A few weeks ago, I visited the facilities of a freight forwarding company, this thanks to the invitation of a friend who serves as General Manager. In my Customs and International Transport company, SEAL , I have been able to serve different companies that request the freight transport service. They measure the times and costs of the service and determine that they must make a change.   Execute a change The decision to carry out this modification leads them to make the decision to invest in transport units, but the management direction, pushes more towards the transformation and gets the partners to authorize expanding the investment to transport service units, starting with a workshop for engines. As time goes by, they add a workshop for gearboxes, a workshop for chassis maintenance and repair, a tire supply, a maintenance and paint repair workshop.   It is made from its own roster of drivers, whom it trains and controls directly, establishing the service parameters it needs and greatly improving the average in the country. With his own investment in this new unit, he realizes that he must create a specialized company focused on this type of service, for which he physically and administratively separates this unit and turns it into a new legal figure, focused directly on the transport Agente aduanal.   This allows it to expand its services to other companies, including the clients of the mother company in charge of production, this facilitates the increase in operations and triggers the profit margin. I believe that the decent employment offered by this type of company highlights the importance of international trade for the development of countries and helps to combat unfair practices. Undoubtedly an example of reconversion to grow.

Detentions have surged as the Trump administration’s aggressive policy toward migrants has collided with an exodus of children fleeing Central America.

TENOSIQUE, Mexico — The United States has detained more children trying to cross the nation’s southwest border on their own over the last year than during any other period on record, surpassing the surge of unaccompanied minors that set off a crisis during the Obama administration, according to new figures released Tuesday.
American immigration authorities apprehended 76,020 minors, most of them from Central America, traveling without their parents in the fiscal year that ended in September — 52 percent more than during the last fiscal year, according to United States Customs and Border Protection.
Mexico is experiencing the same surge. Under pressure from the Trump administration, President Andrés Manuel López Obrador stepped up immigration enforcement and detained about 40,500 underage migrants traveling north without their parents in the same period — pushing the total number of these children taken into custody in the region to more than 115,000.
In interviews, nearly two dozen children who were heading toward the United States said they knew the trip was dangerous — and that if they were caught they could end up in  overcrowded, dirty facilities on both sides of the border, without adequate food, water or health care. But they took their chances anyway, looking to escape dead-end poverty, violence and a lack of opportunities to study or work, despite President Trump’s aggressive efforts to block immigration through the southwest border.
“These are numbers that no immigration system in the world can handle, not even in this country,” Mark Morgan, the acting commissioner of United States Customs and Border Protection, told reporters. “And each month during the fiscal year, the numbers increased. You saw them. We all saw them.”
The young migrants came alongside a historic wave of families traveling together, also largely from Central America. They travel by foot, hitch rides or climb onto trains, carrying only what they can fit in tattered backpacks, and face a staggering array of threats, from thieves and rapists to hunger, loneliness and death.
Marvel, a 16-year-old Honduran boy, said he had been on the road for weeks when, somewhere in Guatemala, he came upon a cluster of roadside graves: the final resting place of other migrants who had died on their journey north. He was alone and far from home. Fear crawled up his spine. But he thought of the gang threats he faced — and he pressed on.
“Quitting was not an option,” Marvel said, giving only his first name for fear of gang retribution. “You wipe your tears and carry on.”
For the young migrants, the risks at home outweigh the potential dangers of the road. Most are teenage boys, though girls and children also attempt the trip. For Marvel, the decision to leave came when a gang in his hometown, Olancho, told him that if he didn’t join their ranks, they’d kill him and his family. There was no doubt they were serious, Marvel said. Gang members had already murdered his older brother.
His parents encouraged him to leave, Marvel said. “We can’t bear losing another son,” they told him. “You have to go.”
He left home in the spring, with $40 dollars in his pocket and no plan except to find work in a safer place.
As for most underage migrants traveling without their parents, his trip north has been a feat of improvisation and courage. He walked and hitchhiked through Honduras and Guatemala. He slept in churches, under trees or wherever he found himself when night fell.
