge Pvt Ltd.
The project aimed at analysing implications of climate change for extreme weather in the city, understanding the city’s preparedness for extreme events, and recommending an action plan for better preparedness and management to reduce current and future vulnerabilities taking into account the on-going disaster risk management efforts.
As part of the climate vulnerability assessment under this project, a ward level mapping of climate vulnerabilities was done in a sample of 5 wards in Kolkata. The methodology adopted combined ground level surveys coupled with satellite imagery, as well as community engagement and participation to arrive at conclusions on vulnerability as well as local needs with respect to climatic disaster preparedness.
Key findings of the study depicted the following:
on an average, 2 extreme rainfall (~64 to124 mm) events were found to occur every year ranging from 0 to 11 days per year. Most of the city drains are old and were designed to carry much less volume - probable rainfall of a quarter inch (6 mm) an hour or 150 mm in a day. The absence of adequate drainage infrastructure makes the city highly vulnerable to flooding – with low income settlements being particularly affected during cyclones and floods.

augmenting number of automated weather monitoring stations and river gauge stations across the city
installation of Automated tidal flow prevention systems at locations where storm water drains / sewage connect with the canals / river
effective drainage area planning
widening of roads to ensure minimum access roads for fire brigade and ambulances
ward-level stormwater management measures to encourage preventative action, including behavioral change amongst residents so as to encourage the safe disposal of waste
Heat and Health Action Plan for the city to address public health impacts of heat island effect.
KMC has already gone ahead with implementation plans and would be soon commencing work on establishment of early warning systems, drainage area planning through climate smart landuse planning, and capacity building, with support from an international funding agency.
Similarly, as part of follow up action on the project, UK government has also initiated a project aiming at building financial resilience of 5 Indian cities including Kolkata, through introduction of tools such as climate risk insurance to safeguard infrastructure investments by the city.
The findings of the disaster management study were presented at a stakeholder workshop on climate risk management held at KMC on 16 February 2017. The workshop discussed the key findings and recommendations of the disaster management study and future action plan by KMC for better disaster preparedness of the city.

Drawing attention to the Unlock-3 guidelines, Bhalla said such restrictions are creating problems in inter-state movement of goods and services and are impacting supply chains, resulting in disruption of economic activity and employment. The unlock guidelines clearly state that there shall be no restrictions on inter-state and intra-state movement of persons and goods, he said in the letter. The toll due to COVID-19 in Assam mounted to 53 after two more people succumbed to the disease, while 1,117 fresh cases pushed the state's tally to 22,981, Health Minister Himanta Biswa Sarma said.
The two men, aged 61 and 62 years, died at the Gauhati Medical College Hospital and the Jorhat Medical College Hospital, respectively, he said.

WHO reports record daily increase in global COVID-19 cases
The World Health Organization reported a record increase in global coronavirus cases for the second day in a row, with the total rising by 259,848 in 24 hours, reports Reuters.
The biggest increases reported on Saturday were from the United States, Brazil, India and South Africa, according to a daily report. The previous WHO record for new cases was 237,743 on Friday. Deaths rose by 7,360, the biggest one-day increase since May 10. Deaths have been averaging 4,800 a day in July, up slightly from an average of 4,600 a day in June.

While speaking to ANI, Dr V K Monga, the Chairman of IMA Hospital Board of India said, “This is now an exponential growth. Every day the number of cases is increasing by more than around 30,000. EU extends summit to Sunday after deadlock over COVID recovery plan
European Union leaders failed to agree on a massive stimulus fund to revive their coronavirus-hammered economies on Saturday after two days of fraught negotiations, but extended their summit for another day to try and overcome their differences.
“The negotiations were heated,” said Prime Minister Giuseppe Conte of Italy, one of the EU countries most affected by the coronavirus crisis that are seeking generous aid from the bloc. “Europe is under the blackmail of the ‘frugals’.”
“We have to do all what is possible to reach a deal tomorrow. Further delays are not useful to anybody.”
Coronavirus LATEST Updates: The World Health Organization reported a record increase in global coronavirus cases for the second day in a row, with the total rising by 259,848 in 24 hours.
With 34,884 people testing positive for COVID-19 in 24 hours, India's coronavirus case count on Saturday soared to 10,38,716 while the death count rose to 26,273 with 671 fatalities, the Union health ministry said in its morning update.
This is the third consecutive day when the number of COVID-19 cases in the country has increased by more than 30,000.
