Your city is a scab on the landscape: sidewalks, roads, parking lots, rooftops—the built environment repels water into sewers and then into the environment. Urban planners have been doing it for centuries, treating stormwater as a nuisance to be diverted away as quickly as possible to avoid flooding. Not only is that a waste of free water, it’s an increasingly precarious strategy, as climate change worsens droughts but also supercharges storms, dumping ever more rainfall on impervious cities.
Urban areas in the United States generate an estimated 59.5 million acre-feet of stormwater runoff per year on average—equal to 53 billion gallons each day—according to a new report from the Pacific Institute, a nonprofit research group specializing in water. Over the course of the year, that equates to 93 percent of total municipal and industrial water use. American urban areas couldn’t feasibly capture all of that bountiful runoff, but a combination of smarter stormwater infrastructure and “sponge city” techniques like green spaces would make urban areas far more sustainable on a warming planet.
“There really is a substantial amount of stormwater runoff being generated all across the entire country,” says Bruk Berhanu, lead author of the report and a senior researcher at the Pacific Institute. “There really is no reason why stormwater capture shouldn’t be up there on the list of water sources for all communities in the country that are looking to secure their long-term supplies.”
The Pacific Institute did the calculation with the software company 2NDNATURE, which generated a high-resolution model of stormwater runoff for areas in the US with at least 2,000 housing units or 5,000 people. They combined characteristics of cities, such as the amount of impervious surface, with historical rainfall data.
In this map, blue signifies higher amounts of annual stormwater runoff from urban areas, while red is lower. States with relatively large amounts of precipitation and large urban areas, like Texas and Florida, are getting much more stormwater runoff than Montana and Idaho, where there’s less precipitation and less urban coverage. But even if it could, a given state wouldn’t want to capture every drop of stormwater falling on its cities, as rain also needs to replenish nearby rivers and lakes to sustain ecosystems.
This measure of 59.5 million acre-feet of annual stormwater runoff in the US comes from historical precipitation data. But going forward, climate change is messing with that rainfall in two main ways. It’s intensifying droughts, like in the American West, so there will be less rainfall in many places. And counterintuitively, because a warmer atmosphere holds more moisture, rising temperatures result in heavier rainfall when it does rain.
“Even in areas that are becoming drier, we’re seeing more intense precipitation events,” says Heather Cooley, director of research at the Pacific Institute. “So the number this is generating is really an average annual number. And we think there is additional work to be done to look at the effects of climate change on runoff.”
The atmospheric river that soaked Los Angeles earlier this month, for example, was likely worsened by climate change. And LA, of all places, is actually paving the way for cities to better exploit the available stormwater highlighted in this new report. Or, technically speaking, the city is doing the opposite—the idea is to replace pavement with more dirt and greenery, which soaks up stormwater.
LA was able to capture 8.6 billion gallons of water from that atmospheric river in just three days, in part by diverting it into huge “spreading grounds” to percolate into the dirt. “In most of the country, we’re going to expect—and we’re already seeing—larger, more intense storms that deliver a lot of water in a short amount of time, and then longer periods between the storm events,” says Seth Brown, executive director of the National Municipal Stormwater Alliance, which provided input for the new report. “There has been this growing trend of: let’s live with water, let’s embrace water where it is, let’s manage it and value it as a resource.”
Even more locally, the nonprofit Trust for Public Land has been greening up alleys in LA with tree-planting projects. “We’re essentially tearing up alleys, putting in natural infrastructure and pervious surfaces,” says Guillermo Rodriguez, California state director at TPL, which wasn’t involved in the new report. The group is doing the same with schools, replacing asphalt with green spaces that counteract the urban heat island effect, in which the built environment absorbs the sun’s energy to raise temperatures. That’s especially critical in lower-income neighborhoods that get significantly hotter than richer neighborhoods, which tend to be greener. “We bring natural infrastructure in there and create shading, create stormwater capture, do all the important amenity benefits that deliver a cooler place to play,” says Rodriguez.
