Jordan High School
Jordan High School, a public high school in Long Beach CA, is a traditional campus that serves students from grades 10-12. The school also has a separate campus for incoming 9th graders, known as the Jordan Freshman Academy.
The school's main campus is a two-story building that houses classrooms and other instructional spaces. Additional facilities include a gym, outdoor pool, modern locker room and student center. Its new 31,500-square-foot science building features a high-tech learning environment, including simulated patient labs complete with hospital beds and diagnostic equipment. Other improvements include audiovisual systems, new flooring and ceilings, window replacement or repair, fire alarm system upgrades, accessibility enhancements and more.

We Two Boys Together Clinging
Halfway through 19th Century American Poetry and Drew has a sensation with which he is all too familiar: eyes boring into the back of head. It doesn't matter how many times he's been gawked at in a restaurant or in the allergy aisle of CVS (hay fever is a bitch), the feeling of the little hairs on the back of his neck standing up never fails to make him want to slink into a hole and die. He tries to ignore it, tries to focus all of his attention on the professor, who is droning on about the difference between various editions of Leaves of Grass, but that only lasts so long. Eventually, he caves, and he turns to look.
He's not shocked when the dark eyes watching him quickly dart away—people are often abashed when they get caught staring—but it is a surprise when, a few moments later, they return to meet his. The face they belong to is handsome, warm, dark skin, a strong jaw, a slightly crooked nose that suggests some kind of trouble, and—oh. Two rows of perfect white teeth that he sees now because the face is grinning at him, an inviting, dangerous grin, and now Drew's the one looking away, his own cheeks glowing red. His eyes burn holes in his notebook—he hasn't written a word in so long, he'll have to research this edition issue on his own later—and the other guy's eyes burn holes in his skull.
Why is he looking at him like that? Drew hasn't said a thing all class, not that any of them would be able to get a word in edgewise. His eyes dart down to check his outfit; a little schnerdy, sure, but nothing that stands out in a Harvard classroom. He risks it again; a quick look back, and that smile is still waiting for him, this time a little softer, like he's happy he keeps getting caught.
By the time class ends, Drew is a sweaty mess. He has no idea what the professor said for the last half of that lecture, but he's not going to stick around to ask. He tosses his notebook and his copy of Whitman into his satchel and slides into the mass exodus from the room. He lets himself be carried toward the building exit by the river of hungry undergrads, hoping that he avoids whatever situation was brewing behind him in class, but the river comes to a screeching halt when everyone notices that it's pouring buckets outside. Those smart enough to plan ahead whip out their umbrellas and leave, and some who don't have any other choice lower their heads and shoulders as though preparing to take a charging bull head on and foray bravely into the downpour.
Drew doesn't have another class for forty-five minutes, and even though he was planning on getting lunch in the interim, he really doesn't want to get this sweater wet, so he decides to duck into an alcove and wait it out. He pulls out his phone, Googles the information he thinks he missed in class, and is halfway through an Encyclopedia Britannica article when someone clears their throat. He looks up and blinks owlishly. It's the teeth.
"Hi," the teeth say. "I'm Xander."
Drew stares. He doesn't know what to do with this information. During the rare instances someone deigns to talk to him, an introduction like "I'm Xander" is almost always followed by a request like "Can I get an picture?" or "Do you know where the bathroom is?", depending on if he's been recognized or not. But this...this is just warm brown eyes and a big shiny smile that he doesn't know what to with.
"Drew Cooper," he eventually blurts out, remembering that he is in fact a human person with a name. "Um. Hi."
Xander leans casually against the wall adjacent to Drew, the fabric of his shirt pulling tight over the bulk of his arms as he crosses them over his very muscular chest. "You know, I really liked what you had to say last week about the em dashes in Emily Dickinson's poems. How they're meant to give you space to breath but really end up making you feel breathless. Professor didn't know what do with that, but...I liked it."
What is happening what is happening what is hap— Drew swallows thickly. "Oh. Thanks. I, uh, visited the house in Amherst a lot growing up. School field trips, family weekends...I'm...familiar with her work."
Xander nods toward the corner of Leaves of Grass sticking out of Drew's satchel. "What about Whitman? He a favorite too?"
Drew shrugs. "Sure. Mostly 'Song of Myself' and 'Drum-Taps,' but generally...yeah, his language is...unparalleled." Drew pauses, unsure, and then continues. "Reading Whitman always reminds me that I need to look around more. That everything is beautiful if I let it be."
The smile grows bigger. "I really like the way you talk about poetry, Drew Cooper." Xander reaches into the JanSport he's got slung over one shoulder and pulls out an umbrella. "Want to talk about it over lunch?"

