In a late night order, in what seems to be the beginning of the end of the lockdown, the Ministry of Home Affairs on Friday ordered the exemption of all shops under the Shops and Establishment Act of States/UTs, including shops in residential complexes and market complexes — except shops in multi-brand and single-brand malls — outside limits of municipal corporations, from revised consolidated lockdown restrictions. One month into lockdown, concerns over economic impact grow After 30 days of lockdown, a high-level group of top bureaucrats, comprising of Union Home Secretary and his counterpart in the Department for Promotion of Industry and Internal Trade, reviewed measures to speed up economic and industrial activities and held a video conference with representatives of industry associations. Home Ministry Joint Secretary Punya Salila Srivastava said feedback is being taken from industrial units and their problems are being addressed. She said certain quarters of the industry and exporters have raised concerns over some new guidelines, saying it was difficult for them to implement those for partial resumption of their factory operations. In another significant decision, the government froze inflation-linked allowance for its 1.1 crore employees and pensioners, a move states are likely to replicate, in order to save a combined Rs 1.2 lakh crore. Industry body CII said India's GDP, in the baseline scenario, is expected to grow at just 0.6 percent on an annual basis as economic activity is expected to remain constrained due to continuing restrictions on the free movement of goods and people beyond the lockdown period. In the most optimistic scenario, which envisages a faster pick-up in the aftermath of the lockdown, the GDP is expected to register a growth of 1.5 percent. In case of a more prolonged outbreak, where the restrictions in existing hotspot regions get extended, while new regions are identified as ‘hotspots' leading to intermittent stop and start in economic activity, the GDP is likely to decline by 0.9 percent, it added. Separately, Fitch Ratings also slashed India's growth projection to 0.8 per cent for 2020-21, saying that an unparalleled global recession was underway due to disruptions caused by the coronavirus pandemic and resultant lockdowns. India reports highest single-day spike, but rate of recovery improving According to a PTI tally of figures announced by various states and union territories, the number of confirmed cases has reached 23,577 with at least 743 deaths, while nearly 5,000 patients have recovered and have been discharged. Maharashtra alone has reported more than 6,400 cases and at least 283 deaths, while Gujarat has seen over 2,600 confirmed infections with over 100 deaths and Delhi has more than 2,300 cases with 50 deaths. Madhya Pradesh, Rajasthan, Uttar Pradesh and Tamil Nadu have also reported large number of cases. While asserting that the growth of coronavirus cases in the country has been more or less linear and not exponential, it also said testing has been ramped up consistently. Addressing a daily press conference on the COVID-19 situation in the country, CK Mishra, the chairman of Empowered Group Two, said testing has been a "crucial weapon" during the 30-day lockdown period, which began on 25 March 24, to ascertain if one has contracted the disease or not. As on 23 March, nearly 15,000 tests were done across the country and by 22 April more than 5 lakh tests were conducted, which is about "33 times in 30 days", he said, adding, "But we are conscious of the fact that this is not enough and we have to continuously ramp up testing in the country and we will do that." One of the empowered groups formed to suggest measures to ramp up healthcare, put the economy back on track and reduce misery of people once the lockdown is lifted, Empowered Group Two is tasked with coordinating availability of hospitals, isolation and quarantine facilities, disease surveillance, testing and critical care training. "The growth of COVID-19 cases has been more or less linear, not exponential; this indicates that the strategies we adopted have succeeded in containing the infection to a particular level. Post imposition of lockdown, while the number of new positive cases has increased by 16 times, testing increased by 24 times," Mishra added. "Despite a 24-fold increase in testing, the percentage of positive cases is not rising. The percentage of positive cases as a ratio of testing is more or less the same as that a month ago," he said. Mishra also claimed that India has done better than a majority of developed countries with respect to the percentage of test cases yielding positive results. He said South Korea is among the countries that have done better than India. "We need to evolve our strategy based on the current position... We seem to be doing well so far with our strategy which is intensely focused on areas where we see a lot of positivity and action happening. Our testing strategy has been focused, targeted and continues to expand," he said. Situation in Hyderabad, Ahmedabad, Surat 'especially concerning' The COVID-19 situation is “especially serious” in major or emerging hotspots like Ahmedabad, Surat, Hyderabad, Chennai and Thane, the Centre said on Friday, as it rushed inter-ministerial central teams(IMCT) to monitor the situation in these cities. The assessment by the MHA came on a day when Ahmedabad Municipal Commissioner Vijay Nehra said the number of COVID-19 patients in the Gujarat capital may grow to eight lakh by the end of May if the current four-day period of doubling of the cases continues. So far, Ahmedabad city has reported 1,638 cases, the highest in Gujarat which accounted for over 2,600 infections. Four teams headed by Additional Secretary-level officers will visit Ahmedabad, Surat, Hyderabad and Chennai, MHA Joint Secretary Punya Salila Srivastava told a press conference. These teams will be in addition to the six IMCTs constituted earlier, she said. The teams have been constituted for a spot assessment of the COVID-19 hotspot districts. The six teams are in Mumbai, Pune (Maharashtra), Indore (Madhya Pradesh), Jaipur (Rajasthan) and West Bengal (one team for Kolkata and adjoining districts and the other for North Bengal). The team in Mumbai will also visit Thane. Political nitpicking over crisis continues Political nitpicking gained steam on Friday as several non-BJP ruled states alleged partisan behaviour by the Central Government. Meanwhile, West Bengal chief minister Mamata Banerjee was locked in a tussle with the state's governor Jagdeep Dhankhar. Congress president Sonia Gandhi accused the BJP of spreading the virus of communal prejudice and hatred in the country, asserting that "grave damage" is being done to India's social harmony. Rahul Gandhi said issues of migrant workers must be addressed as the first priority and lockdown beyond 3 May should only be continued in COVID-19 hotspots and not in green zones, while his sister and Congress general secretary Priyanka Gandhi Vadra demanded that migrant workers stuck at various state borders due to the lockdown be permitted to return to their native places after due testing and precautions. Chief ministers of Congress-ruled states, on the other hand, hit out at the Central Government for not providing financial assistance to them, asking how will the country win the battle against COVID-19 in this time of crisis. West Bengal governor Dhankhar mounted a fresh assault on West Bengal chief minister after her missive on Thursday where she accused him of "repeatedly interfering" in the functioning of her government and reminded him she is the elected chief minister of a proud state and he is a nominated governor. Dhankhar said the chief minister's "outburst" is an alibi strategy to cover up "monumental failures" in tackling the COVID-19 pandemic in the state. Urging the TMC supremo "to shun politics and confrontational approach", Dhankhar said her conduct is only compounding the miseries of the people. He also accused her of "explicitly appeasing" the minority community, while referring to the Tablighi Jamaat congregation in New Delhi, which has often been blamed for the spurt in the novel coronavirus cases. There have been allegations from various quarters that the state government is hiding coronavirus cases and deaths. Banerjee had earlier slammed the Centre for sending the teams to look into the states preparedness for tackling the COVID-19 outbreak and alleged that faulty testing kits were dispatched to the state. Centre asks Bengal, Assam, Bihar, Odisha to strengthen efforts to combat Covid-19