According to figures reported during the day by state governments, many states reported record jumps in daily cases. Maharashtra's overall case count went past three lakh while Mumbai crossed one lakh cases.
Nearly 18,000 recover in 24 hours
The health ministry said that the number of recoveries has also been continuously increasing due to "timely, proactive, and graded strategy initiatives" for effective management and an expansion of hospital infrastructure.
In a statement, the ministry said, "The last 24 hours saw 17,994 COVID-19 patients recovering. The recovery rate is now 63 percent."
The ministry said that as many as 6,53,750 patients have recovered from the disease so far, and at present, there are 3,58,692 active cases in the country. Thus, recoveries outnumber active cases by over 2.95 lakh, it stated.
The recovery rate in Mumbai rose to 70 percent on 15 July, said a release issued by the Press Information Bureau. Mumbai's recovery rate is nearly 15 percent more than that of Maharashtra, which is 55.62 percent, it claimed. The COVID-19 recovery rate in Mumbai stood at 50 percent around mid-June, when the Brihanmumbai Municipal Corporation (BMC) launched "Mission Zero" under the Rapid Action Plan to contain the spread of the contagion.
The rate improved to 57 percent on 1 July and further to around 70 percent on 15 July, the PIB statement said.
The Delhi government in its daily bulletin said that more than one lakh people have recovered from the viral infection in the National Capital and the recovery rate has thus risen to 83 percent.
According to the Indian Council of Medical Research (ICMR), a cumulative total of 1,34,33,742 samples have been tested for COVID-19 up to 17 July with 3,61,024 samples being tested on Friday.
Of the 671 deaths reported in the last 24 hours, 258 are from Maharashtra, 115 from Karnataka, 79 from Tamil Nadu, 42 from Andhra Pradesh, 38 from Uttar Pradesh, 26 each from West Bengal and Delhi, 17 from Gujarat, nine each from Jammu and Kashmir and Punjab, and eight each from Madhya Pradesh and Rajasthan.
Of the total 26,273 deaths reported so far, Maharashtra accounted for the highest with 11,452 fatalities followed by Delhi with 3,571 deaths, Tamil Nadu 2,315, Gujarat 2,106, Karnataka 1,147, Uttar Pradesh 1,084, West Bengal 1,049, Madhya Pradesh 697 and Rajasthan 546, according to the health ministry's morning update.
The health ministry stressed that more than 70 percent of deaths occurred due to comorbidities.
Maharashtra has also reported the highest number of cases at 2,92,589 followed by Tamil Nadu at 1,60,907, Delhi at 1,20,107, Karnataka at 55,115, Gujarat at 46,430, Uttar Pradesh at 45,163 and Telangana at 42,496.
"Our figures are being reconciled with the ICMR," the ministry said, adding that 163 cases are being reassigned to states.
Total lockdown in coastal Thiruvananthapuram
Meanwhile, day after Kerala chief minister Pinarayi Vijayan sounded the alert over community transmission in two villages of Thiruvananthapuram district, the district administration clamped a complete lockdown for 10 days in the coastal areas of the district from Saturday midnight.
The district's coastal area stretching from Edava in the north to Pozhiyoor in the south has been declared as Critical Containment Zone (CCZ) and will be under complete and strict lockdown from Saturday midnight to 28 July midnight, an order from the district Collector Dr Navjot Khosa said.
During this period, existing lockdown relaxations shall not be apply to the containment areas and strict lockdown measures shall be in force. The district has been divided into three zones, with three IAS officers functioning as 'Incident Commanders' who will oversee implementation of zone-wise cluster containment and intervention strategies. Movement of people within or out of these zones would not be allowed and the police should strictly enforce this, the collector stated.
In Andhra Pradesh's Srikakulam, the district collector announced a fortnight-long lockdown starting Saturday, reported news agency ANI. Shops selling essential items including dairies and vegetable shops will remain open between 6 am and 1 pm, it said quoting the Srikakulam Municipal Corporation Commissioner.
Assam prohibits inter-district travel from 22 July
In Assam, the state government has decided to bar inter-district movement of individuals from 22 July till further orders. Chief Secretary Kumar Sanjay Krishna said that movement will be allowed for last rites and medical emergencies only with written permission from the deputy commissioner of the originating district.
Movement of goods and essentials, however, will continue uninterrupted, he said.
At the same time, the state government announced the easing of some curbs in the Kamrup Metropolitan district, under which Guwahati falls.