Along the way, he gathered crucial bits of information from fellow migrants: the best route to take, locations of shelters up ahead, places to avoid, where to forage for food.
As huge numbers of young migrants  from Central America began arriving at the United States’ southern border in 2014, the Obama administration scrambled to house them until they could be released to sponsors — adults who applied to care for them. The shelter system grew dramatically as a result.
The Trump administration experienced similar backups at the border just a few years later — this time because of new, more stringent policies that made the sponsors themselves, who are often undocumented, vulnerable to immigration authorities. This discouraged people from coming forward, leaving thousands of children to languish in the system.
The Trump administration has also sought to deter migration by separating thousands of children from their relatives, again driving up the number of children in federally contracted shelters.
On the road, while trying to avoid detention, fear and hunger are constant companions for many young migrants.
With little or no money in their pockets, they relied on strangers for snacks or meals. They pawed through garbage and scanned drifts of debris on the roadside, hoping to spot an edible morsel.
Wilson, a 17-year-old Honduran, said he had feasted on rotten mangos discarded by street vendors.
“I used to drink water from potholes when I was too thirsty,” interjected Mario Leonel, 16, who left home in San Pedro Sula, Honduras, several weeks ago without notifying his parents. “That is the hardest part of it all: the hunger.”
When he arrived at the shelter in Tenosique, a small Mexican town near the Guatemala border, he called his parents in Honduras, who burst into tears and pleaded for him to return. He said no. He was tired of all the violence in his country, and wanted to get asylum in the United States.
After Marvel slipped across the Guatemala-Mexico border in May, he found room at a shelter in Tenosique, which serves as a transit point for many migrants. He quickly made new friends among other teenage migrants who had made it this far, mainly from Honduras, but also from Guatemala and El Salvador.
On a recent afternoon, several of them gathered in a two-story building that had been reserved for minors, its walls painted with colorful animal murals. The boys cracked jokes, roughhoused and argued about who was the cutest girl in the shelter.
Outside, Dulce, a 16-year-old transgender migrant from Guatemala, sat alone on train tracks pining for a boy she had met at the shelter. He had left without explanation and she was lovesick.
“I just can’t get him out of my mind,” she said.
She left her hometown four months earlier to escape abuse from her family and strangers, including a sexual assault by gang members when she was 12. She made it as far as central Mexico before being detained and deported. Five days after returning home, she set off again.
“I left because I had nothing there and no one to protect me,” she said. “At least here I am safe.”
Though the United States remains the destination of choice for most unaccompanied minors, an increasing number are setting their sights no farther than Mexico, advocates and migrants say.
Sometimes they have no choice: Mexico’s increased enforcement measures have made it more difficult for migrants to make it to the border with the United States. And even if they reach the United States, recent policies have drastically lowered the possibilities of getting asylum.
In Mexico, when unaccompanied minors are detained, the law mandates that they be released right away into the custody of the national child protection agency, which finds them accommodation in shelters designed for children.
But migrants’ advocates say the government has been holding children in the nation’s overcrowded detention centers for far too long, and that some children are quickly funneled into the deportation process rather than being given a fair chance to seek asylum or some other form of relief.
“No child should ever be held at a detention center,” said Elba Coria, a migration expert from the Clinic for Refugees at the Ibero-American University in Mexico City. “But while international standards consider children’s detention as an exceptional measure, amid Mexico’s migration chaos, it is the rule.”
Neither Marvel nor any of his new friends in the Tenosique shelter had been detained by the authorities. All had managed to cross into Mexico from Guatemala and had applied for asylum in Mexico after talking through their options with the shelter staff.
They now plan to remain in Mexico and look for work and study opportunities — even if they haven’t abandoned hope of making it to the United States.
“It is every Honduran’s boy dream to get to the United States, where there is more money and kids are able to go to school,” said José Angel, 17. He was born with a disability that left him unable to use his arms and left his hometown because his grandmother could no longer take care of him.
