Make your vote count
Yes, you must have heard the above statement when the election season is around. The Government has all the signage across Delhi making people aware that hey, the Lok Sabha Elections are here and its time to cast your vote. What appears to the voter is that they go to a polling station/booth, get inked and vote. And, Voila, they’re done. All’s over till they (the votes) get counted and till then, the result is awaited.
Yes yes, I thought it was that simple too. But just like Software - the User doesn’t have a clue of what’s actually going on behind-the-scenes. The background working is known to those who actually ink you, check your credentials and lead you to vote. Yes, the people in the polling booth. Certain Central government employees get directed to perform election duty. And the threat of removing you from service in case of non-compliance is lingering on their heads. This time, I was one of them. I was deputed as polling officer - 3 in the Lok Sabha elections that took place in Delhi yesterday i.e. - 12th May, 2019. And man, was it a nightmare come alive.
So, we had been training for this since a month. Our duty orders came in April and we attended the training held in the East Delhi constituency according to our postal address. My training took place in CWG Village behind the Akshardham Metro station on the 16th, 23rd and 30th April. Of course, since the reporting was at 9am, there was no going to work that day. Yes, that was the only saving grace. The training was for around 3-4 hours. Following sector officers who are in charge of more than one polling station, comes the Presiding Officer - the hero or the main person who would lead a particular polling station. Under him, is the polling officer- 1 who checks the electoral list when you walk in with your identification, the polling officer- 2 who puts the name in the register of voters and issues a voter slip. Then one has to give the voter slip to the polling officer-3 who collects them serially and directs you to the voting compartment. He/she presses the ballot button on the device enabling you to secretly cast your vote in the voting compartment. Make your vote count they tell you? It can’t be possible without the Polling Officer-3, who is not supposed to let the voter go before the beep sound is heard on the device with the ballot button. This device is called the Control Unit. Indian Election process makes use of 2 other devices, the Ballot unit and the VVPAT. We were gearing up for the D-day in all the trainings imparted. The Presiding Officer had to make a million entries in the Presiding officer’s diary, check-lists and forms, stamp every one of them and collect all the papers into envelopes and even seal the important ones. It was actually his job that day and having a good presiding officer was luck.
On 11th May, we were asked to report to CWG to collect our kit (signage, some pamphlets and charts for display, all envelopes and forms, stationery items, candles and wax to seal, matchbox, et al). On the three training days, I mentioned above, there was better arrangement - in tents marked clearly for each polling station, training had been provided. Demo on the devices was given. But this day, all the polling stations under all sector officer in the East Delhi constituency had it’s members assembled there. It was close to a stampede situation, I tell you. We got to know the final polling station to report to on the D-day and were asked to check it out lest we shall be unable to find it the next day. The poll hours are from 7 am to 6 pm for voters. But you guessed it right. Not for those on duty, for us the day starts at 4 am. (Right!) One needs to set up the polling station, put the signages, check if there is a clear entry and exit way for all voters, place desks and chairs for ourselves and for the polling agents (party representatives). Our particular centre was a God-forsaken Jhimil Industrial area’s head post office. Within this tiny cramped up building, there were 4 polling stations. My polling station no. 121 was in the back of the dilapidated building with no fans or lights. Not even connections. It looked like a godown to me, at least till 3 pm on Saturday afternoon.
I was staying at a relatives place for the night. Hell, I needed to be up at 3 am the next day. Sleep was scarce as I tried to shut my eyes. Even at night I could barely get my eyes to shut. 
