While China and Russia solidify their economic and political alliance, the U.S. is missing an historic chance to join a multilateral world, clinging instead to military empire, argues Pepe Escobar.

We should know by now that the heart of the 21stCentury Great Game is the myriad layers of the battle between the United States and the partnership of Russia and China.

Even the U.S. National Defense Strategy says so: “The central challenge to U.S. prosperity and security is the reemergence of long-term, strategic competition by … revisionist powers.” The recently published assessment on U.S. defense implications of China’s global expansion says so too.

The clash will frame the emergence of a possibly new, post-ideological, strategic world order amidst an extremely volatile unpredictability in which peace is war and an accident may spark a nuclear confrontation.

The U.S. vs. Russia and China will keep challenging the West’s obsession in deriding “illiberalism,” a fearful, rhetorical exercise that equates Russian democracy with China’s one party rule, Iran’s demo-theocracy and Turkey’s neo-Ottoman revival.

It’s immaterial that Russia’s economy is one-tenth of China’s. From boosting trade that bypasses the U.S. dollar, to increasing joint military exercises, the Russia-China symbiosis is poised to advance beyond political and ideological affinities.

The long game indicates Russia and China will break down language and cultural barriers to lead Eurasian integration against American economic hegemony backed by military might.

One could say the Eurasian century is already upon us. The era of the West shaping the world at will (a mere blip of history) is already over. This is despite Western elite denials and fulminations against the so-called “morally reprehensible,” “forces of instability” and “existential threats.”

Standard Chartered, the British financial services company, using a mix of purchasing power exchange rates and GDP growth, has projected that the top five economies in 2030 will be China, the U.S., India, Japan and Russia. These will be followed by Germany, Indonesia, Brazil, Turkey and the UK. Asia will extend its middle class as they are slowly killed off across the West.

Hop on the Trans-Eurasia Express

A case can be made that Beijing’s elites are fascinated at how Russia, in less than two decades, has returned to semi-superpower status after the devastation of the Yeltsin years.

That happened to a large extent due to science and technology. The most graphic example is the unmatched, state-of-the-art weaponry unveiled by President Vladimir Putin in his March 1, 2018 speech.

In practice, Russia and China will be advancing the alignment of China’s New Silk Roads, or Belt and Road Initiative (BRI), with Russia’s Eurasia Economic Union (EAEU).

Imagine cargo transiting from all over India to the Iranian port of Bandar Abbas, then overland to Bandar Anzali, an Iranian port on the Caspian Sea, and then on to the Russian southern port of Astrakhan, and after that to Europe by rail. From New Delhi’s point of view, that means shipping costs reduced by up to 40 percent, and Mumbai-to-Moscow in only 20 days.

Down the line, INSTC will merge with BRI – as in Chinese-led corridors linked with the India-Iran-Russia route into a global transport network.

This is happening just as Japan is looking at the Trans-Siberian Railway – which will be upgraded throughout the next decade – to improve its connections with Russia, China and the Koreas. Japan is now a top investor in Russia and at the same time very much interested in a Korea peace deal. That would free Tokyo from massive defense spending conditioned by Washington’s rules. The EAEU free trade agreements with ASEAN can be added to that.

Especially over these past four years, Russia has also learned how to attract Chinese investment and wealth, aware that Beijing’s system mass-produces virtually everything and knows how to market it globally, while Moscow needs to fight every block in the book dreamed up by Washington.

While Washington remains a bipartisan prisoner to the Russophobic Platonic cave – where Cold War shadows on the wall are taken as reality – MAGA is missing the train to Eurasia.

Trump, in his non-strategic, shambolic way, proposed at least in theory the return to a social contract in the U.S. MAGA in theory would translate into jobs, opportunities for small businesses, low taxes and no more foreign wars.

It’s nostalgia for the 1950s and 60s before the Vietnam quagmire and before “Made in the USA” was slowly and deliberately dismantled. What’s left are tens of trillions of national debt; a quadrillion in derivatives; the Deep State running amok; and a lot of pumped up fear of evil Russians, devious Chinese, Persian mullahs, the troika of tyranny, the Belt and Road, Huawei, and illegal aliens.