Even in the Eastern US, which is more water-blessed than the West, cities like New York and Pittsburgh are scrambling to deploy green infrastructure to mitigate flooding. That could be a simple roadside area, like a rain garden or bioswale. More cities are also adopting stormwater fees, charging landowners based on the amount of impervious surfaces on a property, thus encouraging them to open up more ground. Where an impervious surface is required, like a sidewalk or parking lot, cities are using “permeable pavers” with gaps that allow water to get through. Recharging aquifers this way helps prevent the over-extraction of groundwater, which is causing the land itself to sink, known as subsidence.
No longer a liability to be disposed of as quickly as possible, stormwater is becoming a bigger and bigger asset across the US. “We’re going the right direction. It’s just going to take decades for this to happen,” says Brown. “I think we’re just going to accelerate that as we see the forces of climate change.”

Forty-two alleged members and associates of the San Fernando Valley Peckerwoods have been arrested in an operation authorities on Wednesday called one of the largest crackdowns on a neo-Nazi White supremacist gang in the history of the Department of Justice.
Many of the suspects were detained throughout the San Fernando Valley and surrounding areas on Wednesday morning, as local and federal officers, including members of the the Joint Terrorism Task Force, executed 29 arrest warrants and conducted multiple searches.
The operation came as a 76-count federal indictment was unsealed Wednesday, charging 68 people either in or connected to the White supremacist gang.
Authorities told reporters in a press conference that they are continuing to hunt the remaining 26 suspects, whom they described as fugitives.
Assistant Director in Charge Akil Davis of the FBI Los Angeles Field Office said that they expect this investigation to "significantly cripple" the domestic extremist organization.
"It's not hyperbole to say the sheer scale of this operation is historic," Assistant Director in Charge Akil Davis of the FBI Los Angeles Field Office said. "This is a historic event to federally indict this many members of a hate group."
The SFV Peckerwoods is a mix of street, prison and racist skinhead gangs, according to the Jewish nonprofit Anti-Defamation League, which said on its website that the organization's "White supremacy is more often crude than sophisticated and they have a high association with criminal activity, such as drugs."
The indictment includes 60 separate charges that detail 60 individual instances of a Peckerwoods member or associate being caught with wholesale quantities of drugs.
The gang members are also accused of generating revenue from robberies and financial fraud, including by stealing from the Paycheck Protection Program, which was designed to aid businesses economically harmed by the COVID-19 pandemic.
"The Peckerwoods are involved in a wide variety of criminal activity everything from drug trafficking to fraud offenses to firearms offenses, violence and identity theft, but what truly distinguishes them what defines them is their hate and their animus towards racial ethnic and religious minorities," U.S. Attorney Martin Estrada for the Central District of California said.
The gang is known for brandishing neo-Nazi symbols and other White supremacist iconography, from swastikas to the Confederate flag.
When asked to detail any bias-motivated crimes, Estrada pointed to the April arrest of Ryan Bradford, an alleged member of the gang. Law enforcement found that not only was he allegedly selling drugs but was manufacturing explosive devices and firearms.
He allegedly had a "treasure trove of White supremacist paraphernalia, including replica Nazi uniforms and posters of Nazi leader Adolf Hitler as well as a planner in which was written his New Year's resolution to "bake every single Jew."
"We don't take those threats lightly. We can't take those threats lightly. It's important that we take action to neutralize those threats before they become the next tragedy," he said.
Due to their affiliation with the Aryan Brotherhood, Davis called the Peckerwoods "a chapter" of what the Southern Poverty Law Center describes as the oldest major White supremacist prison gang and a national crime syndicate.
"This group is really the model of domestic extremism and one we wanted to address with this investigation," Estrada said.