The chief secretary said that night curfew and weekend lockdown will continue in the district which has been under lockdown since 28 June but shops and businesses will be allowed to operate on any one side of any street on any given day and on the opposite side on alternate days between Monday and Friday from 7 am to 5 pm.
Shopkeepers will be allowed to operate only with 50 percent employees and after all staff and owner test negative for COVID-19 with strict compliance of all COVID-19 protocols issued by the health department.
Home delivery of vegetables, meat and fish will be allowed from Monday to Friday, but street and footpath vending of any sort is not allowed and all designated markets under the municipality will remain closed.
Cab aggregators, auto rickshaws and manual rickshaws except e-rickshaws are allowed to operate with only two passengers at any given time.
Technical service providers such as plumbers, electricians, carpenter, AC mechanic and other electronic repairing will be allowed from Monday to Friday during non-curfew hours.
All central and state government offices including banks, insurance companies, NBFCs, Gauhati Tea Auction Centre and private offices shall operate with 30 percent attendance and testing, and maintenance shall be the responsibility of the head of the office.
Night curfew will remain in force from 6 pm to 6 am everyday and these new guidelines will come into effect from 7 pm of 19 July to 7 pm of 2 August.
Maharashtra cases surge past three lakh; Karnataka reports 4,537 new cases
Many states continued reporting increasing numbers during the day, with Maharashtra crossing the grim milestone of three lakh cases.
According to a bulletin issued by the state health department, the state's case count surged to 3,00,937 with the addition of 8,348 while the toll climbed to 11,569 with 144 fatalities. Meanwhile, Mumbai crossed the one lakh cases with the addition of 1,186 new cases in the day. The number of the cases in the city now stands at 1,00,350 while the toll rose by 65, it said.
On Saturday, restrictions were lifted in Maharashtra's Thane city, barring the infection hotspots where they will continue to operate till 31 July, according to order issued by Thane Municipal Commissioner Dr Vipin Sharma.
West Bengal reported over 2,000 new COVID-19 cases on a single-day for the first time as the state's tally breached the 40,000, as per the state health department. The state detected 2,198 new cases, following which its active cases soared to 15,594, it said in a bulletin.
Twenty-seven more people died, taking the state's total fatalities to 1,076, the department said. The state has so far reported 40,209 cases of the viral infection.
Delhi recorded 1,475 fresh infections, taking the total in the city to 1,21,582, while the toll mounted to 3,597 as 26 more succumbed to the disease.
The southern states also continued reporting an upward trend. While Karnataka reported its highest single-day spike of 4,537 new cases and 93 deaths, Andhra Pradesh recorded a high of 3,963 cases and 52 deaths.
Tamil Nadu reported its highest single-day jump infections as well as the number of daily deaths, with the total infection count crossing 1.65 lakh. As many as 4,807 new positive cases of the novel coronavirus infection were reported from different parts of the state while 88 people died due to it. The toll mounted to 2,403, a health department bulletin said.
Kerala's COVID-19 infection count touched 11,659 with 593 fresh cases being reported on Saturday as the toll climbed to 39 with two fatalities.
Central team to reach Bihar on Sunday
The health ministry asked states like Bihar, West Bengal, Assam and Odisha — which have been reporting surge in daily infections— to step up efforts to curb the transmission of the infection and keep the case fatality rate below one percent.
With these states again imposing lockdown restrictions, the health ministry stressed that the curbs should be utilised to focus on containment, surveillance and testing in the containment and buffer zones for early detection of cases and fatality management.
"The focus of the containment strategy remains on house-to-house survey, perimeter control activities, timely contact tracing, surveillance of containment and buffer zones, aided by effective clinical management of severe cases through a standard of care approach," the ministry said.
A central team has been deployed in Bihar to assist the state in the assessment of COVID-19 management and to provide all necessary support. The team comprising Joint Secretary Lav Agarwal, Dr S K Singh, Director, National Centre for Disease Control and Dr Neeraj Nischal, associate professor of medicine at AIIMS, New Delhi, will reach Bihar on Sunday.
AIIMS ethics panel gives nod for Covaxin trial
In another development, the AIIMS Ethics Committee gave its approval for human clinical trial of the indigenously developed COVID-19 vaccine candidate COVAXIN following which the premier hospital is likely to begin the exercise by enrolling healthy volunteers from Monday.