More than a Hobbesian “war of all against all” or carping about the “Western rules-based system” being under attack, the fear is actually of the strategic challenge posed by Russia and China, which seeks a return to rule by international law.

MAGA would thrive if hitched to a ride on the Eurasia integration train: more jobs and more business opportunities instead of more foreign wars. Yet MAGA won’t happen – to a large extent because what really makes Trump tick is his policy of energy dominance to decisively interfere with Russia and China’s development.

The Pentagon and the “intel community” pushed the Trump administration to go after Huawei, branded as a nest of spies, while pressuring key allies Germany, Japan and Italy to follow. Germany and Japan permit the U.S. to control the key nodes in the extremities of Eurasia. Italy is essentially a large NATO base.

The U.S. Department of Justice requested the extradition of Huawei CFO Meng Wanzhou from Canada last Tuesday, adding a notch to the Trump administration’s geopolitical tactic of “blunt force trauma.”

Add to it that Huawei – based in Shenzhen and owned by its workers as shareholders – is killing Apple across Asia and in most latitudes across the Global South. The real the battle is over 5G, in which China aims to upstage the U.S., while upgrading capacity and production quality.

The digital economy in China is already larger than the GDP of France or the UK. It’s based on the BATX companies (Baidu, Alibaba, Tencent, Xiaomi), Didi (the Chinese Uber), e-commerce giant JD.com and Huawei. Compare it to U.S. wars – as in Iraq and Libya – where dams, railways and bridges are destroyed.

Russian diplomacy is all but winning the New Cold War — as diagnosed by Prof. Stephen Cohen in his latest book, War with Russia: From Putin and Ukraine to Trump and Russiagate.

Moscow mixes serious warnings with diverse strategies, such as resurrecting the South Stream gas pipeline to supply Europe as an extension of Turk Stream after the Trump administration also furiously opposed the Nord Stream 2 pipeline with sanctions on Russia. Meanwhile, Moscow ramps up energy exports to China.

The advance of the Belt and Road Initiative is linked to Russian security and energy exports, including the Northern Sea Route, as an alternative future transportation corridor to Central Asia. Russia emerges then as the top security guarantee for Eurasian trade and economic integration.

Last month in Moscow, I discussed Greater Eurasia– by now established as the overarching concept of Russian foreign policy – with top Russian analysts. They told me Putin is on board. He referred to Eurasia recently as “not a chessboard or a geopolitical playground, but our peaceful and prosperous home.”

Needless to say, U.S. think tanks dismiss the idea as “abortive”. They ignore Prof. Sergey Karaganov, who as early as mid-2017 was arguing that Greater Eurasia could serve as a platform for “a trilateral dialogue on global problems and international strategic stability between Russia, the United States and China.”

As much as the Beltway may refuse it, “The center of gravity of global trade is now shifting from the high seas toward the vast continental interior of Eurasia.”

Beijing Skirts the Dollar

Beijing is realizing it can’t meet its geo-economic goals on energy, security, and trade without bypassing the U.S. dollar.

Even as China, in 2018, was the single largest contributor to global GDP growth, at 27.2 percent, the yuan still only accounts for 1 percent of international payments, and 1.8 per cent of all reserve assets held by central banks.

Russians and allies) from coming together; most of all prevent the emergence of a hostile coalition (as in today’s Russia-China alliance) capable of challenging U.S. hegemony; and submit Germany, Russia, Japan, Iran, and China to permanent Divide and Rule.

Thus the despair of the current National Security Strategy, forecasting China displacing the United States “to achieve global preeminence in the future,” through BRI’s supra-continental reach.

The “policy” to counteract such “threats” is sanctions, sanctions, and more unilateral sanctions, coupled with an inflation of absurd notions peddled across the Beltway – such as that Russia is aiding and abetting the re-conquest of the Arab world by Persia. Also that Beijing will ditch the “paper tiger” “Made in China 2025” plan for its major upgrade in global, high-tech manufacturing just because Trump hates it.

Federal Updates Including CERB and CEWS

The Federal Government has now announced the continuation of the closing of the border with the United States for non-essential travel through to July 21. This is reciprocal, and could potentially be extended even further. This will obviously have a dramatic impact on Canada’s short summer tourism season.

