Russia's only aircraft carrier will not return to sea before 2024...

Russia's only aircraft carrier, Admiral Kuznetsov, is scheduled to return to service after 2024.
One of the most visible symbols of Russia's maritime power will not leave the reform for at least another two years. Admiral Kuznetsov, Russia's only aircraft carrier, will now enter service again in 2024, seven years after entering the dry dock for much-needed upgrades.
Once completed, Kuznetsov should be able to spend another 10 to 15 years in service.
The Russian state media TASS reported on Tuesday that defects in the ship's update work delayed its return to sea. This is not totally unexpected, since Kuznetsov's return has faced repeated delays in the last four years.
Admiral Kuznetsov is approximately 330 meters long and moves 58,000 tons fully loaded. The ship was designed to accommodate an air wing of 24 Su-33 Flanker D and MiG-29 fighters, as well as six helicopters. Recent patrols have seen much smaller air wings of only ten Su-33s and five MiG-29s. An American Nimitz-class aircraft carrier usually goes overboard with 40-44 F/A-18E/F Super Hornets and F-35C Joint Strike Fighters fighters. In addition to its aircraft, the Kuznetsov is equipped with 12 large P-700 Granit anti-ship missiles.
Admiral Kuznetsov went into a dry dock for a technology reform in 2017 and was supposed to be completed in 2020, but has been plagued by problems ever since. In 2018, PD-50, the only dry dock structure capable of handling the aircraft carrier, sank while the Kuznetsov was inside. The aircraft carrier suffered damage when a 70-ton crane attached to the dry dock collapsed, opening a 5-meter wide hole on the side of the ship. Then, in 2019, there was a fire on the ship that killed two military personnel. The need to repair the damage from both incidents and complete the renovation pushed the return to service date to 2021.
A series of unfortunate events - including the sinking of its dry dock and a fatal fire - delayed the ship's return by at least two years.
However, the delays continued. In 2020, the return date was again postponed to 2022. In 2021, the date was postponed again to 2023. Now, the ship should be completed in 2024. What was originally supposed to be a three-year update will take at least seven years now, which means that refitting is taking half the time of the most optimistic estimate of how long it will keep the ship in service.
In the mid-1980s, the Soviet Union built Admiral Kuznetsov at Nikolayev Shipyards, now part of Ukraine. (Kuznetsov is a sister ship to the Chinese aircraft carrier Liaoning.) Russia inherited the ship after the collapse of the USSR.
Kuznetsov has been a ship of chance from the beginning, even in service. He languished for decades after the end of the Cold War, when poor economic conditions reduced Russian defense spending to the bone. The aircraft carrier completed only six patrols at sea and only one renovation between 1991 and 2015. In 2009, off the coast of Turkey, an electric fire killed a crew member. In 2012, Kuznetsov broke down off the coast of France and had to be towed by a Russian Navy tugboat. In 2016, Kuznetsov lost two planes in two weeks, both allegedly due to mechanical failures during the aircraft's landing process. In 2017, the British Ministry of Defense ironically nicknamed the aircraft carrier a "ship of shame" for its thick columns of black smoke while on the move. The sinking of the PD-50 dry dock in 2018 and the fatal fire in 2019 followed.

So, will Kuznetsov return to service? Russia's economy is expected to go into recession later this year as a direct result of NATO sanctions imposed against it by the invasion of Ukraine. Refitting has already been reduced once due to financial considerations. If a paralyzed defense budget or other serious setback occurs, Moscow may find itself wishing for Kuznetsov to descend into the depths of the Norwegian Sea along with its dry dock.

Putin’s Order: Russia to Adopt Crypto Regulation by July
Russia’s President Vladimir Putin has instructed his country’s government to adopt federal laws relating to cryptocurrency by July this year. Russia has earlier broadened the definition of “digital financial assets” to include cryptocurrencies. Putin’s latest order resembles one he made regarding crypto regulation last year.

