Thailand Visa for Canadian Citizens

IRCC Approves Manitoba’s request to extend work permits for some PNP candidates

Marc Miller Canada’s Immigration Minister has approved a request by the government of Manitoba to extend temporary resident status for some nominees identified in the province's Provincial Nominee Program (PNP).

Immigration Refugees and Citizenship Canada (IRCC) Updates ,All the  nominees have work permits that will be set to expire in 2024 and are those who are mainly Post Graduation Work Permit (PGWP) holders. Those individuals currently have applications in the pool for the Manitoba Skilled Worker Program, an immigration pathway aimed at filling key job vacancies within the province.

The province expects that “eligible foreign nationals will receive an official nomination from Manitoba and eventually become permanent residents” within two years.

Manitoba’s PNP

The province introduced the program in  1998, Manitoba became the first province in Canada to start a program called the Provincial Nominee Program (PNP). This program was created to bring in new people who might usually move to big cities like Toronto or Vancouver. Manitoba wanted to attract them to come and live in their province instead.

The idea of the Provincial Nominee Program (PNP) worked really well in Manitoba. It helped share the good things that come from immigration across the province. After seeing this success, all other provinces and territories in Canada, except for Quebec & Nunavut, decided to do the same thing. They wanted to bring in more people to help their communities grow too.

Data also shows that 10,000 people in Manitoba transitioned from worker status to permanent residents in 2023.

In January & March this year, the province issued 1,560 Expressions of Interest to Skilled Worker candidates leading to 1,478 approvals.

IRCC data shows that in 2022, 20% of all permanent resident admissions came through the PNP. Additionally, the Immigration Levels Plan  (Canada’s admissions targets for permanent residents each year) plans to welcome 110,000 new permanent residents by the end of 2024, and 120,000 per year in both 2025 and 2026.

Changes to temporary resident levels

This is unique in Canada’s immigration space & aligns with a previously announced priority for the year and in years to come. On March 21st this year, Minister Miller announced an intention to pursue more domestic draws to help transition temporary residents to permanent residents.

In another way, IRCC plans to work with newcomers already in Canada to help them become permanent residents, rather than increasing the previously uncapped number of temporary residents who arrive in Canada each year. In 2023 Canada had a temporary resident population exceeding 2.5 million people, or 6.2% of the total population.

In 2023, 157,000 people transitioned from temporary residents to permanent residents.

US Gains Greater Share of International Student Interest Amid Policy Changes in Competitor Destinations

For the first time in IDP Education’s Emerging Futures research, the US has emerged as the top-choice destination for surveyed international students, just ahead of Australia and the UK – and significantly ahead of Canada.

The Emerging Futures research programme was launched in March 2022 and now comprises five rounds of surveying of international students around the world. The latest survey went out in March 2024 to more than 11,500 prospective, applied (i.e., those who have submitted their study application), and current students from 117 countries.

The findings from the March 2024 wave suggest that more restrictive rules for international students now in effect in Australia, Canada, and the UK are weakening the competitive position of these destinations relative to the US. The IDP research found that many (54%) prospective and applied students are aware of the new policies in place in these countries and that a significant proportion (41%) of prospective students are reconsidering their study abroad plans as a result. More than a third of students (39%) said government policy updates have a high/very high impact on study abroad decisions.

While the US has always had strict immigration settings for international students and while it rejected a record high number of student visa applications in 2023, its policies have not been a focus of media attention to the degree that policies in the other three of the “Big Four” destinations have been over the past few months. Its competitive advantages (especially quality of education) and disadvantages (especially perceived safety) have remained constant, unlike those of its top competitors.

Canada’s brand has been the most shaken by new policies

Canada has dropped from first (tied with Australia) to fourth place as a preferred study destination in tandem with its two-year cap on issuing new study permits and more restrictive rules affecting international students. Along with the cap, the Canadian government has removed work rights for the partners of international students unless they are accompanying graduate-level students – a move that echoes a similar shift in the UK this year.

As the following chart illustrates, Canada’s position has fallen off by six percentage points since August 2023 (and by eight points compared with earlier surveys). By contrast, the US has gained five points since last year.

Simon Emmett, IDP Connect Chief Executive Officer, says:

“The growth in the US and emerging markets demonstrates that students remain committed to bringing their global study dreams to life but are sensitive to policy changes. The results are a reminder that governments in the UK, Australia and Canada need to provide clarity on international student policies in order to maintain the competitive advantage they have in this global industry.”