Finally the D-day was there. I was up from bed at 3 am, my relatives packed some lunch for me (Yes, I had heard horrible stories - you won’t find time to eat). I had packed some dry items like chips and cake for myself the previous day. At 4 am, my brother dropped me to the post office. With my election ID card around my neck and my two bags, i waded my way to the station and found PO-2 already there. The place looked better. There were mobile fans and a cooler but there were a million mosquitoes. Moreover, there was a railway line right behind the post office and every now and then, we would be startled by the sounds of passing trains. There had been some cleaning but the place was super dusty. All my co-members reached by 4.30 am. We started setting up the station - putting the various signages exit and entry, for us four officers, on the walls with tape, we put all the pamphlets for display, like rules and process of voting, acceptable identifications, secrecy of voting declaration etc. At 5 am, those 3 devices were sent to us. Did I tell you it was like a Physics laboratory session we had in school -  We had to connect the VVPAT to the 2 ballot units (yes, those with the candidates names and symbols on them) and the VVPAT to the CU (my baby for the whole day -  it had the ballot button and the close button to start and end the poll). After our polling agents joined us, we began the mock poll to cast 50 first votes. Thankfully, we were game. Everything was working fine. But it was 7.15 am and there was a huge line of voters outside being ushered in one by one by police officers on duty. Yes, the place had police around like anything. It was crazy, what happened next. By the time, it was 9.30 am, we had around 200 votes cast. I had to collect all the voters slip in a thread I pushed them in with a needle (yes, some super trick PO-1 told me).  Then ink the voter using a bottle of indelible ink and press the ballot button - remember, only let the voter out when the beep goes off was my motto for the whole time. With no break and time to shut our eyes, the nightmarish day pulled along. With a voters count of 830 voters on roll, we had a longggg day. We kept ourselves hydrated, what with the heat and only a cooler to cool the area, and got through till 6 pm when we finally closed the poll. After declaring it closed, the final count was 445. 
Yes, I had pressed the button 445 times. I had ink on my hands. I looked like a mess. Then started the Presiding Officer’s ordeal. Remember me saying he was the hero and it was luck to have a good one? We were truly lucky to have Sir (an Economics teacher with 34 years of experience) who had it all sorted. At around 8.30 pm, we had all our forms and envelopes in order. We sealed the important ones with candles and wax. Out of the 4 polling stations, 3 winded up their work and we were seated in a DTC bus (on election duty) which was to take us to CWG village for depositing the devices and the envelopes. The bus finally moved at 10.30 pm (one of the last teams had just finished up). Everyone was super exhausted by then but the battle was only half fought as there was to be a secure checking of all devices before submission. When we reached CWG at 11pm, we rushed to the counters for our polling station, because the submission was to be done on first -come - first - serve basis. We received no. 4 on the return list, and our chance came at 12.45 am. Yes, you got me right. I think I was in a zombie state by then. But still, keeping up the spirit and with the hero by our side, we winded up by 1 am. We got our forms stating we had performed our duty attested and left for our homes from there. PO-1 dropped me to my relatives place, calling the day over.
It was the longest day of my life. Something I would never forget. Getting Rs. 1650 for it doesn’t help. Because nothing will.

Bengal Chief Minister Mamata Banerjee has raised questions about the conduct of Assembly elections in eight phases
Trinamool Congress chief Mamata Banerjee has promised to deliver free rations directly to the home if they are given power again in West Bengal. TMC says free rations will continue if the government is in power and will supply rations to home without having to go to the ration shop after May. Mamata Banerjee said We have decided in the budget to give Rs Rs.1,000 to all widows and also to provide a pension of Rs Rs.2,000 to tribals above 60 years of age.
Mamata Banerjee has claimed that the BJP won the 2019 Lok Sabha elections in Bengal by lying. Mamata criticized the BJP for selling everything. Mamata criticized the BJP for rising petrol, diesel, and gas prices, and we are developing the state. Mamata said they had issued caste certificates under the Duare Sarkar scheme. BJP leader Shishir Bajoria demanded the Election Commission to cancel chief minister Mamata Banerjee’s nomination as there were six cases against her, but she did not mention them in her affidavit. Earlier, the returning officer had ignored our request.
