∇owen (make it fluffy? pretty please?)
A fluffy aging/old age headcanon for Owen 💜
(I'm having kind of an emotional day so... sorry in advance)
Okay. In order for Owen to actually grow old, this has to be an au where he doesn't die on the staircase. I think there'd be a long, complicated, painful reconciliation process, but ultimately Curt and Owen would get back together. In this version of reality they get out of the spy game, and have a remote little place somewhere far away from either of their countries. Maybe Costa Rica or something like that. So let's take all that as read.
I like to think that Owen gets to have a home. A real home. That someday Curt brings home a stray dog he finds on the side of the road and Owen is dead set against having a dog, but eventually he and the dog become inseparable. I like to think that he gets a little patch of land, and spending his time growing things- beautiful flowers, vegetables he uses to make dinner- helps to heal something in him. Something he thought was broken forever after the fall.
I think as Owen gets into his 40s, a lot of the injuries he sustained in the fall start to get worse- arthritis in the places he had breaks, scar tissue, etc. Modern knee replacement surgeries last for around 15 years. I'd assume 1950s joint replacements are not quite as durable, so maybe ten years on he needs to have surgery to replace the worn out knee and hip replacements Chimera did for him.
And even though they've made a lot of progress, Owen hides how much pain he's in for a long time because he's terrified that Curt would leave him- if not for needing surgery to begin with, then certainly for all the care he would need for the long recovery afterwards. Curt wasn't there after the fall. He doesn't know how bad things were. Owen explained some of it to him, but couldn't bring himself to talk about having trouble walking, needing help to go to the bathroom, being constantly on the verge of tears for months because the pain was unbearable. The stuff nobody likes to talk about with injuries like that.
He has a lot of insecurities about himself that he didn't have when they were together before- burns, scars, limited mobility, chronic pain. His body is different now, and it's a long, slow, horrible grieving process to deal with that.
But eventually he has to have these joints replaced. He could hide the pain, but he can't hide it from Curt when his knee starts suddenly giving out on him. He was using a cane only on really bad pain days before, but as the joints start to break down he has to use it every day. So he gives Curt an out, tells him to go, maybe even tries to push him away. Owen tells himself that this would be easier for him to survive than Curt seeing the reality of his injuries after the surgeries and choosing to leave when Owen needs him the most. At least this way they're parting on terms Owen has some control over.
But Curt is older now. He's had a chance to be in a real relationship. The kind of thing where you wake up together and go to sleep together and have a home and a life together. And also he's stubborn as fuck. Curt has never had a problem caring about people, but he's never really been able to care for someone. To take care of someone. Hell, he could barely take care of himself sometimes. But he refuses to leave. He refuses to let Owen push him away. He chooses to commit, to stay, even if its messy and uncomfortable.
I think before all this, Curt was probably doing some defense/security contractor work- there's plenty of it out there for someone with his background. He does enough to pay the bills, which isn't much. And in his spare time he takes up woodworking. It keeps him busy. Keeps him doing something with his hands, something he gets to be creative with. So when Owen comes back home after having these big surgical procedures, Curt has built a little ramp so the wheelchair can get up the stairs. He's put up railings and hand-holds everywhere he can think of. He rebuilt a couple of doorframes to make them wider. He made a little cart on wheels that fits over the wheelchair, so Owen can still prepare and cook food if he's up for it. He really goes wild with it. He's still him, he still struggles to say how he feels in words, but he finds other ways to express it. He takes care of Owen's little garden while Owen is recovering (and accidentally pulls half of it up because he doesn't know the difference between a weed and a growing vegetable, but it's the thought that counts)
And they get through it. Curt understood on an intellectual level what happened to Owen after the fall, but didn't really have any way of knowing exactly what it means to be that injured, that dependant on the people around you to survive. So this thing that can and does drive a lot of couples apart (seriously look up the stats on men leaving their partners when they become sick/injured, its bad) ends up bringing them closer together. It ends up soothing that constant fear that Owen has had ever since they got back together- that at any moment Curt might just get sick of him or decide he isn't worth the trouble and leave him again. It helps Curt understand how vulnerable Owen was when Chimera convinced him to work for them.
Eventually Owen heals up, the chronic pain issues go back down to his post-fall baseline. He is still a full-time cane user, but Curt loves to find the most beautiful downed branches, exotic hardwoods, and make Owen a variety of canes. He gets into woodcarving so he can decorate them. He tells Owen that the cane makes him look distinguished, that its actually kinda hot. And Owen chooses to believe him.
By the time Owen is in his late 50s, maybe early 60s, he's a full time wheelchair user. He can walk short distances with a cane, but for the most part its better for him to just use the chair. But thats okay, because the house is pretty well adapted for him already. Curt helps him when he wants to tend to his garden, and he makes big family dinners whenever Tatiana and Barb come to visit.
Curt's mom visits while she's still alive, and although Curt and Owen never outright tell her about them, she knows. She knows the same way a kid knows that their unmarried aunt with short hair and a longterm female roommate is probably a lesbian, even if nobody ever says that word in front of them. She treats Owen like a son.
That's my soft, sappy, overly sentimental alternate universe headcanon for Owen Carvour growing old. That someone cares about him. Someone cares for him. Not because he's useful, not because he has skills they can exploit for their benefit. That Curt cares for Owen just because he loves him. And Owen loves Curt.
My dumb fluffy headcanon is that after the first half of their lives being so brutal and violent and painful, they get to have a second chance. A second chance they never should have gotten. A chance to find things that are beautiful and wonderful and hopeful. And they take that chance together.