Putin’s New Order
Putin has approved a list of instructions for 47 orders, according to a document posted on the Kremlin website on Wednesday. Among them is an order for the government to work with the State Duma, the lower house of parliament, to ensure adoption of “federal laws aimed at the development of the digital economy.” They include “determining the procedure for conducting civil law transactions in electronic form, as well as regulating digital financial assets and attracting financial resources using digital technologies,” the order details.
The deadline listed on the order is July 1, 2019. Responsible officials are Russian Prime Minister Dmitry Anatolyevich Medvedev and State Duma Chairman Vyacheslav Viktorovich Volodin.
As news.Bitcoin.com previously reported, the original texts of the proposed regulation for cryptocurrencies have been extensively revised. While references to cryptocurrency, tokens, mining, and smart contracts in the bills have been removed, the legal definition of “digital financial assets” has been broadened to cover cryptocurrencies.
Multiple Delays
Putin’s latest order resembles one he made last year when he instructed the government to work with the central bank to “ensure that changes are made to the legislation of the Russian Federation” to determine the legal status of digital technologies including cryptocurrency, token, and smart contract. He put Medvedev and the central bank governor, Elvira Nabiullina, in charge of completing the task.
In May last year, three bills aimed at regulating cryptocurrencies were filed in the State Duma and were scheduled for adoption in July, as ordered by Putin. However, Russian lawmakers could not agree on the appropriate legal framework after the first reading in the spring.
The State Duma plans to review the bills again in March, Rambler news outlet reported last week, noting that Oleg Nikolayev, a member of the State Duma Committee on Economic Policy, confirmed that the discussion is at the final stage of development.
Medvedev said in January that there is no reason to bury cryptocurrencies. “As with any social phenomenon, any economic institute, there are both bright sides and dark sides,” he described. Earlier this month, the Russian Minister of Justice voiced his belief that cryptocurrencies do not need to be legally defined yet.

Empire of the Five Peoples (E5)
The Holy Empire of the Five Peoples (formerly the Holy Kingdom of Chuvashia) is a confederation of 13 kingdoms, each encompassing several universes.
It originated on universe prime, but the peoples have all moved away to avoid the restrictions of the Ban. Each “Universe” has a citizen population of 10^10^75, about 75% of their capacity.
I. Nobility
The nobility is divided into several ranks: Tsaritsa, Grand Duchess/King, Archduke/Duchess, Duke/Duchess, Count/Countess, Baron/Baroness are all landed titles. Boyars and Druzhina are both unlanded noble titles.
II. Citizens
Citizenship is bestowed upon any of the five peoples upon birth. They have every right, except that of participating in government (in some realms, they have more rights.)
III. Residents
All xenos have this. They have same rights as citizens, except they are not required to partake in military service.
The 13 Kingdoms The population percentage only includes citizens and residents.