The Prime Minister has also stated that CERB payments of $2,000 every four weeks for qualified applicants will be extended for a further eight weeks beyond its present end date of 16 weeks from March 15 to a total now of 24 weeks.

The basic criteria are persons who have stopped working because of COVID-19 or were eligible for EI regular payments or sickness benefits, which have been used in full. Full details of other qualifiers appear at this link.

Canada has also announced a program for assistance to employers with commercial lease payments in the form of forgivable loans. The tenant must pay 25% of the usual rent for the months of April, May and June. The program allows Ontario and Canada to equally share 50% of the rental payment and that the landlord prepare to accept a discount of 25%. This program was announced June 5 and is retroactive to April 1.

The usual rental payment must cap at $50,000 a month and the tenant must show a COVID related loss in income of 70%. The application must be submitted by August 31.

Canada has also extended the Canada Emergency Wage Subsidy, which was originally intended to run from March 15 to June 6. It has now been extended to August 29 and further, will apply not only to returning and present employees, but also newly hired workers. There are other revisions the basic gist of which are to make the subsidy more widely applicable. The grant remains set at 75% of the weekly wage to a cap of $847 per week.

Federal & Provincial Sick Leave

Ontario law does not mandate paid sick days. This was so at one time but reversed by the Ford Government. Some companies provide paid sick leave as an employment benefit but there is no provincial requirement to do so. Federal employees are allowed three paid sick days per year. Three months of consecutive employment is required in order to qualify.

At the present time, Canada has allowed EI to be paid without the one week waiting period for persons who are ill due to the coronavirus. There is no need for a medical note. The maximum EI now is $573 per week, which is based on 60% of the insured income of $54,200 cap.

The Federal Government is now in discussions with the provinces to mandate a paid 10-day sick leave at full salary across the country. Manitoba, B.C. and the Yukon have committed to this proposal.

The intent of the plan is to allow employees greater freedom not to report to work when they are showing symptoms of illness, as currently those who cannot afford to take an unpaid day may be reluctant to do so. No doubt there may be some abuse but the greater good is the evident goal.

It is not clear if this program will be funded by the government, and at which level, or be mandated to be an employer-provided benefit. Stay tuned to this page for further developments.

Ontario Broadens Phase 2 Openings

As certain parts of Ontario now enter Phase 2, some of which took effect on June 12 and others commencing on Friday, June 19, the province has published a series of guidance notes for specific industries. Although these are benignly referenced by this title, they have the impact of imposing legal obligations on employers and create personal liability for the relevant manager.

Workers who believe that the workplace is unsafe have been provided with a call centre number (1-877-202-0008) which will likely recite the procedure under the Workplace Safety & Insurance Act, as discussed previously.

The areas of the province which remain excluded from Phase 2 include Toronto, Peel and Windsor-Essex. This is based on the data of new active cases and strain on medical facilities. This will likely change soon.

Keep in mind that school closings presently extend to June 30. This is important as the need to attend to child care allows now for employment protection. Once this is eliminated, presumably to be co-ordinated with child care centres being opened, the law will likely remove this as a job protection.

Phase 2 businesses allowed to open include outdoor dine-in services at restaurants and bars; barber and beauty shops; shopping malls under certain restrictions; tour and guide services; swimming pools; beach access and campgrounds; training facilities for outdoor team sports; drive-in theatres; film and television studios and weddings and funerals to a maximum of 50 people, provided the venue is at less than 30% capacity.

The availability of testing centres is ever-expanding. For employers and employees with such concerns, this link will show the closest free assessment centre. Many employers may consider the requirement of regular testing as a condition of a return to employment. Presently the technology does not allow for immediate results, which are particularly important for asymptomatic workers.

TORONTO — The novel coronavirus pandemic is hitting long-term care homes in Canada disproportionately harder than in other countries that make such data readily available, according to new research.

A report released Sunday by the International Long-Term Care Policy Network (ILTCPN) found that those who live in long-term care homes comprise 62 per cent of Canada’s COVID-19-related deaths – the highest share in any of the 13 countries it studied. The report does not include the U.S., the U.K. or Italy, where researchers said deaths are not broken down in this way in public data, but does include the hard-hit nations of Germany and France.

