Our priority is development, not vote bank politics, says Prime Minister Narendra Modi in Karnataka.
With the objective of providing safe and adequate drinking water to every household, PM Modi laid the foundation stone for Yadgiri multi-village drinking water supply scheme, under the Jal Jeevan Mission.
Tumblr media
"Political parties that were previously the government, encouraged vote bank politics rather than working for and investing in roads, electricity and water infrastructure. They hindered all schemes in vote bank politics. Our priority is development and not vote bank politics," said Prime Minister Narendra Modi, during the launch of various development projects in Karnataka.
On Thursday, PM Modi laid the foundation stone and inaugurated a slew of projects with regards to the development of irrigation, drinking water, and a National Highway in the Kodekal district of Karnataka.
Karnataka Governor Thaawarchand Gehlot, Chief Minister Basavaraj Bommai, Union Minister of State for Chemicals and Fertilisers Bhagwanth Khuba, and several other ministers from the state cabinet, legislators and officials were also present at the inauguration event.
With the objective of providing safe and adequate drinking water to every household, PM Modi laid the foundation stone for Yadgiri multi-village drinking water supply scheme, under the Jal Jeevan Mission.
A water treatment plant of 117 MLD will also be constructed under the scheme.
PM Modi further stated that the Jal Jeevan Mission started 3.5 years ago, and out of 18 crore rural households, only 3 crore had a tap water connection. Today, about 11 crore rural families in the country are getting tap water.
The Yadgiri district project, which has an estimated cost of more than Rs 2,050 crore, will provide potable water to around 2.3 lakh households across more than 700 rural settlements and three towns.
We brought development & good governance in those districts that were announced backward by the previous governments, added PM Modi. Read More on..

Mr. Dreeshen: In saying that, though, one thing that is still disappointing is that the members opposite do take this opportunity to actually attack other aspects of our government. I wish they would focus on the importance of irrigation and Bill 54 itself.
Mr. Schmidt: I’m pleased to rise and offer a few comments on Bill 54, and I will say straight up that I will disappoint the minister of agriculture and not stick to the points that he’s urged us to.
I can understand why the minister is eager for us to stick to strictly what’s in the legislation here before us, because he doesn’t want us talking about the complete incompetence that his government has shown on a number of files that relate to agriculture that my friends and I have highlighted during debate on this bill. You know, if the minister is so sensitive about his government’s incompetence, then I would urge him to go back to the cabinet table and get them to reverse a bunch of the decisions that they’ve made that will negatively impact agricultural producers.

“A Dick The Size Of A Comet”: Diversion Of Salaries In Cabinet Of Bolsonaro’s Son Financed Illegal Militia Buildings In Rio, Shows Investigation
Tumblr media
Flávio Bolsonaro financed and profited from the illegal construction of buildings erected by militias using public money. This is shown by confidential documents and data collected by the Prosecution Office of Rio de Janeiro to which The Intercept had access. The investigation concerns the Bolsonaro family - the senator's lawyers have already asked nine times for the procedure to be suspended. The investment for the buildings erected by three construction companies was made with diversion of salaries of workers in Flávio Bolsonaro’s old office in the Legislative Assembly of Rio, as prosecutors and investigators state under the condition of anonymity. The progress of the investigations that close the siege against the son of Jair Bolsonaro is one of the reasons why the president has pressured former minister Sergio Moro to change the command of the Federal Police in Rio, which also investigates the case, and in Brasilia.
The investigation by the Public Prosecution Office in Rio de Janeiro, which investigates facts of criminal organization, money laundering, and embezzlement of public money by Bolsonaro's son, remains confidential. The Intercept had access to the full investigation. Investigators say they came to the conclusion by crossing bank information from 86 people suspected of involvement in the illegal scheme, which served to irrigate the militia's real estate business. The data would show that the current senator would receive the profit from the investment in the buildings, according to the investigators, through transfers made by the former captain of Special Police Operations Batallion (BOPE) Adriano da Nóbrega - executed in February - and by the former adviser Fabrício Queiroz.