NEW DELHI: With a surge in COVID-19 cases in Bihar, West Bengal, Assam and Odisha, the Union health ministry has asked these states to make renewed efforts to contain transmission of the virus and keep case fatality rate below one per cent. With these states imposing lockdown anew, the health ministry emphasised that the restrictions should be utilised to focus on containment, surveillance and testing in containment and buffer zones as the key strategy for early detection of cases and fatality management. In a letter to principal secretaries (health) and secretary (health) of these states, joint secretary in the Ministry of Health Lav Agarwal asked them to ensure that at least 80 per cent of the new cases have their close contacts traced and are in quarantine within 72 hours of case confirmation. The letter underlined that containment and buffer zones should be suitably delineated based on the mapping of cases and contacts, and a list of NCC volunteers along with other workforce is available on COVID warriors’ portal which can be optimally utilised in containment and surveillance effort. “In terms of testing the state should aim to achieve a minimum of 14 tests per one lakh (140 tests per million) per day, while ensuring a positivity rate of less than 10 per cent,” the letter to the states read. The Centre has also decided to depute a multi-disciplinary team to Bihar to review and coordinate with the state in managing the pandemic there, according to an office memorandum issued by the health ministry. The team, comprising Agarwal, Dr S K Singh, director, National Centre for Disease Control, and Dr Neeraj Nischal, associate professor, medicine at AIIMS New Delhi, will undertake the visit immediately and coordinate with state health authorities to review the existing situation and provide necessary support and guidance. According to the letter to the principal secretary (health & family welfare), Bihar, cases in the state are rising with almost 450-500 cases being reported daily and 80 per cent of the total active cases in the state were reported in the last seven days. Districts like Patna, Bhagalpur, Muzaffarpur, Nalanda, Begusarai and Munger are reporting higher number of cases while Saharsa, Gaya, Paschim Champaran, Jamui, Arwal, Saran and Khagaria are the emerging hotspots. The overall testing is very low in the state vis-a-vis national average and an increasing trend in case positivity rate on weekly basis is also a cause of concern, the letter said. In the letter to the secretary (health and family welfare), West Bengal, Agarwal said the state is reporting almost 1,600 cases daily and 93 per cent of the total active cases in state were reported in the last four days. “Kolkata, Howrah, North 24 Parganas and South 24 Parganas as well as emerging hotspots in Jhargram, Purulia, Nadia, Midnapur East, Hooghly and Nadia need immediate attention.” Further, Odisha is reporting an average of more than 500 cases everyday since the past four weeks, the letter to the state’s principal secretary (health and family welfare) said. “According to active case load, Odisha is the tenth most-affected state in the country with Ganjam reporting approximately 37 per cent of the state’s active caseload,” the letter said, adding, there is need to focus on emerging hotspots such as Nabarangpur, Sambalpur and Kendujhar. “The increase in weekly fatality trend with almost 29 pc of cases above 45 years, is also a cause of concern,” the letter said. In the letter to the principal secretary (health and family welfare) Assam, Agarwal said the state is reporting approximately 600 cases everyday. About 80 pc of current active case load is reported in last 14 days, with Kamrup metro reporting more than 50 per cent of state’s active caseload. Nine districts including Nagaon, Goalpara, Karbi Anglong, Nalbari, Sivasagar are testing lower than India’s average. High case of positivity is noted in Dima Hasao and Kamrup Metro, the letter highlighted. To keep cases fatality rate less than one per cent, weekly case fatality needs to be monitored and the state should conduct rapid audit of hospitals and create dashboards to monitor real time status of bed utilisation, the letter sent to the four states mentioned. It also asked them to ensure adequate human resources, revamping ambulance system and helplines to ensure resolution of problems of patients experiencing symptoms or undergoing home isolation. “The Centre of Excellence for Clinical Management should undertake hospital wise/facility-wise fatality analysis and guide facilities with high CFR through regular VC on appropriate clinical management. Required support from 24×7 team set up by AIIMS Delhi for clinical management consultation may also be taken in this context,” the letters said. Necessarily testing all asymptomatic high-risk contacts and mild symptomatic as per ICMR protocol should be undertaken, it said. The states have also been asked to use the forecasting tools made available by the health ministry to ascertain the number of COVID beds required and accordingly calculate the oxygen requirement. “A nodal officer to keep a track of oxygen requirements and for relevant communication with the centre is to be appointed,” the letter said. “State should also focus on ensuring availability of non-COVID services such as immunisation, maternal and child health services including other emergency and critical care services,” it stated.

