They’re both really physically strong, but Time is barely stronger than him. But after Twi’s adventure, he becomes antsy and takes up a job as a postman. His horse helped him out so he didn’t have to completely run, but a lot of times he had to run to reach the destination. Twilight is a great runner, and well fit buff men are very fast.
