L’État monte au créneau

Les bâtiments de l'école normale supérieure de Yaoundé 1 ont abrité la cérémonie relative à la présentation d'une plate-forme numérique dédiée à la vérification de l'authenticité des faux diplômes le 01 octobre 2024.

Chasse aux faux diplômes, le gouvernement Camerounais lève le voile. Pour l'occasion, une cérémonie a été organisé à l'école normale supérieure (ENS) de l'université de Yaoundé 1, pour la présentation d'une plate-forme numérique pour authentifier la véracité des diplômes décernés par les administrations, les universités et institutions publiques et privées. Ladite cérémonie était co-présidée par Jacques Fame Ndongo, Ministre de l'enseignement supérieur et Joseph-le, ministre de la fonction publique et de la réforme administrative. Le recteur de l'université Yaoundé 1, Remy Magloire Etoua voit en cette innovation une belle opportunité, car ENS entant que plénière des fonctionnaires délivrant chaque année, de nombreux diplômés dans le monde de l'emploi.

Une plate-forme, considérée comme un outil essentiel pour limiter les tracasseries administratives dans le processus de recrutement au sein de la fonction surtout avec le laxisme qui sévit dans la procédure de certification des diplômes. « Cette plate-forme représente non seulement un outil moderne de vérification de l'authenticité des diplômes, mais aussi un gage de confiance pour les citoyens, les employeurs et surtout les institutions publiques » affirme Joseph Le. D'après la circulaire conjointe du 8 mai 2024, le ministère de l'enseignement mettra à la portée du ministère de la fonction publique et de la réforme administrative une interface logicielle sécurisée pour faciliter l'accès aux données. Ou le Minfopra devrait soumettre des requêtes pour vérification de manière numérique ce qui facilitera le traitement des demandes. Dès lors une réponse sécurisée attestant de l'authenticité du diplôme sera par la suite renvoyée au Minfopra par voie numérique.

La création de la plate-forme est le produit d'une convention signée entre le Minesup et le Minfopra le 6 avril 2023. Pour sa bonne exécution, la collaboration se fera avec les ministères en charges l'éducation tels que Minesec, Mineduh, Minesup et Minfopra.

La facilité avec laquelle les faussaires obtiennent ces faux diplômes, il était temps de mettre en place une telle plateforme afin de limiter progressivement les différents circuits de faux diplômes. Surtout qu'en juin 2024, 1312 faux diplômes avaient été détectés lors du recrutement dans les forces armées. Et ils sont nombreux à fonctionner avec des faux diplômes dans l'appareil étatique.

Synopsis: The Dire Wraiths began swarming over the Decepticons, while the fused Vekktral/Ultra Magnus hybrid prepares to infect Starscream—a horrifying fate that, deep down, even the real Magnus believes Starscream deserves, which makes it even harder for him to fight Vekktral's possession. The Space Knights spring into action, but the hybrid's fusion of Wraith and Cybertronian biology proves resistant to their Neutralizer blasts, so Stardrive takes a more direct approach; grabbing Sata, she instructs her to extend her energy blade to its fullest, then, wielding her fellow knight's body like a sword, Stardrive lops off Vekktral-Magnus's arm, freeing Starscream from his grip. Allegiances forgotten for the moment in the face of a greater threat, Bumblebee, Livia, and Blitzwing help blast the Wraiths off the other 'cons to prevent any more hybrids from being created, but no sooner are all the Decepticons safe than Starscream calls an immediate retreat, determined to snatch the energon synthesizer and leave the rest of the group to their fate.

While Bumblebee, Rom, and Sata contend with Vekktral-Magnus—the little Autobot trying to talk his comrade down, while the Knights focus fire on his chest, seeking to damage his spark���Stardrive takes off after the Decepticons, catching up to Starscream just as he is recovering the synthesizer. Knowing this his silver-tongued skullduggery isn't going to work on the Camien any longer, Starscream just blasts her, but before he can finish her off, Livia comes to her rescue, hitting Starscream with a blast of her own. Livia then stands back to watch as the furious Stardrive physically overpowers Starscream, pounding on him and even ripping his wings off so he cannot fly away. Knowing he is now out of options, Starscream calls the other Decepticons in to pull him out. To cover their escape, Starscream blasts the energon synthesizer, triggering a chain reaction that will soon end in planet-scouring explosion. Stardrive desperately seeks solutions, but Livia forces her to accept that this must be allowed to happen, to burn the Wraith infection out of Xetaxxis.