Coronavirus Cases in India : 'The epidemic is growing very rapidly'
The COVID-19 pandemic in India is part of the worldwide pandemic of coronavirus disease 2019 (COVID-19) caused by severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2). The first case of COVID-19 in India, which originated from China, was reported on 30 January 2020. As of 13 July 2020, the Ministry of Health and Family Welfare (MoHFW) has confirmed a total of 878,254 cases, 553,470 recoveries (including 1 migration) and 23,174 deaths in the country. India currently has the largest number of confirmed cases in Asia, and has the third highest number of confirmed cases in the world after the United States and Brazil with the number of total confirmed cases breaching the 100,000 mark on 19 May and 200,000 on 3 June. India's case fatality rate is relatively lower at 2.80%, against the global 4.7%, as of 6 July. Six cities account for around half of all reported cases in the country – Mumbai, Delhi, Ahmedabad, Chennai, Pune and Kolkata. As of 24 May 2020, Lakshadweep is the only region which has not reported a case. On 10 June, India's recoveries exceeded active cases for the first time reducing 49% of total infections followed by recovery rate crossing 60% till early July. Although, active have continued to increase persistently.
On 22 March, India observed a 14-hour voluntary public curfew at the instance of the prime minister Narendra Modi. It was followed by mandatory lockdowns in COVID-19 hotspots and all major cities. Further, on 24 March, the Prime Minister ordered a nationwide lockdown for 21 days, affecting the entire 1.3 billion population of India. On 14 April, the PM extended the nationwide lockdown till 3 May which was followed by two-week extensions starting 3 and 17 May with substantial relaxations. From 1 June, the Government has started "unlocking" the country (barring "containment zones") in three unlock phases.
The United Nations (UN) and the World Health Organization (WHO) have praised India's response to the pandemic as 'Comprehensive and robust,' terming the Lockdown restrictions as aggressive but vital for containing the spread and building necessary healthcare infrastructure. The Oxford COVID-19 Government Response Tracker (OxCGRT) noted the government's swift and stringent actions, emergency policy making, emergency investment in healthcare, fiscal stimulus, investment in vaccine and drug R&D. It gave India a score of 100 for its strict response. Michael Ryan, chief executive director of the WHO's health emergencies programme noted that India had tremendous capacity to deal with the outbreak owing to its vast experience in eradicating smallpox and polio. In June, India was ranked 56th of 200 countries in COVID 19 safety assessment report by Deep Knowledge Group. Though, other commentators have also raised concerns about the economic fallout arising as a result of the pandemic and preventive restrictions. The lockdown was justified by the government and other agencies for being preemptive to prevent India from entering a higher stage which could make handling very difficult and cause even more losses thereafter.

