Because it’s clear that being “the last public space” isn’t a privilege. It’s a sign that something has gone terribly wrong.
At the time, countless articles asked if new technology meant “the death of the public library.” Instead, the institution completely transformed itself. Libraries carved out a new role providing online access to those who needed it. They abandoned the big central desk, stopped shushing patrons, and pushed employees out onto the floor to do programming. Today, you’ll find a semester’s load of classes, events, and seminars at your local library: on digital photography, estate planning, quilting, audio recording, taxes for seniors, gaming for teens, and countless “circle times” in which introverts who probably chose the profession because of their passion for Victorian literature are forced to perform “The Bear Went over the Mountain” to rooms full of rioting toddlers.
In the midst of this transformation, new demands began to emerge. Libraries have always been a welcoming space for the entire community. Alexander Calhoun, Calgary’s first librarian, used the space for adult education programs and welcomed “transients” and the unemployed into the building during the Depression. But the past forty years of urban life have seen those demands grow exponentially. In the late 1970s, “homelessness” as we know it today didn’t really exist; the issue only emerged as a serious social problem in the 1980s. Since then, as governments have abandoned building social housing and rents have skyrocketed, homelessness in Canada has transformed into a snowballing human rights issue. Meanwhile, the opioid crisis has devastated communities, killing more than 34,000 Canadians between 2016 and 2022, according to the Public Health Agency of Canada. And the country’s mental health care system, always an underfunded patchwork of services, is today completely unequipped to deal with demand. According to the Canadian Institute for Health Information, from 2020 to 2021, Canadians waited a median of twenty-two days for their first counselling session. As other communal support networks have suffered cutbacks and disintegrated, the library has found itself as one of the only places left with an open door.
When people tell the story of this transformation, from book repository to social services hub, it’s usually as an uncomplicated triumph. A recent “love letter” to libraries in the New York Times has a typical capsule history: “As local safety nets shriveled, the library roof magically expanded from umbrella to tarp to circus tent to airplane hangar. The modern library keeps its citizens warm, safe, healthy, entertained, educated, hydrated and, above all, connected.” That story, while heartwarming, obscures the reality of what has happened. No institution “magically” takes on the role of the entire welfare state, especially none as underfunded as the public library. If the library has managed to expand its protective umbrella, it has done so after a series of difficult decisions. And that expansion has come with costs.

Where SlashGirl.EXE just exists to be a general denizen of the world, TokeiWoman.EXE has more of a narrative direction.
I doubt I would ever get around to doing something more complete with this idea, but this is the general gist of her arc, for the time being.

It’s any other day, and Lan and his buddies head out to do typical after-school kid things. However, along the way, they happen to pass by a HUGE demonstration at large corporate building. They learn from attendees that the company inside (Zenith Hyperprocessing) had installed a program/NetNavi to centralize a large portion of HR and finances across multiple subsidiary tech companies, which in turn lost them their jobs (or jobs of family members and/or NetNavis working Web-side) and they're protesting it, to the company's deaf ears.
This is seen as a mild annoyance by the general public at most, but word gets out that some of the displaced workers have banded together a fund where they'd pay a good amount to anyone who can break into Zenith's system to permanently delete that program and get them their jobs back... and several established 'villain' Operators feel this is a great way to make a quick buck at the expense of a large corporation.
However, Zenith’s position gives it the backing of the government, and they call any city NetBattlers to help defend it, citing the damage that losing the program would cause to the many other jobs/livelihoods of the people still working at the companies under its jurisdiction. So the city NetBattlers and their NetNavis form a sort of perimeter around Zenith’s central server, stopping some of the opportunists. However, a few of the 'evil' Navis get through the blockade.... only for their Operators to suddenly lose contact with their Navis completely.
After that incident, some time passes, when suddenly the 'program' starts to act... strangely, doing things that are not to it’s owner company's bottom line interests, which causes a bit of a ruckus. The authorities in control can't seem to get in to deal with it due to the digital defenses set up, but don't want to unplug or delete it completely right off the bat due to the potential dangers to the mainframe, and the costs that would incur, but they're worried that the NetNavis that went 'missing' weren't deleted, and somehow were corrupting the program from within the program's bubble of inaccessible influence.
So city NetBattlers are called in again to find the root of the problem, joined by official ones, and once within the strange anti-communication zone, MegaMan DOES manage to break defenses to find Tokei’s true body. He discovers that she had managed to freeze and capture any NetNavis that made it to her prior; they had no effect on her decision to start disobeying Zenith for the welfare of hard-working employees over the ‘lazy and ineffectual management.’ The company did that to themselves. She's 'fixing' their problems, as far as she's concerned. She at least agrees to free the NetNavis she trapped, provided they leave her alone and stop wasting her time.
