Terror attack survivors condemn compensation body

Respondents to the survey included those who survived the Manchester Arena bombing in 2017

Survivors of terror attacks in the UK have described the government's compensation scheme as "broken" in a new report.

More than 130 survivors from 11 attacks were surveyed by support network Survivors Against Terror.

Respondents included survivors from the Fishmongers' Hall stabbings in London in 2019, and the Manchester Arena bombing in 2017.

A government spokesperson said "we know more must be done" to address needs.

More than two-thirds of survey respondents said they felt the scheme was "unfair and unreasonable".

The Criminal Injuries Compensation Authority (CICA) has been in place since the 1990s, and handles claims from people who have suffered physical or mental injuries as a result of violent crime in England, Scotland and Wales. It is sponsored by the Ministry of Justice.

More than half of survivors surveyed said they felt unable to speak to someone from CICA for help and some 60% did not feel it was easy to submit their compensation claim - and that the information provided by CICA was unclear or not easy to understand.

Of the survivors asked, 62% did not feel treated with respect and empathy, compared with 17% who felt they were.

In 2019, the government committed to a new Survivors' Charter which would guarantee rights for survivors to mental health and legal support, something Survivors Against Terror said has not happened.

Some members said they were still waiting for compensation, with one reporting that their file had been lost.

Joanne McSorley, who was hit by 31 pieces of shrapnel in the Manchester Arena bombing, told the BBC that she had been "degraded" by being repeatedly told to prove the severity of her injuries.

She said she had been offered £25,000 after a process that took six years.

"I am housebound, really. I can't even put my own shoes on, or my coat. It is a life that's very, very different," she said.

"I put my faith in the systems and in the government. This was a terror attack, so I thought, well of course we'll be looked after. But that didn't happen.

"I feel totally degraded by the process because you're having to prove all the time you are still in that state.

She added that she had to give up her job at a local primary school, "I loved it. I was a busy, working mum. A full life. And now, I feel like I'm just existing. I feel like I am being punished.

"I don't think you should have to apply for something. It should just be there," she said. "No-one has got in touch to ask me 'How are you?' They don't care. It's just not fair. No one cares.

Darryn Frost, who used a narwhal tusk to fend off a terror attacker in Fishmongers' Hall in 2019 and was involved in the survivors' survey, told the BBC that the CICA system was broken.

"It's a paper-based postal system, where you're in total darkness, you don't know where you are in the process," he said. "And they keep asking for more evidence. You feel like you're on trial or scrounging."

Mor Frost said he experienced "over a year of total silence" from CICA and that the only "proactive" contact he had came in a phone call after he had appeared on the BBC in November.

He added that the government response to the survey was a "disgrace".

"We're quite clear about the things that are falling. It's really not rocket science. This is how terrorists win - when we see that our own country can't look after our people."

Greater transparency

The report calls for a new compensation authority to be overseen by the Home Office with greater transparency in how awards are calculated and an ability to track them online.

A government spokesperson said it was "right survivors get the support they need, including through the publicly-funded Criminal Injuries Compensation. Scheme that has paid out more than £158 million to victims of violent crime in the last year alone".

They added: "But we know more must be done, which is why the government is reviewing the support available, to better address victims' needs."

It said this included £4.6 million for victims of terrorism since 2017.

The government said 836 of the 859 applications in connection with the Manchester Arena bombing had been finalised, with 436 of the bereaved or injured receiving criminal injuries compensation.

Brendan Coz, who co-founded Survivors Against Terror after his wife, Labour MP Jo Cox, was killed by a far-right extremist in 2016, said:"An organisation that is supposed to be helping survivors recover and rebuild is instead consistently doing them harm.

"If the organisation had poor processes and procedures but scored well on other areas, there would be hope for reform. There is not."

Liberation of the daleks collects the official fourteen episode introductory story for the new doctor. David Tennant plays the new doctor, officially designated as number 14, but as he is the 15th regeneration since hartnell changed to troughton that makes him technically the 16th doctor. * see list at end! Anyway, this story takes place in the first hour of the new doctor's regeneration, starting with him entering the tardis after his regeneration at the end of the brilliant power of the doctor. The story is fun and well written by Alan barnes, a veteran of who comic strips. Lee Sullivan's art is exquisite throughout and this is a welcome addition to the doctor who magazine collections. The next collection out is the second Jodie book, one which is long overdue.

Eparapo - Take to The Streets - Afrobeat band led by Suman Joshi and featuring Dele Sosimi and Tamar Osborn, among others

Wah Wah 45s are proud to present the full debut album from Afrobeat supergroup Eparapo. Having come together during the unprecedented events of the pandemic and the Black Lives Matter movement, and despite being a project born from the privations of lockdown, their music is ultimately an expression of hope, resilience & resurgence. The word “eparapo” means “join forces” in Yoruba, the language of Afrobeat. It’s also the title of a track by the late, great Tony Allen - drummer for Afrobeat legend Fela Kuti and lifelong friend and mentor of our very own “Afrobeat Ambassador”, Dele Sosimi. Not only did Tony help to invent Afrobeat, he always looked for ways to push the boundaries, never content with recreating what had gone before but constantly expanding and developing the genre. This project hopes to pay homage to his legacy, and that of Fela Kuti himself. Its aim is to innovate, fuse and diversify while still retaining the essence of the music. The force behind Eparapo is bassist, composer & producer Suman Joshi. He has been a member of Dele Sosimi’s Afrobeat Orchestra for nearly a decade and has performed on stage with the likes of Tony Allen, Seun Kuti, Ginger Baker & Laura Mvula. He is also bassist with UK jazz ensemble Collocutor and fusion project Cubafrobeat. The rest of the group comprises of highly rated UK jazz vocalist Sahra Gure; saxophonist, composer, producer and bandleader of the renowned forward thinking jazz outfit Collocutor, Tamar Osborn; keyboard player, producer and front man for Lokkhi Terra and Cubafrobeat, Kishon Khan; one of the UK’s finest and most in demand trumpeters, Graeme Flowers, who has played with Quincy Jones, Gregory Porter and many more; trombonist for Bellowhead and mainstay of Dele’s Afrobeat Orchestra, Justin Thurgur; and finally drummer for Steamdown and Sons of Kemet, as well as the man behind the Nache project, Eddie Wakili Hick.