AIIMS-Delhi is among the 12 sites selected by the ICMR for conducting phase I and II human trials of COVAXIN. In phase I, the vaccine would be tested on 375 volunteers and the maximum of 100 of them would be from AIIMS.

Shopkeepers will be allowed to operate only with 50 percent employees and after all staff and owner test negative for COVID-19 with strict compliance of all COVID-19 protocols issued by the health department. Home delivery of vegetables, meat and fish will be allowed from Monday to Friday, but street and footpath vending of any sort is not allowed and all designated markets under the municipality will remain closed. Cab aggregators, auto rickshaws and manual rickshaws except e-rickshaws are allowed to operate with only two passengers at any given time. Technical service providers such as plumbers, electricians, carpenter, AC mechanic and other electronic repairing will be allowed from Monday to Friday during non-curfew hours. All central and state government offices including banks, insurance companies, NBFCs, Gauhati Tea Auction Centre and private offices shall operate with 30 percent attendance and testing, and maintenance shall be the responsibility of the head of the office. Night curfew will remain in force from 6 pm to 6 am everyday and these new guidelines will come into effect from 7 pm of 19 July to 7 pm of 2 August. Maharashtra cases surge past three lakh; Karnataka reports 4,537 new cases Many states continued reporting increasing numbers during the day, with Maharashtra crossing the grim milestone of three lakh cases. According to a bulletin issued by the state health department, the state's case count surged to 3,00,937 with the addition of 8,348 while the toll climbed to 11,569 with 144 fatalities. Meanwhile, Mumbai crossed the one lakh cases with the addition of 1,186 new cases in the day. The number of the cases in the city now stands at 1,00,350 while the toll rose by 65, it said. On Saturday, restrictions were lifted in Maharashtra's Thane city, barring the infection hotspots where they will continue to operate till 31 July, according to order issued by Thane Municipal Commissioner Dr Vipin Sharma. West Bengal reported over 2,000 new COVID-19 cases on a single-day for the first time as the state's tally breached the 40,000, as per the state health department. The state detected 2,198 new cases, following which its active cases soared to 15,594, it said in a bulletin. Twenty-seven more people died, taking the state's total fatalities to 1,076, the department said. The state has so far reported 40,209 cases of the viral infection. Delhi recorded 1,475 fresh infections, taking the total in the city to 1,21,582, while the toll mounted to 3,597 as 26 more succumbed to the disease. The southern states also continued reporting an upward trend. While Karnataka reported its highest single-day spike of 4,537 new cases and 93 deaths, Andhra Pradesh recorded a high of 3,963 cases and 52 deaths. Tamil Nadu reported its highest single-day jump infections as well as the number of daily deaths, with the total infection count crossing 1.65 lakh. As many as 4,807 new positive cases of the novel coronavirus infection were reported from different parts of the state while 88 people died due to it. The toll mounted to 2,403, a health department bulletin said. Kerala's COVID-19 infection count touched 11,659 with 593 fresh cases being reported on Saturday as the toll climbed to 39 with two fatalities. Central team to reach Bihar on Sunday The health ministry asked states like Bihar, West Bengal, Assam and Odisha — which have been reporting surge in daily infections— to step up efforts to curb the transmission of the infection and keep the case fatality rate below one percent. With these states again imposing lockdown restrictions, the health ministry stressed that the curbs should be utilised to focus on containment, surveillance and testing in the containment and buffer zones for early detection of cases and fatality management. "The focus of the containment strategy remains on house-to-house survey, perimeter control activities, timely contact tracing, surveillance of containment and buffer zones, aided by effective clinical management of severe cases through a standard of care approach," the ministry said. A central team has been deployed in Bihar to assist the state in the assessment of COVID-19 management and to provide all necessary support. The team comprising Joint Secretary Lav Agarwal, Dr S K Singh, Director, National Centre for Disease Control and Dr Neeraj Nischal, associate professor of medicine at AIIMS, New Delhi, will reach Bihar on Sunday. AIIMS ethics panel gives nod for Covaxin trial In another development, the AIIMS Ethics Committee gave its approval for human clinical trial of the indigenously developed COVID-19 vaccine candidate COVAXIN following which the premier hospital is likely to begin the exercise by enrolling healthy volunteers from Monday. AIIMS-Delhi is among the 12 sites selected by the ICMR for conducting phase I and II human trials of COVAXIN. In phase I, the vaccine would be tested on 375 volunteers and the maximum of 100 of them would be from AIIMS.
