For Billy, I think it really depends on what sort of mood he's in. I don't see him being cheery, saying "good morning", etc. type of person. However, we do see this when it comes to cute girls (that are obviously checking him out; it happens where he blinks, pauses, and then gives the faintest smirk):

But he's quick to turn away and continue on his way (which could either be because Neil gets onto him if he misses too many classes or is tardy too much, or it could just be he doesn't care enough to engage with them right away). If it was someone who was weaker than him, I think he'd probably have the same reaction, although more of a bored/"sleepy" look (as it's phrased in Runaway Max). If it's someone weaker and he's pissed off, then I feel like they would be averting their gaze from him and he may be staring right through/past them or boring holes into them.

However, if the person is stronger than him, he's probably not going to bother with them. He may still acknowledge their existence but he's smart enough not to start anything with them, so he might just ignore them or give a curt nod (which makes his interactions with your Bucky even funnier to me because out of everyone, he thinks he can take Bucky because he's quieter and seems softer).

We also see that Billy is observant on several occasions, like noticing when Karen Wheeler gets a new swimsuit, which is something most people wouldn't have paid attention to (and before anyone says it was because Billy was interested in her, I don't think Billy actually was until he saw her swimming in the new suit, because he never went back to her house after they first met, he didn't stop to chat with her, didn't indicate any real acknowledgement of her until the scene after her swimming). Other times he was observant include when Max is in the window at the Byers' house, when Max and Steve lie to him, knowing who Steve was (and that he was the 'King of Hawkins') before they had officially met, knowing who Nancy was (despite not seeing them interact and no mentions/indicators of him from Nancy), etc.

billie releasing her third studio album  came with lots of interviews and press she had to do. her team decided to send billie to korea to do some press there, so of course billie brought her girlfriend asia. even though billies schedule was super packed and probably wouldn’t have a lot of time to see her girlfriend, she still wanted to bring her.

even though asia agreed to coming along, and knew she wouldn’t be able to see billie all too much, she hated staying in the hotel all day by herself. they had been here for nearly a week now and all asia did was stay in the hotel bed all day. occasionally getting out of their room and walking around the hotel but nothing fun whatsoever. she didn't care what they were even doing, asia just wanted to be with billie. and obviously she understood that if billie had the choice then billie would be here with her too, but it didn't take away the fact that asia was still hurt.

today was an even harder day for her. while being trapped in the hotel room she decided to clean out her camera roll and while doing that she found an old photo she took of billie. it was a photo she took after they had fucked. 

billie was smothered in hickys. her iconic grin being seen on her face but being slightly cut off. it made asia miss her and also made her uncomfortably horny. not having her girlfriend here to get her off sucked. and yes she could just jack off and get it over with, but she wanted to fuck with billie. she wanted to get fucked good tonight.

asia went into her suitcase and shuffled her clothes around until she found what she was looking for. her pink ruffled lingerie set that she brought just in case. in case of something like this. 

she began to slip away her comfy clothes and slip on the set. she looked at herself in the mirror taking in her curves and smiled. that’s when she took out her phone.

billie was currently waiting for her 2nd interview of the day. it was 4:20 and it didn’t start until 4:30 so she still had some time. they sat her down in an empty white boring room. that’s when she felt her phone buzz in her pocket. she groaned, thinking she put her phone on dnd. she took it out and checked it. 

ASIA 💝 SENT AN IMESSAGE

a smile creeping on her face. billie clicked on the message, being greeted to a video. the thumbnail was a shot of the hotel room floor. billie furrowed her eyebrows and clicked on the video. the video began to play and that’s when asia got into screen. it cut to her filming herself in the mirror, her body in frame showing the set she was wearing. billie immediately started squirming in her seat, she could already feel herself get hard. her face began to heat up. “fuck.” billie said under her breath. 

billie didn’t even give asia the enjoyment of replying. she left the girl on read. that was enough to tell asian what she had gotten herself into.

Does Billy ever have any moments where he feels bad for how he's treating Max, even if he won't likely voice it?