The scheme would work like this:
Flávio paid the salaries of his employees with funds from his office at Alerj.
From then on, Queiroz - appointed in the investigation as the articulator of the salary diversion scheme - confiscated an average of 40% of the salaries of the servers and passed on part of the money to the former captain of BOPE, Adriano da Nóbrega, appointed as head of the Crime Office, a militia specializing in commissioned murders.
The criminal organization also operates in the collection of “security fees”, premium on the sale of gas cylinders, water bottles, exploitation of clandestine TV signals, land grabbing, and civil construction in Rio das Pedras and Muzema.
The two favelas, where more than 80,000 people live, are located in Jacarepaguá, on the west side of Rio, and have seen a boom in the construction of irregular buildings in recent years. In April last year, two of those buildings linked to other militias collapsed, leaving 24 dead and 10 injured.
Profit from the construction and sale of the buildings would also be shared with Flávio Bolsonaro, according to investigations, for being the financier of the scheme using public money.
Decorated by Flávio Bolsonaro with the Tiradentes Medal, Rio's main honor, Adriano da Nóbrega was shot dead in February in a controversial police siege in the interior of Bahia with evidence of witness elimination. A fugitive from justice, the ex-captain was hiding at the site of a Bolsonarist councilor. The militiaman's various cell phones are still waiting for expertise.
Investigations by the Prosecution Office revealed that the transfers from the salary diversion scheme reached the hands of Captain Adriano through accounts used by his mother, Raimunda Veras Magalhães, and his wife, Danielle da Costa Nóbrega. Both occupied commissioned positions in the deputy's office at Alerj between 2016 and 2017. Both were appointed by Queiroz, a friend of the former captain of the days of the 18th battalion of the Military Police, Jacarepaguá. According to the Prosecution Office, Adriano's mother and wife moved at least R$ 1.1 million (~US$ 190,000) in the period analyzed by the investigation, coupled with the salary diversion scheme through bank accounts and cash transfers to companies, including two restaurants, a building supply store, and three small construction companies. Headquartered in Rio das Pedras, the construction companies São Felipe Construção Civil Eireli, São Jorge Construção Civil Eireli, and ConstruRioMZ were registered, according to the Prosecution Office, in the name of front companies for the Office of Crime. The money then reached the illegal construction sites through transfers made by the former captain to the companies' front companies.
The role of “investor” in the militia's constructions would help explain the patrimonial evolution of Flávio Bolsonaro, who had a jump between the years 2015 and 2017 with the acquisition of two apartments: one in the Laranjeiras neighborhood and another in Copacabana, both in south of Rio. The investments also allowed the purchase of equity interest in a franchise of the Kopenhagen chocolate store. Flávio entered political life in 2002, with only one Gol 1.0 car, declared for R$ 25,500 (~US$ 4,470). In the last declaration of assets, of 2018, the senator said he had R$ 1.74 million (~US$ 310,000). The asset rise coincides with the period when the ex-captain's mother and wife were appointed in his office.
The former captain's connection with the small contractors involved in the verticalization boom in Rio das Pedras and Muzema was found in an investigation into the executions of councilor Marielle Franco and her driver, Anderson Gomes, on the night of March 14, 2018. It was from the breaches of telephone and telematic secrets of members of the Office of Crime that prosecutors discovered that the paramilitary group had evolved from land grabbing to civil construction, erecting irregular buildings in the region, and thus multiplying their profits. Adriano da Nóbrega and two other Military Police officers from the group - retired lieutenant, Maurício da Silva Costa, and Major Ronald Paulo Alves Pereira - used, according to prosecutors, the names of residents of Rio das Pedras to register the construction companies with the commercial board from Rio de Janeiro. The strategy of using "front persons", according to the Prosecution Office, was adopted to try to give legitimacy to the activities of the Crime Office in the civil construction. The discovery was used by prosecutors as the basis for opening the investigation that resulted in Operation Untouchables - a name chosen in reference to the patents of military police officers held by the heads of the criminal organization. The action against the militia was coordinated by the Prosecution Office's Special Action Group to Combat Organized Crime, Gaeco, and was launched in January 2019 as a way to close the siege on the militia suspected of enlisting the murderers of the leftist councilor. At the time, ex-captain Adriano and 12 other suspects were arrested.