"Our order dated 15 April is in force," Choudhary told. As per the April 15 order, only essential service are allowed during the lockdown. Few expected Prime Minister Narendra Modi to lift the 21-day national lockdown in his speech on April 14. After all, the number of people reporting positive for Covid-19, the disease caused by the coronavirus, continued to rise and new clusters of infection were emerging around the country.
At the same time, it was clear Modi would ease certain restrictions to revive a battered economy. He did just that as he extended the lockdown to May 3, while pursuing a strategy of gradual easing of restrictions in relatively unaffected areas. From April 20, ecommerce operations, industries in rural areas, manufacturing in special economic zones and transport of goods, among others, will be allowed. These relaxations differ according to how a district is classified — a hotspot or one with a few confirmed Covid-19 cases, or with no infections.
After May 3, more concessions are likely to be made in those parts of the country that are not seen to be vulnerable to Covid-19. But India, which has nearly 14,800 confirmed cases, including 488 deaths, will have to delicately balance the medical and economic imperatives to avoid ending up with a bigger problem on its hands after a few weeks.
There are no established playbooks globally on how to emerge out of a lockdown, according to Rajib Dasgupta, professor of epidemiology at Jawaharlal Nehru University. “Countries have different economic imperatives.” The lockdown has been eased primarily to provide a way for millions of poor workers to earn a living once again, and to give a gentle push to the sputtering economic engine. But the top priority is still containing the spread of the disease. A recent note by investment bank JP Morgan says social distancing rules should not be loosened until at least two weeks after evidence of the infection rate having peaked.
Different states, different strokes States like Kerala, where active cases are on the decline, and Karnataka, once among the three worst affected but now not even in the top 10, are better placed to explore ways to make life easy for their people after the lockdown than the likes of Maharashtra and Delhi, for both of which containment is still the top priority. “The story is not about states now, it’s about districts,” says Sangita Reddy, joint managing director of Apollo Hospitals Enterprise, India’s largest hospital chain.
The Centre on April 15 identified 170 hotspot districts and 207 potential hotspots, out of a total 734 districts. States are at different stages of transmission, and even within a single state, there could be large variations between its districts. For instance, Mumbai is the country’s worst hit district, but there are six districts in Maharashtra that haven’t reported a single case, while seven have just one case each, according to the state government. “No reported case doesn’t mean no case at all. We have to test 1-2% of population of an area before opening it up,” says Reddy.
Mathew George, professor of public health at the Tata Institute of Social Sciences in Mumbai, concurs. “Epidemiologically, we need population-level data, which is missing. We can do antibody tests to make an informed decision.” Antibody testing helps in figuring out how widely Covid-19 has spread by identifying those who have had an infection in the past and are now immune.
Also important is figuring out the demographic composition of a particular district, taluk or village and the diseases prevalent there. Given that the elderly are more at risk of developing complications from Covid-19, administrative units with a relatively high proportion of those above 65 years need to be treated differently from others. So do areas that have a high incidence of, say, tuberculosis.
“We should be using every shred of available data,” says Jishnu Das, an economist at Georgetown University who has researched India’s healthcare system. “We tend to see India as homogenous, but we need to break it into finer pieces, and we need data for that.”
Along with detailed statistics that will help authorities decide what sort of restrictions should be applicable to which parts of the state, once the lockdown is eased, the government should step up its surveillance to avoid further outbreaks or to act quickly if there is one. While containment zones are closely monitored, in a post-lockdown phase, entire cities or districts will need to be actively watched.
The government is hoping that its Arogya Setu mobile app will help in tracing those who came in contact with someone who tested positive later. But this will be effective only when a critical mass of people are using the app, which has been hobbled by privacy concerns.
One important factor in preventing a flare-up of infections is increased self-reporting by those with symptoms, believes D Prabhakaran, vice-president for research and policy at the Public Health Foundation of India. “We need to de-stigmatise the disease for that.”
When limitations on people’s movement are eased, local administrations should prepare their health infrastructure for a spike in cases.
The Union government has told districts to classify hospitals separately for mild, moderate and severe cases. As of April 11, India had 586 hospitals dedicated to Covid-19 treatment, with 1 lakh isolation beds and 11,500 intensive care unit beds, according to the Union health ministry.
The current protocol mandates hospitalisation of anyone who tests positive. This is likely to change if infections outnumber available hospital beds. Maharashtra, for instance, is already considering switching to a different protocol where mild cases remain quarantined at home. In the European Union, less than three in every 10 infected persons have had to be admitted to a hospital. “You put your health workers at risk when you hospitalise mild cases,” says Das.
Geography and demography The other problem is the uneven geographical distribution of healthcare infrastructure. In Tamil Nadu and Kerala, there is one government hospital bed for every 900 people or so, but in Uttar Pradesh and Bihar, one government hospital bed on average serves nearly 3,000 and over 8,600 people respectively, according to the Union health ministry. So the large northern states are clearly less equipped to handle an outbreak after the lockdown ends than their counterparts in the south.
The other major challenge is handling the reverse migration of workers from cities once they are allowed to travel. If there isn’t enough work for them, they will be compelled to return to their villages. JM Financial Institutional Securities estimates that around 14 million migrants in India’s top 10 cities could go back home if there is no sign of economic revival. Nearly 2.5 million migrants are currently being provided food at 21,500 relief camps around the country. A large-scale movement of labourers to rural areas in poorer states in the north and the east could complicate matters for district authorities.
Even as India mulls the resumption of passenger trains and buses, it will soon have to take a call on allowing flights to operate again, but not before looking at the experience of countries like Singapore, Taiwan and Hong Kong.
Lauded for their quick response to Covid-19, these countries, along with China, started seeing a resurgence of infections, thanks to international fliers, including their own citizens returning home, around the middle of March. This forced these countries to tighten restrictions on the entry of foreigners. Singapore even went ahead and imposed a month-long lockdown in early April, something it had avoided till then.
Once international flights resume, George believes India should focus its resources on cities and states that see a lot of air traffic from other countries. “We need to have teams tracking international travellers. This has to be a long-term effort.” According to the JP Morgan note mentioned above, any government’s decision to restart international travel should depend not just on the spread of the disease within that country but on the global trajectory of Covid-19. “Border control relaxation should be delayed and be approached highly conservatively,” it says.
Countries around the world are preparing for a new normal in the foreseeable future where another large-scale Covid-19 outbreak is hardly a distant possibility, and India is no different. Coronavirus: Delhi has reported 93 new COVID-19 cases over a 24-hour period, the government said today

