French President Emmanuel Macron said on Thursday (23 May) after a day of talks in New Caledonia that he would delay a voting reform that had triggered deadly riots on the French-ruled Pacific island, and try to seek a new political agreement. Speaking in the capital Nouméa after meeting local political leaders, Macron said his ultimate aim was still to sign the measure into law, but only if peace returned and a broader pact on the island’s future could be forged. “I am committed to ensuring that this reform will not be implemented by force,” he said in front of the French High Commission building. At least six people have died in more than a week of riots over the plans that would allow thousands more French residents who have lived in New Caledonia for 10 years to vote. Paris says the measure is needed to improve democracy – almost a quarter of the 271,000 inhabitants identify as European, mainly French. Leaders of the indigenous Kanaks want the reform rescinded over fears it will dilute their vote and make it harder for any future referendum on independence to pass.

SEC-Philippines halts to register the Online Lending Platforms

MAKATI, MANILA -- The Securities and Exchange Commission in the Philippines (SEC-PH) has put a halt to online lending platforms that have newly registered due to a series of massive complaints regarding loan harassments and debt shaming from a lending institution. This halt was put into effect indefinitely by last Tuesday morning (June 20th, 2023 -- Makati local time).

In a report from 24 Oras of GMA News, the newly registered lenders have all stopped due to delinquent borrowers failing to repay or reimburse themselves to the lending company online instead of through traditional banking institutions in this generation. Loan sharks and debts are prevalent throughout the Philippines, as many loans are unsecured and lack proper regulation from the SEC-PH.

There are also data breaches that can occur when guarantors or co-makers put themselves at risk. As ASec. Mico Clavano said in a press briefing: "Contacting the debtor's list, including those who were guarantors or co-makers, is already a violation. If they are no longer on the guarantor's list, it will also constitute a violation of FCPE."

Online lenders in the Philippines may be facing multiple charges with a fine of PHP2M each (roughly U$D36k) and can be sentenced to up to 5 years in prison. Due to the persistent issues and a lack of regulation with loan sharks complaints, as well as debt shaming, SEC-PH will no longer accepting new lending registrants. This serves as a reminder that the financial industry must consider proper regulation and ethical practices for the safety of all monetary parties involved.

After the adoption of Russian-style foreign agents law, the county’s ruling Georgian Dream party, led by oligarch Bidzina Ivanishvili, launched its election campaign with conspiracies, sowing discord, and detachment from reality. Tbilisi is gearing up for the decisive elections on 26 October amid risks that may put the nail in the coffin of the nation’s democratic and Euro-Atlantic future, given the ruling party’s increasingly authoritarian tendencies combined with a pro-Russian turn. The Georgian Dream is starting the campaign with a halted EU accession process, sanctions, frozen Western support, and closer ties with Russia and China, while leveraging conspiracies, disinformation campaigns, repression, and fear. It was since Russia’s war in Ukraine, that Georgia’s ruling party has openly become increasingly anti-Western, harnessing disinformation against Western strategic partners, accusing them of attempting to drag the country into the war and open the so-called ‘second front’ in Georgia. This was accompanied by Georgian Dream’s accusations that Western powers supported coup d’etat attempts, directly pointing at their government agencies. This, however, was lifted to a whole new level when the party first introduced Russia-inspired law on foreign agents in March of 2023. The targeting of Western partners and efforts to discredit them, along with the introduction of the bill, was followed by overt attempts to suppress democratic forces and all critical voices in Georgia. This extended beyond repressive punitive practices and smear and hate campaigns leveraged over the years, to setting a precedent for the legalisation of repression, crackdown on party critics and making them unable to function: “If [the NGOs] do not obey [the foreign agents law], the fines will be imposed, then their assets will be frozen. They will not be able to function, nor will they be able to receive funds”, Georgian Dream Party Secretary Kahkha Kaladze told the media a week after the final adoption of the law. As the country gets closer to the fateful elections, with civil resistance and opposition set out the choice the nation needs to make between “Europe [EU] and Russia”, Georgian Dream, having fed war fears, chose to make the elections a choice between “War and Peace”: “It is a referendum between war and peace, between slavery and dignity, between returning to the dark past and moving forward, between total lack of perspective and Georgia’s European perspective”, Ivanishvili said at the campaign launch speech in Tbilisi.