Now that Mukul Roy, Suvendu Adhikari, and so on defected from TMC to BJP, they are suddenly portrayed as Clean, Non-Corrupt, Patriotic Citizens who “deserved” to be voted to power. The political scenario now has become into choosing either one of the two parties: One being Mamata Banerjee’s TMC and the other being BJP also known as TMC-B as many of its members are TMC Members who defected.
This election isn’t actually TMC vs BJP, rather it is TMC vs TMC-B as most of the BJP Members now are former TMC Members who defected recently. Many might think that BJP grew on its own in West Bengal, but that isn’t the reality. The reality is that BJP used dirty methods that Mamata Banerjee did before like luring and inducting in TMC, Congress, and CPI(M) Members and rose to second players.
Subhendu has extensive and intensive acceptance by general folks. His followers love him intensely and this affection is not limited to personal gains. He is an important political figure in some important districts of West Bengal.
The TMC supremo, fighting one of her toughest elections, will contest from the Nandigram seat alone, dispelling rumors that she will be contesting from more than one seat.
Sixty-four sitting MLAs, including five ministers, were denied tickets on grounds like age and non-performance. Around 17% of the candidates in TMC’s list are women — accounting for 50 of the 291 candidates. Candidates for three seats in north Bengal were not announced as they are for the Gorkha Janmukti Morcha.
A number of the candidates were prominent names in cinema, television, and sports.

Of the candidates, 42 were Muslims, 79 belong to the Scheduled Castes (SC), and 17 to the Scheduled Tribes (ST). Former IPS officer Humayun Kabir and Sanmarg newspaper editor Vivek Gupta are also part of the list.

Tamil Nadu’s ruling AIADMK considers alliance partners key to replicating its October by-polls success in the December-end civic polls and 2021 assembly polls in the state, and is, therefore, making efforts to retain them, say political experts. AIADMK had entered into an alliance with the Bharatiya Janata Party, Dr. Ramadoss’s Pattali Makkal Katchi (PMK - an OBC Vanniyar party), actor-turned-politician Vijayakant’s Desiya Murpokku Dravidar Kazhagam (DMDK), former Minister GK Vaasan’s Tamil Maanila Congress (Moopanar) (TMC-M), Puthiya Thamilagam (PT- a Dalit Party representing Pallars) and New Justice Party (NJP - an OBC Mudhaliyar party) before the general elections in April 2019. AIADMK lost all the Lok Sabha seats in the state except the Thani seat, leading to Puthiya Thamilagam’s exit from the alliance. Babu Jayakumar, a noted Journalist and political analyst says AIADMK realises that recent victories in Vikravandi and Nanguneri assembly by-polls were not possible without allies and is making efforts to retain the advantage in the post-Jayalalithaa era.“Vikravandi is a Vanniyar belt. Therefore, PMK helped in the success of the AIADMK candidate. Also, in Nanguneri, OBC Nadars are the dominant caste. As sections of Hindu Nadars are loyal to the BJP, it helped the AIADMK defeat the DMK candidate there. After evaluating this, the AIADMK government wants to keep allies in good humour,” Babu Jayakumar told HT.Another analyst S Ramesh, who is also an advocate at the Madras High Court, said AIADMK’s dependence on allies has increased as it is yet to regain its full might after Jayalalithaa’s demise and doesn’t want the DMK to poach its allies.“DMDK and PMK were in talks with the DMK before the general elections which didn’t materialize, making them join the AIADMK alliance. So, anything could happen at the time of elections. Though AIADMK won a few seats in by-polls, it has still not become as powerful as it was under Jaya. So, the AIADMK leaders are appeasing their allies,” said Ramesh.The AIADMK government recently erected a memorial for Ramasamy Padaiyachiyar, a Vanniyar politician, in Cuddalore - a hotspot for Vanniyars. Jayakumar said it was done to “woo Vanniyars and the PMK”.The AIADMK had also withdrawn old cases against DMDK chief Vijayakanth added Jayakumar.“Jayalalithaa had slapped DMDK’s Vijayakanth with several defamation cases during AIADMK’s 2011-2016 regime. However, current CM Edappadi K Palaniswami had withdrawn nine of those defamation suits,” he said.He also cited incidents of AIADMK leaders O Panneerselvaam and Mafoi Pandiayarajan backing BJP’s stance on Triple Talaq bill and Tamil philosophical poet Thiruvalluvar.