He was hopeful he could apply for asylum in the United States despite Mr. Trump’s many efforts to severely lower the number of people granted asylum. “It is scary, but you have to take a chance,” he said.
On a recent morning, Alan, a 17-year-old Guatemalan migrant, sat on the sidewalk outside a migrant shelter in the city of Palenque, in southern Mexico. He had just crossed the border and was exhausted. Mexican immigration officials had stopped a bus he was on, but he managed to escape into the countryside and hide.
Alan planned to take a nap, shower and have a meal before trying illegally to board a freight train known as The Beast. It runs from Mexico’s border with Guatemala to its border with the United States and, for decades, migrants have clung to it to speed through much of Mexico.
His hope was to make it to the American border and petition for asylum. He was undeterred by Mr. Trump’s recent efforts to restrict asylum claims or curb immigration.
“One way or another, I have to make it to the other side where there are skyscrapers and life is better,” he said.

Growing divergence between Arabica and Robusta exports
In April 2018, the ICO composite indicator decreased by 0.4% to an average of 112.56 US cents/lb, with the daily price ranging between 110.49 US cents/lb and 114.73 US cents/lb. Prices for all three Arabica groups fell in April 2018, though the largest month-on-month decrease occurred for Brazilian Naturals, which fell by 0.9% to 118.76 US cents/lb. The monthly average for Robusta, on the other hand, increased by 0.1% to 88.31 US cents/lb. Global coffee exports amounted to 10.81 million bags in March 2018, compared with 10.91 million in March 2017, driven by decreased shipments of Arabica, particularly Colombian Milds. Exports in the first six months of coffee year 2017/18 decreased by 0.6% to 59.96 million bags compared to the same period in the last coffee year.

The monthly average of the ICO composite indicator fell for the third consecutive month in April 2018, decreasing by 0.4% to 112.56 US cents/lb. The daily composite indicator spent all but the final two days of the month below 114 US cents/lb, ranging between 110.49 US cents/lb and 113.71 US cents/lb. However, it rose to 114.66 US cents/lb on 27 April and increased further to 114.73 US cents/lb on the last day of the month.

Prices for all three Arabica groups decreased in April 2018. The largest decline occurred in the average price for Brazilian Naturals, which fell by 0.9% to 118.76 US cents/lb while Other Milds decreased by 0.5% to 134.34 US cents/lb. Colombian Milds fell by just 0.1% to 139.29 US cents/lb, with further downward movement limited by expectations for a smaller Colombian harvest in 2017/18. As a result, the differential between Colombia Milds and Other Milds increased by 12% to an average of 4.95 US cents/lb. The monthly average Robusta price rose by just 0.1% to 88.31 US cents/lb, reflecting the short-term tight supply situation just before the arrival of the new Brazilian Robusta crop. The average arbitrage in April, as measured on the New York and London futures markets, fell by 2.4% to 40.81 US cents/lb. Additionally, intra-day volatility of the ICO composite indicator price decreased by 0.3 percentage points to 4.0%.

World production in 2017/18 is estimated at 159.66 million bags, 1.2% greater than last year. Output from South America is expected to decline by 6.1% to 70.59 million bags. However, output from the remaining regions will more than offset this decrease. Production in Africa is estimated 3.2% higher at 17.66 million bags, Asia & Oceania 10% higher at 49.49 million bags, and Mexico & Central America, 7.1% higher at 21.92 million bags.
Total exports in March 2018 declined by 0.9% to 10.81 million bags compared to the same month one year ago. This was driven by decreased shipments of Arabica, particularly Colombian Milds. Exports for October 2017 through March 2018 were lower than those from the same period one year ago in each month except February. The lower volume in March has been significant enough to lead to a decrease of 0.6% to 59.96 million bags in the first six months of coffee year 2017/18.