It’s not until their third post-poetry class lunch that Drew finds out something interesting about his new friend. “Wait...you’re on the football team?”
Xander laughs, a loud, warm sound that makes Drew feel like he’s part of the joke instead of the butt of it. “Yeah, yeah, I’m on the football team.” Drew makes a face. “What?”
“Well...don’t take this the wrong way, but...” Drew swirls his spoon in his cup of clam chowder. “...is Harvard’s team any good?”
This earns a longer, louder laugh from Xander, who takes a bite of his grilled chicken when he’s done. “In the grand scheme of things? No. We go up against Auburn or Clemson and we’re getting our asses kicked, no questions asked. But against the teams we actually play? We’re not half-bad.”
“So what position do you play?”
“Tight end.”
“Oh, I know that one. That’s...an important one.”
Xander suppresses the laugh this time. “It’s okay, Cooper. You don’t have to pretend to like football.”
Drew scrunches his nose. “I’m sorry. I come from a sports family. My dad and my older sister, in particular, they’ll talk for hours about football or baseball or hockey...it all goes over my head.”
With a shrug, Xander says, “Well, you’ve got enough good stuff going on in that head. No need to waste brain space on stuff that doesn’t matter.”
Drew feels himself starting to flush, so he quickly tries to shift the focus. “Well what about you? If football doesn’t matter, why risk CTE for it?”
“Scholarships, Cooper! You think Harvard pays for itself? I got in on test scores, but test scores don’t get you out of loans. Football does.”
And doesn’t that make Drew feel so silly. He knows how unbelievably lucky he is, that he had every semester of higher education he could ever want at whatever university would take him paid for before he was even born. If he had the mind to, he could keep taking classes at Harvard or Yale or Oxford until he died and he’d never have to think about the cost. Xander actually has to work for his education, and Drew feels like a little kid in comparison.

They’ve been in a little back corner of Lamont Library for a few hours now, bent over their respective texts as they work on assignments for different classes. Drew’s nose-deep in an anthology of Helen Hunt Jackson, while Xander’s scribbling away at equations for one of his insanely complicated math classes. They work in comfortable silence, and every once in a while Drew wonder how strange it is, the easy way they spend their days together.
At one point, Xander throws down his pencil in disgust. “That’s it. Cooper, I’m dropping out.”
Drew makes a face. “You’re not dropping out, Xander.”
“I am. No economics degree is worth this.” He gestures vaguely to his chicken-scratch math homework.
“I mean, you’re not going to hear an argument from me, the guy studying History and Literature.” Drew peeks at the equations. “Would it help if you explained it to me?”
Xander furrows his brows. “What do you mean?”
“I mean...my sisters always head more of a head for the STEM subjects, while I’ve always been better at...” He waves a hand over his poetry book. “...softer stuff. But when I was a kid, my dad, who’s, like, an insane science nerd to the max, would tell me to pretend that I was the science teacher and I had to teach him the homework. It really helped. Explaining out loud, going over each problem piece by piece, helped me understand it better.” He flushes. “It’s just a thought, though. You don’t have to...”
“On one condition.” Xander smirks. “You have to tell me all of your thoughts on Thoreau afterward.”
Drew can’t fight his grin. “Deal.”

