Japan & Japanese through my eyes........
I wish to give you a brief background of my association with Japan & Japanese. It began in 1975 when I worked for Engineers India Ltd. in New Delhi. I was part of a project management team to look after a petrochemical project called “Acrylic Fiber” at IPCL, Baroda. The process technology came from Asahi Chemical and Front-End Engineering was carried out by Kobe Steel. They had deputed a full time Japanese at EIL office.
Next association was in 1980-81 when I took a field engineer job withToyo Engineering at Basra, Iraq. For about 15 months, my immediate bosses were Japanese, though there were many Indians on site.
My close and strong association was from 1984 to 87 when I was a project manager and managed a collaboration with Chiyoda Corporation of Japan to execute an EPC project at NFL, Guna.
I along with my family moved to Yokohama, as Chiyoda Corp. offered me a direct employment. My office and my daughter’s school were also in Yokohama.
I again had a chance to work with Japanese when Chiyoda set up a joint venture with L&T called L&T –Chiyoda at Baroda in the 90’s.
Lastly, I was asked to manage Chiyoda’s liaison office at Bangalore for two years in 2012-14.
I will segregate my observations in two parts- one from the people and another from the country. Most people know of the punctuality of Japanese and discipline at workplace Hence, I will not dwell on these.
Most Japanese are concerned and sensitive of the discomfort or needs of fellow person. You can see that a Japanese not only picks up used plates and tray with trash in a McDonald’s but also wipes the table. You observe that a mother carries two types of napkins – one wet and another dry- when she takes her kid(s) out to play in the public garden. She cleans the child’s dirty hands with wet and then with clean napkin so that it does not dirty the rails or seats of the garden. Even in 90’s I saw Japanese wearing mask when they suffered from cough and cold. It was a common sight to see the dog owner carrying a paper bag and some broom to pick up poop.
Japanese people do not commit petty crimes or cheat which makes life so stress free and safe. My wife used to leave the apartment door open to go shopping nearby for 30 to 45 minutes. She learnt of this practice from neighbours. Initially we used to keep the money in our palm and the shop keeper would take the appropriate amount. All the shops-small or big – always charged us the VAT, whether we wanted a receipt of not. First time in my life I was offered a printed receipt of fare charged by a metered taxi without asking.
Japanese introduced us to see the beauty in the nature. The first time in our life we went to the mountains to see the autumn colours. There were conducted tours for local people to come to the mountains and soak in the beauty of the shades of colours from green to golden. We were also witness to the fire which is light up to dry leaves/grass on the mountain sides. The fire is light and controlled to spread in artistic way and you watch it from across the valley. Another experience was of hot (sulfur) springs in the mountains near Tokyo (Hakone). Our company guesthouse had a huge pond kind of hot water spot where natural spring was brought in. We soaked in this pond in the Japanese way-no clothes and separate areas for women and men. In five-star resorts, one could soak in the hot spring and sip from a glass of beer.
Japanese were also very health conscious. Our office had an indoor all weather Olympic size swimming pool and full-fledged gym with an instructor. Some of my colleagues were using this during lunch time before eating lunch. I used the facility on weekends. I went to a gym first time in my life and swam when there was almost zero-degree centigrade ambient temperature outside.
Japanese also retained some of “Indian” habits which may have reached them through Buddhism. Outdoor footwear cannot be used indoor whether in the residence or Japanese restaurants. We must leave outdoor footwear at the door and use in house slippers to go in. Most Japanese prefer to sit cross legged and ladies in Vajrasan. They do not shake hands or hug when the meet but bow and greet. Most prefer to sleep on the ground on a mattress rather than a western bed.
Japanese also have found ways to de-stress after an incredibly stressful office or factory workday. Karaoke bars are popular and now world famous. The normal bars without karaoke are also popular. They had huge halls with “ball” machines when they play a special game with stakes to lose or win, like what we played as a child. They also enjoy comics and there are comics to entertain all age groups.