Concurrently, within Vekktral and Magnus's shared mind, Magnus struggles to fight against Vekktral's possession, but all seems lost, with Vekktral wholly confident that his studies of Sky Blast have taught him all he needs to know about taking over a Cybertronian's body. But that boast gives Magnus the inspiration he needs to fight back… for Vekktral is unaware that Ultra Magnus's body is not like that of other Cybertronians! Fighting his control just long enough, Magnus is able to open his chest armor, exposing his spark, and screams for the Knight to open fire on him, killing both him and his tormentor. Despite Bumblebee's pleas, Rom blasts Magnus in the spark, ending his life and his threat. Inspecting the remains, Rom is confused to find a smaller dead body inside Magnus; Bumblebee explains that this is Convoy, the latest in a line of robots who have worn the Magnus Armor and carried the Ultra Magnus identity.

Unfortunately, Vekktral himself is still alive, having separated from Magnus just before he perished, and he now heads towards the exploding synthesizer, determined to ensure Stardrive dies along with the rest of his people on Xetaxxis. Stardrive instinctively transforms to jet mode and outraces the building explosion; Vekktral clings to her wing, but cannot hold on, and soon falls off, consumed in the expanding energon fireball. With no recourse, Stardrive and her fellow Knights and Cybertronians all retreat to orbit and can only watch as the energon explosion burns its way across half of Xetaxxis, killing everything in its path, both Wraiths and innocent Xetaxxans alike. Having sought this outcome all along, Livia is content to tell herself that his loss of life is in the name of the greater good, a conclusion that Rom begrudgingly accepts, even if he does not agree with it. Stardive, however, will accept it no longer—before the stunned eyes of those around her, her Cybertronian physiology allows her to do what is believed impossible and remove her metallic Solstar armor, which she hands over to Rom, declaring herself a Space Knight no longer. Stardrive takes off, disappearing among the stars, a depressing final beat in an adventure that has ended without winners, which seems to have proven the worst qualities of Cybertronians and Knights to be true.

Starscream returns to the Decepticons' current base of operations, reporting to Megatron that Dire Wraiths are too dangerous to ever consider allying with. The Wraiths have learned a similar lesson; in their hive on another world, they vow never to meddle with technology again and dedicate themselves only to their magicks.

The Magnus Armor's recall switch returns it to the Autobot fleet, and Bumblebee hitches a ride home with it, delivering his grim report to Optimus Prime upon arrival. The Magnus Armor's previous wearer, Minimus Ambus, is called back into active duty, and the downhearted Bumblebee keeps the existence of the energon synthesizer a secret, fearing that if the Autobots were to learn that the Solstar Order possessed the ability to create such a valued object, they would only once again verify every awful thing the Order believes about them in pursuit of it.

Wishing to be no part of each other's wars, the Solstar Order and the Galactic Council formally decide not to ally and to keep to their own sectors of space. Rom takes no joy in this decision, and the sight of Livia and Sata addressing a new batch of Space Knight cadets only depresses him ever further, as the young warriors are warned that once they don the armor of a knight, they can never remove it.

Somewhere else in the galaxy, Stardrive touches down on a beautiful, unspoilt planet. Born into war and shaped by prejudices, her whole life has been defined by others—but now, it's time for her to start living for herself. But as she takes in her surroundings, shadowy tendrils of Dire Wraith infection darken the corner of her eye…

That was me while playing Fallout 4's Nuka World DLC.

Do I kill these raiders like the way they tried to kill me? Have them dance my little game before I pop a magnum round between their eyes? Watch them plead for their lives as I walk towards them, my Nuka Cola Quantum-branded X-01 Power Armor whirring and clicking with every heavy step? Kill them the same way they kill the settlers I try to protect? Kill them... In self-defense...? For the protection of The Commonwealth? Maybe I can save those slaves I saw in the central area. They might even assist me and the Minutemen! I could set up trade routes between here and Sanctuary, and from there, everyone could reap the benefits! I also heard rumors of people needing help in the other sections of the park. If I'm able to liberate them, maybe I can get them all to work for the betterment of all. I could actually be a hero!