He infiltrated the enemy side as “Bretor Ohm”, this was a new body but not a new incarnation. (Chameleon Arch?)

His failure in his final mission is responsible for Morbius’s escape (In actuality, Sellin used a vocal command to halt him)

Morbius was of House Aurora

Sellin had also given the real Bretor Ohm the Doctor’s biodata as a backup plan, but he escaped and captured Morbius whilst the real Doctor distracted Sellin.

Ohm and the Doctor ended up escaping in a TARDIS (But he was presumably later recaptured)

Upon reaching Holmes, Morbius realises that the Doctor is an active enemy of his, he redoubles his efforts to push the Doctor back after this point.

Graeme Harper

This Doctor has not been home in a very long time.

Morbius’s was in power during this Doctor’s era. That is why they ran away.

This Doctor has ‘raised families’

Alexandra Justine Collins is travelling with the Doctor

This incarnation disappeared into the Portal of Transformation after contemplating returning to Gallifrey. It is unclear if this is intended to be the cause of this incarnation’s rejuvenation.

This incarnation was secretive enough that the echo of their persona was still deflecting secrets from Morbius’s intrusion during the mindbending battle years earlier.

The Camfield incarnation horrifically lost his family (Cold Fusion) and the Fourth Doctor is still able to feel the pain even with centuries of distance.

Douglas Camfield

Another companion, Carol Williams. Stowed away on the TARDIS.

After the Loomborn revolt, the Camfield Doctor was forced into hiding.

He has left Dattany for a little while so he could heal from his family’s deaths.

The Doctor and Tallis (Someone who worked for him back on Gallifrey) believe some of his family has escaped the massacre. They go to investigate.

Morbius’s rise to power was occurring during this Doctor’s era.

Cedric and Jilly are still alive on Earth so were not related to the children killed in the Loomborn revolt.

Phillip Hinchcliffe

This Doctor parted ways with Rue eventually and settled down on Earth (Paris 1792).

It had been either 4 or -156 years since then depending on the perspective.

The Order of the Spheres and Time Lords eventually fell out, the Doctor’s handlers and the Unity were different groups.

After settling down on Earth, the Time Lords are still trying to find him. The Sisterhood of Karn uses this to blackmail him to take Françoise to Karn.

Françoise (Swan) becomes a new companion in a stripped down timeship (The Exedra) headed for Karn.

He is being pursued by another renegade called ‘The Citizen’, he wants the Elixir of Life from Karn. The Doctor leaves him to the mercy of the locals on Durcrow

The leader of the sisterhood is O’Hercha.

The Sisterhood has seen the Doctor prior to this.

The Time Lords regain contact with him in this story and intend to bring him ‘back into the fold’.

Christopher Baker

Cedric and Jilly’s mother is no longer ‘here’ anymore

She was Joan Smith (Miss Weston). Joan Weston is the “Joan Redfern” that Baker fell in love with. He want by ‘John Smith’ for this time period.

They first landed in early 1938 after Banks-Stewart’s renewal.

The Advisor is working alongside the Unity to disrupt Earth history. He is currently operating as a scientific advisor for the ‘Radio Men’ (Cybermen?)

The Doctor has been ‘playing with his biology’

Jill Smith (Jilly) was born in 1939

Joan Smith eventually died

Robert Banks Stewart

Joan and The Doctor have been associated for four years, it is now 1944, this means he has been on Earth for six years (1938-1944).

The Doctor’s talking owl has no name because ‘birds don’t use names’

The Magus is working with the Nazis.

The Magus had two twins working for him but one perished at the Temple of Gog and Magog.

A sample of the Elixir of Life found its way to a safe in Ireland.

The Magus claims he wants the Elixir of Life to ensure Hitler stands trial for his actions. This is a lie, as he was wounded and is dying.

Maggie O’Hecha stole the Elixir before the Doctor or Magus could get to it, she would later become leader of the sisterhood.

The Sisterhood sent the Doctor to 1945 and he saw and crystallised the end of the War.

Joan Weston’s real name isn’t Joan Weston (Joan Redfern??). In 1944 she and the Doctor left Earth to travel.

Christopher Barry

Morbius was friends with the Doctor according to ‘the story’.

His wife will slap him next time she sees him and hole up in a ‘Tower in Avalon’.

Framing Narration conc.

Morbius had known Christopher Barry’s Doctor, he’d attempted to harness the living story in order to fulfil his future dreams.

The living story had indeed raised Morbius to greatness only to bring him low in the end. He only learns this upon hitting Barry’s memories in the mindbending match, and this is why he goes full rage afterwards.

Four is unsure how many of these reawakened memories he’d retain, but doesn’t care as he embraces being an ever evolving story.