The NCIS franchise continues to expand—but not every show can last nearly as long as the mothership. Hawai’i, currently in its third season, will be ending with the May 6 episode.
“I was shocked” by the news of its cancellation, NCIS star Rocky Carroll tells TV Insider. “Less than two weeks ago, I was doing a talk show with Vanessa Lachey and LL COOL J. We were all sitting around celebrating being a part of the NCIS universe. You never know what the motivating factors are, but I’m hoping that those characters, because we still have the mothership as we call it, we still have NCIS: Sydney, and who knows, those characters may turn up. I mean, LL COOL J’s character came from Los Angeles and was in Hawai’i. So who’s to say that Vanessa Lachey’s character wouldn’t show up somewhere in the NCIS universe again?”
There are at least two more series coming, the Origins prequel about a younger Gibbs (played by Austin Stowell, with Mark Harmon narrating) and Michael Weatherly and Cote de Pablo reprising their roles of Tony and Ziva in an untitled spinoff. “I’m thrilled about [the expansion], and I think it’s a real testament to the staying power and the commitment of CBS Paramount to have this show be sort of the staple that we now have a brand that’s expanding,” Carroll says. “It’s like the Marvel universe now. New audiences, new generations of audiences can now have their show that they can say, ‘Yeah, I’ve been with it since season one,’ like the diehards from NCIS who are 22 years in now.”
With Carroll playing the director of the agency, while neither Tony nor Ziva remains with NCIS, it would be quite easy for him to appear in a video check-in, right? “It’s funny you should mention it. I just did a podcast with Michael Weatherly and Cote de Pablo, and we had a chat about that, and I said, ‘Who knows? Sometimes the director may need to come in and check in on you kids because you’re on the other side of the world here,'” shares Carroll. “That would be kind of fun. Video check-in would be nice. I’d like to see their faces when Vance just walks into the room.”