Or... Do I join them? I had already become a ruthless killer, just like them. I had to. To survive in this brutal world in which I woke up, you learn very quick that a bullet decides who leaves and who becomes food for the mudcrabs. Should I decide to lead these three crazed, but surprisingly organized, groups of bandits? They seem to have it made here, anyway. They're pretty self-sufficient. I can make it better, of course. If I can get some of their slaves to work on farms, or force a deal with some of the settlements I built up around the Commonwealth (those guys owe me their very lives, anyway), I could turn this old dust-covered amusement park into a fortress that would easily rival what the Minutemen "made" for themselves, and even destroy the Brotherhood of Steel's Prydwen. I could rule over the whole entire Commonwealth with an iron fist, all from this bloody throne that was once a park full of smiles. And all I would have to do is clear out the wings of the park for the raiders, and decide who gets what. What's a little bit more killing, right?

But... I could also just leave, and never come back. Let them figure out their own problems. I have bigger issues to deal with than a petty power struggle between gangs. There's the Institute, Brotherhood of Steel, the Railroad, and the Minutemen, all begging for my help. I've built up so much support with settlements that they all practically depend on me. There's also the constant threat from the Commonwealth's own raider groups, including the Gunners, and from those unnatural, insanely violent Super Mutants. I have enough on my plate as it is.

*Below are some things that can't actually be done if you leave. They're just some options in my head that I wish were possible.*

I could try and tell the Brotherhood of Steel about the wealth of pre-war tech at the park. Maybe they'll send in me, Danse, and the crew to scout before coming in with the full force, raining destruction from the sky with vertibirds and Gatling lasers. With the Elder's permission, we could even get the glorious Liberty Prime to blast those damned raiders from Fizztop Mountain once and for all.

Maybe I could use my influence in the Institute to secretly replace that "Gage" guy, or one of the bandit leaders, with a Synth, and cause a massive power struggle. I could also just send in my massive armies of 1s and 2s (or a few coursers) to do the dirty work of assassinating the leaders. Then again, we could easily just do what we've always done and watch from the shadows as they tear themselves to shreds. Either way, we'll have what's left over, and there's a lot of pre-war tech the scientists in R&D would love to pore over.

There's also the Railroad and the Minutemen... At their full strength, they might have the ability to weaken them, but either the Institute or the Brotherhood would have to to come in to help and mop up the mess. Neither could do it on their own. They don't have enough resources, and probably wouldn't do it without my help anyway. Preston, who I doubt would agree, would force me to lead, since I'm their "General" now, and I'm 90% sure that the only way I could get Dez and the rest of the Railroad to help is if I prove to them that there were Synths among the slaves I saw. It almost feels like it'd be easier to do it myself than to try and convince them.

With all that, it sounds like one hell of a conundrum, eh? Really, though, it all comes down to one thing: do you want to kill the raiders, or do you want to kill others?

If you chose to kill the raider groups (starting, and eventually completing, Open Season), you are barred from joining them permanently, but you also don't have to deal with the headache of dealing with them anymore. You'll still have to deal with random groups of fragments of each while you explore, though, and they will be openly hostile on sight. You cannot annihilate those completely, either, since they're random encounters. Free loot, though, if you survive.

If you decide to join them (starting with Home Sweet Home and ending with Power Play), though, you get a cool raider as a follower (Gage), become best buddies with the three strongest groups of raiders in the entire game, and get a constant trickle of Caps and loot. You'll also have the choice to avoid seeing them in the Commonwealth attacking your settlements (you can choose to allow them, if you want). However, each time you clear one of the five sections of the park, you have to chose which group gets control of that section. You also have to make three settlements in the Commonwealth and decide who gets what. There's a disproportionate amount of areas to groups, of course, so you'll eventually be forced to put down one of the three groups. Similar to going through the Open Season route, you'll still have to deal with the randomly spawning remnants of that rebel group, but at least it'll only be one, right?

worst thing a video game can do is give me a bad reason to kill guys. either give me a very good reason or just say 'there's no good reason, you're playing as a sicko'. don't be like, 'uhhh they are Raiders so you can kill them en masse with unlimited brutality but during our sidequests we will inexplicably provide incongruous moral choices about whether or not it's okay to kill Namedcharacter van der Warcrime'
