Hey yall, I have not been so active on here as I have an awesome job IRL now so I don't spend much time on freelancing or illustration. SPOILERS FOR THE ENTIRE MISSION IMPOSSIBLE FRANCHISE

I want to talk about the evolution of the IMF. Because one of the things that always kind of confused me about it was what it actually was. Is it another three-letter agency or is it a task force inside the CIA or... is it something else entirely?

IMO the answer changes over the course of the movies. In MI1, there is a concrete institution, the mainframe for the IMF is inside Langley, thus it seems to be part of the CIA. And it's kind of the villain of the movie honestly; the IMF mole hunt gets Ethan's team killed and almost gets him killed because he can't turn to the very agency/group/force that he's supposed to be working for to get assistance.

This idea of a group that is very rigid is continued/heightened in MI2 and MI3. The IMF misleads and lies to Ethan. They are still be bad guys. In MI2, Swanbeck uses Ethan to manipulate Nyah without cluing him in and is upset that Ethan didn't bring back the deadly super-virus for them to have. In MI3, the entire IMF just feels like the FBI in structure, all the visual signifiers casting it as a discount FBI. And that's echoed in the way the IMF handles its agents, the rigidity of the structure, the oversight, the centrality of the headquarters-- it all points to the IMF being a weird 9 to 5 govt job until someone goes on a mission.

There is a hierarchy, there is a director and assistant director and mission handler and tech team and all this shit, right.

Then we reach the McQuarrie Trilogy-cum-Quadrilogy, and things begin to change.

In Ghost Protocol, there is a feeling that the agency (if that's what the IMF even is) is more... amorphous. It's made clear there are safehouses and caches just shoved in various corners of the world. There are mentions of a headquarters (specifically, that it doesn't exist anymore) but when its time to get a new mission, Ethan hands them out from fuckign Seattle, and then walks off into the smoke to his next one. After Benji and Carter have their disastrous mission that sets off the plot, they don't circle up at HQ in the same way that happens in MI3, they are just directed to go grab Ethan, and clearly they find a place to grab some gear beforehand. The IMF is decentralized.

Then oh fucking boy, Rogue Nation. The CIA absorbs the IMF's assets and all we see is the CIA's HQ, not any central location of the IMF itself. Even in the intro when Brandt is monitoring the team going after the package on the plane, he's clearly in some shipping containers-turned-monitoring office. And Ethan going rogue survives by picking over the abandoned remnants of older safehouses.

Another interesting pivot happens in RN. Ethan is explicitly the functional leader of the IMF by example. There is no new secretary to give orders and hasn't been for years, there is no director, the closest thing we get to a hierarchy is Brandt who could allegedly "authorize" things but the agents just.... dodge him by not looping him in.

The idea of a structured organization is fully jettisoned in favor of the modern IMF, which mostly seems to be a lot of people under the radar working together to share information and execute missions.

Emotionally, Ethan is the leader of this new type of IMF, and we are in the movie that truly sets off on the idea that Ethan's ethos is that... he can't handle casualties. It's the blunt object used to hurt him, the way Lane murders the IMF plant in front of him, and his expression of haunted shock is vivid and clear.

All the way back in MI1, Ethan stopped Krieger from killing a bystander, telling him they didn't leave a body count. And by RN, that's become the bedrock of the IMF, the idea that the lives of the many are never more important than the few, and the IMF agents will destroy themselves in the name of getting everyone out alive. There are no acceptable losses.

This is bad, frankly. It is a very bad weakness for a super secret spy to have. But it is TEXTUALLY the entire point of Fallout, that Ethan can't let Luther die. In RN, he couldn't let Benji die. He couldn't let that random French cop die. Over and over, Ethan is given a choice between "save a ton of people" and "save one person" and keeps picking both, and it hurts him every time. It is unreasonable and demands so much from him.

And I have been wondering what that was building to, and Dead Reckoning lays it out.

The IMF as a formal institution doesn't exist anymore. There is no director, there's no hierarchy. What we see of a possible HQ is not the IMF, its everyone else in the intelligence community. As Kittridge explains, the IMF is a mail drop where they "leave word" and hope someone inside the group gets it and takes care of it. There is no oversight because each agent is basically a self-contained satellite.

AKA the way Ethan has found he works best. For every. single. fucking. movie. the IMF has been a hindrance at best and The Bad Guy at worst.

When we meet Ethan in Dead Reckoning, he is a man standing in an old building with sturdy walls and high ceilings. He initiates a new member and tells them they made the right Choice. It is the reassurance of an elder member to a novice.

Because I think... Ethan has essentially guided the IMF to this. How the fuck does anyone survive when there is no hierarchy, there is this creed of Save Everyone Yes Everyone, how do they do that?

Well. Everyone in the IMF lives by simple rules. Any IMF agent looks to another and says "your life will always mean more to me than my own." And the details don't matter. There is no exception to this.

The reason Ethan is alive is because his life means that much to his team, and their lives mean that much to him, so they survive by prioritizing each other in a way that borders on irrational.