Ninety-three new cases of infection by the novel coronavirus were detected in Delhi over the past 24 hours, as per government data released Wednesday night, taking the total number of cases in the national capital to 669. On Tuesday 51 new cases and two deaths were reported.
The total figure includes nine deaths, 20 patients discharged after receiving treatment and one who has “migrated” to Singapore.
Of the total number of positive cases 214 have a history of foreign travel (or were in contact with someone who travelled) and 426, including the 93 reported yesterday, have been linked to a religious gathering held by Islamic sect Tablighi Jamaat in Delhi last month.
“93 new COVID-19 cases were reported today in the national capital taking the state tally to 669; the death toll stands at nine. All the 93 new COVID-19 positive cases reported today are linked with Nizamuddin Markaz event,” Delhi Health Minister Satyendra Jain was quoted by news agency ANI..
Only Maharashtra (1,135 cases, 72 deaths) and Tamil Nadu (738 cases and eight deaths) have reported more COVID-19 cases than Delhi.
Across India over 5,700 confirmed cases have been reported, including 166 deaths. Of this figure more than 1,440 cases are linked to the Jamaat.
As of Monday novel coronavirus cases have been reported from 284 districts across 28 states and union territories; the count was 211 districts three days prior.
On Wednesday Delhi Deputy Chief Minister Manish Sisodia said 20 coronavirus hotspots had been identified across the city – including the famous Sadar Bazar.