in an attempt to bring her out of her shell , her mother signed her up for a talent search . jolene cried the entire drive to auditions : petrified of being turned down , not being liked and worse of all proving all the harsh words her mother had always thrown her way right . when the talent managers loved her though , the look of pride on her mother’s face was something she’d cling onto for dear life in the years to come . adolescence spent between oklahoma and los angles once realization hit that she was now apart of the disney machine . los angeles became a safe haven for her ( for some time atleast ) , something she was sure most people would never quite understand . finding herself and her voice , things were seemingly on the up and up for her .
everything came crashing down when she was photographed kissing a co - star -- another girl . her parents not the most accepting pair in the world didn’t take well to this and the abuse that had seemingly started to lessen over the years worsened to a point she landed in the hospital . blessing and a curse , now that she looks back at the time . she’d finally told someone about her home life , a nurse at the hospital , and soon enough the process to become emancipated started for her . once the news was broken to her parents , they seemingly let her go with ease , claiming she was already dead to them . entirely disowned by her parents , her brother was her only family left but after a few months even he sided with their parents and cut all ties jolene .
entirely alone and on her own in hollywood was a recipe for disaster and like many disney kids fate she spiraled . perfect reputation slipping out her grasp with every day that passed . drugs , sex , and alcohol ruled her life and soon enough disney was sick of trying to cover it all up . giving her an ultimatum : go into rehab and clean up her act or cut ties with disney . naturally she opted for rehab and after six months she was seemingly back and better than ever , truth was , she was still struggling and the lime light only worsened things for her .
at eighteen she packed up her career and without a single trace fell off the face off the earth . no longer wanting to be famous , realization that acting was simply just a means for her to try and make her mom proud -- something she no longer cared to do . she enrolled in university , majoring in business with a minor in communications , no idea what she was going to do with her degree but excited to start down a new path all of her own . college was fun for her another chance to find herself ( she has an obsession with recreating herself ) . she was feisty and strong willed , traces of that meek little girl she once was scrubbed clean .
when the time came to graduate she realized a purpose behind everything she’d gone through with fame : she knew the ins and outs of it all and could easily help other’s navigate their own trials and tribulations when it came to their fame . becoming a publicists was fulfilling for her , her clients becoming a form of her very own found family ( she’d�� do anything for them to this day , even ruin her own reputation if she had to ) . she was one of the good ones , despite her lack of a filter , and she cared for each and every one her clients and their careers . over time a new opportunity arose and had it been anyone else asking for her help she would have likely turned them down but when carter called for her to take care of the business side of les deux she simply couldn’t say no . taking off her publicist cap and putting on one more suited for a businesswoman . she misses the pr world at times but still very much so has an open door policy with anyone looking for a bit of advice .
when she not busy with the business she making youtube videos and makes regular podcast runs , something she fell in love with doing back in college and hasn’t let go of since . she’s finally found under all the trash that was piled up on her as child and is unwilling to ever lose herself again . recently becoming more vocal about her childhood , netflix has contacted her to do a docuseries on her life . although filming is still going on the title was leaked “ jolene bowie : a dance with the devil “ . since the announcement of the documentary her family has already made public statements trying to discredit her but the new version of jolene won’t allow them to silence her ever again .
𝖑𝖆𝖞𝖊𝖗 𝖙𝖍𝖗𝖊𝖊 . facts .
has an affinity for anything vintage . lives by vinyls , polaroids , old magazines , and cars older than her father . she’s a big collector and has a vast collection of all the above . yes , she the type to peruse through a music store for hours and drive by the ocean in her 1962 oldsmobile starfire convertible ( her favorite out her her entire car collection ) .
still does music here and there but it’s more for herself not for anyone else and if people like it she takes that as a plus .
very adventurous , she’s the type to just up and leave for a week without a word . you’ll only know she’s gone when she posts in some beautiful country on instagram .
has a tough relationship with love , she doesn’t say the word willy nilly and is incredibly guarded with who she lets in . if she loves someone , she’ll always love them .
vulger mouth , with no filter . she doesn’t beat around the bush , ever , and can be a bit insensitive at times with how she says things . she never says anything out of malice but her tone can and has rubbed many the wrong way over the years .
a mother bear to her core ( even though she doesn’t actually have children ) . she doesn’t care if you’re ten years younger , the same age , or ten years older , she is a protector and will die on that hill .