But is there a spinoff he’d like to see in the franchise? He points out that there are divisions of the agency that have been introduced, like the REACT team. “The thing that made NCIS so interesting to begin with is [creator] Don Bellisario picked a federal agency that most people had no idea what NCIS stood for or what it was,” Carroll notes. “There’s all these other parts of this federal agency that you could focus on as opposed to just NCIS: Costa Rica—which wouldn’t be bad. I wouldn’t mind having Vance’s retirement job being a director in a small office in Costa Rica somewhere.”
Not every attempt at a spinoff has been a success; Los Angeles Season 4 introduced Red, the mobile unit, but that wasn’t ordered to series. “There’s never any guarantee,” according to Carroll. “But the universe has this solid footing now that you can take a chance, take a leap of faith, and say, ‘Well, let’s try it and see what happens.’ You know that the universe is still going to be safe, still going to exist.”
After all, NCIS is still going, even three seasons after its lead, Mark Harmon, exited. “There were star-driven shows in the ’70s and the ’80s. It was the name above the title and then the show.” Carroll recalls. “But now what CBS had done—and Harmon was a big factor in this, too, he always wanted the agency to be the star of the show. And CBS has been successful with other shows like CSI; once Billy Petersen left CSI, people thought, ‘Well, he was the main character behind it,’ but the show still had life after that. Because it was about the agency. And I think that’s one of the things that CBS does pretty much better than anybody else.”

No more silly season
Early morning sunshine and low cloud rising from the valley at Sever do Vouga, Portugal (July 2024)
Late September has brought the promise of a relaxed autumn. The afternoon shadows have lengthened and the nights have turned cool with clear skies and bright stars.
We used to look forward to summer. Now we are relieved when it is finally over, the punishing heat of southern Spain, the drunken rowdiness during the night and the crowds of tourists during the day.
Eloping to a more temperate part of Portugal brought temporary relief - see the preceding audio postcard from the small town of Sever do Vouga (1).
Summer also used to be the 'silly season' in the news business, when everyone was on holiday and there was nothing much to report. Not any more, the news is non-stop now and it is consistently awful.
I noted, with sadness and anger, that it was ten years ago that Malaysia Airlines flight MH 17 was shot down over Ukraine with a Russian anti-aircraft missile. 298 people died, human debris twirling out of the summer sky. Justice has not been done, nor is it likely ever to be. Allowing Vladimir Putin to get away with this casual act of aggression opened the door to greater evil and unaccountability. This is where we are now.
But in the midst of horrific wars, summer fires and floods, I saw some hopeful stories popping up.
In no specific order of time or importance:
1. When the Labour party won the summer elections in the UK, Jacob Rees-Mogg lost his conservative seat in the House of Commons. Catholic, pompous, pin-striped and insufferable, Rees-Mogg is the son of a famous editor of the London Times (in the days when such editors were luminaries and persons of substance). He had been memorably called the Honourable Member for the 19th Century.
2. Another political wunderkind was sidelined when the French electorate turned against the hard-right Rassemblement national of Marine Le Pen. The mid-summer snap election went off the rails, delivering an unexpected swing to the left as well as a hung parliament. Jordan Bardella (29), Madame Le Pen's more Instagrammable front man, had been groomed to become prime minister. Not so. In some ways it was tempting to see Bardella as a junior version of Rees-Mogg, youthful looking and parvenu at the same time, both over-eager. Gone for now.
The good vibe ended there. President Emmanuel Macron ignored the outcome of the election and, after much hand-wringing and obfuscation, appointed an ageing conservative to be his new PM, Michel Barnier. Neither may last long.

3. The Geneva-based World Health Organization went out of its way to remind us about some of the great evil-doers of our age. Tobacco, ultra-processed foods, fossil fuels and alcohol cause a quarter of all deaths in Europe, the WHO said. (2)

No big news there, and the list of corporate bad actors and transnational manipulators is far from exhaustive, but it bears repeating. Every little bit of political pushback helps. In the US, more local governments (including California) are prosecuting oil majors and plastics manufacturers not only for the damage they do but for deceiving the (gullible) public about such things as recycling - a myth, according to the Attorney General of California, Rob Bonta, perpetuated by Exxon Mobil, among others.

