Indian Elections (Part 2)
Part 2 of the result and campaign opinions is here!
I know I said that Rajasthan was Congress's biggest comeback, well I take it back because INDIA alliance won in Maharashtra with Congress getting 13 seats, Shiv Sena (og one) with 9 and NCP (again, og one) with 8. With BJP getting 9 seats, Shiv Sena (Eknath Shinde one) and NCP (new one) getting 7 and 1 seats respectively, NDA lost 28 of its seats. And honestly, what a banger. Sharad Pawar probably deserves credit for this, that man is a shrewd politician. Also, the Congressi responsible for campaigning in Maharashtra also deserves credit, because Congress performed well and beyond the expectations here.
Tamil Nadu my beloved. Major INDIA sweep! DMK (22) and Congress (9) while BJP remained on the zero mark. As expected of the Tamil public. Everyone say thank you to DMK's campaign and BJP's incompetency to get the Tamilians on their side.
Chhattisgarh is an almost BJP sweep, with BJP getting 10 and Congress getting 1. Expected for Congress, given the Vidhaan Sabha results last year.
Another almost BJP (25) sweep is Gujarat, again, as expected. It is, after all BJP's garh, as my mother calls it. Very heavy campaign that paid off for BJP. Hats off to the Congressi who won 1 seat, probably worked very hard on his own.
Things get tricky in Karnataka, where BJP won with 17 seats and Congress got 9. Again, not much familiar with Karnataka politics, but BJP did lose 8 of its seats, so I guess a part of the public is losing trust in the government but it's not a majority yet. A Rajasthan like situation.
TDP shines in Andhra Pradesh with 16 seats, BJP with 4. Congress remained on its zero mark. Chandrababu Naidu come to the INDIA bloc you can be deputy PM
Congress (14), Muslim League (2) and CPIM (1) lead INDIA alliance to an almost sweep in Kerala, BJP getting 1 seat. I'm so glad that Shashi Tharoor won from Thiruvananthapuram, he is a delight to watch.
Things are perfectly balanced as all things should be in Telangana, with both Congress and BJP winning 8 seats each. I guess the public has major divide on issues and opinions.

Political Battle Ahead in 2024
India is already in election mode, and 2023 will witness three layers of political competition — for the elections to the nine states that will be held over the year; for the elections of 2024, which will determine the composition of the 18th Lok Sabha and shape the next government; and for the post-Narendra Modi political landscape that will begin to emerge in the course of what is likely to be his third and perhaps final term post-2024
To be sure, these timelines and layers cannot be easily distinguished. The first will feed into the second, which will feed into the third. There is also an element of speculation involved, for events have a way of intruding dramatically into political scripts. Still, examining each layer of competition yields useful insights.
The battles of 2023
The year will begin with elections in the northeastern states of Nagaland, Meghalaya, and Tripura. Before 2014, these polls would have merited a mere passing glance in the national political consciousness. But to the credit of the Bharatiya Janata Party (BJP), which has made the political integration of the region a political priority and takes every election in the region with utmost seriousness as a way to expand its power and democratic legitimacy, these elections have got more attention in recent years.
In Tripura, the BJP was able to dislodge an entrenched Left regime in 2018. Its plank rested on Modi’s appeal, resentment against the Left government, quick organisation-building on the back of work done by the Sangh, and clever tactical coalitions with tribal outfits. It has since replicated here a tactic used in Uttarakhand and Gujarat — replace the chief minister if there are reports of anti-incumbency and internal strife. While the Left is a pale shadow of itself, and the BJP may still emerge as the single largest party, it will face a challenge from a new tribal formation led by the former ruler of Tripura Pradyot Debbarman, a disillusioned former Congress loyalist. There is also the possibility of a Left-Congress tie-up to pose a unified challenge to the BJP.
In Nagaland, a state with no opposition legislators (see the story alongside for more on this), the more interesting political thread is the fate of the peace process. Before every elections, there is a renewed attempt to explore a broader settlement of the Naga question — which includes recognition of its distinct identity and symbols, issues of autonomy, and the intersection of Nagaland and Naga-speaking areas in other states. But a peace accord continues to look elusive and it is unlikely that the election will change that.