Japan as a country is different from India. India is heterogeneous whereas Japan was homogeneous. This one feature made a lot of difference. They had only ten public holidays every year. Japanese was the main language for locals and it was developed to ensure that students get the latest information also. Japanese language also brings a very peculiar character to the people. The language has three alphabets-Hiragana, Katakana and Kanji. Kanji has no letters but only Chinese characters/pictures. There are over few thousand kanjis and a child takes more than 8 yrs to know them all though only a few hundred Kanji is extensively used. To write Kanji one must be precise and take care of the different strokes. This focus on details and accuracy is reflected in everything they do in my opinion.
The police in Japan were extremely helpful and friendly. On two occasions I got their help. Once I was lost in the central Tokyo area and I went to the police station. The policeman there came with me to show me the address. On another occasion, my family and me went to meet my friend but my Casio watch, which had his telephone no. ran out of battery and I was lost. I again went to police station near the rail station. He permitted to call my office to find out the contact no. of my friend (office colleague) but the office security refused. Then he opened the area map with names of the residents, and we located two Tanaka-san. I dialed the first one and fortunately he was my friend. In India, such help was unthinkable, going to the Police station for common man for help is a far cry!
I came across some interesting leave/holidays rule. Most Japanese joined a company for a lifetime and the company was expected to take care of the individual. After about 20 yrs. of service (mid-way I guess) the employee get paid leave (about 6 weeks) and a huge payment (app. one year salary). He is expected to enjoy with his family and many of colleagues went to Europe, USA or Latin America for two to three weeks with family.
I was happily surprised that most school students including my daughter walked to the school. My daughter walked about 20 minutes each way, there were volunteers on the route to guide the school kids. No school bus or parents driving to drop or pick-up kids.
For common people, the basic unwritten rule was- provide goods and services which are high quality and reliable. All public phones (as the world was not exposed to internet or mobile phones at the time) were in working order with coins or prepaid cards for both domestic and international calls. Such phones were plenty and located at all convenient locations like rail stations, supermarkets and including lift lobbies in office buildings. ATM rooms of banks had ATM machines for withdrawal and transfer facility. There were two other machines-passbook printing and change dispensing. ATM rooms were open 24x7. Japan was most known for vending machines- variety and exceptionally reliable. Vending machines would dispense soft drinks, beer, hot and cold coffee, tea, small snacks packets etc. These machines would not be out of stock and returned change.
Japan acts in unison for trade/commerce without side world. Immediately after WWII, their economy was shattered but soon they got on their feet. The five trade houses –Sumitomo, Mitsui, Marubeni, C Itoh and Mitsubishi- were the marketing agents for both import and export. The manufacturers were concentrating on design, engineering, and quality products. This brought down costs. The trade houses would bring enquiries and orders. They will also take care of payments. Each manufacturer will join a trade house so that there is no competition among the trade houses.
As a country, I saw Japan converting research output in other countries to application/products for common use. The classic example was digital watch from Texas Instrument to Casio. Another could be Video players. Even some collaborations were made successful and eventually did better than the collaborators. The classic example is of Toyota Car Co which had started with GM collaboration 1950s.
In all the efforts of private sector in commerce the Govt played a particularly important and positive role. The banks were ready to help exporters/vendors with five-month credit as L/C or other kind of payments after shipment may take 3 months.

India’s gross expenditure in R&D has tripled between 2008 & 2018
The Gross expenditure on R&D (GERD) in the country has been consistently increasing over the years and has nearly tripled from Rs. 39,437.77 crore in 2007- 08 to Rs. 1,13,825.03 crore in 2017-18.
India’s per capita R&D expenditure has increased to PPP $ 47.2 in 2017-18 from PPP $ 29.2 in 2007-08.

The Department of Electronics and Information Technology provides an R&D funding scheme according to which Grants-in-aid are available from DeitY for undertaking research projects relevant to electronics and IT. The amount may vary depending on your research.