4. Talking about pushback, I was interested to see families of one recent school shooting in the US suing companies which, they assert, help gun makers promote their weapons to 'insecure (…) socially vulnerable' adolescent boys.
On May 24, 2022, an eighteen year old former student used an AR-15 assault rifle to kill nineteen children and two teachers at an elementary school in Uvalde, Texas. Earlier in the day he had shot his grandmother in the face, apparently a premeditated act.
Lawsuits have been filed against Meta, the parent company of Instagram, and against Activision Blizzard (Microsoft owned), the developer of 'Call of Duty', a military video game favoured by the killer. The company prides itself of bringing "unrivalled gaming experiences for the world to enjoy".
As for the manufacturer of the gun used in the assault, it is also being sued. Daniel Defense is a family owned company based in Georgia. ("Freedom. Passion. Precision")

This is not the first time families of children murdered in their schools sue companies they hold responsible for facilitating gun violence. The Uvalde families have also promised legal action against police officers. Local police were heavily criticized for their slow, timorous and chaotic response to the assault.
5. Personal or corporate responsibility for illicit content on social media and messaging apps remains a hot potato. So I took notice when Pavel Durov (39), the founder and CEO of Telegram, was arrested in Paris in August. French police were waiting for Durov when he arrived in Paris from Baku, Azerbaijan, on a private jet. Investigators wanted to know about online criminal activity on Telegram, his global messaging platform with roots in Russia and almost a billion users, some of whom are said to be particularly unsavoury. Nothing to do with me, Durov told the police, but he was held for four days, prevented from leaving France and required to post bail of five million euros. He holds French citizenship. The investigation continues.