MegaMan can’t find it in himself to delete her, not that he could in the state he found himself in, given he notices his energy being sapped at an astronomical rate, which prompts an explanation of the Overclocked domain, which also covers why he couldn’t communicate with Lan. Before he can leave to an area where he can safely Jack Out, ProtoMan arrives, with enough energy to fight, having not had to fight through all the defenses that had been defeated prior, and MegaMan has to prevent ProtoMan from deleting Tokei, allowing her to speak her piece.
With that resolved, MegaMan returns and simply reports his findings. It raises the question of the 'rights' of NetNavis. He returns from time to time - at great risk to himself, given the Overclocked server - to check on her out of sympathy, but she is always too busy to hold much of a conversation, sending him away. He insists she needs to take a break once in a while... even computers need to rest.
Finally there’s a breaking point, and MegaMan - instead of returning to a safe zone to resume contact with Lan and Jack Out - stays put, in an almost child-like tantrum. His ultimatum; she turn off the Overclock on the server and return to normal time and see how it feels to run at a normal, non-stressed speed... or she keeps it on at the cost of his own safety/life.
Unable to bring herself to hurt MegaMan, Tokei concedes with great effort and turns everything off... and while it does prove that it’s a huge weight lifted, it has the downside of suddenly bringing her activity back into observable time, putting both of them under immediate scrutiny. With Lan also able to weigh in, they argue until suddenly another party joins; Zandra Hertz, Zenith’s CEO.
To show the ‘children’ the error in their own thinking, Zandra uses Tokei’s unprotected state to violently tear the NetNavi’s consciousness out of the supercomputer housing (appearing, Web-side, as a large claw appearing and physically ripping Tokei out from her desk into the darkness), sticking it in an extremely outdated, dilapidated PET, to show both the NetNavi AND the employees she stood up for how much Zenith can’t afford to let her take time off for extended periods. Zandra’s last words to Tokei are, “Fine. Take a vacation. See what good that does you, and everyone else.”
With Tokei gone, the rest of Zenith and its subsidiaries start to feel the pressure of that work not being done. The chaos caused by this, and the ineptitude of the management who had become so painfully reliant on her for HR functions, means they can’t even hire or rehire workers to replace her quickly enough to prevent things from crashing and burning. When Zandra is contacted to take care of matters, it’s discovered she conveniently took a vacation to let everyone fend for themselves. Typical upper management behavior.
Tensions peak after a few days and Lan or someone else chooses to break in to steal the PET Tokei was consigned to and get her out, only to find that the poor condition of the PET and its lack of visual interfaces causes it to act like a sensory deprivation chamber (or worse, if damage to the PET such as electrical shorts or overheating components can actually affect the NetNavi inside). It’s so archaic that while MegaMan can enter the device via Jack In, they don’t know how to get Tokei out of it without first taking it to SciLab for analysis, and in the mean time, they can’t actually charge the device without damaging it further.
To make matters worse, the disappearance of Tokei and the PET she was on becomes an issue of company property theft. In the kids’ hands, nobody knew where the device had gone, but the moment they take the PET to SciLab to either be repaired or to have Tokei transferred into a new device, the lab gets implicated for it and come under legal scrutiny (it turns out Zandra had predicted it would happen and set it up intentionally, banking on the ‘reckless heroism of youth’ to forego critical thinking). She was hoping to use that criminal lawsuit against SciLab for stealing critically proprietary ‘software’ to pad her other earnings.
Fortunately for everyone, this starts to get the public riled up the more they learn about what was happening. A lot of people - even so-called ‘villain’ sorts - cite their own close connections to their NetNavis, as well as the existence of independent NetNavis, as proof that they are more than just feelingless tools for humans to use.
Eventually, public outcry causes Zandra’s plan to backfire, when hundreds of NetNavis from outside Zenith break into its mainframe to help the panicking employees rectify its problems temporarily, and Zandra is forced to step down for endangering the livelihoods of so many people... but not before trying to spitefully take down as much as she possibly can by firing up Tokei’s supercomputer and expanding the Overclock zone to encompass a large portion of the Cyberworld in hopes of melting down as much of the Web as she can in the process, by running malicious code into every connected device.
It’s revealed she never believed humans should have become so reliant on such fickle cyberspace beings in the first place; she lost her injured brother to a hospital mishap caused by the machines failing at the worst possible moment. Her whole plan from the start was to make as much money as she could exploiting the system before ultimately taking it out.