India’s gross expenditure in R&D has tripled between 2008 & 2018
The Gross expenditure on R&D (GERD) in the country has been consistently increasing over the years and has nearly tripled from Rs. 39,437.77 crore in 2007- 08 to Rs. 1,13,825.03 crore in 2017–18.
India’s per capita R&D expenditure has increased to PPP $ 47.2 in 2017–18 from PPP $ 29.2 in 2007–08.

Mikhail Mishustin (Mikhail Vladimirovich Mishustin) was born in Moscow on March 3, 1966, head of the Federal Tax Service since 2010 and has worked in government roles related to tax collection since the early days of his career, says a Reuters profile of him. He has won praise for improving tax collection processes and more than doubling tax revenues in the past decade, with 20.4 trillion roubles ($331.92 billion) collected in the first 11 months of last year. The majority of those revenues still come from taxes on the vast energy sector but an increasing share now comes from other forms of taxation after an efficiency drive.
A glowing profile of him on state-run RT.com said that the Moscow-born Mishustin worked in the computer and IT sector throughout the 90s and joined the tax service near the end of the decade, when he began his career as a civil servant. Mishustin holds a doctorate in economics and oversaw the opening of the first special economic zones in Russia and in the early 2000s was put in charge of the Federal Real Estate Cadaster Agency. In 2008, he left the civil service for an investment company but returned in a couple of years to head the nation’s tax service. Mishustin told Vedomosti newspaper in 2018 he did not seek a return to the private sector.
“But if destiny chooses a different path for me, I would work in innovations, with new technologies, in the same field as I have always worked: transformation, related to the digital economy,” Mikhail Vladimirovich Mishustin said.
“(Mishustin) looks a lot like the technocratic premiers… of the early 2000s,” Tatiana Stanovaya, a non-resident scholar at the Carnegie Moscow Center, wrote on social media.

Mikhail Vladimirovich Mishustin was born in Moscow on March 3, 1966. Mikhail Mishustin, trained as an engineer and has a PhD in economics, according to his official biography. He was appointed head of the tax service in 2010 after being proposed by then-finance minister Alexei Kudrin, known for his outspoken liberal stance.
He has been in the post ever since and is praised for streamlining the service formerly notorious for red tape, mountains of paperwork and long queues. After Putin proposed Mishustin, Rossiya-24 state television reported that he “created the best tax collection system in the world.” He was picked as premier to create a “more competent leadership,” Dmitri Trenin, head of the Carnegie Moscow Centre, wrote on Twitter.
Mishustin is a “neutral figure” and his candidacy cannot be linked to any “ideological platform,” political analyst Ekaterina Schulmann told AFP, adding she doubted he is being groomed as a successor to President Vladimir Putin. While Putin has criticised the internet and is rarely shown using technology, Mishustin has said Russia needs to adapt its economy, making him closer to predecessor Dmitry Medvedev, a keen user of Apple products.
Mikhail Mishustin told the Kommersant newspaper last year that Russia needs to adapt to the era of digital technology and artificial intelligence or fall behind.
“We are entering a fourth industrial revolution, this is already a digital world,” he said.
“If we don’t understand how this world is developing and what its rules are, if we insist our country is part of the old order, this new world will make us its victim.”
Mishustin shares a sporting interest with Putin, as he “regularly plays ice hockey,” said state news agency RIA Novosti.
He is a member of the supervisory council of CSKA hockey club, along with Rosneft chief Igor Sechin and other powerful figures.
The RBK business newspaper reported in 2010 that Mishustin has “good contacts in the law enforcement structures. He has often been seen at hockey matches with senior officials from the FSB (security service) and the interior ministry.”
While much of his career has been at the tax service, he started out in the 1990s heading an organisation set up to promote international cooperation in computing.