In Venezuela, however, evangelical Christians have largely aligned themselves with Chavismo, the far-left movement of Maduro and his predecessor, Hugo Chávez. This unusual convergence could be a product of the country’s authoritarian system. In neighboring Colombia, evangelical parties mobilized the population against a 2016 proposal to sign a peace treaty with Marxist guerrilla groups. But in Venezuela, people don’t want to “be arrested or harassed,” said David Smilde, a sociologist and senior fellow at the Washington Office on Latin America. “You won’t see evangelicals mobilizing against a government like that.” In Smilde’s view, churches have simply sought to gain as much as they can under the current system.
Maduro’s approach, Smilde said, could also be a tactic to fight the influence of the Catholic Church, which has been openly critical of Chavismo since the early 2000s. While the Catholic Church isn’t one of the main political actors in Venezuela, it has influenced public opinion and has been critical of authoritarian governments since the 1950s; Jesuit institutions have also long influenced the country’s progressive and democratic movements.
In fact, Maduro announced the new church welfare programs to evangelical leaders a few days after Catholic authorities criticized him for reassuring the country that an economic recovery was taking place while a series of teacher-led protests against low salaries and working conditions raged on across the country.
“The government is seeking alliances that mobilize people and win support,” said Alfredo Infante, the Jesuits’ representative in Venezuela. “We could be in front of a new political phenomenon—for me, not positive at all—in which religious sectors are allied with political sectors.”
It’s not the first time that evangelical Christians have loosely allied with Chavistas. Their relationship started to develop as Chávez rose to power in 1999. “Chavismo was a moral rejection of technocracy,” said Smilde, an expert in the history of evangelical Christianity in Venezuela. “[Chávez] reached out to progressive Catholics, evangelicals, feminists, ecological movements”—basically “anybody who was critical” of the neoliberal Venezuelan governments of the 1990s.
When he came to power, Chávez gave evangelicals access to some of the privileges the Catholic Church had—for example, by letting them influence religious education in public schools—as part of his efforts to loosen Catholicism’s grip on the country, Smilde said. His government’s relations with the Catholic Church hit their nadir in 2003, when Chávez’s supporters threw rocks and set off fireworks at the funeral of an anti-Chavista cardinal and later decapitated a statue of the Virgin Mary in a square associated with the opposition.
Chávez’s close ties with some evangelical churches reached their peak in 2004, when 2,000 evangelical churches organized the “A Million Prayers for Peace” rally to pray and support Chávez in a recall referendum. Then the relationship came to a “screeching halt” in October 2005, when Chávez expelled New Tribes Mission (NTM) from Venezuela, Smilde said. NTM was a U.S. evangelical organization preaching among the Indigenous tribes of the Venezuelan Amazon, but Chávez accused its missionaries of being imperialist agents and CIA collaborators a few months after U.S. televangelist Pat Robertson publicly called for Chávez’s assassination.
It wasn’t until the late 2010s that evangelical pastors and churches made a political comeback. Maduro started to see the value of evangelical support when Chavismo’s popularity collapsed amid Venezuela’s severe economic and humanitarian crises. Since at least 2019, when he proclaimed a National Pastor Day, Maduro has organized events with thousands of pastors associated with the Christian Evangelical Movement for Venezuela (MOCEV), a group that claims 17,000 evangelical churches under its leadership. MOCEV is led by Moisés García, a pastor who is also a lawmaker from Maduro’s party.
“Many [evangelicals] have their own aspirations and see an opportunity,” Smilde said, and want to “stitch” themselves into the government’s clientelist networks. According to state media, 2,500 churches have received government aid and 13,915 pastors have been registered to receive aid since 2022. (The denomination was not specified, but evangelical churches are more likely to receive aid, since Catholic churches tend to have other sources of funding.) The share of money earmarked for “religious development” in Venezuela’s 2023 national budget approved by the Chavista-controlled National Assembly is equal to the funding for science and culture combined.
Maduro, who remains deeply unpopular, may need evangelicals’ support. If he manages to negotiate the conditions for free and fair elections in 2024 in exchange for sanctions relief, and thus make the elections legitimate in the eyes of the international community, the playing field could get competitive. While evangelicals’ vote may not be decisive, Smilde said, their churches and associations could mobilize members and bring considerable support to Maduro’s coalition ahead of a close election.
Yet while some evangelical Christian groups back Maduro, they are not united in their support. Some evangelical organizations—especially the oldest, most established ones, such as the Evangelical Council of Venezuela—have been mildly critical of his regime. Moreover, some evangelicals have tried to chart their own path separate from Maduro and the mainstream opposition, though they’re not revolutionary—they still follow the Chavista system’s rules.
In 2018, evangelical pastor Javier Bertucci, the leader of the Christian democratic party Hope for Change, ran for a president in an election boycotted by the mainstream opposition and not recognized by Western and Latin American democracies. Bertucci won more than a million votes—more than 10 percent of the vote.
Hope for Change, which considers itself an opposition party, has evangelical Christians in its ranks but is not part of MOCEV. Recently, it has engaged in its own talks with the government, which have been separate from the mainstream opposition’s negotiation process. Alfonso Campos, an evangelical congressman from Hope for Change, said his party believes “that the only way to achieve change is through the democratic way—the institutional way.” But these side negotiations end up helping the Maduro regime put on a democratic facade and weakening the mainstream opposition by dividing it. Members of the party “don’t question the government’s institutionalism, even if it’s unfair or illegal,” said Hector Briceño, a sociologist and researcher at the Central University of Venezuela.
Hope for Change’s strategy of participating within the Chavista system hasn’t turned it into a major party in Venezuela, but it has helped it win local elections. While its three gubernatorial candidates in the 2021 regional elections lost (the most successful won more than 22 percent of the vote), 79 municipal councilors and 17 state legislators running on the party ticket were elected. Still, it only won fewer than 105,000 votes—less than 2 percent of the state vote—mostly in rural areas and the state of Carabobo, which is home to Bertucci’s Maranatha Church.
While evangelical politicians’ electoral results are still meager, evangelicals close to Chavismo have had more success influencing Chavismo on social issues—particularly abortion and gay marriage, both of which remain illegal in Venezuela. Evangelical lawmakers in the National Assembly have established an evangelical pastors’ subcommittee, which openly opposes laws that seek to legalize abortion and gay marriage. “Evangelicals have completely paralyzed the [LGBT and women’s] rights agenda because they now represent an important mobilization force for Maduro,” said Rafael Uzcátegui, the general coordinator of PROVEA, Venezuela’s oldest human rights organization. When the mayor of the town of El Tigre tried to create a legal union for gay couples last year, evangelical pastors marched in protest and then said they would file a complaint against the mayor.
Although Campos, the evangelical lawmaker, hopes evangelical forces will unite and “rescue human society,” it’s unlikely for now that evangelical Christianity will rise as a political force of its own. But it can continue to grow its influence within Venezuela’s dominant party—and if Maduro does stay in power, evangelicals’ ability to stifle progressive social movements shouldn’t be underestimated.