Exports of Colombian Milds were 11.5% lower in March 2018 at 1.16 million bags and 10.1% lower at 7.34 million bags for the first six months of 2017/18. Compared to one year ago, shipments from Colombia were 10.7% lower at 1.04 million bags in March 2018 and 10.6% lower at 6.70 million bags in the first six months of coffee year 2017/18. This is due to the expected reduced output from Colombia as excessive rains are reported to have dampened prospects for its production in 2017/18, which is estimated at 14 million bags. Output during the first half of crop year 2017/18 reached 7.32 million bags as reported by the National Federation of Coffee Growers of Colombia. This is 8.1% less than the volume of output during the same period one year ago, but similar to the volume during the first six months of 2015/16 when total production reached 14.01 million bags.
Exports of Other Milds also fell in March 2018 to 2.49 million bags, 1.3% lower than in March 2017. However, Other Milds have fared much better than the other two Arabica Groups during the first six months of crop year 2017/18 as shipments of this group reached 12.49 million bags, 5.8% higher than the same period one year ago. Compared to one year ago, shipments from Honduras in March 2018 and in the first six months of the crop year have increased by 7% to 0.86 million bags and 11.8% to 3.35 million bags, respectively. Honduras’s output is estimated to increase by 12% to 8.35 million bags in 2017/18, creating a larger availability for export, since domestic consumption remains relatively small.
Brazilian Naturals experienced a decline of 6.8% to 2.68 million bags in March 2018 while shipments of this group were 18.14 million bags from October 2017 to March 2018, 2.2% lower than the same period one year ago. Shipments from Ethiopia were 0.26 million bags in March 2018, 4.6% lower than the same month one year ago. However, its exports in the first six months of crop year 2017/18 increased to 1.55 million bags, up 27.6% compared to the same period last year. Ethiopia’s production is estimated 4.8% higher at 7.65 million bags in 2017/18.
Brazil’s total exports decreased by 10.5% to 2.52 million tons in March 2018, compared to the same month one year ago. Between October 2017 and March 2018, it shipped 16.57 million bags, 7.7% lower than the same period one year ago. This reflects the smaller output in crop year 2017/18, which is estimated at 51 million bags.
Compared to March 2017, Robusta exports were 6.7% higher at 4.48 million bags in March 2018. Shipments from October 2017 to March 2018 reached 21.99 million bags, 0.9% higher than one year ago due to lower volume of exports in the first two months of the crop year. Exports for Vietnam are provisionally estimated at 3.3 million bags in March 2018, 31.9% higher than the same month one year ago, while its total exports for the first six months of crop year 2017/18 are 15.5% higher at 14.46 million bags. While Uganda’s exports declined by 18.7% to 0.33 million bags in March 2018, its shipments for the first six months of 2017/18 are up 3.7% compared to the same period one year ago, reaching 2.34 million bags.
Finally, this month’s Coffee Market Report examines disaggregated data on green Arabica exports to explore the relation between FOB prices at origin and ICO group indicator prices recorded in importing countries. The analysis uses information contained in Certificates of Origin from Brazil, Colombia, Honduras and Vietnam that allows tracking the unit value of exported coffee on a per-shipment basis at the port of origin.
Figure 5 is a box plot that depicts the profile of the unit values of green Arabica exports from these four countries in coffee year 2016/17. The graph shows the minimum, and maximum unit values for individual coffee shipments and breaks the range in four equal sections. Each of the sections (quartiles) contains 25% of the recorded unit values according to Certificates of Origin. The first and fourth quartiles are indicated by the lower and upper whiskers, while the second and third quartiles are depicted as light and dark blue boxes around the median. The mean of the recorded unit values (indicated by yellow dots) is compared to the average annual price (shown as red bars) of the three relevant ICO group indicators (Colombian Milds, Other Milds and Brazilian Naturals).
The descriptive analysis reveals two main patterns. First, the mean ICO group indicator prices tracked closely the mean unit values of both dry- and wet-processed Arabica shipments from Brazil, as well as Arabica shipments from Colombia and Vietnam. Exports from Honduras, however, recorded a lower unit value on average than Other Milds, the relevant ICO group indicator. Within the Other Milds group (which includes growths of coffee from Costa Rica, Guatemala, Honduras, Mexico and El Salvador), Arabica coffee from Honduras was traded at lower prices likely due to market responses in relation to availability and quality.