This is where I think we get into the weird priesthood/odd mysticism of the IMF. They are a self-selecting group of people fanatically devoted to the preservation of everyone, and are skilled enough to back it up. There is a level of altruistic devotion there that's absent from the other agencies. Hell, Kittridge is back and when we catch up with him, he's fucking trying to buy the key to the fuckign Entity! Once again the CIA is evil, shock of shocks.

In a franchise where the CIA is always evil and the IMF As An Organization isn't better, the only moral choice seems to be to opt-into caring radically about everyone. It's the only counterpoint possible.

I think its significant that in Dead Reckoning, with this new evolution of the IMF, we only see Ethan and the team in old buildings. They are fading remnants. They can't pass on the responsibility to family, so they keep watch for others who have what it takes. They are a small, dwindling group, and they are the only people that can destroy the Entity.

Punct and I have talked about how Ethan defeated the Syndicate by infecting them with humanity basically; through Ethan's influence, Lane becomes vicious and petty in a way he'd like to deny, but he is motivated by his connection to Ethan more than his ideals. Similarly, I think Ethan and his ilk have infected the IMF with this strange solemn duty, and act as guiding stewards. It's an ideal that will die, but until it does, they will keep saving everyone they can, because no one else will.

it’s a trickhawk AU but rex is here too. trickhawkrex AU even.

ehrm okay so basically i got a bit too insane and like hey haha. here’s this. the three of them are young adults working for an agency known as the eye (fun fact: it’s a reuse of an old AU) which has one purpose and that’s to eliminate dangerous supernatural entities. and BY GOD will i use this squint a little at the misinterpretation/misuse of + modern day exoticism of asian mythology by mainstream media. and also to stab at my own hypocrisy (yet again) (as most of my original lore does)

... also monster hunter trope funny. yeah i’m probably going to private this because i feel weird about talking about lore entwined with cultural backgrounds online HAHAHA. do i just feel uncomfortable discussing the topic because i’m deluded into feeling like it’s going to be tokenised and capitalised on?! but also i don’t want to sandpaper them into pop culture!! like our backgrounds do matter & can be so important to context & not used as just a gimmick actually

ehrm considering this takes place somewhere in the UK (might retcon/redevelop. i always struggle with working with real places, and ones i’ve never even been make me worried!!) the current brief background concepts (and BEAR WITH ME!! THIS IS SUPER BIASED. THIS A PROJECT BORN FROM BIAS) are

a) i was thinking trick is of anglo-indian (father’s) and malayali (kerala specifically, mother’s) ethnic heritage, with family in kerala? raised christian but disconnected from religion. that got made worse by the whole pseudo-yakshini thing where after they almost died, they kind of became halfway one and now ask their mother a lot about her heritage (before she got married, converted and immigrated. which by the way my aunt is a hindu convert to catholicism but she still creates shrines except for catholicism now. which is fascinating and i’m leaning into this a lot) i feel like it leans more into folkloric than religious but we’ll seeeee? i was thinking also trick and their mother both identify with queerness in some capacity and it’s something they talk about. trick moreso in social gender and body stuff and their mother moreso in sexuality. also! their mother is a professor of some kind (her original lore has her in some akin to sociology BUT. HM.), father in something government. which is vague. and there’s a lot of govt. jobs. so give me a MINUTE.

b) rex is from a taiwanese family with a taoist background. taoism mostly because i’m projecting a little bit again. i totally love being mixed and knowing nothing from either side guys. wow this hasn’t been showing in recent lore at all. anyways! rex is a international student whose parents are foreign (and they’re finance people) with a permanent residency in the UK. thinkin. his maternal grandmother and grandfather moved in recently too due to getting old and safety concerns. i’m not fully sure about this yet but yeah. also there’s abandonment guilt here. also his family tree is more like a family forest btw he has like 6 uncles & aunts on his paternal side. lunar new year visits back are hell for him. i may actually change this to be hongkong but i’ll have to think about the implications of that and kind of stare a bit at political stuff so hold up.

c) i’m torn between making hawks an international scholarship student or having immigrant parents and being raised here. hawks is also central asian, but i’m once again struggling to decide between uzbekistan and kazhakstan. because background is important but like not in a put-you-in-a-box way. agh, sorry i think i really dislike when characters are caricatures of cultures as an attempt at representation? i feel like this has been out into words before in a way better than i will though. anyways researching cultural and economic information is not something i’m awesome at so it’ll take me a sec. the family is irreligious but there are some ideas of spirituality her parents have that she also possesses. she has a half-brother. her family being nuclear and very estranged from her relatives due to her mother remarrying feels like crucial information to mention.

i want to also involve the culture of their setting too and the other non-native cultures that have been infused into it because i feel like that’s cool and neat for countries with large immigrant populations and. ponderous. hm. i feel like i lost the plot thinking about the background LAWL okay back to the beef of it. oh that was terrible to say.