Google layoff its 6% of its employees
The news that has been trending is that Google is going to lay off 12,000 of its employees. This is the first time in Google’s history that Google is firing employees at this number. It is almost about 6% of their workforce. This trend was started by Meta, Microsoft, Amazon, and Twitter. Amazon made 18,000 jobs cut off and Microsoft made 10,000 jobs cut off. And we are all aware of the circus events of Twitter which fired almost half of its workforce. Now Google is following in the footsteps. This news was spread when an email was leaked which was sent to the company’s staff. What was in the memo is given below:
Googlers, I have some difficult news to share. We’ve decided to reduce our workforce by approximately 12,000 roles. We’ve already sent a separate email to employees in the US who are affected. In other countries, this process will take longer due to local laws and practices. This will mean saying goodbye to some incredibly talented people we worked hard to hire and have loved working with. I’m deeply sorry for that. The fact that these changes will impact the lives of Googlers weighs heavily on me, and I take full responsibility for the decisions that led us here. this week has been one that has been up and down. trying to get back into the swing of college has been a pain, i have been trying to balance out college with my work and also not having my mental health go down the drain. it is a double edged sword. i find it hard to find balance. balance is very important!
i had a blood test on tuesday which was fine. sure i worried a lot about the results and i still am but i have a rheumatology appointment on the thirteenth so hopefully everything will be fine. i am still worried though i just want to keep my head up. i want to keep pushing.
i got my lamda results back and i got two distinctions! i am so proud of it, i didn't expect to get them but it is so fucking awesome.
some of you may know this most are unlikely to but i love mixology, i find it interesting and i love the theory behind it and this week, today in fact i got my first mixology set with all of the essentials, a shaker, a strainer, bar spoon, muddler, jigger and pourers. so i'll be able to learn a little, learn a skill that can help me with my acting but it also in a way can help with my mobility and strength in my hands/arms.
i bought some fear foods went mother and i went shopping and i have been trying to push myself. especially after my blood test and how badly my body reacted to it made me realise again how much i have to fight for my health. a win for the week is that i was able to stand in the kitchen a tap without getting lightheaded or dizzy. when i am just standing about i'll often tap but i had to stop because i didn't have the energy but i am regaining my energy and my lust for life. ultimately i am getting my life back.
i've been trying to talk to people more online, i've been trying to order things at costa by myself. i am trying to improve myself. but i am finding it hard to keep going. it fucking sucks. but i will keep kicking.

In the face of a world increasingly dominated by transitional US capital and military might, anarchists posed an alternative, egalitarian, and internationalist vision for the Americas. While Shaffer’s subjects came from and voyaged to far-flung sites in the Americas and Europe, his book focuses mainly on Cuba, Tampa, Panama, and Puerto Rico. A vibrant and expansive anarchist press connected these “nodes.”
“Between 1892 and 1929, Caribbean anarchists published over sixty newspapers and magazines” that were either entirely anarchist or that contained a strong anarchist influence (p. 31). Anarchists also published novels, plays, poetry, and short stories, producing a counterculture and “anarchist revolutionary imagination” condemning exploitation and offering internationalist, egalitarian morals (p. 275).

