No, V from V for Vendetta could not kill Macbeth.

At least, we don't have any evidence that he could. His backstory and origins are intentionally left unaddressed, so we really don't have any way to know if he applies for UBC or BPC, though he decidedly does not apply for Gender Clause.

...That is, if we're talking about the original V in the story, and not Evey Hammond, the woman who becomes his successor and takes up the mantle of V. Evey "V" Hammond COULD kill Macbeth under Gender Clause.

I fucking love V x Evey. It’s weird. It’s fucked up. It’s Stockholm Syndrome if Stockholm Syndrome was real and not just made-up bullshit. He’s one of the only people who’s ever cared about her. She’s one of the only people who’s ever cared about him. V tortures her. V dances with her and makes her breakfast. Evey hates him and wants him dead. Evey loves him and cries as he dies in her arms. They love the same lesbian and are motivated by her death and V might be that dead lesbian’s lover but he doesn’t remember. They wouldn’t have met under any other circumstances, but they were doomed in these circumstances nonetheless.

"Evey…" V breathes softly as she presses another hungry kiss against the face of Guy Fawkes, she can hear his breathing, tight and labored as he leaned in towards her affection.

"Im going to try something…let me know if its too much." Evey announced, locking eyes with her lover, his eye may have been hidden but she could feel his intense gaze nonetheless.

She places a final kiss against his facacde before pausing briefly, a seconds hesitation to allow him to stop her, to recoil if it was too much too soon, but while she felt a trimmer coursing up the body beneath her, V allows her to claim the hand once stroking her collarbone, guiding it up to her lips to press a soft kiss against his bare wrist.

His reaction was as expected.

V flinches as if her lips were made of fire, perhaps they were, but unlike the fire that ravaged his skin, she sought only to sear the memory of this moment within him, with every kiss pressed to her tragic lover's body, his breathing grew harsher.

Trying and failing to acclimate to the feeling…

"V, Your doing great…" Evey praises softly kissing his long fingers again, pleased to feel that he was slowly but surely relaxing under her ministrations, V grunts softly but seems far too betwitched by the image of the woman before him.