In Meghalaya, the last election resulted in a post-poll coalition between the Conrad Sangma-led National People’s Party and the BJP; this alliance has now broken down but its revival can’t be ruled out. Within the Opposition, however, Mukul Sangma — the Congress veteran who served as chief minister until 2018 — has shifted to the Trinamool Congress and the battle between him and his bête noire, Vincent Pala of the Congress, will be interesting to watch.
From the North-East, the political action will shift to Karnataka, where the BJP faces extremely strong anti-incumbency and a churn within its internal social coalition. The Congress has its own share of internal discord, but reports suggest that Rahul Gandhi’s Yatra has helped give new life to the party organisation here.
After a brief lull in the summer, across west and central India, the BJP and the Congress will battle it out for power. In Rajasthan, both parties have internal leadership tussles to resolve (Ashok Gehlot versus Sachin Pilot for the Congress, Vasundhara Raje versus central party leadership in the BJP), and the Congress faces the additional challenge of anti-incumbency in a state that sees regimes alternate every five years. In Chhattisgarh, chief minister Bhupesh Baghel has invested a fair bit in crafting his public image and keeping the central leadership happy, but his rival, TS Singh Deo, is sullen after having been denied his turn at the wheel. The silver lining for the Congress is that the BJP doesn’t have a clear face after Raman Singh either.
Madhya Pradesh will see the first assembly election after Jyotiraditya Scindia’s entry into the BJP. But the Congress, under Kamal Nath and Digivijay Singh, will do its best to avenge its ouster from power despite having emerged as the single largest party in 2018.
Telangana, too, will head to polls at the end of the year. If K Chandrashekar Rao can preserve his bastion for the third time in a row, it will be a boost to his national ambitions. The Bharat Rashtra Samithi (formerly the Telangana Rashtra Samithi) is the clear favourite in the polls, and the only question to watch out for is how well the BJP does vis-a-vis the Congress.
Back in the North-East, Mizoram goes to the polls. The BJP has struggled to make inroads in the Christian-dominated state, with the Mizo National Front continuing to exercise power and battle the multi-party, non-Congress Zoram People’s Movement for dominance.
Put together, the year will serve as a comprehensive status check: How do the Congress and the BJP now tackle internal leadership disputes? Will the Congress be able to retain Rajasthan and Chhattisgarh, and win Karnataka and Madhya Pradesh, giving it some momentum for 2024? Or will it shrink further and be left with no state government across the western, central and southern swathe? What has been the electoral impact of the Bharat Jodo Yatra? Will the BJP retain its dominance in the north-east, either directly or with regional partners, or will the region see new alternatives emerge? How will the BJP’s performance shape internal power equations in the party?
The battle of 2024
While these are interesting questions in themselves, the lesson from 2018 and 2019 is to not treat the events of 2023 as a predictor for 2024.
In 2018, the BJP had failed to form the government in Karnataka, and the swearing-in of a JD(S)-Congress government saw all opposition leaders congregate in Bengaluru. The BJP also lost power in Rajasthan, MP and Chhattisgarh, after having retained power in those last two states for 15 years. It appeared to face severe challenges in maintaining its multi-caste coalition and addressing rising agrarian distress.
And yet 2019 saw Modi return with an even bigger majority than in 2014. Indian voters have shown, now in two elections in a row, that the question of leadership — of who will become PM — matters to them; and it is here that Narendra Modi continues to have a huge advantage over his rivals.
The BJP, in 2023, will showcase India’s presidency of the G20 (see the second essay on this page) as a mark of Modi’s foreign policy success. The inauguration of the Ram Temple in Ayodhya at the end of 2023 will cement the support of the core base. Welfare schemes, particularly the provision of drinking water, will be a key talking point. The Opposition will focus on economic mismanagement, unemployment, pandemic policies and rising inequality, while regional parties in North India will play up the demand for a caste census to break the Hindu vote.