Drew’s schedule is light on Tuesdays, so he’s back in the apartment he shares with Aidan, about halfway between Harvard and MIT’s campuses. She’s here, too, ditching a class she claims is “beneath the mathematical sensibilities of a first-grader.” She and some friend Drew is sure he should know the name of are on their little balcony, sipping wine coolers and people-watching while Drew reads for his early Wednesday class. Mostly, really, he’s listening to them gossip.
“See her?”
“Blond ponytail?”
“No, by the crosswalk, with the dog. Don’t tell her you have a fake ID, she’ll narc on you in a heartbeat.”
“Get out!”
“Dead serious. Freshman down the hall got busted because of her.”
“What a bitch. Over there, those two: dating or siblings?”
“They’re practically identical, so I’m hoping siblings....Oh god, please let me be wrong...”
“Who’s that?”
“Where?”
“Coming down the sidewalk here.”
“He’s hot, whoever he is.”
“I’ll say.”
“Wait...why does he look familiar....”
“Wasn’t he at that party two weekends ago? The one on Banks Street?”
“Oh my god, that’s it, he’s on the Harvard football team!”
Drew’s head snaps up.
“Tell you what, he could score a touchdown any day. Look at those arms...Drew?”
Drew scrambles off of the couch and flings himself onto the balcony. Aidan gives him a wild look. “What the hell?”
Peering over the edge, Drew spies Xander just as he gets to the front door of their building. He doesn’t need to use the buzzer, because someone’s coming out. “Oh.”
“Drew?”
Ignoring his sister, Drew rushes back to the couch, where he grabs all of his books and notebooks and tosses them into his backpack. Then he races into his bedroom to grab shoes. “I, uh, have to go! Study thing!”
Aidan looks down to the street and back to her panicked twin. “Drew...are you friends with a football player?”
“No!” Drew squeaks. “Yes! I mean, yes, we are friends. We have a class together. I have to go!”
Aidan squints in suspicion as Drew charges out the door. When it slams shut behind him, her friend says, “Does he know his sweater is on backward?”
Aidan shrugs. “Not my business.”

“Why do you hang out with me?”
It’s a hazy October afternoon, and Drew and Xander are hanging out in Flagstaff Park, studying. People call out to Xander as they walk by, and Xander gives them a friendly wave or a “Hey man!” but makes no move to get up and socialize. Drew knows he’s quiet, not the best conversationalist in the world, so he wonders.
“What do you mean?” Xander looks at him like he always does, like Drew is about to say something absolutely revelatory.
“I mean...shouldn’t you be hanging out with the rest of the football team? Is that what you’re supposed to do?”
Xander seems amused. “Is that what you want me to do?”
“No,” Drew answers too quickly. “I just...I don’t know. I’ve never had someone spend so much time with me who wasn’t a blood relative, that’s all. And it seems like you have a lot of friends so...I don’t know...forget it...” Embarrassed, he turns back to his history textbook.
A wide hand, fingers splayed, plops down over the pages, and Drew looks up to see Xander rolling his eyes. “I hang out with you so much, Cooper, because I like spending time with you, and also, I’m hoping that if I earn enough goodwill you’ll let me take you out to dinner at some point.”
Drew freezes. “I—what?”
“I mean, if you’re not into me, that’s fine. I’m a big boy, I can handle it. But the thing is, I think you are into me, which is great, because I’m into you too, but I don’t mind biding my time until you’re ready.”
Every single neuron in Drew’s brain is misfiring. “You’re—into me?”
“Man got himself into Harvard just to outshine the professors and he still can’t read what’s right in front of him.” Xander sighs. “Yes, Cooper, I am into you, and would like to start seeing you socially in a romantic capacity.”
“But...you’re on the football team!”
“I—what?” Drew just gapes at him. “Cooper...” Xander starts to laugh, slow at first, and then harder.
“Wait, why are you laughing at me?”
“It’s just...really refreshing to talk to someone as woefully out of touch as you are.”
“Hey!”
“Cooper, I dated a guy on the swim team for like two months last year. My being gay is...not news. To anyone.”
“Apparently not my sister,” Drew grumbles.
“What?”
“Nothing.” Drew shakes his head. Nothing is making sense. “Do you know...who I am?”
“...We’ve met, yeah.”
“No, I mean...my family.”
“Oh.” Xander shrugs. “Yeah. Did some light Googling. I mean, c’mon, a white boy as quiet and smart as you? I had to be sure you weren’t secretly a neo-Nazi or some shit.”
“I’m Jewish,” Drew mumbles, “but that’s not the point. You know...who I’m related to.”
“Yeah. Am I supposed to care?” Xander reaches out and takes Drew’s hand, interlaces their fingers together. Drew’s heart is pounding so hard in his ears he can barely hear Xander speak. “Cooper, I am an economics major. I don’t want to date you because your grandpa was a billionaire. I want to date you in spite of the fact that your grandpa was a billionaire.”
Drew chokes out a laugh. “Fair enough.”
“I mean, you’re cute and all, but don’t think I won’t eat you for sustenance when the class war starts.”
His laugh is louder this time. “Stop.”
“So what do you say?” A squeeze of the fingers, and a squeeze to his heart. “Drew Cooper, will you go on a date with me?”
Drew chews on his lip, and then he nods. “Yeah. Yeah I will.”
Then Xander grins his perfect white grin, and Drew knows he’s a goner.

