Abstract

The role of unacknowledged classified programs remains an enigma for fully understanding activities in space and the study of astropolitics. Classified programs by law are not publicly announced, and remain inaccessible to all except those with valid security clearances to be briefed about them. In the U.S., waived Unacknowledged Special Access Programs (USAPs) are the most highly classified programs conducted by the U.S. military and intelligence community, and require those briefed to deny a program’s existence, and even refer to elaborate cover stories to mislead any investigating activities related to such a program. The same classification protocols are also required of private contractors working with U.S. military departments and/or intelligence agencies on classified programs. As space continues to grow in its national security significance, the number of waived USAPs pertaining to outer space is likely to grow significantly from its current number. This requires adopting the necessary conceptual tools and methodological flexibility for investigating unacknowledged activities in outer space. This even extends to evidence concerning UFOs and extraterrestrial life. This paper suggests that “exopolitics” is a unique multidisciplinary approach to extraterrestrial life that offers a helpful set of conceptual tools for studying unacknowledged space activities, and complements the field of astropolitics.

Introduction

Astropolitics as a formal field of scholarly interest began with the launch of the Sputnik satellite in October 1957. It was widely understood that the launch of future satellites and national space programs require international agreements governing satellite orbits, their capabilities, and future efforts to explore outer space. On 13 December 1958, one year after Sputnik, the United Nations (UN) established an ad-hoc Committee on the Peaceful Uses of Outer Space whose main goal

was to “promote international cooperation in the peaceful use of outer space.”1 After the passage

of another year, on 12 December 1959, the UN General Assembly passed Resolution 1472 (XIV)

authorizing the creation of the permanent Committee on the Peaceful Uses for Outer Space

(COPUOS). On its UN website, the Committee states its goal of devising “programmes in this

field to be undertaken under United Nations auspices, to encourage continued research and the dissemination of information on outer space matters, and to study legal problems arising from the exploration of outer space.”3

On 12 April 1961, the first human, Yuri Gagarin, was launched into space as part of the Soviet Vostok program. He was followed by Alan Shepard from the United States on 5 May 1961 who was part of the Mercury program. Subsequent manned missions into outer space and the Moon required international cooperation involving the safety of astronauts and their equipment after launching into outer space, and addressing questions of sovereignty concerning future manned missions to the Moon and other celestial bodies.

International discussions over past, current, and future space activities culminated in the first international treaty concerning activities in outer space. The Outer Space Treaty (OST) came into force on 10 October 1967 and was officially titled: “Treaty on Principles Governing the Activities of States in the Exploration and Use of Outer Space, including the Moon and Other Celestial Bodies.”4 It has been ratified by all spacefaring nations and is currently the basis of international space law. The OST is a very significant treaty since it provides a legal basis for all human related activities in outer space. Developing suitable processes by which these activities remain transparent and accountable are an important part of how the UN promotes international cooperation in the peaceful use of outer space. Importantly, the OST makes states responsible for the space activities of non-governmental organizations operating from within or based in state territories. This is vitally important given the growth of commercial space activities and the role of corporate contractors in classified space activities conducted in the United States and other countries.

So the other day a post about The Spacebots came across my dash, and it really brought me back. I didn’t watch too much of the show as a kid, though I think I rented a VHS or two. What I did do, much later — when I got into emulation — was play Spaceland Adventures, which was actually a surprisingly good platformer.

What really stuck with me was the music, though, and that post made me want to share my favorite track, which plays while you fight the Freakalien Brothers. I hope this turned out okay, I don’t really rip music much!!

(Obviously, this is actually a piece I wrote myself. When I read the post I linked, I was just sorta... seized by this weird, temporary obsession with the whole Spacebots mythos, as it were? And I decided “hey, I’ve wanted to practice making chiptunes for a while, here’s an opportunity.”

I really hope whoever made those wiki pages and youtube vids and whatnot is still out there, and still doing well. I was a bit worried this “fanwork” or whatever would come across the wrong way — I described it as something like “seeing a beautiful butterfly and wanting to approach it but being terrified of crushing it” — so I want to be clear that I in no way want to either make fun of or co-opt this. (That’s probably a moot point, but you never know who’ll see what, on the online.)

I’ve music in my ipod, my phone, my computer, Spotify and Youtube, and my hard drive (where the whole thing was in one place) got broken and I’ve to get it repaired. 2. Roscoe - Midlake. This song is definitely in my top list of most listened songs, I think.

3. 57 - Biffy Clyro. I sold my soul to Biffy when I first listened to them long ago, and once again when they played here in Buenos Aires in a super small place and I was right next to them and I got to grab their songs’ list at the end of the show and it was the best. concert. ever.

4. Heartbeats - José Gonzalez. I love his music. His covers are to die for. 

5. Perth - Bon Iver. WHAT A SONG AAAAAAAAAAHHHHH I love it so much.

6. Arwen’s Vigil - The Piano Guys. Their medley is awesome. From LOTR’s OST.

7. Gagarin - Public Service Broadcast. Did you know that these guys make music by using only extracts from radio broadcasts? Kinda like what Manu Chao did for his album Última Estación Esperanza. Their music is absolutely fantastic, and this song is so much fun! Im possible not to dance along. 

8. The Lion’s Roar - First Aid Kit. I’m not a fan of this band, but I do like this song quite a lot. 

9. Black Water - Of Monsters and Men. These guys are fucking icelandic and the name of their band is amazing. What’s not to like? 

10. Turn this Car Around - Fairground Saints. I don’t tend to listen to this particular kind of music, but this song is so lovely and it reminds me a lot of last year’s finals and the days before I graduated and how I listened to it while waiting for the bus and I dunno, I really like it.