Other areas identified as hotspots include parts of Mayur Vihar and Patparganj in east Delhi, Dilshad Gardens in the northeast and Malviya Nagar in the south. The Markaz Masjid, where the Jamaat gathering was held, and the Nizamuddin Basti neighbourhood, where the 100-year-old complex is located, are on the list.
The government has assured door delivery of essential items to all residents in these areas.
The Delhi government has also made face masks compulsory for all people who step out of their homes to buy groceries, vegetables or medicines or for exercise. Similar orders have been issued in Mumbai, Chandigarh, Odisha and Nagaland.
These decisions were taken at an emergency meeting at Chief Minister Arvind Kejriwal’s residence yesterday, which was attended by Health Minister Satyendra Jain and Mr Sisodia.
Apart from Delhi, hotspots across 15 districts in neighbouring Uttar Pradesh have also been sealed; these will remain sealed till April 15 at least, the state Chief Secretary said.
Earlier this week the Union Health Ministry released details of an aggressive containment plan for large-scale outbreaks, including creating buffer zones and sealing affected areas for up to a month.
Sealed areas will only be re-opened, the 20-page report said, if no new cases are reported for at least four weeks after the last confirmed test.
India remains under a “total lockdown” imposed on March 24 and scheduled to end April 14. However, this is likely to be extended, Prime Minister Narendra Modi suggested yesterday in a video meeting with leaders of all parties.
Amid warnings that the rapid spread of the highly infectious COVID-19 virus could peak in the coming weeks, state leaders had earlier called on the centre to extend the lockdown.

On its part, the ICMR said that 2,19,103 samples had been tested for COVID-19 in the last 24 hours. With this, the total number of tests conducted so far rose to 1,18,06,265.
Uttar Pradesh recorded the highest single-day rise with 1,654 new cases reported in the past 24 hours, pushing the total to over 38,000.
Health Minister Harsh Vardhan was quoted by CNN-News18 as saying that he wouldn't be able to set a deadline for a vaccine to treat coronavirus.
He added, "No data to prove community transmission in India yet. Can say with confidence, community transmission hasn’t begun."
Pune, Bengaluru, Kerala to be under lockdown as COVID-19 cases rise

The Kerala government has imposed an enhanced triple lockdown in the coastal areas which have been declared as critical containment zones. The triple lockdown came into force from 6 am on Monday and will continue till 23 July.
The coastal regions where a triple lockdown has been declared are Thiruvananthapuram-Manikyavilakam, Poonthura and Puthanpally wards, Kollam-Chavara and Panmana, Alappuzha- Pattanakkad, Kadakkarappally, Cherthala south, Mararikulam North, Kodamthuruthu, Kuthiathode, Thuravoor, Arattupuzha, Ernakulam-Chellanam Malappuram-Veliyamkode, Perumbadappu, Ponnani, Tanur municipalities.
No movement of people will be allowed to and from the containment zones except for medical emergency and exempted services. The government has also declared five kilograms of rice to the families residing in these regions free of cost, ANI reported.
Shops that sell essential items will be allowed to function from 10 am to 6 pm. These shops are permitted to collect stock from 7 am to 9 am.
Additionally, the Uttar Pradesh government decided to implement strict restrictions across the state on weekends to check the spread of coronavirus, joining Karnataka and Tamil Nadu which have been imposing 'Sunday lockdown'.
Assam, Arunachal Pradesh, Meghalaya and Bihar were among the states that have already announced area-wise lockdown for different durations.
Tamil Nadu chief minister K Palaniswami extended the curbs in Madurai and nearby regions including the Paravai Town Panchayat and several village panchayats till 14 July.
The Maharashtra government had earlier announced a comprehensive lockdown in Pune and Pimpri-Chinchwad from 13-23 July. The state government had imposed similar curbs in areas around Mumbai.
Authorities in Kashmir too began strict implementation of another phase of the lockdown on Sunday, sealing off historic Lal Chowk and 67 other areas in Srinagar which have been declared containment zones after a sudden surge in COVID-19 positive cases over the past one week.
The Indian Express reported that authorities the "movement of people are restricted to essential services and medical emergencies only".
The Punjab government reportedly issued a "complete bar" on all public gatherings, while restricting social gatherings to five and marriages/other social functions to 30 instead of the current 50, News18 reported. "After the open testing policy, our testing has gone up from 4,000 to 6,800, daily. But the total positive cases have come down from 1,400 to 1,200 now," BMC commissioner IS Chahal was quoted as saying.
Of these 1,200 cases, the symptomatic cases are less than 200, so the BMC needs only 200 beds daily, Chahal said.
The BMC's discharge rate now stands at 70 percent, and on Sunday, after allotting beds to all patients, there were still 7,000 COVID-19 beds plus 250 ICU beds lying vacant, he added.
Meanwhile, the Maharashtra government "decided to cancel exams in all state-run universities in view of the rising coronavirus cases in the state," News18 reported quoting state education minister Uday Samant.