Oakland High School students recently partnered with Rutherford Works, industry professionals and Oakland Middle School to offer a Career Pathway Fair to middle school students. On Tuesday, November 5, OHS students made presentations, answered questions and created lots of excitement about Career Pathways available at Oakland High for eighth grade students at Oakland Middle.
The Career Pathway Fair is an event that is coordinated by Rutherford Works and Oakland High School Career and Technical Education Department. This event is an opportunity for eighth graders to experience first hand all of the career learning options that Oakland High School as to offer. Career explorations offered at the fair included: mechatronics, veterinary and animal science, agricultural engineering and applied tech, residential and commercial construction, mechanical/electrical/plumbing systems, digital arts and design, audio/visual production, business management, teaching as a profession, therapeutic services, sport and human performance, culinary arts, dietetics and nutrition, cosmetology, marketing management, automotive maintenance and light repair.
In addition to OHS CTE students and teachers, industry representatives were also involved in the fair to answer questions about real-world experiences, industry needs and expectations. Rob’s Rundown: Week of February 4 – February 8, 2019
Senator Portman took steps to protect American jobs and Ohio’s economy by introducing the bipartisan Trade Security Act this week. The legislation will reform the Section 232 trade process to rein in misuse of the law and preserve the trade remedy tool when there is a genuine threat to national security. Portman spoke about the legislation on the Senate floor Thursday night urging his colleagues to support it. With the Continuing Resolution deadline approaching next Friday, Portman continued to push his legislation to permanently end government shutdowns. The bill now has 33 cosponsors and he continues to push for its inclusion in any final government funding bill. Portman’s guest for the State of the Union on Tuesday was Youngstown Mayor Tito Brown. Portman praised the president’s call for unity during the speech, especially his message that we should “govern not as two parties but as one nation.”
On Friday in Ohio, toured the Rhinestahl Corporation and participated in a roundtable discussion with the leadership of the company, Butler Tech, students, and other regional manufacturers to discuss Career and Technical Education (CTE) programs and how to help more Ohioans get the skills and training they need to find good jobs. He also delivered remarks at the Clermont County Chamber of Commerce’s annual meeting and Small Business Development Center (SBDC) Business Awards luncheon.

Portman Invites Mayor of Youngstown Tito Brown to Attend State of the Union Address
Ahead of the State of the Union address on Tuesday night, Portman invited Youngstown Mayor Tito Brown to accompany him as his guest:
“I’m honored to invite my friend Mayor Brown to join me for the State of the Union address,” said Portman. “I’m proud of the work Mayor Brown has done for the community of Youngstown and continue to be impressed with his leadership that is moving this city forward. Recently, Youngstown received a federal BUILD grant that will be used to provide great multimodal access between key employers in the Mahoning Valley, and I’m excited about how these transportation improvements will strengthen economic growth and job creation in Northeast Ohio.”