Lia Padavagakar’s earliest memory leads back to a familiar bedtime story her mother used to tell her. It was about a girl, a foolish one, that opened a box. It wasn’t just any box, one that God had given her with strict rules to keep it shut. Within the box was many things, pieces that the world did not need to see. But she was foolish and was easily tempted to open it, letting all the evils of the world fly out. The only thing that stayed within the box, cemented to the bottom, was Hope. And for Lia, she never understood why Hope of all things would be in a box contained with such evil.
Beyond that story, her childhood was lackluster. As the only child in her family, she found happiness in the center of her parents’ world. There was very little she didn’t get and even less times she found herself unhappy. It felt as though the universe was Lia’s and it all came to her so easily. Maybe it was that in which her mother told her the story. People who got what they wanted always seemed so foolish, or so she tried to remind Lia. But she was lost in the moment, lost in the splendor, and sometimes the question of hope seemed to fall to the background.
But it finally came back to her the day her parents went missing. She was only seventeen years old and the Padavagakar’s disappeared without a trace. And in that moment, she thought she would be alone forever. Hope didn’t feel evil, it felt like it kept her alive. She looked at it fondly, always waiting for the right call that would say her parents were back. Though that never happened, it seemed Hope sparked something else. The news caught wind of her story and her life was forever changed.
Publicized everywhere, Lia’s face was across every television screen, magazine, and everything in between. Against her mother’s words, Hope brought her something she could latch to so easily. She had become the face of innocence overnight, booked day to day with interviews and press. And while her parents remained missing, the case falling upon multiple dead ends, it didn’t seem like Lia truly cared too much. She had the world with her, no longer alone, and in that spotlight, she had found happiness.
And Lia lived in that world for years, through numerous documentaries and television specials that still were never able to crack the code. But she never seemed bothered by it, well, not within her own peace and quiet. When the camera was on her, the tears would fall and the worry would settle in, but after awhile, it felt scripted. All she yearned for was the camera on her, the idea that when it turned off, people would rush to her side yet again. But that story, the lack of evidence there, couldn’t keep her there forever. And at twenty-one, she finally followed her passion further.
It was that which inspired her career in television, becoming the host of the evening and morning news that had dedicated so much time to her and her story. Her story had been one people could sympathize with, and so simply, it felt like the world knew her name. She had grown up with the public and for that they loved her, her peers and viewers feeling more like a family than an audience. But that love didn’t come at an easy cost. For Lia, she knew how fickle and easily the public could turn away from someone, even that of the likes of someone they held close to her heart. Lia needed to find a way to immortalize herself, and in that moment, it felt like God had given her a box as well. Little did she know, she was opening it, rather than truly following fate or destiny.
At the time, a few news stories tossed to the side didn’t feel like much. There was so much news buzzing, the opportunity to push her story to the forefront again with bits and pieces of new technology. The opportunity had come with the right people too. The Russians overtaking the city had offered her something no one else had ever done; a chance to keep her fame, the spotlight, and everything in between by looking past their murders, letting it fall to the wayside. It seemed easy, it felt right, and so simply she signed away something that later would haunt her each move It began with her name closely and secretly tied to the Russians – an alliance of sorts. She covers their tracks and they offer her loads of cash just for a simple cover-up.
It seemed like a few stories became more frequent than she had expected. With each passing death and missing persons reports that fell to her desk and quickly into the shredder, her mind began to run free. Hope was there lurking, ready to instill the idea that this was all part of some master plan. Perhaps the Russians had her family, and at the right time, they would all be returned; a story that could literally not be written, just lived. It was in that moment that she realized the true evil of hope, the idea of why that was where it sat. Hope was there because it was evil too, probably the worst of them all, so heavy with malice and pain that it couldn’t drag itself out of the opened box.
Lia had opened the box years ago and finally, she has found hope. Truly the most evil, malicious of them all.
CONNECTIONS
DMITRI NIKOLAYEV: The man whose loyalty Lia depends upon. She’s lived at his mercy for as long as she could remember, and forging an alliance with the Russians deepens all of the favors they owe one another. It’s a rocky, tricky relationship -- but she knows they plan on striking against the Polish soon, and Lia sees an opportunity for herself. That’s what hope does, right? It finds a way out. Even though they say the only way out is through.
THOMÁS HERNANDEZ: He’s been tugging at her tail. She doesn’t know why -- but it can’t just be mere romantic chasing. She’s done her research on Thomás, and he’s a ghost online... Whatever his deal is, she intends on finding out. He could be a mobster of sorts, and that’s where she’s been placing her bets: another gangster feeding on her own power.
DAMIAN ISAIAH: She’d be lying if she said she ever rooted once for him. She never bought his ‘good guy act’, and all of a sudden, he seems to have gotten even more popular. As a good TV news director, she wants a story out of it. A gritty one... and she’s ensured all the means to her ends. The guy has to have something on him, even if just a little rumor to taint his golden boy reputation.
EVANGELINE GOODWIN: She works for her. Evangeline and Lia are practically best friends... Practically... If it weren’t for all of the secrets Lia keeps from Evangeline. She thinks it’s for her own good -- it’d put Evangeline’s life at risk to ever mention the Russians... But should Evangeline find out, Lia will never be forgiven. If there’s something Lia’s become good at, is lying... Even to herself.