He became deputy head of the tax service in 1998 and shortly afterwards was appointed deputy tax minister, a position he held until 2004. After that, he headed federal agencies that worked on the property and special economic zones.
From 2008 for two years he was president of UFG Asset Management, an international group that has been investing in Russia and other ex-Soviet states since 1996. Deutsche Bank set up a joint venture with the company in 2008.

Speculation has swirled about changes to Russia’s political system that would allow Putin to stay on after 2024, when he is due to step down after a fourth Kremlin term. Some have suggested he could assume a new post or remain in a powerful behind-the-scenes role. Putin quickly named Mikhail Mishustin, the low-profile head of the country’s tax service, to replace Medvedev.

Since August 22, 1998, Mikhail Mishustin served as deputy head of the State Tax Service under Boris Fedorov (until September 1998) and his successor Georgy Boos. On December 23, 1998, the State Tax Service was transformed into the Ministry of Taxes and Duties.
March 1999 and March 2004: Mishustin served as deputy minister of taxes and duties during the ministerial tenure of Georgy Boos, Alexander Pochinok (from May 1999) and Gennady Bukayev (from May 2000).
March 22, 2004, and December 18, 2006: Mishustin led the Federal Real Estate Cadastre Agency, re-organized in March 2009.
December 18, 2006, and February 29, 2008: Mikhail Mishustin headed the Federal Agency for Management of Special Economic Zones, disbanded in October 2009.
2008-2010: Mikhail Mishustin was the president of UFG Capital Partners company and a managing partner of the UFG Asset Management company. He oversaw projects to set up a venture fund and real estate funds and to develop businesses in regions. During this period, Mishustin also served as the academic director of the Institute of Real Estate Economics, part of Russia’s Higher School of Economics.
April 6, 2010, Mikhail Mishustin appointed head of the Federal Tax Service of the Russian Federation, replacing Mikhial Mokretsov.
October 2013: Mikhail Mishustin served as the academic director of the Tax and Taxation Faculty at the Financial University under the Government of the Russian Federation.
Mishustin is on the supervisory board of Russia’s CSKA hockey club. He is a member of the academic council of the Russian Presidential Academy of National Economy and Public Administration under the President of the Russian Federation.
2011-2018: Mikhail Mishustin was a member of the Presidential Council for Financial Market Development.
2018: Mishustin declared 18.993 million rubles as his income (about $309,000 at the current exchange rate), his wife earned 47.709 million rubles (about $776,000) in the reported period.
Mishustin was decorated with the Order of Honor in 2012 and the Order “For Merit to the Fatherland”, fourth class in 2015.
Mishustin is similar to his predecessor Medvedev in embracing technology and has been widely credited with digitalizing the Russian tax system. This led to a drop in tax evasion as well as bringing many smaller businesses into the formal economy. Just last year, Mishutin told the Kommersant newspaper that Russia needed to embrace artificial intelligence and digital technology, saying “if we don’t understand how this world is developing and what its rules are, if we insist our country is part of the old order, this new world will make us its victim.”

Like Putin, Mishustin enjoys ice hockey and is on the boards of CSKA Moscow ice hockey club and the Russian Ice Hockey Federation. A former ice hockey player-turned-lawmaker said that he is a “decent” hockey player. The PM candidate is said to compose music and plays the piano.