Portman issued the following statement after the Senate passed the Strengthening America’s Security in the Middle East Act (S. 1) by a bipartisan margin of 77-23:
“I was proud to support this legislation and pleased it passed by an overwhelming bipartisan margin. This measure will strengthen America’s partnerships with crucial allies in the Middle East, and it will hold accountable the brutal Assad regime in Syria for its violence against its own people. Importantly, this bill also allows state and local governments to divest from entities that engage in boycott, divestment, and sanctions (BDS) activities against our ally Israel. Portman Statement Ahead of President Trump’s State of the Union Address
Portman released the following statement ahead of President Trump’s State of the Union Address Tuesday night:
“The State of the Union is an opportunity to bring the country together, assess where we are, and look to the future. I’m looking forward to hearing the president’s speech. I hope he uses this opportunity to focus on our shared goal of continuing to improve the economy for working families. Despite the partisanship in Washington, we’ve made real progress on the economy with pro-growth tax reforms and regulatory relief that has helped to create millions of new jobs, boost wages and investment, and strengthen retirement savings. Friday’s jobs report was more evidence of this fact, with an impressive 304,000 jobs created in January and, after a decade or more of wage stagnation, real wage growth. In fact, over the last 12 months we’ve seen the strongest wage growth since the Great Recession a decade ago.
“Over the past two years, I have worked with the administration and my Senate colleagues from both parties to deliver results for Ohio on other issues as well. I have taken the lead in enacting common-sense solutions to combat the opioid crisis, including my STOP Act, and curbing online sex trafficking with my SESTA legislation. We enacted a major criminal justice reform package, which included my legislation to reauthorize the Second Chance Act to stop the revolving door of incarceration and help former inmates live up to their God-given potential. In all, 31 of my bills have become law in the past year. However, there is still much more work to be done.
“I hope the president outlines his plans to rebuild our crumbling infrastructure, improve job training programs to fill the in-demand jobs of today, tackle unfair trade and inequities in our economic relationship with China, and address the high prices for prescription drugs in our country.
“The president should discuss his responsible plan to strengthen our security on the southern border, which is backed by government experts who tell us we need more barriers and fencing in certain locations, but also more border agents, more technology and drones, more humanitarian assistance, and better screening at ports of entry to help stop the flow of heroin, fentanyl, cocaine, and crystal meth being smuggled into our country.
“This is also an opportunity for us to join together to end government shutdowns once and for all, and I’m pleased there is growing momentum behind my End Government Shutdowns Act, which now has 33 cosponsors in the Senate.
“These are just a few of the important issues ahead of us. I will continue to do my part to deliver results for Ohio, and I stand ready to work with the president, his administration, and my colleagues in both parties on solutions that will make a difference for Ohioans and the American people.”

Portman welcomed the announcement that President Trump has invited Ashley Evans from Kettering to attend Tuesday’s State of the Union address. Portman released the following statement:
“I’m pleased that President Trump invited Ashley Evans of Kettering, Ohio to attend tonight’s State of the Union address. Last May, I was able to spend time with Ashley when I visited Brigid’s Path, where we discussed her story of recovery and how I was working to pass bipartisan CRIB Act, which would help folks like Ashley and her newborn born dependent on drugs recover. I’m so proud of all she has accomplished, now celebrating more than a year of sobriety, and in 10 days she will be reunited with her daughter full time. I applaud President Trump for inviting her and highlighting her story.”

Portman, Heinrich Applaud Appointment of Special Envoy to Combat Anti-Semitism
Portman and Senator Martin Heinrich applauded the appointment of a Special Envoy to Monitor and Combat Anti-Semitism, a position at the U.S. Department of State. The senators sent President Trump a letter in May 2018 emphasizing the importance of filling the position to ensure the United States continues to lead global efforts to combat anti-Semitism.
“I applaud the Trump Administration for filling this critical position at the State Department,” said Portman. “With anti-Semitic incidents increasing at an alarming rate both in the U.S. and around the world, this position is needed now more than ever to help stem the tide of hate. No one should have to live in fear of bias and hate. America was founded on the principle of religious freedom, and we must stand up for this right for people around the world who are persecuted for their beliefs. With this important position now filled, the United States will be better able to lead global efforts to combat anti-Semitism.”