“This shows that AIADMK wants to consolidate and retain its allies for civic polls and 2021 assembly polls,” said Jayakumar.AIADMK spokesperson Sivashankari said the allies were strongly supporting the ruling party and AIADMK’s efforts to maintain good relations will send a positive message to the electorate.“People did not accept our 2019 Lok Sabha alliance, forged before polls, since we had travelled on different paths and criticised each other in the run-up to elections. However, after the LS polls, we have maintained a cordial relationship. Since our allies are strongly supporting us, our government is fulfilling their needs,” Sivashankari told HT. The Modi Government passed the RERA law last time which was very useful for controlling the high real estate prices. Still there is a lot of work to be done in this sector and it is expected that many concrete and sound measures will be taken in this sector.One attention of the government has also been to reduce the consumption of crude oil, which has seen a surge in many stocks of the chemical sector last time, and this time as well it is expected that special attention will be given to this sector. As the market rallied sharply, investors became wealthier by a whopping Rs 6 lakh crore during the week
The market staged spectacular performance with not only Nifty & Sensex, but also Bank Nifty hitting record highs after Narendra Modi was re-elected as Prime Minister on May 23.
The BJP-led National Democratic Alliance (NDA) got a thumping majority by winning 353 seats in Lok Sabha elections 2019, which was a great show by the ruling party, very similar to the exit polls forecast.
As a result, the Nifty50 crossed the 12,000 milestone and the BSE Sensex 40,000 level for the first time in history, gaining 4 percent each to end record closing high during the week ended May 24. In addition, Bank Nifty also hit a new high of 31,705 and saw a record close by rising 6 percent in a week.
As markets rallied sharply, investors, too, became wealthier by a whopping Rs 6 lakh crore during the week. The total BSE market capitalisation increased to Rs 152.7 lakh crore on May 24, from Rs 1.46 lakh crore on May 17.
During the week, it made a 44-month high of 30.18 but after the election outcome, it fell drastically to 16.46 levels.
Another good part seen during the week was a sharp fall in the volatility index. India VIX corrected by 41 percent during the week from 28.08 to 16.46 levels.

Bank of Baroda, up 25 percent
Bank of Baroda narrowed its fourth quarter FY19 net loss to Rs 991.4 crore from Rs 3,102.3 crore in the same period last year on elevated provisions. The loss was despite higher NII, other income and operating profit. Net interest income grew 26.6 percent year-on-year (YoY) to Rs 5,067 crore in the January-March quarter.
PSU Banks rallied as market experts believe that the Monetary Policy Committee (MPC) may cut repo rate in forthcoming policy meeting scheduled on June 3-6, which is the key reason for the rally in PSU banks.
IndusInd Bank, up 20 percent
Share price of IndusInd Bank rallied as much as 20 percent for the week after brokerages remained strong despite weak earnings in March quarter. The management after earnings told CNBC-TV18 that the bank wanted to put IL&FS behind in FY19 and entire exposure to IL&FS has turned into NPAs in Q4.
DLF, up 16.5 percent
Share price of real estate firm DLF gained 16 percent for the week after the company reported a 76 percent jump in its consolidated net profit at Rs 436.56 crore for the quarter ended March on higher sales. Its net profit stood at Rs 247.73 crore in the year-ago period, the company said in a regulatory filing. Total income rose to Rs 2,660.95 crore in the fourth quarter of 2018-19 fiscal from Rs 1,845.92 crore in the corresponding period of the previous year.
State Bank of India, up 11.31 percent
Market heavyweight State Bank of India was up over 11 percent for the week after experts believed that the MPC may cut repo rate in
the forthcoming policy meeting scheduled on June 3-6, which is the key reason for the rally in PSU banks. With a favourable government formation, some experts feel that the RBI may cut interest rates which will help PSU banks as a whole.