OFF THE MARKET –The Barbados National Terminal Company Limited (BNTCL) is off the selling block. Not only has Government taken the petroleum company’s proposed $100 million sale off the table, but it has also returned a deposit of US$10 million to regional oil giant Simpson Oil Limited (SOL). “The agreement with SOL has been terminated,” Minister of Energy Wilfred Abrahams confirmed to THE NATION in an exclusive interview. “The time for conclusion of the agreement had expired, and SOL requested their deposit back. The deposit has been returned to SOL, and that’s the end of that,” the minister said. But Abrahams was unable to say what would be the next move regarding the company.  (SS)
SMITH SEEKING JOB EXTENSION – The ailing Roslyn Smith is seeking to hold on to her post as general secretary of the National Union of Public Workers (NUPW) until year-end. Though warded at the Queen Elizabeth Hospital since last December, Smith made the request through a letter dated March 15, written by acting general secretary Delcia Burke. However, in response to Smith’s request for an extension to her contract, president Akanni McDowall said a decision on the matter should be deferred to the union’s incoming executive committee and national council which should take office in the next two weeks. In the letter to the union’s president and copied to its council members, Smith requested through Burke that a special council meeting be convened on Sunday at 1 p.m., for her to address the national council on the issue, and if that can’t happen, that the council considers her request.  (SS)
SOLUTIONS FOR TRANSFORMATION IN FOCUS FOR CDB’S 49TH ANNUAL MEETING – Solutions and strategies to drive economic and social transformation in the Caribbean will feature prominently when the Caribbean Development Bank (CDB) holds the 49th Annual Meeting of its Board of Governors in Trinidad and Tobago on June 5 and 6, 2019. The Meeting programme will include key events and research highlighting transformation in the traditional and emerging sectors and examining the role which technology and digitalisation can play in advancing the Region’s development agenda. This will be the fifth time that CDB’s Annual Meeting will be held in Trinidad and Tobago, which is one of the founding members of the Bank. Previous meetings were held there in 1977, 1989, 2004 and 2011. CDB President, Dr Wm. Warren Smith, explained why transformation is a priority for the Region as a whole as well as for the Bank as it approaches its 50th anniversary year. “Our borrowing member countries are operating in an increasingly complex global environment. The challenges are new, different and becoming increasingly complex relative to what obtained when the Bank was founded in 1970.  As a Region and as an institution we need to, not just keep up but actually use innovation as a vehicle to leap ahead in this changing world. That is what we are anticipating in Trinidad and Tobago – a rich exchange of ideas, approaches and innovation that places the Region’s development at the forefront. We extend our thanks to the Government and people of Trinidad and Tobago for hosting this important meeting,” said Dr Smith. Around 400 delegates, including Government Ministers and officials, development partners, private sector representatives, members of civil society, academia, and media are expected to attend the Meeting. The event will showcase the scope and impact of the Bank’s investments in its 19 borrowing member countries (BMCs). Participants will also engage in strategic discussions aimed at ensuring that every BMC can benefit fully from the transformation process and that CDB remains agile and relevant in a transformed Caribbean. A major highlight of the Bank’s Annual Meeting is the William G. Demas Memorial Lecture, held in memory of the eminent Trinidadian economic scholar and Caribbean leader who served as the second President of CDB from 1974 to 1988. Now in its 20th year, the lecture features a distinguished speaker presenting on a trending economic and social development topic of importance to the Caribbean. Another significant event is VYBZING, where the Bank engages directly with young people on regional development issues and which is held ahead of the Meeting. For the first time, the event will have youth representatives from all 19 of CDB’s BMCs. During the course of the Meeting, there will be various interactive seminars, at which thought leaders and expert panellists will share new research findings and data on key topics. This year’s line-up will focus on agriculture, digitalisation for development and vulnerability and resilience. The Bank will also convene its annual Governors’ Roundtable. This year the Roundtable will provide the platform for discussion of the strategic direction of CDB as part of the process for formulating the new Strategic Plan 2020-2024. (SS)