Other indicators, however, suggest the ILTCPN report may only be capturing part of the crisis playing out at Canadian senior care facilities. The Public Health Agency of Canada said Tuesday that COVID-19 outbreaks at long-term care homes are responsible for 82 per cent of coronavirus-related deaths in Canada.

“We’re seeing that the real epicentre of this epidemic has been long-term care homes across the country,” Dr. Samir Sinha, director of geriatrics at Mount Sinai Hospital in Toronto, told CTV’s Your Morning on Wednesday.

WHY ARE THEY MORE VULNERABLE?

Long-term care homes are particularly susceptible to viral diseases for plenty of obvious reasons, including that their elderly residents are more likely to be immunocompromised and extra-vulnerable to viruses.

Federal statistics back that up, showing that those 60 years of age or older make up 36 per cent of Canada’s total COVID-19 caseload, but 67 per cent of all hospitalizations and 95 per cent of all deaths.

Beyond that, though, keeping a large number of people in a confined space creates conditions that make it easier for a virus to thrive.

But that’s true all over the world, so what explains the Canadian numbers?

One explanation actually reflects well on Canada’s overall handling of the pandemic. Having the highest rate of COVID-19 cases in long-term care homes means we have the lowest rate of cases outside those facilities – though that makes the relatively high rates in long-term care homes stand out even more.

“Even the little community transmission we’ve had has been able to get in and spread around and spread between homes,” Sinha said.

“That’s where the tragedy really lies for Canada.”

Sinha’s explanation for how COVID-19 could be so destructive in long-term care homes while the rest of the country has avoided such a severe hit echoes that of many others who have closely studied the issue. He said Canada’s senior-care sector has long struggled with underfunding and neglect, leading to consequences that include workers being employed at multiple homes and frequently moving between them, making it easier to spread a virus from one facility to another.

Additionally, he said, those employed by long-term care homes are often paid significantly less than they would be to perform the same functions at hospitals, and may not receive benefits or paid sick days – meaning they may be less likely to stay away from work even when they feel sick.

‘A GAME OF CATCH-UP’

Neglect of long-term care homes is a concern across the country, but the impact COVID-19 is having at seniors’ residences varies considerably in different parts of Canada.

According to the National Institute of Ageing at Ryerson University in Toronto, more than 80 per cent of COVID-19 deaths in Ontario can be linked to long-term care homes. Quebec has a similar figure, and 35 of the 41 deaths in Nova Scotia are connected to one long-term care home in Halifax. Death tolls in long-term care homes in all three provinces are rising, even as the curve seems to be flattening outside the homes.

Ontario and Quebec have even called in the military to help bolster the ranks of front-line workers in their hardest-hit long-term care homes.

On the other side of the country, though, long-term care homes seem to have been somewhat spared. In B.C., there had been 74 deaths linked to such facilities as of Tuesday – still a high proportion of the total deaths, but nowhere near as many per capita as in the Eastern provinces.

B.C. was the site of the first declared COVID-19 outbreak at a long-term care home in Canada, on March 5, and the first death linked to a long-term care home, on March 8. After that, Sinha said, the province moved fast to protect those living and working in long-term care homes long before COVID-19 took hold elsewhere in the country.

“They actually were the most decisive and quick to act,” he said, noting that requirements for caregivers to wear surgical masks and prohibitions on working at multiple homes went into effect in B.C. in March.

Ontario and Quebec were slower to take similar actions, Sinha said, and Nova Scotia was slower still.

“Those provinces are all playing a game of catch-up,” he said.

“This is a tricky virus that we need to take seriously. We can’t take half-measures when we’re trying to fight COVID-19.”

What Are The Challenges Facing Coffee Farm Workers?

Coffee farm workers are the backbone of coffee production and the coffee industry at large. Without the presence of these highly skilled workers, producers would not be able to harvest their crops, and the rest of the supply chain wouldn’t be able to access the green coffee beans the world relies on for its coffee supply.

Both full-time farm workers and seasonal coffee pickers or cutters (referred to as corteros or cortadores in Spanish-speaking Latin America) face several specific challenges that can keep them from doing their work – or are resulting in them leaving the job entirely for better employment options.

Here are some of the challenges being faced by coffee farm workers in Central and South American countries and where a possible solution to the problem could be found.