Since the Zenith server cannot be approached via the web without the Navis involved getting hit directly with the wave of Overdrive code, the situation has to be diffused by manually reinstalling Tokei into the supercomputer in person, which possesses its own difficulty as the Overclocked machine is physically overheating and threatening to explode and take the whole company building with it. Suffice to say, though, they succeed (because Lan has protag power).
Zandra is arrested and control of the company is handed over to temporary management, but eventually is given to Tokei herself. She was already doing so much work she practically ran the company upon initial installation, anyway. Since she has no need of money, she simply lets what she would have been making as CEO fall back into the company to promote a better workplace, and to hire employees to keep things running smoothly over the long-term; she’d crunch the numbers initially to get things back on track, and then slowly let the workload redistribute so she could take on a more humane level of management... and finally get a proper damn vacation without worrying about everything going to crap.
She also offers to do the kids’ families’ taxes for free on her off-time. As thanks. Compared to what she’d been doing prior, a handful of tax forms is just a few grains of sand in an hourglass to her.

Newspaper Karjalainen features an Uutissuomalainen news group interview with Chancellor of Justice Tuomas Pöysti, who said that he expects the government to be prepared, if necessary, to reopen the country's eastern border earlier than planned.
On Tuesday, the government decided to close the entire eastern border for two weeks starting midnight on Wednesday in order to stop entry by undocumented migrants. The decision does not, however, apply to rail freight traffic via the Vainikkala crossing.
"The government has an obligation to monitor the situation at all times. If it turns out that the threat is lessening, the government must take measures to cancel or mitigate the decision even before the two-week deadline expires," Pöysti told the news group.
If the government wants to extend the closure of the entire eastern border after two weeks, the Chancellor of Justice will assess whether this would be justified.
According to Pöysti, both Finnish and EU immigration legislation needs to be reformed. The current legislation does not take into account situations like the hybrid operation recently seen on Finland's eastern border.
Pöysti added that he hopes that preparations for the introduction of revised border procedures and accelerated processing of asylum applications will move ahead quickly.
"Regardless of the situation at the eastern border is prolonged, or if it eases, the risk of this kind of instrumentalisation of international protection is high, so there is a need to make procedures more effective," he said.
"We must be able to ensure that those who really need international protection could be separated out and given protection. And such persons who are not in danger of being persecuted in our neighbouring country could be quickly returned, or they could be denied entry," Pöysti stated.
The Chancellor of Justice pointed out that EU regulations were drawn up at a time when the world situation was much more optimistic. EU legislation is not sufficiently prepared, he said, for situations in which a state uses people and their desire for a better life as a tool for aggressive hybrid influence.
"If asylum processes are driven into chaos by other motives, then the central idea of refugee agreements is watered down," Pöysti summed up.
In an earlier article, Karjalainen reported that the final border crossing to be closed, Raja-Jooseppi in Inari, was quiet on Wednesday, with no new asylum seekers by the time the gates were shut.
The border post will continue to be staffed and the Finnish Red Cross has announced it is ready to provide assistance at the border if needed.
Health sector retirements
Savon Sanomat is among the morning papers reporting figures from the occupational pension insurer Keva showing that one in three employees of Finland's welfare counties, which provide public healthcare services, will retire within the next decade.
In relative terms, the largest number of retirees will be seen in the regions of Lapland, Kainuu and South Savo, where about 35 percent of current staff will be transitioning to old-age or disability pensions during the years 2024–2033.
At just under 30 percent, projected retirement levels are lower than average in Vantaa and Kerava, Central Ostrobothnia and in Helsinki.
Numerically, the largest number of retirees are community nurses and ward nurses in welfare areas. In relative terms, the largest number of retirees over the next 10 years will be home service workers, reception personnel, healthcare centre nurses and mental health nurses.
13 detained at university demo
Thirteen demonstrators were detained by police Wednesday evening at a pro-Palestinian demonstration at the University of Helsinki, reports Iltalehti.
According to the police, a peaceful demonstration started at the university's main building at 3 pm. Notice of the demonstration was not given to the police before it started.
University authorities, who wanted to close the building at 8 pm, requested police assistance to clear the facility. A number of protesters moved to the university's nearby Porthania building to continue the demonstration. University officials also asked for police help in clearing that building.
Some of the protesters refused an order to leave and were carried out by police. Those detained may face charges of resisting the police and obstructing police in the execution of their duties.
Looking good for a white Christmas
Ilta-Sanomat tells readers that Finland may well see a white Christmas – at least most of the country.