In 2024, the UK government stopped allowing family dependants to accompany international students (other than those accompanying research-oriented postgraduate students), and it is also currently reviewing the Graduate Route post-study work scheme (“to reduce opportunities for abuse”). Despite these developments, the UK retained its position as the second most preferred destination after the US in this wave of the Emerging Futures research. UK business schools, however, are reporting weaker non-EU enrolments this year, particularly at the postgraduate level.

Australia is in third place, descending from its previous number one spot (tied with Canada) and losing two percentage points since August 2023. Its reputation among international students is in some jeopardy as visa rejections have risen dramatically amidst tighter immigration settings (including a rigorous new “Genuine Student Test”).

US is benefitting from students rethinking previously preferred destinations

The US education brand is stable in contrast to so much upheaval and confusion around immigration settings in Australia, Canada, and the UK. Those competitor countries had prioritised a welcoming policy stance towards international students in 2023, and then quite abruptly reversed direction as migration levels climbed, supply of affordable housing declined, and media outlets seized on stories of students, agents, or institutions taking advantage of the immigration system. The US has thus not had to introduce a new source of competitive advantage to gain share of prospective student interest – it has only had to maintain the policies it already has in place.

Among students who are reconsidering where they will study, the US is claiming the most share (20%), but New Zealand, Ireland, and Germany are also attracting positive attention, as shown in the chart below.

Opportunities to work/immigrate significantly impact choice of destination

IDP asked students about what influences them when choosing a programme of study. The greatest influence was looking for programmes aligned with “subject of interest,” but a large proportion (43% average across all countries) of students said they would choose a programme based on “earning potential after graduation” – rising to more than half of students in the major markets of China (55%) and the Philippines (57%).

In addition, IDP researchers point out that students (especially Bangladeshis and Filipinos) are highly influenced by whether there is demand for jobs in a destination country – much more so than by skills shortages in their own country.  They note:

“This indicates students are looking at what opportunities are available after graduation even before they have started their international study programme. This links back to the important need to provide clarity on international student policies, such as post-study work, in order to maintain the competitive advantage they have in this global industry.”

Bangladeshi and Filipino students’ higher than average interest in jobs in a destination country also suggests that Bangladesh and the Philippines are markets in which demand is particularly linked to immigration-related policies affecting the ability of international students to work during/after their study programme.

Students will go where they are welcome and able to pursue career goals

The IDP research underlines that most international students are well aware of what a destination does and does not offer them. They pay close attention to visa regulations and any policy changes that affect their ability to work and or emigrate to a host country. Study abroad is a massive investment, and naturally students will do all they can to make sure it pays off.

IDP researchers note that Australia, Canada, and the UK all lost ground in the most recent survey in terms of perceived quality of education. This is a significant finding given that all three countries now also have a weaker competitive offer in other areas such as dependants’ right to work (Canada and the UK) and ease of getting a visa (Australia and Canada).

The IDP research report concludes:

“International students are chasing lifechanging goals. They will adjust their destinations if they feel they will be more welcomed and receive a higher quality of education in another destination.”

Australian Prime Minister, Anthony Albanese, had said that migration numbers needed to be brought down, and the present system was dubbed as “broken”. Net immigration to Australia had peaked to 510,000 in 2022-2023. The Australian government released its ‘migration strategy’. Some of the important changes which will have a bearing on international students are; first, international students will require higher International English Language Testing Schemes (IELTS) scores for student and temporary graduate visas, greater scrutiny of certain applications, and significant changes in the temporary work visa.

Australia, UK, Canada Move to Stem International Student Intake

Australia, Canada and the United Kingdom experienced a boom in overseas students after the pandemic which has led them to tighten policy, mainly to reduce record levels of net migration.

But their approaches to student policy tightening have been quite different.

The booms were due to very similar factors:

International education providers desperate to recover their finances after the restrictions in recruiting new students during COVID;

COVID era policy settings that sought to retain students who were already in the country and attract more students once borders opened up;

Massive economic and budget stimulus during COVID led to unprecedented labour shortages as these nations opened their borders after COVID.

United Kingdom's poor policy

UK student visa grants reached nearly 490,000 in 2022, an 81% increase over pre-pandemic levels and a 29% increase on the previous year. Lobby group Universities UK issued a report celebrating a massive net economic contribution from overseas students.  