Ashok Leyland, up 11 percent
Ashok Leyland added 11 percent in the week gone by despite the company reporting a 12.1 percent year-on-year degrowth in Q4 FY19 profit at Rs 653 crore. However, the stock rallied around six percent after margin touched 11 percent from 10 percent earlier. Revenue from operations grew 0.8 percent to Rs 8,846 crore led by sales volumes, which increased 1.3 percent YoY and 36 percent quarter-on-quarter to 59,523 units.
Net Sales stood at Rs 8,845.93 crore in March 2019 up 0.84 percent from Rs. 8,772.49 crore in March 2018. Quarterly Net Profit at Rs. 652.99 crore in March 2019 down 2.16 percent from Rs. 667.38 crore in March 2018.
HPCL, up 10 percent
Share price of oil marketing company HPCL gained 10 percent for the week as the company reported net sales at Rs 67,938.13 crore in March 2019, up 11.72 percent from Rs. 60,810.07 crore in March 2018. Quarterly Net Profit was at Rs. 2,969.92 crore in March 2019, up 69.91 percent from Rs. 1,747.89 crore in March 2018.
All OMCs showed some gains as crude futures are on track for their biggest weekly losses this year, with Brent set for a decline of more than 5 percent.
PNB Housing Finance, up 16.99 percent
Share price of PNB Housing Finance jumped close to 17 percent for the week after the company reported a 51 percent jump in its consolidated net profit to Rs 379.77 crore for the fourth quarter ended March 2019. The company's net profit stood at Rs 251.58 crore in the corresponding quarter of 2017-18.
Its total income (consolidated) during the quarter rose to Rs 2,148.19 crore, up by 31 percent as compared with Rs 1,638.48 crore in the year-ago quarter, the company said in a regulatory filing. Net interest income (NII) registered a growth of 13 percent to Rs 609.7 crore from Rs 540.8

Jubilant Life Sciences, down 13.5 percent
Pharma company Jubilant Life Sciences was down over 13 percent for the week after it reported a net loss of Rs 100.65 crore in Q4FY19, on account of a one-time loan settlement with International Finance Corporation (IFC). The company had posted a consolidated net profit of Rs 152.40 crore in the year-ago period, Jubilant Life Sciences said in a regulatory filing.
Torrent Pharma, down 7.25 percent
Torrent Pharma reported a 7 percent decline in share price in the week gone by. The company reported a consolidated net loss of Rs 152 crore in Q4FY19, mainly on account of exceptional items. The company had posted a net profit of Rs 228 crore for the corresponding period of the previous fiscal, Torrent Pharmaceuticals said in a filing to the BSE.
The company's consolidated revenue from operations stood at Rs 1,856 crore for the quarter under consideration. It was Rs 1,708 crore for the same period a year ago.
Tech Mahindra, down 6.24 percent
Share price of Tech Mahindra was down over 6 percent for the week mainly on account of strengthening rupee. The company reported 8.8 percent fall in Q4 consolidated net profit at Rs 1,126.6 crore against Rs 1,230.8 in Q3FY19. The company's dollar revenue stood at USD 1,267.5 million in Q4FY19. The dollar profit of the company slumped 13.7 percent YoY to USD 162.3 million.

India began counting hundreds of millions of votes in its general election on Thursday, with a coalition led by Prime Minister Narendra Modi’s party taking an early lead, TV channels and the Election Commission said.
The National Democratic Alliance (NDA), led by Modi’s Bharatiya Janata Party (BJP), is expected to surpass the 272 seats needed to command a majority in the Lok Sabha, six of seven exit polls showed on Sunday.
The NDA led in 235 seats, with the opposition United Progressive Alliance ahead in 95, at 9 a.m. local time (0330 GMT), about an hour after the counting of about 600 million votes began, TV channel NDTV said.