In an interview with Bloomberg’s Daybreak, Portman discussed President Trump’s State of the Union address, our trade relations with China and the misuse of Section 232 of our trade laws. Portman introduced his bipartisan Trade Security Act, which will preserve the Section 232 trade remedy tool while ensuring it is used only for genuine national security threats.
Portman also highlighted his legislation to permanently end government shutdowns. Earlier this year, for the fifth time, Portman introduced the End Government Shutdowns Act to permanently prevent the federal government from shutting down, ensuring that government services aren’t disrupted and protecting taxpayers who must bear the resulting cost. Portman, Brown Introduce Bill to Spur Investment in New Energy Technology
Portman and Sherrod Brown introduced bipartisan legislation to spur investment in an innovative new energy technology and support jobs in Ohio. The bill would benefit companies like Sunpower Inc., located in Athens, which has developed a promising electric power generation technology – the high-efficiency linear generator. The senators’ bill would provide parity to these companies by allowing them to access an investment tax credit that will help them scale their product to market.
“Linear generators are exactly the type of innovative technology that can help lower utility bills for homeowners and businesses in Ohio and throughout the U.S.,” said Portman. “Yet, this technology is at a disadvantage because of inconsistencies between the tax code and the practical, technical definitions for fuel cell technology. This legislation simply levels the playing field for Sunpower and other companies, making their linear generators competitive enough to fully enter the market during the phaseout of the existing investment tax credit.”
Portman, Jones, Ernst, Alexander, Feinstein, Fischer, Sinema & Young Introduce Trade Security Act to Reform National Security Tariff Process
Senator Portman, Jones, Ernst, Alexander, Feinstein, Fischer, Sinema and Young introduced the Trade Security Act, legislation that will reform Section 232 of the Trade Expansion Act of 1962 to better align the statute with its original intent as a trade remedy tool for the president and Congress to respond to genuine threats to national security. In keeping with the original intent of Section 232, this bill makes common-sense reforms that require the Department of Defense to justify the national security basis for new tariffs under Section 232 and increase congressional oversight of this process.
“We must hold countries that violate our trade laws accountable, but we must do so in a way that protects American jobs and strengthens the U.S. economy,” said Senator Portman. “I have repeatedly expressed concerns about the misuse of the Section 232 statute to impose tariffs on automobiles and auto parts, and its impact on Ohio jobs and the U.S. economy as a whole. This bipartisan legislation preserves this trade tool while properly placing the national security designation at the Department of Defense and expanding the role of Congress in the process. Portman, Brown Invite Ohioans to Apply for Nomination to U.S. Service Academies
Portman and Brown encouraged Ohioans interested in 2020 admission to U.S. Military Service Academies to apply to each senator’s office for a congressional nomination.
“As a United States Senator, it is an honor and privilege every year to nominate a number of Ohio’s top young achievers for entry into one of our nation’s service academies,” said Portman. “Our nation has never had to look further than the Buckeye State to find those individuals who exhibit the sterling qualities of leadership, daring, and the sense of adventure needed to turn their biggest dreams into reality, and to rise to any occasion.”
Each year, Portman and Brown nominate up to 10 students for each service academy: the U.S. Air Force Academy, the U.S. Naval Academy, the U.S. Military Academy at West Point, and the U.S. Merchant Marine Academy.

A growing number of the nation’s editorial boards – including the Cleveland Plain Dealer, Newark Advocate, Crain’s Cleveland Business, Daily Sentinel, Waterways Journal, Pittsburgh Post-Gazette, Washington Post, Pittsburgh Tribune-Review, Toledo Blade, Akron Beacon Journal, and Cincinnati Enquirer – are praising Senator Portman’s efforts to end government shutdowns for good. In Mason, Portman Tours Local Manufacturer & Participates in a Workforce Development Discussion

“Ohio employers are struggling to find people with the skills to fill open jobs. We have a skills gap, but I was encouraged by the discussion I had today,” said Portman. “I enjoyed learning about the workforce development partnership with Rhinestahl Corporation and Bulter Tech, and I will take their ideas, feedback, and the good-work I saw here back to Washington because we need more like it. I will continue my work at the federal level to make sure that Washington is an effective partner with local communities in providing Ohioans with the skills training they need to succeed.”

Lawmakers, businesses warn of long-term damage of tariffs
The Trump administration may have pushed trading partners to come to the negotiating table with tariffs, but a Delaware soybean farmer and a Virginia distillery owner say business people like them are paying a price for the tactic.
At a Wednesday press conference by Tariffs Hurt the Heartland, Senate Republicans Patrick J. Toomey of Pennsylvania and Ron Johnson of Wisconsin joined Democrats Thomas R. Carper of Delaware and Mark Warner of Virginia in decrying the tariffs, which they said are squeezing businesses and could eventually take a bite out of the U.S. economy. Tariffs Hurt the Heartland represents 150 organizations from several industries.
They want steel and aluminum tariffs on Canada and Mexico lifted, pointing to President Donald Trump’s pledge to cancel the duties once the U.S. renegotiated the 1994 North American Free Trade Agreement with the two countries. The three countries signed the product of those talks, the United States-Mexico-Canada Agreement, on Nov. 30. Implementing legislation for the revised trade pact has yet to be sent to Congress.
The lawmakers also urged the administration not to increase the tariff rate from 10 percent to 25 percent on imports from China valued at $200 billion or to pursue tariffs on foreign-made autos and auto parts, as Trump has threatened to do with European car imports.
Toomey, whose bill would limit the ability of the president to impose levies for national security reasons, said U.S. tariffs in 2018 sparked retaliatory duties that raise costs for businesses and make U.S. products more expensive and less competitive against foreign competitors in those markets.
Ohio GOP Sen. Rob Portman filed legislation Wednesday that would shift the authority to the Defense Department to determine if a national security rationale exists for imposing future tariffs. The Commerce Department determined there was a national security basis for the steel and aluminum tariffs on Canada, Mexico and other countries…

