this makes me so angry because literally every rebel in that room is technically a "criminal." jyn's list of crimes were mainly against the empire :

warrants for forgery of imperial documents, aggravated assault against imperial personnel, escape from custody, resisting arrest, shipjacking, possession of unsanctioned weapons, unlawful conduct with undesirables, petty theft, creating a public nuisance, and disorderly conduct.

and yet she's literally brushed off as just a "criminal" regardless of what her crimes were. this connects so well with this exchange between saw and mothma :

jyn's methology and mindset is influenced by saw's teaching in so many ways, including this one. both have been reduced to "criminals" by the alliance and the council –– and yet if you want to get things done, you have to work outside of the set rules and parameters, not within them.