Amsterdam (Kapitel 3 - A Callboy from Mars)

“Ricco! Ricco!” drang plötzlich eine Stimme aus dem Lautsprecher. Sie hatte einen schweren russischen Akzent und sprach mit der Autorität eines altgedienten Admirals: “Melde dich, Ricco!“ Ich drückte den Sprechknopf an meinem Helm und antwortete: “Admiral Yuri Gagarin, hier spricht Capt´n Ricco Schleitzer von der Flora 6. Ich höre Sie klar und deutlich!” “Sehr gut, Kapitan Ricco. Das Russische Sternenreich braucht Deine Hilfe! Du und deine Genossen müssen zum Planeten Neu-Ost-Berlin. Der Planet steht vor einer Katastrophe!” Mit diesen Worten erschienen einige Daten auf meinem Schirm. Zusammenfassend sei gesagt, dass die Bewohner von Neu-Ost-Berlin, eine kleine Kolonie tüchtiger und friedliebender Grillettabrater, von militanten Veganern attackiert worden waren. Die Veganer schlachteten die ungescholtenen Grillettabrater rücksichtslos ab und planten, den Planeten in eine riesige Sojabohnenplantage zu verwandeln. Angeführt wurden sie vom berüchtigten Space Lord Durex. [UMBLENDE: Es ist dunkel. Die Kamera betrachtet den bösen Space Lord Durex leicht von unten, um ihn größer erscheinen zu lassen. Flackernde Flammen erhellen sein Gesicht und lassen ihn noch finsterer und diabolischer wirken. Seiner Kehle entsteigt ein triumphierendes, grausames Lachen: “MA HA HA HA!”] “Habe verstanden, Admiral Gagarin!” bestätigte ich und Gagarins Antlitz verschwand vom Schirm. Ich wies meinen tapferen ersten Maat Ronny Schultze an, in den Warp überzuwechseln und den Planeten Neu-Ost-Berlin anzusteuern. Binnen Sekunden werwandelten sich die uns umgebenden Sterne und Planeten in ein wildes Durcheinander aus wirbelnden Farben und zuckenden Blitzen. Als wir den Warp verließen und Neu-Ost-Berlin, sanft eingebettet inmitten einer kosmischen Gaswolke, vor uns lag, wurde mir das Außmaß der Katastrophe bewusst. Im niederen Orbit des Planeten lieferte sich Capt´n Blancas Schiff, die Princesa De Lisboa, einen erbitterten Kampf mit Durex´ Flaggschiff. Ach, Durex! Ich hatte schon oft gegen diesen Widerling gekämpft, aber er war einfach so verdammt reißfest! Noch ehe ich in den Kampf eingreifen konnte, ging Blancas Schiff in einer Explosion aus roten und blauen Flammen unter. [UMBLENDE: Durex: “MA HA HA HA!”] Die Situation auf der Planetenoberfläche sah nicht anders aus. Wie zu erwarten hatten die Grillettabrater im Angesicht des Feindes ihre Waffen weggeworfen wie ein vierzehnjähriges Mädchen seine Wendy-Sammlung, nachdem man ihr zum ersten mal die alte Pistole gezeigt hat. Aber kein Problem für den magischen Bizeps aus Zwickau! Ich legte eine Bruchlandung inmitten des von Veganern besetzten Gebiets hin und schwang mich mit meiner dreiköpfigen Crew in unser Terrestrisches Raumaufklärungs- und Beobachtungsinstrument (TRABI). An meiner Seite waren Erna Stützel, das heißeste Geschoss im Orionnebel, Ronny Schultze und natürlich Blanca, der die Explosion im Weltall ohne einen Kratzer überstanden hatte. Allerdings hatte er seinen Hut verloren. Zwischendrin fragte mich eine Kellnerin, ob ich noch etwas wollte und ich bestellte einen Orangensaft. Die Veganer versuchten uns am Vormarsch zu hindern, doch der Power von Whey Protein in meinen Muskeln und der Sonne, die sich sexy in meiner Sonnenbrille spiegelte, hatten sie nichts entgegenzusetzten. Letztlich konfrontierte ich Durex persönlich, doch selbst Laserstrahlen konnten das feste Latex seiner Haut nicht durchdringen und dem Schurken gelang die Flucht in einer Rettungskapsel. Der Begriff “Widerstand” war für Durex schon immer ein dehnbarer Begriff gewesen. [UMBLENDE: Durex: “MA HA HA HA HA!”] Aber wen schert´s, denn ohne die vom bösen Space Lord gesicherte Zufuhr von Tofu und Kichererbsen würden die Eiweißreserven der Veganer bald erschöpft sein und der Planet würde wieder ein Utopia für Grillettabrater, Krustabäcker und Pelmenikocher sein. Ein schwebender Rundfunkbildempfänger Marke Patriot kam herbeigetrudelt. Auf dem Bildschirm flimmerte Yuri Gagarins Gesicht: “Das hast du gut gemacht, Weltraumkapitan! Das russische Sternenreich ist nun wieder sicher!” Plötzlich vibrierte mein Handy und ich wurde aus meinen Gedanken gerissen. Mir fiel auf, dass ich inzwischen sechs leere Orangensaftgläser und einen Kaffee mit einem Klecks Milchschauf vor mir stehen hatte. Mir fiel außerdem auf, dass jemand neben mir stand. Ich wandte mich um und stellte überrascht fest, dass es die Blondine aus dem Schaufenster war. In der Hand hielt sie 70 Euro. “Hey Baby”, sagte sie, “are you looking for love?” Der Kameras zum Trotz setzte ich meine Sonnenbrille auf: “Yeah, Baby, yeah!” Ende Aber Halt!