Senators make a bipartisan push to limit Trump’s trade powers
As President Donald Trump prepares to once again make a bipartisan appeal in his State of the Union address Tuesday, members of Congress are linking arms on one of his favorite issues: trade.
Yet they’re working against the president, seeking to limit his authority to impose tariffs unilaterally on national security grounds, as he did last year on steel and aluminum, sparking a dispute with the European Union and alienating close partners such as Canada and Mexico.
Multiple Republican lawmakers are working alongside Democrats to put forward legislation curtailing Trump’s existing national security tariff powers. They include Pennsylvania Republican Sen. Pat Toomey, who recently introduced a bill with Virginia Democratic Sen. Mark Warner that would require congressional approval to impose trade restrictions for national security reasons.
“It is not impossible for there to be a very good reason to use trade measures in response to a genuine national security threat,” Toomey told reporters after introducing the bill. “However, we have seen this administration use this tool in a way that was never intended.”
Even as Trump and some of his closest GOP allies in the House continue to push for the US Reciprocal Trade Act, which would give the president authority to raise tariffs in response to various duties and trade barriers American products face abroad, senators are renewing their efforts to challenge the White House’s approach after a bruising year of escalating trade fights, including a painful tit-for-tat trade war with China that cost US farmers and importers while also contributing to economic turmoil in Asia.
Toomey’s bill, a revamped version of legislation initially introduced by former Tennessee Republican Sen. Bob Corker — a frequent Trump antagonist before his retirement last year — expands on the legislation by granting the Defense Department, rather than the Department of Commerce, the power to investigate whether different goods threaten national security.
Toomey’s bill would also provide a narrow definition of “national security” and would limit the items that can be considered under Section 232 of the Trade Expansion Act to those related to military equipment, energy resources, and critical infrastructure.
Toomey and Warner have nine cosponsors in the Senate, and a bipartisan group of lawmakers have introduced a companion bill in the House, but proponents could find the same uphill climb Corker faced last year. His original legislation never got a full vote in the Senate, though it passed 88-11 as a non-binding, symbolic measure in July.
But they’re not the only game in town. Ohio Republican Sen. Rob Portman says he plans to reintroduce a more moderate bill with Alabama Democratic Sen. Doug Jones as early as Wednesday that would preserve the president’s flexibility under the provision, while still increasing oversight of decisions citing national security concerns.
While Toomey’s bill would require Congress to approve any new trade restrictions, Portman — a former U.S. trade representative — would leave wiggle room for the White House by allowing Congress to disapprove of such tariffs only after the fact.
Portman’s approach would also put the Defense Department in charge of determining national security threats under Section 232 but would not rescind Trump’s steel and aluminum tariffs, a point that could win over more labor-friendly Democrats.
Portman expressed optimism in an interview Monday that the bill could receive a hearing and mark-up in the Senate Finance Committee now that Iowa Republican Chuck Grassley is chair. Grassley hasn’t endorsed one bill or another, but in December he pointed to Portman’s bill as “a prudent starting point for the discussion we need to have on Section 232 authority in the next Congress.”
“It’s important to actually accomplish something here, and that will require us to have a proposal that retains the tool and makes it workable, but also narrows it to its original purpose, which was for real national security crises,” said Portman.
Republicans for the most part remain hesitant to split with the President, and Democratic leaders may be unwilling to provoke steel interests by passing a bill that would lead to the removal of Trump’s current tariffs.
Others argue that Congress delegated such powers to the White House because the President needs to have a degree of autonomy to make key trade decisions.
“With trade policy, we’ve given the president authority, and just because they don’t like what this President does on tariffs — I don’t either like the way he’s done it — but I like that the President has the power on tariffs,” Ohio Democrat Sherrod Brown, who is eying a potential 2020 run, told CNN Monday night. “Because you have to be more agile and nimble than this Congress can be on something like that.”
That drew a joke from fellow Democratic Sen. Sheldon Whitehouse of Rhode Island, who was walking with Brown and quipped: “Now that he’s going to be president, he’s all into presidential power now.”