PLOT CONCEPT?! > comically borrowing some ideas from The End Of Times which is an old dead lore world of mine. wait hey.. actually.. this can be referred to as the conceptual successor of that.

The Eye is a publicly known agency that deals with supernatural threats that have suddenly become commonplace after some kind of seal was broken. workshopping this but it’s your usual lame “oooh myths are real and this ancient secret society that has been dealing with them forever gets officially recognised by global governments as an enforcement body but also like. it’s a sovereign entity with no official oversight and everyone is kind of worried about that actually.”

trick and rex were both employed by it around the age of 17 and have been partners since. they were part of a larger team as apprentices before going solo. rank at the lower levels of this organisation is probably relaxed and field agents get a lot of free roam since they tend to have unique abilities and also this used to be a SECRET society up until 30 years ago and stricter administration hasn’t caught up with it well.

trick is here as a result of being kind of afflicted by a curse maybe. yakshini-adjacent abilities that they gained at age 15 after getting straight up hit by a car, which have been freaking them out. they’re essentially partially undead and not pleased about it. supernatural ties are luckily an employable skill in this world so boom! that! and rex is here due to receiving a divinely blessed weapon which i think is also the cause of some guilt in his family. the power he wields has ties to the goddess mazu and oceanic themes. which fun fact! trick also values coastal symbols due to their family in kerala. i think it’s something that binds them.

UHM SO. trick and rex meet hawks in school and gets called away to deal with a supernatural thing that happens to be in the vicinity, hawks stubbornly and unfortunately gets involved. finding out what trick is, hawks offers blood to trick for a ticket into the agency which she believes will help her out. why. great question. I’M FIGURING THAT OUT.

hawks getting involved in some level of magecraft (something not innately magical employees of the eye tend to do) as a result of needing to succeed makes her siphon magic off of trick who constitutes as a magical creature. yay they’re both parasites. this is not symbiotic as they’re both being harmed? rex kind of is there to heal both and maintain the cycle. FYI rex’s divinity does contrast a bit with trick’s more malevolent mythic nature but. thinking of how yakshinis have different regional interpretations. thinking about that but not doing anything with it.

anyways oh my god this is so cringe and tropey AND UGH I HATE IT BUT I WANT TO THINK ABOUT IT FOR WHATEVER REASON. them as a trio dynamic is so appealing to me all of a sudden. also trick’s exaggeratedly friendly obsession with hawks in this AU is hitting me some kind of way. (it’s me going “oh i saw a character dynamic i like but it’s not me-coded enough. going to do it my way now”)

The Kosovo government announced on Wednesday that the new minimum wage will be 2 euros per hour, which amounts to 350 euros gross a month for a full-time job.

“This will be enforced from October 1, giving businesses and organisations the opportunity to make the necessary adjustments,” Hekuran Murati, Minister of Finance, announced at the government’s Wednesday meeting. He explained that around 150,000 employees, mainly in the private sector, will benefit from the decision.

The minimum wage in Kosovo currently is 130 euros a month for those under 35 and 170 for those up to 65.

In 2022, the government aimed to increase the minimum wage to 250 euros net and 265 euros gross.

But Prime Minister Albin Kurti claimed that, “since that proposal, the law first was blocked for more than one year by the opposition and then it was sent to the Constitutional Court, where it was delayed for 11 months. Considering this time distance, the level of 264 euros today looks outdated and not enough. Therefore, today we will approve another level (of the minimum wage) which reflects the developments of these two years and the reality of society”.

The Constitutional Court has meanwhile ruled that the amended law did not violate the constitution, paving the way for the increase of the minimum wage.

The amended Law on the Minimum Wage had received much criticism, and was notably opposed by the Kosovo Liberation Army, KLA, Veterans Organisation because it did not include veterans whose pensions, based on the law on KLA War Veterans, cannot be lower than the minimum wage.

The new law regulates that, “until the final categorization of the list of KLA war veterans, the government … on the proposal of the responsible Ministry for Finance, shall decide the amount of pensions determined by this law, depending on budgetary possibilities, the cost of living and eventual inflation”.

Tax rates have also been changed. There will now be no tax imposed on monthly salaries up to 250 euros. The previous law taxed monthly income from 80 euros. For salaries ranging from 251 euros to 450 euros, the tax will be 8 per cent. For salaries over 450 euros it will be 10 percent.

The decision comes five days after the much disputed amended Law on Minimum Wage was enforced, and days before the deadline expires on August 30 for parties to notify the Central Election Commission, CEC, about their participation in the next elections.

President Vjosa Osmani has set February 9, 2025 as the date of the next parliamentary election. Kurti’s Vetevendosje Movement won the February 14, 2020, elections by a landslide. The government has become the only one since the 2008 declaration of independence from Serbia to remain in office for the entirety of its four-year mandate.

On Wednesday, the CEC approved a preliminary voting list of 2,047,148 voters, which is 161,700 more voters than in the October 17, 2021 local elections. Members of the Kosovo diaspora regularly participate in elections.
