I have spent several hours sifting through the theater's website and facebook page as well as tiktok and reddit accounts run by cast members! Here's what we know:
This is a community theatre production; they say they have the rights and were legally required to change the ending. It sounds like they have made it more accurate to the source and in fact wanted to do a Part 2 with the Successor Arc; I think they are no longer planning to do Part 2 though. Wildhorn and Menchell are not involved.
There is some speculation over whether or not they *actually* have the rights; one of the L actors has been insistent on reddit that it's a legitimate production. He says:
"As for the rights, I don’t know specifically as I wasn’t the one who did it, but in an upcoming cast interview we did with the director, we mentioned contacting the company directly and having to use a translator."
and
"I don’t have the exact details as I’m just the actor. But the legality is we can use the same songs and story but with changes. So we aren’t the exact same as the musical or the anime. Hence why it’s called Death Note: Change the World the Musical. We basically had to add and change scenes and we can use the songs but we recreated the music. For example, we have an entirely different ending than the original musical. But that’s the most I can say from just an actor standpoint. There was so much that happened behind the scenes to bring this show to America."
If true, the Japanese company mentioned is probably Horipro.

They have "said" they bought the right to use his score HOWEVER even during @DeathNoteLDN they were under strict directions from the IP rights holders (costumes ect) & I don't see the show on any site for license."
I'm not entirely convinced either way whether or not this is a legit production; the show starts in two weeks though so I'm sure we'll find out soon.
(EDIT: just wanted to add that Wildhorn and Menchell have not said anything about this production on either of their twitters.)
Some but not all of the songs are included - Only Human, Where is the Justice, Stalemate, We All Need a Hero, Mortals and Fools, and Honor Bound are all definitely in. I have not found any discussion of what songs were cut; I imagine The Way It Ends will be different (perhaps they will reinstate L's verse?) if it hasn't been cut entirely. @ipeachysweet shared a clip from the end of Where is the Justice:
The cast video tells us that this production includes Naomi Misora, Raye Penber, Sachiko Yagami, Gelus, Kyosuke Higuchi, Watari, and Steve Mason (FBI director/SPK member); there is also a Sheriff and a Principle [sic]. The casting notice is trans-inclusive (no seriously - EVERYONE is listed as trans!) and several actors use different pronouns from their characters. The director themself is a they/them.
They have an A/B cast! The L actor on reddit said this: "My portrayal is described as “Straight off the screen” while my double is “an original take”. So if anyone is getting tickets and wants to see my performance instead for a more show accurate version, I’ll be performing on 9/15, 9/20, 9/21, 9/27 and 9/29."
The title has changed a few times during the rewrite process; the above tiktok says "Death Note the Musical: Change the World" so I assume that's up-to-date. The ticket website still says "Death Note the Musical Part 1" which is probably just a holdover from the title during casting call being "Death Note the Musical: Part 1: The Battle with L," and according to the L actor on reddit it was subtitled "The Kira Files" at one point.
Despite the title's similarity to "L Change the World," I haven't seen anything that indicates that L will win this time. In fact the original casting call says that L dies (in Watari's description); it seems the show changed quite a bit between the casting notice and now, though, because the notice includes parts for Near, Mello, and Matt, who are not mentioned in the cast announcement; and it also seems that the director changed their mind about writing Pt 2, so it's possible the show will end with a setup for the "L Change the World" canon. That's just my speculation though!
They have been getting a LOT of comments asking about a recording/digital ticket option. @ipeachysweet, who plays Sayu, said three days ago that she would talk to the director about it, but also said three days ago that they can't do a proshot for legality reasons. I'm not sure if that was the outcome of her conversation with the director or if she already knew a proshot was not an option and is still going to ask about a digital ticket.
Showing up in cosplay is encouraged, and all proceeds go to a youth scholarship fund! Y'know, if it actually happens lol.
I cannot wait for the album!

Hello and welcome to this week’s Musical Monday. My opening weekend of Heathers, the Musical was a smash, including a sold out opening night! With that in full run mode, I am headed back to the 1999 Tony Award season. This week’s musical has not received a revival, and has sort of fallen by the way side. However, the material with which it deals will never be forgotten. With that, let’s venture on to this week’s Musical Monday!

Musical: The Civil War
Book, Music, and Lyrics: Frank Wildhorn and Gregory Boyd, Frank Wildhorn, and Jack Murphy
Broadway Run: April 22, 1999 - June 13, 1999
Awards Won: None
Other: The Civil War received two Tony nominations, including Best Original Score. This served as Frank Wildhorn’s first Tony Award nomination. He would add a second nomination to his resume in 2012 with Bonnie and Clyde.
Fun Fact: With a total of 61 performances, The Civil War was the shortest-lived Best Musical nominee in the 1999 Tony Award season.
Yes, there’s a cast recording and, yes, you should give it a listen. This is the only nominee from 1999 I have never seen on a theatre company’s season nor a film version of. That is not to say it hasn’t been or isn’t being done, I just have not been privy to seeing a production of it. If you don’t have any interest in this clear-cut flop, then check out some of Frank Wildhorn’s other sweeping, ballad-heavy scores. See you next week when we check into another loser’s Broadway legacy, though it had a much longer life than the one highlighted this week. And go see a show!