Nevada is changing. Where once as a state we were known mainly for our gaming, tourism, and hospitality industries, we have now added to our portfolio many new and exciting industries such as clean energy, robotics, battery manufacturing, drones, and autonomous vehicles. Nevada’s established industries are also changing as technology and entertainment collide. Together, these industries old and new are building the “New Nevada.” The common element in the industries of the New Nevada is the requirement for specialized knowledge and skill sets in Science, Technology, Engineering, and Mathematics (STEM).
As Nevada changes, so too does the world around it. Technology affects all aspects of life, and we are connected instantaneously to events around the world. As the world grows more interconnected, its challenges grow in complexity. Change brings opportunities to solve new challenges. Nevada’s future depends on its students being prepared to meet a wide variety of challenges both at work and outside of it. Those who have a solid foundation in real-world problem solving and experimentation, the bedrock of a rigorous STEM education, become confident, critical thinkers with the creativity to find solutions to the challenges they face. No matter the career pathway they pursue after high school, all students benefit from the skills learned in STEM.
The recession that started in 2008 hit Nevada harder than most states. Leading up to the recession, Nevada’s economy had thrived on the strength of its tourism, gaming, and hospitality industries. These industries fueled a residential and commercial construction boom, particularly in Southern Nevada. As the rest of the nation struggled with a contracting economy during the recession, less discretionary income elsewhere meant fewer visitors to Nevada and less money spent by those that did come. This cratering of the tourism industry spread to other industries across the state, including construction, small businesses, and retail and resulted in the unemployment rate peaking at 13.7% in 2010 . Nevada led the nation in unemployment, bankruptcies and foreclosures.
In 2011, Nevada embarked on an economic development strategy to diversify the economy and catalyze innovation. This unified economic development effort led to efforts in the state to recruit, retain, and expand businesses in targeted industry sectors, and expanded global engagement to facilitate export growth. The success of this ongoing effort is evident in the number of innovative companies that have relocated to or expanded operations in Nevada, including Tesla, Faraday Future, Hyperloop One, Switch, and others.
Since 2011, Nevada has made significant investments in STEM education around the state and has established an infrastructure to carry the work forward.
In 2013, the Nevada Legislature passed NRS-385-705, which created the STEM Advisory Council. The Council was charged with “… developing a strategic plan for the development of educational resources in the fields of science, technology, engineering, and mathematics to serve as a foundation for workforce development, college preparedness and economic development in Nevada.”
In 2014, Nevada Department of Education (NDE) facilitated the adoption of the Next Generation Science Standards, which complement Nevada’s college and career ready standards for mathematics and English language arts.
The Office of Science, Innovation and Technology (OSIT) was reestablished in the 2015 by the Governor and funded by the Legislature 3 . The mission of OSIT is to coordinate and align efforts by K-12 and higher education, workforce development and employers to improve STEM education, STEM workforce development and STEM economic development so that Nevada’s workforce can meet the demands of its growing economy. The office also supports the STEM Advisory Council.
In 2015, the Governor included $8 million in his executive budget for college and career readiness grants targeting secondary education and monitored by the NDE. STEM was among the eligible uses of this funding.
School districts around the state have also made significant investments in STEM education, from the Douglas High School STEM Center to Clark County School District’s Magnet and CTE programs, to Washoe County’s Signature Academies.
In September of 2016, Governor Sandoval proclaimed the 2016-2017 school year as the “Year of STEM” in Nevada, and OSIT and NDE are leading several efforts to raise awareness of the benefits of STEM education and the career opportunities available, reduce the skills gap STEM employers face, and increase equity and access to quality STEM education for all of Nevada’s students.
Then on December 5th , Governor Brian Sandoval proclaimed December as Computer Science Careers Month in the Year of STEM and also announced he has joined the Governors’ Partnership for K-12 Computer Science, a nationwide network dedicated to expanding computer science education.
Finally, on January 17 , 2017, the Nevada Academic Standards Council granted permission for the NDE to begin the process of writing the first set of Nevada academic standards for Computer Science, using the recently released K-12 Computer Science Framework. Computer Science will be one of the Top Ten high demand occupations in Nevada. In preparation for this work, the Southern Nevada Regional Professional Development Center has entered into a partnership with Code.org and NDE to support our teachers with the necessary training in computer science to support this new initiative. The NDE Office of Standards and Instructional Support in collaboration with OSIT will guide these STEM initiatives forward with our Nevada educational community to meet the demands of the “New Nevada”.