Getting to Know Coffee Farm Workers

Several decades ago, Brazil relied on slave and immigrant labour to pick coffee, while in other countries, workers had their lands expropriated by wealthier farmers, forcing them to work on the land they used to own in exchange for wages. In countries like Costa Rica which are characterised by small family farms, farmers often agreed to help each other out by harvesting each other’s fields during harvests.

Currently, farmworkers are less exploited but still face significant challenges. They’re often migrants who work in their own countries or travel to surrounding ones to harvest coffee or any other crops requiring picking – and are paid volume or weight. Their role is the most labour intensive and time-consuming in the coffee supply chain and isn’t easily replaceable.

Knowing when to pick a ripe cherry comes from years of experience, and as coffee rarely ripens uniformly, hand-harvesting is the only way to ensure only ripe fruit is picked. This usually occurs over a short time period and must be done without delay to prevent coffee spoilage. Many farms are on rough terrain or at heights that make mechanisation impossible, and climates are becoming increasingly unpredictable. This means a single coffee farm might have several different harvest areas, resulting in more complex picking being required.

For specialty coffee producers, farm workers play an essential role in ensuring only the best coffee is harvested, which can dramatically impact how much they receive for a certain lot. Luis Toruño Montes operates La Finca Coffee, an importer and exporter of Nicaraguan specialty coffee, based in Canada. He says, “They’re] fundamental in the industry. A picker with experience and who is well trained is the first quality control in the chain.”

The labour required to pick ripe cherries (as well as weed and prune trees) can account for up to 60 percent of a farm’s production costs. This is a challenge for producers to deal with and can negatively impact their profits. Despite this, little exploration has been undertaken on how high costs and other factors impact those responsible for the labour itself.

Specific Challenges Facing Coffee Farm Workers

While many coffee farms have made strides to improve how farmworkers are paid, many corteros still encounter other several issues when working on certain farms, whether they do so seasonally or full time. Here are a few of the challenges they face.

A Lack of Contracts

Contracts are critical for farmworkers. In 2016, independent investigative researchers Danwatch released a report concerning the conditions faced by coffee workers in Brazil. While the report’s findings have been questioned by many in the coffee industry, it has illuminated the fact that contracts are a pressing issue facing farmworkers. The report alleges that almost half of all coffee harvesters in the largest coffee producing country on earth work without contracts.

In Brazil, the law dictates that all farmworkers must be registered in order to access social benefits that will protect them when they fall ill, lose their jobs, or retire. However, many workers are offered higher wages to forgo this registration, as it requires employers to set aside funds for insurance. This problem takes place in other producing countries too, with a lack of formality in employment cited as one of the reasons why Colombian producers have struggled to find workers to harvest coffee in the past.

Low Wages

While farmworkers might account for the majority of costs incurred by farmers during production, this does not mean that they’re paid in line with their efforts. Producers are often living close to poverty themselves, which makes paying workers a fair wage challenging. In Honduras, coffee pickers often get paid several dollars below the minimum wage set by the Honduran Labour Ministry. Workers in countries like Guatemala face similarly low figures.

It’s an issue that many producers acknowledge – but one they can’t solve alone. Santiago Patiño C is a producer on Finca El Ocaso, a coffee farm in Colombia – in addition to being 2018’s Colombian Roaster Champion. He believes that to raise the price paid to pickers per kilogram, subsidies must be provided by the National Federation of Coffee Growers of Colombia to pay pickers. If this doesn’t happen, he says, “In about ten years, Colombia won’t have any pickers on the field”.

Hard & Sometimes Dangerous Work

As previously mentioned, the majority of coffee pickers are paid according to the volume of coffee cherries they can harvest each day. This means that for many, working hours only stop when a certain volume of cherries have been picked – which could take several hours. This can negatively impact producers as the desperation to harvest a suitable amount can lead some workers to pick unripe or unsuitable beans, lowering the overall quality of a lot.

In addition to the long hours required from it, coffee picking also isn’t an easy job. Spending hours in the sun can lead to exhaustion and increase workers’ risk of developing skin cancer, and the repetitive movements required to pluck cherries from branches can lead to muscle sprain and strain. In addition to this, a lack of protective equipment or cutting tools can also lead to cuts and abrasions. These collective conditions (as well as other challenges they face) can lead to significant amounts of stress amongst workers.