NO COMFORT IN NUMBERS: DETECTING CASES

West Bengal, which reported its first COVID-19 case in mid-March, has now recorded a total of 922 cases.

Though it is India’s fourth populous State, it now ranks fourth lowest in terms of the number of those tested, and is also way lower than Bihar, Madhya Pradesh, Rajasthan and Uttar Pradesh.
LACK OF TESTING:
Against a national average of 721 tests per million, West Bengal has a dismal 212.6 tests per million.
But what is disturbing is the general reluctance of the government to ramp up testing and to acknowledge deaths from the disease as such.
This comes as a surprise given its initial proactive stand on several fronts to tackle COVID-19. It was the first State to move from containment to mitigation to contain the spread when it announced a complete lockdown before the Prime Minister announced it nationally.
Chief Minister Mamata Banerjee was seen doing all the right things including demonstrating how social distancing is to be practised and setting up quarantine centres in every district.
While it is not clear if testing has improved, there is clearly a reluctance to divulge the true extent of spread of the virus. The hesitation is pronounced on the issue of sharing mortality numbers.
FATALITY RATE:
At over 13%, the case fatality rate is very high in West Bengal while the detection rate continues to remain the same, which is a reflection of poor surveillance and a failure to actively look out for fresh cases.
When surveillance is good and testing is ramped up, the number of cases reported is bound to increase, as was seen in Kerala, Maharashtra and Rajasthan, and even South Korea in particular.
As Kerala has demonstrated, early detection of cases and tracing of contacts, quarantining and testing will not only help in containing the spread but also markedly reduce the case fatality rate.
Trying to keep the numbers artificially low by testing fewer people or not divulging the actual numbers and tracing their contacts allows the virus to spread unchecked.
At some point, poor surveillance and delay in testing will overwhelm the health system and result in even more deaths, something that no government would be proud of.
A higher number of cases is only a reflection of how active the State has been in waging a war against the virus, while a higher case fatality rate serves as evidence of poor response.
CONCLUSION:
With the lockdown now extended by two more weeks, the government should follow the advice of WHO and cover lost ground by aggressively testing and isolating cases, and tracing contacts.
Assembly polls next year should not be a reason for the Union and the State governments to politicise a public health issue that has been declared a pandemic.

The year 2019-20 saw India’s agriculture sector grow by 11.3 per cent at current prices, more than the overall annual GDP increase of 7.9 per cent.