The boom in students, including student dependents, led to a rapid increase in net migration to the UK to 745,000 in 2022, setting off panic in the UK Government and tightening of immigration policy. As a result, net migration for the 12 months to June 2023 fell to 672,000.

In May of 2023, former Home Secretary Suella Braverman announced that only international postgrad students on research courses would be allowed to bring family members with them.

In the 12 months before June 2019, dependants accounted for 6% of non-EU student immigration. That rose to 25% in June 2023. In the 12 months to June 2019, dependants accounted for 37% of non-EU work immigration, rising to 48% in June 2023.

The new rule came into force from January 2024. But the signals from the UK Government set off a rapid decline in overseas students to the UK. For the academic year starting January 2024:

Overall deposit payments to UK education providers are down 52% compared to January 2023.

Confirmation of acceptance for studies is down 64%.

Visa issuance is down 71%.

The surge in overseas students in 2021 and 2022 and then the rapid decline is putting many UK universities into severe financial stress. A poor policy outcome.

Moreover, the UK approach is not about attracting the brightest and best students (apart from those doing post-graduate research degrees) but attracting those who don’t have dependents or are prepared to be separated from their dependents. Yet again, poor policy.

Canada's missteps

After a 17% decline in study permits in 2020 to 528,190, there was an increase in 2021 to 621,565 and to 807,150 in 2022. It is likely to have increased further in 2023.

On 24 January 2024, the Canadian Minister for Immigration, Refugees and Citizenship said:

The integrity of the international student system has been threatened. Some institutions have significantly increased their intakes to drive revenues, and more students have been arriving in Canada without the proper supports they need to succeed. Rapid increases in the number of international students arriving in Canada also puts pressure on housing, health care and other services. As we work to better protect international students from bad actors and support sustainable population growth in Canada, the government is moving forward with measures to stabilise the number of international students in Canada.

After re-imposing restricted work rights, the Minister also announced:

Canada will set an intake cap on international student permit applications to stabilise new growth for a period of two years. For 2024, the cap is expected to result in approximately 360,000 approved study permits, a decrease of 35% from 2023. In the spirit of fairness, individual provincial and territorial caps have been established, weighted by population, which will result in much more significant decreases in provinces where the international student population has seen the most unsustainable growth. Study permit renewals will not be impacted. Those pursuing master’s and doctoral degrees, and elementary and secondary education are not included in the cap. Current study permit holders will not be affected.

In essence, the Government of Canada has dumped the complex and controversial role of determining study permit allocations to individual education providers to the provinces and territories. They will each need to develop a process for doing this by the end of March 2024.

This process if to be in place for two years during which the Canadian Government will:

Continue to work with provinces and territories, designated learning institutions and national education stakeholders on developing a sustainable path forward for international students, including finalizing a recognized institution framework, determining long-term sustainable levels of international students and ensuring post-secondary institutions are able to provide adequate levels of student housing.

The problem with this temporary approach will become manifest very soon as each province and territory rushes to come up with its own process for prioritising education providers and students leading to mass confusion in the market.

If the Federal Government is concerned there are "bad actors" in the system, it should be targeting those for policy and/or prosecutorial action rather than leaving this to the provinces/territories. This approach will inevitably lead to these "bad actors" targeting the provinces and territories with the weakest processes. It will also lead to a system where poorly performing students may have just as much chance of receiving a study permit as high-performing students, hardly a case of trying to attract the brightest and best.

Australia’s approach

Compared to the dramatic approaches taken in the UK and Canada, the Australian Government has taken a much more gradual approach introducing a range of student policy tightening in the second half of 2023. While these measures generally have merit, they have to date had little impact in slowing the rate of offshore student visa applications which continued to set all-time records to November 2023.

To slow the rate of student arrivals, the Government has cranked up student visa refusals using highly subjective criteria. In 2023-24, Australia will set a record in the number of students refused a visa, particularly in the October-December period of 2023. But very high rates of visa refusals are usually an indicator of poor visa design and excessive use of subjective criteria. The approach is unsustainable in the longer term as it wastes the resources of applicants, education providers and visa processing operations.

Moreover, the risk is that if the rate of refusals is not high enough and net migration does not fall as forecast, the Government will be under pressure to take more panicked measures such as a student visa cap.

The Government needs urgently to go back to the drawing board and come up with objective criteria that will both reduce the volume of student visa applications while encouraging the highest performing students.

According to this new analysis, Canada's official estimate of the number of temporary or non-permanent inhabitants it uses for planning purposes is one million lower than the actual population of the country.