Seasonal Work & Constant Migration

Coffee isn’t a perennial crop in many countries, which means that work is only available during harvest seasons, which usually only last for a few months at a time and can differ due to changes in rainfall, altitude, and temperature. This can lead to producers and workers experiencing thin months, where income is scarce. For this reason, many farmworkers are constantly travelling from farm to farm, following coffee harvests as they occur.

Poor Work & Housing Conditions

Seasonal workers are usually provided with housing as they travel from farm to farm, to ensure they’re close to the working site. However, these housing conditions are often overcrowded, with several families forced to share a single space, and little protection provided against extreme weather conditions. Many lack access to clean drinking water and live without adequate sewage and waste removal. These conditions can encourage the spread of water and airborne diseases too.

Some workers will face dangerous working conditions in addition to this. One example is the use of pesticides like glyphosate and terbufos on coffee plants, which helps to protect coffee plants from pests and insects – but is also illegal due to being harmful to humans. Many workers are tasked with applying these chemicals without personal protective equipment or use inadequate substitutes such as plastic bags or handkerchiefs. This can lead to pesticide poisoning and in some cases birth defects and increased cancer risk.

Cesar Samaniego Minaya works on Finca San Francisco, a coffee farm in Peru. He says, “The best coffee depends on the selective harvest of cherries in its optimal moment of ripeness. To achieve that, pickers have to be skilful, trained and… aware of the impact of their job on the coffee’s quality… this depends on the farm [and how it] engages them and recognises the value they provide… And this is achieved with farms that offer good working conditions and meals, a good working environment, easy payment terms, and flexibility so our pickers are happy when they carry out their task.”

For this to take place, producers will need to receive a higher income. And for producers to earn a higher outcome, people will need to be willing to pay more for coffee. This will require a collective effort from roasters and buyers, but a future of productive coffee farms and workers will be more than worth it.

Disability Insurance Guide

Here is a guide I put together for my clients to help in understanding and purchasing disability insurance. If you would like an individual quote for disability insurance using your information, please fill out and submit the short form here.

Disability Insurance is referred to as a Living Benefit policy because it is something that is paid to the owner, instead of to a beneficiary. It is there to help both you and your family in case of disability. This insurance may be the most important insurance there is. There are two reasons why it is so important.

Guide to understanding and purchasing disability insurance policies.

1. Your Health is your Wealth. The most valuable asset most of us own is our ability to earn an income. Just about every asset we have or will acquire comes from paying for it out of our income. This includes homes, cars, rental properties, investment properties, savings, businesses, vacation properties and more. So does it make more sense to insure the source of all the assets, or the assets themselves? Your ability to earn an income is the goose that lays the golden eggs. Better protect the goose.

2. You are very likely to have a disability. According to the Social Security Administration, a 20-year-old in 2011 had a 30 percent chance of being disabled for at least six months before retirement. Other sites quote somewhat different but similar statistics. That is a scary thought. How long could you go without a paycheck? What if the disability is for years or is permanent? In comparison the odds of a home burning down for which we buy fire insurance is about .08 percent, or less than 1 in one thousand. Disability insurance is a fairly complicated product. That is because it is designed to cover a wide group of people that have different levels of risk in their jobs, and different needs as to what is important to them.

Disability Insurance is Issued using a Grid

Disability insurance companies realize that some workers are much more likely to get injured or sick than others. So it costs them much more to insure some workers than others. An example of an expensive to insure person would be an oil worker actively working on a rig. A less expensive person to insure would be an office worker who is not exposed to hazards like dangerous chemicals, physically working with large machinery and working at great heights. So what? Well, where you fall on the grid is important because it determines not only how expensive your coverage will be, but what benefits are available. There is a huge difference as will be explained below. Also there can be some wiggle room to bump up one place on the grid if you know what the underwriting is looking for, and present your case in the best light.

Important Aspects of a Disability Policy

These are the components of a disability policy bought from an insurance company.

Monthly Amount of Coverage

This is the maximum amount of dollars that a disability policy will pay when you have a qualifying disability. You can’t buy any amount of disability insurance you want as the insurance companies do not want people to be over insured. The maximum amount you can buy is generally about 60% of your current income. However one thing to keep in mind is that when one receives a disability benefit, it is paid tax free. You do not have to pay income tax on disability payments.