The second finding is the considerable variation of the unit value around the mean for Arabica exports as indicated by the bracket above and below the mean. The difference between minimum and maximum unit values recorded on the Certificates of Origin ranged from 226 US cents/lb for dry-processed Arabica from Brazil to 245 US cents/lb for wet-processed Arabica shipped from Honduras. While Arabica from Honduras was traded lower value on average, the variation of the unit value was the largest among the four countries analysed. The variation in unit values for Arabica from Vietnam was significantly lower at only 75 US cents/lb.
The variation is the result of various factors including fluctuations of the world market price for Arabica throughout the coffee year, forward selling, differences in quality and freight costs that depend on shipment volume. Figure 6 shows the variation in daily ICO group indicator prices in coffee year 2016/17. Throughout the year, prices fluctuated in a relatively narrow band between a maximum and a minimum value. The difference between these two values was 35 US cents/lb for Colombian Milds, 63 US cents/lb for Other Milds, and 56 US cents/lb for Brazilian Naturals. Hence, the fluctuation in the group indicator prices explains only part of the overall variation in unit values of exports. The residual unexplained variation can be attributed to differences in quality of coffee shipped as well as other lesser factors such as freight costs that depend on shipment size.

The certificate data also reveals that growers can realise a price premium, for example via product differentiation, higher quality, certification or improved contracts. Coffee shipments with unit values above the maximum ICO group indicator price recorded during coffee year 2016/17, indicate that a premium was realized. For example, the unit value of 17% of shipments of wet-processed Arabica from Brazil exceeded the maximum ICO group indicator price recorded for Other Milds. Similarly, the unit value of 18% of shipments of Arabica from Colombia was higher than the maximum ICO group indicator price recorded for Colombian Milds. This share, however, is lower at 5% for dry-processed Arabica lots from Brazil and wet-processed Arabica from Honduras.

A few weeks ago, I visited the facilities of a freight forwarding company, this thanks to the invitation of a friend who serves as General Manager. In my Customs and International Transport company, SEAL , I have been able to serve different companies that request the freight transport service. Some of them only ask for international maritime freight; Others request that we include land freight transportation and others contract directly the freight transportation services to national companies.   On some occasions I have been contacted by companies that want to add ground transportation to their foreign trade operations, for example, companies that produce food, packaging, fresh and frozen fruits and vegetables. Some of these companies have made the decision to buy transport units and have assigned this new unit to the structure already formed, which has resulted in some success stories and others have rendered the unit receiving the assignment inefficient and have decided sell the fleet of trucks on many occasions at a price lower than what they bought.   It is normal to find trucks without use, in poor condition or wasted, when a company does not have the necessary administrative elements to direct this line of business and make it profitable, it becomes an impossible task to achieve. This was what caught my attention about the company in which my friend works Agencia de aduana. C omo producing company executives realized that the quality of the transport service I had hired was not expected. They measure the times and costs of the service and determine that they must make a change.   Execute a change The decision to carry out this modification leads them to make the decision to invest in transport units, but the management direction, pushes more towards the transformation and gets the partners to authorize expanding the investment to transport service units, starting with a workshop for engines. As time goes by, they add a workshop for gearboxes, a workshop for chassis maintenance and repair, a tire supply, a maintenance and paint repair workshop.   It is made from its own roster of drivers, whom it trains and controls directly, establishing the service parameters it needs and greatly improving the average in the country. With his own investment in this new unit, he realizes that he must create a specialized company focused on this type of service, for which he physically and administratively separates this unit and turns it into a new legal figure, focused directly on the transport.   This allows it to expand its services to other companies, including the clients of the mother company in charge of production, this facilitates the increase in operations and triggers the profit margin. It currently serves different types of containers in international trade and includes logistics companies in Guatemala in its client portfolio.   It is impressive to see the way in which each of the units works, each with its own coordinator, applying the best practices and cost and time control systems.