As Kirwin R. Shaffer explains in his 2020 book, Anarchists of the Caribbean, anarchists had come “to see the Mexican Revolution as a step to worldwide revolution” (p. 130). Their rally cry around Mexico was just one of several internationally mobilizing causes for Caribbean anarchists in the early twentieth century. In another example, some ten thousand workers walked off the job on the US-run Panama Canal in 1916.
The Peruvian-born anarchist Víctor Recoba had founded the Maritime Workers Union, which led the strike, and its meetings were “truly transnational affairs” (p. 190). White, mestizo, and Black workers from across Europe, Latin America, and the West Indies attended, delivered speeches in Spanish and English, and read bilingual manifestos. Even the repression was an international affair. After US and Panamanian authorities collaborated to force most back to work, the Panamanian government attempted to deport the strike’s leaders -- who heralded from Costa Rica, St. Vincent, Greece, Peru, and other “underdetermined origins” -- aboard a Peruvian ship, but Peru declined to accept them and the men were scattered (p. 194). Shaffer begins with Cuba’s final independence war, when anarchists on both sides of the Florida Straits -- and as far as Argentina, Spain, and New York -- were cautiously optimistic [...]. The anarchist-dominated Sociedad de Torcedores de Tampa’s members hailed from the US, Italy, Mexico, Puerto Rico, the Canary Islands, the Dominican Republic, England, and Germany (p. 76).
In many ways, Shaffer picks up where Benedict Anderson left off with his book Under Three Flags: Anarchism and the Anti-Colonial Imagination (2007), republished as The Age of Globalization. Where Anderson focuses on anarchist struggles against Spanish colonialism, with an emphasis on the Philippines, Shaffer moves the picture to resistance against rising US imperialism in the Americas. [...] This was especially true of anarchists in Tampa, who lived under the thumb of the Anglo business community and local authorities.
This discussion of early anarchist anti-imperialism is a significant contribution to the literature on radicalism in Latin America during the era Barry Carr has called “the red years of the Caribbean and Central America.” [...] But, as Shaffer details, anarchists were “the original leftists in the region,” who “established some of the first transnational anti-imperialist solidarity networks in the Caribbean years before any orders to do so arrived from Moscow” (pp. 13, 21).

In early 1911, California-based anarchists from the Partido Liberal Mexicano (PLM) invaded the Mexican state of Baja California and held territory there for over six months. Anarchists from across the globe heralded this opportunity [...]. The Havana-based paper ¡Tierra!, which was the heart and soul of Caribbean anarchism in the early 1910s, urged readers to send money to the PLM and support legal defense for the Flores Magón brothers, PLM leaders who sat in US prisons for violating neutrality laws. ¡Tierra!’s readers came through, and “from 1911 to 1914, efforts to raise money for Mexico usually outpaced any single Cuba-based issue” among the paper’s readers (p. 132). The money came from fifteen Cuban towns and cities, but also from the Canal Zone in Panama, Puerto Rico, and as far as Hartford, Connecticut. Around this time, in Tampa, Florida, a New York City-based anarchist named Pedro Esteve was selling copies of the PLM’s newspaper, Regeneración,and working with the group Pro-Revolución Mexicana. Caribbean anarchists did not just support the cause financially and ideologically; some took up arms in the revolution [...].