Type of Premium

Premiums can be adjustable or guaranteed not to change or increase. Adjustable premiums can change based on interest rates or the amount of claims received. Obviously it is much more valuable to have guaranteed premiums, please check what type of premiums your policy will have.

Definition of Disability

The first and least desirable definition is generally referred to as “any occupation.” This definition states that you are considered disabled if because of a disability, there is no occupation you can do, taking into account your education and experience. So if you are disabled in your occupation, but the insurance company believes you would still be suitable to do another occupation, they do not have to pay you. It would not matter if that other occupation is not actually looking for employees, or not available in your area. This is the type of insurance many people have if they have group insurance at work.

The next definition is referred to as “regular occupation.” This is a much better definition of disability that states that if you cannot due your regular occupation because of a disability, it is your choice whether or not you choose to work in a different occupation you might be able to do. This puts much more control into the hands of the disabled person.

The third definition is better yet, but available only to experienced specialists in their field. It is “own occupation” and states that if you are disabled from your occupation, you can choose to work in any other occupation, and still receive your benefits.

Maximum Payout Period

You can purchase disability policies that pay benefits for 2, 3, 5 or 10 years, to your age 65, and sometimes even lifetime benefits. The advantage of policies that pay for shorter benefit periods is that they are cheaper. However if you have a permanent disability, the policies with shorter payouts are not going to do one much good when the benefits expire, but there is still a loss of income. Age 65 coverage is the best. Lifetime coverage is also good, but not generally available anymore, and very expensive.

Elimination Period

The elimination period is how many days one has to be disabled before the benefits start. Common periods are 30, 60, 90 and 120 days. Longer elimination periods like one or two years are also available for special circumstances. Think of the elimination period like the deductible on your house insurance policy, the larger the deductible, the cheaper the insurance. Many of my clients choose 90 days as the best option for covering the loss of disability at the most affordable premium. If you choose a 90 day wait that does not mean you receive a disability check on day 91. On day 91 you may be owed one day of disability benefits, but the cheques are sent monthly. Realistically you would be getting the first check sometime after day 120. So choose an elimination period you can live with.

Partial and Residual Benefits

Most Disabilities are partial or residual disabilities, as opposed to total disability but you are still at work, or you can do all of your duties, but not on a full time basis because of the disability. Partial disability and residual benefits cover these situations. These options may be built into the policy, or available as an additional paid benefit. Partial disability riders are the simpler of these two options. If you can show that you cannot do one or more of your regular duties, or work more than half time, you will get ½ of the monthly benefit you purchased for up to 6 months, 12 months or 24 months depending on the rider. Residual benefits are a better solution that pay what percent of income you have lost based on your disability. This benefit usually pays for the same length as the benefit period. So a policy to age 65 would be able to pay residual benefits to age 65. As an example, let’s assume one has a monthly benefit of $5,000 and a disability that causes one to lose 60% of one’s income.

Integration with other Disability Benefits One May Have

Many, but not all disability policies have integration with other types of insurance. Benefits can be reduced by insurance your receive from other sources such as workers compensation, driving insurance and group insurance. The reason for the integration is to avoid over insurance. I prefer policies that have little or no integration.

Other Important Optional Benefits

Cost of Living

This is an option that my clients have included on just about every disability policy I have put in force. It indexes you benefit to account for inflation. If you had a permanent disability and a $5,000 per month benefit, you would receive that same payment each year regardless of inflation. With the cost of living benefit the payment will increase each year based on a formula tied to the inflation index. This means you will not be living on a fixed income.

Future Income Options

This is another very important option. It protects your future insurability by giving you the right to buy more protection in the future regardless of your future insurability. The only thing you have to show is that you have enough income to justify the increase. As an example, when I was selling disability policies over 25 years ago, some policies where as small as $1,000 per month of benefit. Today very few people would think that is a reasonable amount of coverage, but if you lost your insurability and did not have future income options, you would be stuck at that coverage amount for the rest of your working life.

There are still more definitions and options to consider such as the definition of income, presumptive disability, resumption of disability, survivor benefits, reduced elimination period if hospital confined and others. I have covered that areas that I feel are most crucial to most situations.
