Amid a nationwide housing shortage and record-high office vacancy rates, cities across the U.S. are rethinking their approach to urban development. The State of the Problem
Nearly 20% of office space in the U.S. sits vacant, a number expected to grow as hybrid work models and remote work reshape corporate office needs. Meanwhile, the country faces a housing shortfall of millions of units, exacerbating affordability issues for middle- and low-income families.
Converting office buildings into residential properties seems like a logical solution, but the high cost—averaging $685 per square foot—has been a significant barrier. For comparison, constructing new multifamily developments costs around $588 per square foot, while purchasing existing multifamily properties averages $600 per square foot. Regulatory obstacles, such as outdated building codes, minimum unit sizes, and requirements for natural light, further inflate conversion costs.
Cities Take Action
Recognizing the potential of adaptive reuse, several cities have stepped up with reforms to streamline the conversion process:
• Minneapolis: Removed public hearing requirements, reduced traffic study obligations, and exempted converted buildings from affordable housing mandates.
• San Francisco: Waived select building codes and real estate transfer taxes for conversions approved before 2030.
• Seattle: Eased design standards and housing affordability requirements for adaptive reuse projects.
• New York City: Launched the Office Conversion Accelerator program to simplify zoning and permitting processes for office-to-residential conversions.

• Chicago: Committed $151 million to convert four office buildings into 1,000 apartments, a third of which will have affordable rents.

• California: Approved $400 million in funding for office-to-housing conversions.
Despite these efforts, challenges remain. California Governor Gavin Newsom recently vetoed legislation to provide additional financial incentives for conversions, citing concerns over labor practices. Similarly, a Colorado bill proposing tax credits for adaptive reuse projects failed to pass earlier this year.
Progress and the Road Ahead
While adaptive reuse projects are gaining traction, their impact on the housing crisis has been modest so far. Between 2016 and April 2024, office-to-residential conversions created over 22,000 apartments, with another 31,000 units expected from ongoing projects, according to CBRE. However, this represents less than 0.5% of the U.S. apartment inventory.
Experts believe the trend will continue to grow as cities refine their strategies and developers find innovative ways to manage costs.