(Potential spoilers ahead for the series & book. TW for language and brief mentions of abuse, trauma, & fatality.) I just got "Runaway Max", although I haven't had a chance to read and analyze it yet, so for argument's sake, we'll mostly go with the TV series on this one. I'll include a bit of the observations/information in "Runaway Max" as well but they'll probably be more vague since, as I said, I haven't had a chance to go through the book just yet. This also applies to my muse, of course, as he's mostly canon-based; his information will be updated as soon as I've finished the book, too.

The short answer is yes. The longer answer requires a little bit of a character analysis (below the cut for anyone who is interested).

However, I will mention that part of the reason Billy doesn't voice it is most likely because of his abusive father, Neil, since outside of the physical altercations, there was also psychological abuse going on. There's a part in the book where Billy came home (something to do with the police 👀) and Neil takes out a belt; however, Max ends up stepping in to protect Billy, which Neil takes advantage of in order to taunt Billy for, 'having a girl protect him.' There are probably several instances of this off-screen, and as we already saw in the series, Neil refers to Billy with a slur ('faggot').

I've been debating on this for a while now, especially knowing that he fought through the Mind Flayer's possession during two separate occasions (both having to do with people he cared about or at least had a semblance of connection with; one event being with Karen Wheeler and the other a memory of his mother, although it was technically Eleven that was physically there). That's important because it demonstrates that he does have the capability to feel remorseful and/or cares about hurting people.

We also see him apologize to Max, just before he succumbs to his wounds; then, during the aftermath, we never hear Max say or indicate that it was the only time she had ever heard him apologize, that she was surprised that he did, etc. Not even in idle comments. That's interesting to me because that means that somewhere along the lines, he had apologized to her before, although we may never know about what (and it would probably be relatively recent because otherwise she would have said something like, 'I haven't heard him apologize since I was ten', because it would probably stick out to her if he didn't occasionally apologize to her; I also won't ignore that she might have just been in shock about his passing, yet even a year later, it was still never indicated, although she's still coping with PTSD, sudden loss, etc.).

In the show, Max mentions that before they moved to Hawkins, Billy had always been a jerk but he was more angry after leaving California (where he was comfortable — he had all his friends; could potentially get away from Neil because his friends probably let him stay for nights/weeks at a time; knew places to get resources he needed if/when Neil wouldn't provide them; probably knew people that had been friends with his biological mom, etc.).

One of the things that we know is that Max saw both the good and bad sides of Billy. Some of the good/nice things that Billy did (mentioned in "Runaway Max"):

Gave Max her first cigarette (I believe it's her first, I would have to re-read that part); this isn't technically good, of course, because he really shouldn't be encouraging her to smoke, but he's sharing with her and seemingly trying to build that sibling bond (also, to be fair, things were different in the 80's regarding cigarettes and the 'surgeon general' warnings)

Crowned her with the nickname 'Mad Max', which we see that she still uses at the arcade later on in Hawkins (if your relationship is terrible, you probably wouldn't be using the nickname they gave you, which is another indicator to me that Billy probably made up for some of how he treated Max and/or apologized genuinely enough that Max still felt okay/liked using that nickname)

Three weeks into Neil being married to her mother, Susan, they went to dinner one night at Captain Spaulding's; Max and Neil got into an argument and she was sent out to her mother's car by Neil. Soon after, Billy follows her (I'm still guessing he might have said something to Neil before he went to join Max, although he may have just left without a word) and stands there for a while before he lights a cigarette, then tells Max that Neil isn't a good guy and couldn't be a father to either of them (this is probably an attempt to comfort her, although since Billy hasn't really had practice with that since his mom left, he's clueless on how to do this properly)

With that being said, Billy is shown to feel remorse/care, it doesn't seem weird to Max that Billy apologized (despite the circumstances he does that under), she acknowledges both the good and bad in Billy (the bad we see from the show but she also mentions in the book, when Billy's beating up Steve at the Byers' house, that Billy was turning more into Neil because his father had 'gotten into his head'), and we also see Billy trying to have some sort of familial connection with her (even if it's in his own way).

So, yes, I think that Billy has moments where he feels bad about how he treats Max, even if he isn't likely to voice it out loud. I think, under different circumstances, Billy could have grown a lot from his relationship with Max.