Constant prices adjust for the effects of inflation. Using constant prices enables us to measure the actual change in output and not just an increase due to the effects of inflation.
AGRICULTURAL GROWTH:
The current fiscal — the April-June quarter, definitely — could see agricultural growth surpassing that of non-agriculture even at constant prices. Simply put, agriculture is back to being the economy’s mainstay and, indeed, the only sector growing amid a nationwide lockdown.
One indicator is wheat procurement(obtaining from farmers). As on May 1, government agencies had bought 14.3 million tonnes (mt) of the new crop, equivalent to a minimum support price value of over Rs 27,500 crore, with another 20 mt likely to be procured by month-end.
Farming activity being relatively unaffected is also captured by retail fertiliser sales rising 45 per cent year-on-year in April. And if the monsoon turns out normal as forecasted(predicted), things aren’t looking that bleak(weak) for agriculture; contrast this with the zero domestic car sales last month.
Agriculture doing well is important both from the standpoint of inflation control (adequate supply of food, feed and fibre, along with low oil prices, makes it easier for the Reserve Bank of India to pursue an accommodative monetary policy) and reviving spending (farmers and rural labourers have higher marginal propensity to consume). But it is also a fact that the farm sector cannot support economic growth beyond a point.
INCOME FROM NON-AGRICULTURE:
A NABARD survey for 2016-17 showed that only 43 per cent of the average monthly income of even the country’s estimated 10 crore-plus agricultural households came from cultivation and livestock rearing(domesticating animals).
The growth of non-agriculture is, in other words, important for farming families themselves, many of which have members deriving incomes from manufacturing and service sector jobs.
Many of the migrant labourers either stranded(trapped) or returning from industrial centres and cities post-lockdown belong to rural farming communities. Given that not everyone can be gainfully employed in farms, it is a matter of time before they head back to work away from their homes.
NEED OF THE HOUR:
That said, the need of the hour is to maximise the possibilities in a sector which has demonstrated its utility and resilience(capacity to recover quickly from difficulties) in trying circumstances.
The focus should be on the coming kharif cropping season, especially ensuring timely availability of seeds, fertilisers, pesticides, credit(cash) and other inputs. The latter(0ther inputs) includes labour and machines, whose movement was rightly exempted from lockdown restrictions.
WAY FORWARD:
The government should seriously consider starting at the earliest special trains for labourers engaged in paddy transplantation and other agriculture-related operations.

CHANGING COLOURS

On May 1, the Union home ministry extended the nationwide lockdown — scheduled to end on May 3 — by two weeks. The third phase of the lockdown will, however, be less stringent(strict) than that experienced by the country in the past 40 days.
In 603 of the 733 districts, designated green and orange zones, markets other than malls can re-open, factories and industrial units can resume operations, self-employed people such as domestic helps and barbers can go back to work, and e-commerce in non-essential items can recommence.

But the fine print of the relaxation measures has left several states dissatisfied. However, epidemiologists have consistently emphasised that lockdowns do not frame the endgame in the battle against the virus. Hotspots can change, the infection can recede(get back) from some areas and spread to new ones.
Kejriwal, too, underscored(emphasized) the need to view the pandemic from such a dynamic perspective when he said that “what is a green zone today can turn red”.

The Centre does allow states to re-designate green zones as orange and red zones. It also allows them the freedom to classify red areas as orange zones. But it does not give them the flexibility to relax the lockdown in areas within the hotspot(any area of grave danger or problem)
The Delhi CM underlined the limitations of this approach when he asked: “If a district has 50 villages and 40 cases emerge in one, why should the entire district be declared a red zone?”
CONCLUSION:
States and local authorities dealing with the infection at ground level are the best placed to understand its spatial vagaries(unexpected and inexplicable change in a situation). This time around, the country has been demarcated into red, orange and green zones based on the severity of cases in each of these regions. In a note on May 1st 2020, the government said that e commerce companies like Amazon and Flipkart can return to conduct full operations, in select regions. These “green” and “orange” zones will be classified according to the COVID 19 data, and the number of cases in each region. They will be as follows: Green zones will be areas that have registered no cases so far, or districts with no confirmed cases in the last 21 days. Red zones, or Hotspot districts will be areas defined by the Ministry of Health and Family Welfare, taking into account total number of active cases, doubling rate of confirmed cases, extent of testing and surveillance feedback. Orange zones will be districts that come under neither Green zones or Red zones.
Moreover, there will be areas known as containment zones, within the boundaries on Red and Orange zones. Within these areas, maximum precaution is required, according to the statement by Home Ministry, and contact tracing will be used here to keep a check on active cases. Thus, 100% coverage of Aarogya Setu app will be ensured by government organizations in containment zones.

Earlier, the ministry of home affairs (MHA) had announced that e commerce companies could return to delivering non essentials, and that states who wanted to resume these services could opt to do so. However, the decision was taken back almost immediately after.
Just a week later, Amazon and Flipkart urged the government to open up delivery of non essentials, assuring safe delivery. And it looks like they have their answer.