Many of Shaffer’s Spanish-speaking Caribbean subjects did join the famous International Worker of the World (IWW, or Wobblies) and in fact played a key role in spreading IWW unionization along the East Coast. [...] Rather than focus on the amply covered US-based IWW, however, Shaffer highlights anarchist institutions indigenous to the Caribbean, especially ¡Tierra!. In operation for over a decade in the early 1900s, the Havana paper showed readers across the region that “their struggles were not isolated,” funneled money to various causes, and served to introduce prominent anarchists as they traveled (p. 122). [...] Plans for an Inter-American Continental Congress of Anarchists, to be held in Panama in November 1925, however, were foiled in the violent aftermath of a rent strike that began in the Canal Zone but spread to the republic. On October 10 that year, the police opened fire on a gathering of strikers. The next morning, Panama began deportations of the international leadership and called in US military support. [...]
In other words, Shaffer tells a story that comes full circle. US transnational military, political, and economic expansion set in motion the pathways that would facilitate anarchist travel and network building across the region. And, in turn, the repressive powers would collaborate internationally to move against the radicals. Shaffer reminds us that Charles Magoon was busy keeping anarchists out of the Canal Zone as US governor in 1905 before he was busy trying to keep them out of Cuba as governor during the 1906 US occupation. And interstate collaboration squashed plans for the anarchist congress of 1925. But the movement itself was not crushed. Anarchism held on longer in Cuba and Panama than it did in Puerto Rico and Tampa, where US authorities “used the full weight of the federal government” to uproot the movement (p. 185). [...]

In short, Shaffer’s book is a most welcome contribution to the study of the early twentieth-century Latin American Left. His scrupulous research (he consulted archives spanning five countries!) reveals the deep transnational connections that sustained anarchism in the region while never losing sight of the particular local and national contexts in which his subjects operated. [...] Shaffer takes just as seriously the (often quite fun) literary imaginings of anarchist writers and reveals a counterculture that “had a different internationalist romance and dream for the region” (p. 289).

So, in Brazilian education and possible corruption news, it's been revealed that a government bidding predicts purchase of school buses at quite inflated prices, 54% above expected. The government seems to be accepting to pay up to R$ 480,000 (~US$ 102,990) per bus -- but according to the technical sector, it should cost at most R$ 270,600 (~US$ 58,060).
The operation was set up within the National Fund for the Development of Education (FNDE), which concentrates the largest share of resources earmarked for investments in education. The fund is headed by Marcelo Ponte, who took office on the recommendation of the Minister of the Civil House, Ciro Nogueira, for whom he was chief of staff. The bidding process shows that the FNDE trampled the guidelines of the control bodies and the technical area itself, which pointed to a risk of overpricing in the values of buses that the government accepts to pay.
The auction will allow the acquisition of up to 3,850 vehicles as part of the Caminho da Escola ('Way to School') program. The total price, at the end of the purchase, may jump from R$ 1.3 billion (~US$ 280 million) to R$ 2.045 billion (~US$ 440 million), with an increase of up to 55%, or R$ 732 million (~US$ 157.05 million).
“We understand that the discrepancy of the quotations presented by the suppliers in relation to the approved price of the last trading session (...) implies an unjustified increase in the price, without corresponding link with the economic projections of the current scenario.”, warned the technical area of the fund. In another opinion, the Comptroller General of the Union (CGU) reinforced: “It is observed that the values obtained (...) are on average 54% above the estimated values”. Alerts were also made by the Attorney General's Office (AGU).
The documents also point to the direct action of one of the directors of the agency, Garigham Amarante, in defining the overestimated values. He was nominated for the position by Valdemar Costa Neto, president of the Liberal Party (PL), the party of President Jair Bolsonaro. In at least two orders, the director determines that the process should continue, with minor adjustments, but keeping costs inflated, despite overprice warnings.
Even after the considerations, Garigham and Marcelo Ponte signed an order proceeding with the bidding process: “We approved the Terms of Reference, the Preliminary Technical Study, and the Price Survey, as well as authorizing the reopening of the bidding process”. The contest was suspended in February this year. But later resumed by the two directors of the Fund.
Created by the Ministry of Education to help municipalities and states reduce the number of students dropping out of schools, the program is particularly relevant in rural regions with precarious roads and difficult travel. Many students give up studying due to mobility difficulties.