Citing the Finnish Meteorological Institute, the paper announced that Tuesday was the first day that snow was officially registered at all of its weather stations nationwide.
This is unusual. The only earlier observation of snow cover at all measuring stations was on 25 November in 2010.
According to FMI meteorologist Jani Parviainen, with more cold temperatures in the forecast for December, the snow is not going anywhere anytime soon.
Current forecasts do, however, show a change in the weather during Christmas week may bring milder temperatures to the southern coast. According to Parviainen, central parts of the country and Lapland are better set to see a white Christmas than southern areas.
But those living in the south should not lose hope yet, writes Ilta-Sanomat - it all depends on how much snow will fall over the next few weeks.

I mean, I know how it happened:
Reagan won in two landslides and claimed his mandate was to “unleash the free market” (AKA deregulate corporate power).
Clinton immolated the DNC on the altar of Barry Goldwater and “end[ed] welfare as we know it” (AKA finished deregulating corporate power).
Bush 9/11ed away privacy, militarized civilian life, and emptied the treasury into the pockets of the military-industrial complex (AKA corporate power).
So corporate power now had all the money, no oversight, and a revolving door that essentially cast all political & government actors as either past, current or future employees.

They captured — purchased, essentially; after all, America is a business, right? — American government, but even that was not enough.
They wanted the world, so Bush snatched up a bunch of it for them, and all at the bargain price of… well, millions of lives, America's tenuous moral standing, faith in democracy, whatever trust in government remained after the 2000 election, yada, yada, yada…
And when the country was in danger of revolt over how badly Bush fucked things up, corporate power tapped Obama to get “the left” to STFU — “It’s a complex and difficult situation, but we’re looking forward and not back.” — and get back to work.
Unlike left-wing rage against Bush (like the Occupy movement), which chose to diffuse and dissolve rather than be captured by the DNC (AKA corporate power), right-wing rage at Bush was easily corralled into “alt-right” cadres like The Tea Party, which gave corporate power the impression they had them leashed.
But then Trump the TV Evangelist came along and gave the right an even more focused Daddy upon which to centralize their obeisance.
Just as Reagan had been a joke in 1976 but became President in 1980, Trump went from a punchline for Seth Meyers at the White House Correspondent's Dinner to the savior of White America.
And the DNC aided and abetted his campaign by putting the most smug and unlikable candidate since Mitt Romney up against him.
So despite his intentions, Trump actually won, got into office with no plan — again, he had no intention of actually winning — and in that power vacuum, all manner of fascist creeps came in.
But where Reagan’s creeps at least had some dim memory of the shared sacrifice of WW2 and the promises made, this generation had never known America before the Reagan Revolution. They had no concept of what “governing”, only “winning”; they only knew that “America is a business, and the purpose of a business is to get rich.”
And so, continuing the tradition of Reagan, Clinton and Bush, they put hard, focused, relentless labor into their evangel: excising all vestigial traces of The New Deal (AKA human decency) from government policy.
They claim to act on behalf of “godliness”, but their concept of God is not of a unifying love that bonds us all in common cause, but of a Daddy who must be obeyed on pain of eternal damnation.
And so of course the man-child at the center of this movement believes that laws and procedures are just red tape and inconveniences; that whatever stands between him and his immediate oral-stage gratification is a perversion of the natural order of the universe.
And so of course his millions of poorly-educated ( strategically and deliberately so; Reagan may have started the War on Education, but Bush and No Child Left Behind sure the fuck finished it, didn't they? ) followers begin chanting, “Daddy's right! Do what Daddy says! Saying no to Daddy makes Baby Jesus cry!”
And so of course the corporate assets who occupy the Supreme Court — when they’re not vacationing in their motor homes, amirite? — say, “Well, it’s a complex and difficult situation, but we’re looking forward and not back.”
And so of course here we are. The DNC has fully transmogrified into an entity right-wing enough to attract common cause from the type of Republicans whose policies created these conditions in the first place.
Liz Cheney and Ana Navarro are pro-Kamala. “Real Republicans” see voting Democrat as “the responsible choice.”
And if any on "The Left" are not also declaring common cause with the DNC — genocide, schmenocide, Democracy is at stake! — they are cast as unserious people who are aiding and abetting the enemy.
Just like Ralph Nader did in 2000 or, IDK, Jill Stein in 2016, by daring to run for President.
BTW — Ever notice how nobody cites Ross Perot in 1992 when they’re shitting on third-party candidates? When your guy wins, it’s a good thing, I guess. So much for “core values”.
Ah, well… It is what it is, right? We Gotta Do What We Gotta Do To Protect Democracy (2024)(2024).