Official data from the Election Commission showed the BJP ahead in 101 seats, with the main opposition Congress Party ahead in 40. There are 542 seats available.
Trends are expected to be known by noon and final results are due by Thursday evening.
The NDA’s predicted margin of victory is larger than surveys indicated in the run-up to the vote, when most polls showed it would be the largest alliance but would fall short of an overall majority. Read More

Election Results Live: While the exit polls have suggested a clear majority for the BJP-led NDA, regional parties, including from the southern states, are positioning themselves to play kingmakers if the Lok Sabha results do not throw up a definite mandate.
Counting of votes begins at 8 am for 542 out of 543 Lok Sabha seats in India and trends will emerge only after 11 am as officials will verify the Voter Verifiable Paper Audit Trail (VVPAT).In case of any discrepancy between the VVPAT count and the EVM results, the printed paper slips’ count is taken as final. The verification of VVPAT slips is conducted inside a secured VVPAT counting booth in the counting hall with access to authorised personnel only. Any counting table in the hall can be converted into VVPAT counting booth after completing the EVM vote counting.
Polling in the seat of Vellore in Tamil Nadu was cancelled after the Election Commission found huge cache of money allegedly from the DMK candidate’s office.
The biggest ever exercise of voting took place in seven phases across 542 parliamentary constituencies from April 11 to May 19. A total of 60 crore votes have been cast across 10 lakh polling booths spread across the entire length and breadth of the country.

PATNA: After a majority of exit polls showed that NDA would return to power for the second time, the opposition parties have lined-up meetings to strategise their plans to discuss the post-poll scenario. Bihar Chief Minister Nitish Kumar has said the JD(U) is not in favour of removing Article 370 and 35A. # BJP's stand on art 370 is not new. A party has its own stand but when there is an alliance, all of this is discussed. So there is no problem there: Bihar CM Nitish Kumar # There's no contradiction. We've always maintained Art.370 shouldn't be scrapped, Uniform Civil Code shouldn't be imposed, Ayodhya dispute should be resolved through mutual agreement/court's intervention. We've maintained this since we first forged an alliance with BJP: Bihar CM Nitish Kumar. This is not the first time though that Kumar has batted for retaining Articles 35A and 370 of the Constitution. The JD(U) chief had earlier warned that any "tinkering" with these provisions for Jammu & Kashmir would be "detrimental to the national unity and integrity". On Ayodhya issue, the Bihar chief minister said that it should be solved through the court. Despite an alliance with the BJP, the JD(U), since its earlier avatar as Samata Party, has held a distinct stance on three issues - Ayodhya dispute, Article 370 and Uniform Civil Code. The chief minister's statement assumes importance as the country winds up its mammoth election in which the BJP hopes to return with a thumping majority. Equity benchmark indices surged 2% in the early morning trade after exit polls of the 2019 Lok Sabha elections projected BJP-led National Democratic Alliance (NDA) to win a comfortable majority. Reliance Industries, ICICI Bank, HDFC, and L&T contributed the most to the advances on Sensex. The rupee rose to a two-week high of 69.36 against the US dollar, as compared to its Friday’s close of 70.23. The Sensex was quoting at 38,579, up 647 points, while the Nifty was at 11,610, up 203 points. The market breadth was positive on the NSE with 1,342 shares advancing, 230 shares declining, and 504 remaining unchanged. Indiabulls Housing, SBI, L&T, and ICICI Bank were among the major gainers on the Nifty50, whereas Dr Reddy’s, Zee, and Tech Mahindra led losses. Shares of Cipla rose 1.5% after the company informed that inspection conducted by the United States Food and Drug Administration (USFDA) at the company’s Indore facility ended with zero observation. Shares of Bharti Airtel rose 1.5% after the company said that based on preliminary information, the rights issue has been over-subscribed. The company’s Rights Issue closed for subscription on May 17. The Volatility gauge, India VIX is down 12.99% at 24.42.