The battles beyond 2024
All in all, there is little doubt that Modi starts out as the clear favourite to win a third term. But beneath the surface, Indian politics is already witnessing the third layer of competition. Within the BJP, there is increased speculation about home minister Amit Shah and Uttar Pradesh chief minister Yogi Adityanath as possible successors for leadership; both will do their best in 2024 to buttress their claims for the future.
Within the Opposition, there is a battle underway between the Congress and the Aam Aadmi Party to be the big national challenger, if not immediately then at least six years from now. But to do even that, the Congress will have to cross the 100 mark first, and AAP will have to expand nationally and win Lok Sabha seats across states.
For now, the BJP’s hegemony and the Opposition’s crises remain entrenched facts. The future of India now depends on how each party plays its role.

ED freezes assets worth ₹580.78 crore of a partner of MOB promoters
The Enforcement Directorate (ED) has frozen security holdings worth ₹580.78 crore, belonging to a Dubai-based hawala trader, Hari Shankar Tibrewal, who the agency has identified as the third partner of the wanted promoters of Mahadev Online Book (MOB), an illegal online betting platform, the agency said on Friday.
This followed recent countrywide searches at Tibrewal’s known premises and at the premises of his associates at 17 locations in cities including Mumbai, Kolkata, Raipur, Indore, Delhi and Gurugram, as reported by HT on Thursday.
“Security holdings worth ₹580.78 crore in the name of the entities beneficially owned by Hari Shankar Tibrewal have been frozen by ED under provisions of the Prevention of Money Laundering Act,” ED sources said. As part of the crackdown on the MOB-linked money-laundering networks, the ED has also retrieved cash of ₹1.86 crore and valuables worth ₹1.78 crore.
ED has alleged that funds generated by the Mahadev app were used to pay bribes to politicians and bureaucrats in Chhattisgarh, where the case had become a major political issue ahead of the assembly elections in November.
The federal agency, which began probing the matter under the Prevention of Money Laundering Act (PMLA) in July 2022, alleged the promoters of the app, identified as Saurabh Chandrakar and Ravi Uppal, are based overseas and remotely ran illegal betting operations. The projected proceeds of the crime are about ₹6,000 crore. The two app promoters were recently detained in Dubai based on Interpol red notices issued at the behest of ED and the agency is trying to have them deported or extradited to India. A formal request in this regard has already been sent, officials said.
So far, the agency has arrested nine people. It has also filed two charge sheets, including the one against the two promoters.
ED’s money laundering investigation in the case has revealed that the MOB is an umbrella syndicate arranging online platforms for enabling illegal betting websites to enroll new users, create user IDs and laundering of money through a layered web and Tibrewal allegedly runs one such website in the name of sky-exchange, ED sources said.
“ED has successfully identified another major player involved with the promoters of the Mahadev Online Book,” an ED source said. “It was found that Hari Shankar Tibrewal, who hails from Kolkata but currently resides in Dubai, is a major hawala player and has partnered with the MOB promoters,” the source added.
The searches also resulted in the seizure of sizable evidence, including digital data and documents pertaining to assets, the sources said. The searches revealed that Tibrewal allegedly used his Dubai-based entities to invest betting proceeds in the Indian stock market via Foreign Portfolio Investment (FPI) route, the sources said.
Tibrewal allegedly also employed many of his associates as directors in various companies that were invested the betting proceeds in the stock market. “He was also involved in large-scale hawala movement of the betting funds,” the source claimed.
ED initiated the investigation in 2022 based on cases registered by the Chhattisgarh police against MOB and its promoters. Subsequently, other cases registered by Vishakhapatnam police, Andhra Pradesh and other states were also taken on record. ED’s investigation has revealed that the illegal betting platform was being run from Dubai, United Arab Emirates, by franchising panels /branches to their known associates on a 70%-30% profit ratio.
“The main promoters of Mahadev Online Book are also partner/promoter in multiple such online betting book like ‘Reddy Anna,’ ‘Fairplay’, among others, and large-scale hawala operations are done to siphon off the proceeds of betting proceeds to off-shore accounts,” the ED source said.