FALL OF DEATH – A subcontractor’s first day on the job at Portvale Sugar Factory ended tragically on Saturday afternoon when he fell 70 feet to his death. Paul Clifford, who worked with Tarico Building Inc., was hired by Innotech Services Ltd, to fix the roof on the main building at the Blowers, St James factory. The job Clifford and his team was contracted to do, was expected to be completed over the weekend. Clifford, a British national, appeared to have stepped on one of the panels on the roof and fell through. Acting Inspector Rodney Inniss said police were treating it as a freak accident. “A number of workers were in here when the incident happened, so right now, we are questioning a number of people trying to get a sense of what happened today [yesterday],” Inniss said. General manager at the Barbados Agricultural Management Company (BAMC) Leslie Parris described the circumstances as tragic, sad and one that left the staff in shock.  (SS)
MAN CHARGED WITH MURDER AFTER NEW ZEALAND MOSQUE SHOOTINGS – The main suspect in mass shootings at two New Zealand mosques was charged with one count of murder a day after an attack that killed 49 people and wounded dozens, prompting the prime minister to vow reform of the country’s gun laws.  Brenton Harrison Tarrant, a 28-year-old Australian citizen, appeared in a Christchurch District Court on Saturday and was remanded without a plea until his next scheduled appearance in the South Island city’s High Court on April 5.  Handcuffed and wearing a white prison suit, Tarrant did not speak. His court-appointed lawyer made no application for bail or name suppression.  He was likely to face further charges, police said.  The attack, which Prime Minister Jacinda Ardern labeled as terrorism, was the worst ever peacetime mass killing in New Zealand and the country raised its security threat level to the highest.  Tarrant has been identified as a suspected white supremacist, based on his social media activity.  Footage of the attack on one of the mosques was broadcast live on Facebook, and a “manifesto” denouncing immigrants as “invaders” was also posted online via links to related social media accounts.  The video footage showed a man driving to the mosque, entering it and shooting randomly at people inside. Worshippers, possibly dead or wounded, lay on the floor, the video showed. Reuters was unable to confirm the footage’s authenticity and police urged people not to view or share it.  Police said the alleged shooter was arrested in a car, which was carrying improvised explosive devices, 36 minutes after they were first called. It was still unclear whether any other shooters were involved in the attacks.  Two other people were in custody and police said they were working to understand their involvement.  Armed police were deployed at several locations in all cities, unusual in a country that has had low levels of gun violence.  Ardern said the main suspect was a licensed gun owner who used five weapons during his rampage, including two semi-automatic weapons and two shotguns.  Authorities were working to find out how he had obtained the weapons and a license, and how he was able to enter the country to carry out the attack, she said.   “I can tell you one thing right now, our gun laws will change,” Ardern told reporters, saying a ban on semi-automatic weapons would be considered.  None of those arrested had a criminal history or was on any watchlist in New Zealand or Australia.  (SS)
A DECLARATION OF FOLLY – Barbados Cricket Association president Conde Riley has condemned a move by Leeward Islands Hurricanes to concede defeat with a bizarre second innings declaration in their final round West Indies Championship regional four-day match. A miscalculation of points denied the Hurricanes a second-place finish in the tournament after a failed attempt to prevent Barbados Pride from attaining further points in the match that ended prematurely in the afternoon session at the Vivian Richards Stadium on Friday. Cricket West Indies cricket operations manager Roland Holder told THE NATION on Saturday they had requested reports from all the parties and he was not prepared to make any further comment until those submissions were received. When contacted, however, Riley said he could not understand the thinking behind the Hurricanes’ decision. (SS)
CLEAN-UP AT ALL SAINTS – Several workers from Master’s Touch Environmental Services were busy at All Saints Primary School in St Peter yesterday undertaking an extensive cleaning and sanitising of the school. Minister of Education Santia Bradshaw announced on Thursday that the school would be closed to facilitate the cleaning following rat infestation. “We were made aware of the issues at the school [All Saints] on Monday. I suspect, due to the harvesting of the sugar cane, what has happened is the rats have taken over the institution and have done some breeding within the roofs of some parts of the premises. The Ministry of Health would have intervened and would have baited,” she said on Thursday. The cleaning is being done with the assistance of the ministries of Health and the Environment. When a NATION team visited the school yesterday, workers dressed in gloves, dust masks and white cleaning suits were busy sanitising desks, chairs, closets, windows and doors and discarding old material. Teachers were also on hand assisting where necessary. All Saints joined the list of primary schools that have been closed in recent times, including Milton Lynch, St James, Blackman and Gollop and Cuthbert Moore due to environmental issues. (SS)