The ED had earlier seized/frozen movable properties worth ₹572.41 crore during searches conducted in the case. The total attachment/freezing in the case stands at ₹1,296.05 crore. The agency has so far submitted two charge-sheets against 19 accused in the case, including Chandrakar and Uppal.

Projections for 2024 Lok Sabha elections
The last elections for 2023 are over. Now it's time to prepare for the 2024 General Elections. BJP showed that it can beat anti-incumbency factors and return with a bigger share of seats. INC is at a loss as to where it went wrong. Were they wrong from the beginning or did that happen after the nominations were filed? Success in Karnataka elections barely 6 months back put them in an overconfident mode and thought the same formula works for all seasons. Whoever thought so made the only terrible mistake of their life in the Hindi belt or the cow belt as most political commentators would like to call those states - Rajasthan, Madhya Pradesh, Chhattisgarh.
I did some simple calculations and arrived at my seat projections for 2024. No surprises. NDA is returning to power, and BJP is improving its 2019 tally. States where they were expected to lag behind are now moving towards BJP. Congress party & I.N.D.I alliance are in for a big shock when the results are announced in mid-May 2024. BJP may improve its tally and will walk away with 308-360 seats and NDA allies will contribute another 20-25 seats. If NDA comes with the slogan "abki baar Modi sarkar aur 400 paar", don't be surprised; it will definitely happen. In the south, Karnataka BJP is likely to lose a couple of seats. They can still come back with a decent number of seats - between 20 to 24. Telangana 4 to 6, Tamil Nadu and Kerala there is a fair chance of them opening their account with one or two seats. Andhra I don't see anything happening now, but as election dates come near, things can change. Bihar & Maharashtra BJP will improve its tally, but the allies will underperform.
BJP will win between 310-360 seats and allies will add another 20 seats taking the NDA tally to 330 to 380 seats. Another projection will be given in mid-January 2024.

2024 On Mind, BJP Brainstorms Over Chief Minister Choices For 3 States
The BJP will choose its Chief Ministers for three heartland states — Madhya Pradesh, Rajasthan and Chhattisgarh — with an eye on the 2024 Lok Sabha election, party sources have said, adding that new faces may be chosen in all three states.
The BJP won the Assembly polls in Madhya Pradesh, Rajasthan and Chhattisgarh, results of which were declared on Sunday. The party’s central leadership has been holding discussions on the Chief Minister probables in the three states.

A four-and-a-half hour meeting was held at Prime Minister Narendra Modi’s residence yesterday, during which the frontrunners in the three states were considered. The meeting was attended by the Prime Minister, Home Minister Amit Shah and BJP chief JP Nadda.
This marathon meeting followed a series of meetings held by Mr Shah and Mr Nadda with the BJP’s in-charges of these states to gather feedback about state leaders.
The BJP’s central leadership is likely to appoint observers for the three states soon. These observers will oversee meetings of newly elected MLAs in the three states to elect their leaders in the Assembly.
In Madhya Pradesh, incumbent Chief Minister Shivraj Singh Chouhan is a contender for the top post, along with Union ministers Prahlad Patel, Jyotiraditya Scindia and Narendra Singh Tomar, and senior state leader Kailash Vijayvargiya.
Several names are doing the rounds for the Rajasthan top post too. While former Chief Minister Vasundhara Raje has been elected as an MLA, Lok Sabha Speaker Om Birla, Union Ministers Gajendra Singh Shekhawat and Arjun Ram Meghwal, state party president C P Joshi, and prominent leaders Diya Kumari and Mahant Balaknath are being seen as probables.
Former Chief Minister Raman Singh is among the contenders in Chhattisgarh. State BJP president Arun Kumar Sao, leader of opposition Dharamlal Kaushik and former IAS officer O P Chaudhary are also being seen as contenders for the Chief Minister post.
It must, however, be kept in mind that the BJP leadership is known to spring a surprise with its choices.