DRAMATIC BEGINNINGS – Storybooks, comics, and popular children’s movies came to life at the Maria Holder Nursery School as they celebrated Character Day under the theme Developing Literacy Through Creative Teaching Techniques on the school’s Oldbury, St Philip compound on Friday. Students delighted their peers, teachers and parents as they showcased their costumes which ranged from Princess Elsa to Bob The Builder. Two of the most unique costumes were of a jockey which was worn by Jadarri Francis and an owl which was worn by Mahkia Carter. Principal of the school Sharon Knight said the event was organised to encourage children to read. “Reading is important. No matter where we go, we have to be readers. We just wanted the opportunity to develop a love for reading [in the students] from an early age. When children can dramatise a story and get into the story, it motivates them to read more. That is why we have the story Character Day,” she said. Knight told the media that Character Day was planned by the school since the beginning of the school term. “We have a school library which encourages them to read, and we also got the parents involved in reading at an early age. Some people do not believe that children at this young age can develop a love for reading but this is the foundation and we have to make sure we have a good foundation. [So] that when they get older they can recognise the importance of reading,” she said. The principal of the Oldbury learning institution told the media that the activities carried out for Literacy Week would be reinforced in the classrooms throughout the remainder of the term as they strive to help the students develop. “We want our children to be the best, and to be the best, they must read,” she said. Chief executive officer at the National Cultural Foundation, Carol Roberts-Reifer, made the official announcement yesterday at Ilaro Court during a sponsors’ reception. Among them is the new Soca Monarch competition, which will be held at the National Botanical Gardens, Waterford, St Michael. This replaces the Soca Royale. There will no longer be a semi-final component for the Pic-O-De-Crop competition, but rather the 16 calypsonians and a reserve will meet MrBlood in the finals. In addition, a revamped version of the Cavalcade concept called Bajarama will be held at different locations.  (SS)

Mikhail Mishustin (Mikhail Vladimirovich Mishustin) was born in Moscow on March 3, 1966, head of the Federal Tax Service since 2010 and has worked in government roles related to tax collection since the early days of his career, says a Reuters profile of him. While Putin has criticised the internet and is rarely shown using technology, Mishustin has said Russia needs to adapt its economy, making him closer to predecessor Dmitry Medvedev, a keen user of Apple products.
Mikhail Mishustin told the Kommersant newspaper last year that Russia needs to adapt to the era of digital technology and artificial intelligence or fall behind.
“We are entering a fourth industrial revolution, this is already a digital world,” he said.
“If we don’t understand how this world is developing and what its rules are, if we insist our country is part of the old order, this new world will make us its victim.”
Mishustin shares a sporting interest with Putin, as he “regularly plays ice hockey,” said state news agency RIA Novosti.
He is a member of the supervisory council of CSKA hockey club, along with Rosneft chief Igor Sechin and other powerful figures.
The RBK business newspaper reported in 2010 that Mishustin has “good contacts in the law enforcement structures. He has often been seen at hockey matches with senior officials from the FSB (security service) and the interior ministry.”
While much of his career has been at the tax service, he started out in the 1990s heading an organisation set up to promote international cooperation in computing.
He became deputy head of the tax service in 1998 and shortly afterwards was appointed deputy tax minister, a position he held until 2004. After that, he headed federal agencies that worked on the property and special economic zones.
From 2008 for two years he was president of UFG Asset Management, an international group that has been investing in Russia and other ex-Soviet states since 1996. Deutsche Bank set up a joint venture with the company in 2008.

Putin quickly named Mikhail Mishustin, the low-profile head of the country’s tax service, to replace Medvedev.