Data from the intervention that we had access to show that Adriano, Costa, and Pereira were the “hidden owners” of the construction companies ConstruRioMZ, São Felipe Construção Civil, and São Jorge Construção Civil. The three companies were registered with the commercial board in the second half of 2018, respectively, under the name Isamar Moura, Benedito Aurélio Carvalho, and Gerardo Mascarenhas, known as Pirata. The three "front persons” were arrested in the police operation, along with Military Cops Costa and Pereira. In one of the interceptions, the militiaman Manoel de Brito Batista, who acted as a kind of manager of the works, warns in a threatening tone to an interlocutor who asks him about a newly erected building in the Rio das Pedras favela: “I have eight apartments in that building, the rest is all of Adriano and Maurício. Understood? You look for them and talk to them, understand? There is no point in sending me a message.” Batista was also arrested in Operation Untouchables.
In the Prosecution Office denouncement, Batista is said to be responsible for supervising construction sites and negotiating real estate. In one of the wiretaps, he offers an entire floor in a building recently erected for 60 installments of R$ 4,000 (~US$ 700). Amount previously agreed with ex-captain Adriano, now called “Gordinho” (Little Fat Guy), now “Patrãozão” (Big Boss), nicknames captured in the investigations of the crack and the executions of Marielle and Anderson.
It was Adriano who defined prices, payment terms, and, in many cases, collected amounts directly from buyers and tenants. In the investigation there is no estimate of the profits obtained by the militia in the real estate sector, but the average price of apartments, with two bedrooms, living room, bathroom and kitchen in the two favelas, is around R$ 100,000 (~US$ 17,510). Worksheets seized during the police operation in a property used as the headquarters of the Crime Office, Moradas do Itanhangá, indicated weekly cash withdrawals made by the former captain and also by retired lieutenant Maurício and Major Ronald, also a friend of Flávio Bolsonaro. In addition to being responsible for the group's accounting, Ronald was also honored by Flávio Bolsonaro with an honorable mention in 2004. In several conversations recorded by the Prosecution Office, the major appears to agree to meet with Batista to "hit" the bills at the end of the week.
‘The Prosecution Office is preparing a dick the size of a comet to push into us’ Queiroz's sentence was spoken in WhatsApp audios published by the newspapers O Globo and Folha de S.Paulo in October. Since then, much has been speculated to what he referred to. Investigators heard by the report believe that Queiroz knew that the investigation had identified the use of the embezzled money in the salary diversion scheme to finance the boom in illegal construction in Muzema and Rio das Pedras, a community where Fabrício Queiroz took refuge in December 2018, as revealed breaches of telephone and telematic secrets. In the opinion of those involved in the embezzlement investigation, the conclusion of the cross-checking of financial data of the 86 mentioned in the inquiry, among them the current senator Flávio Bolsonaro, will be able to prove the crimes, among them money laundering. And, thus, explain the suspicious patrimonial evolution of Bolsonaro’s first son and, above all, justify the senator's movement to try at all costs to paralyze the prosecutors' work.
Before this article was published, the Prosecution Office was formally consulted on investigations related to the use of part of the funds obtained with the embezzlement scheme in the former deputy's office to finance militia construction. By e-mail, the agency's press office confirmed the existence of the investigative procedures that served as the basis for the report. The Prosecution Office said: “after consulting with the coordinations of the groups with assignment in the investigations”, it was informed that the procedures are with secrecy decreed, reason why the questions sent by the report could not be elucidated.
In social media and in the few interviews in which he spoke about the embezzlement scheme, Flávio Bolsonaro claims to be a victim of press harassment and criticizes the leak of information from the process, which is under the secrecy of justice. The politician also claims to have no knowledge about the diversion of salaries of his employees. Sought by The Intercept, the senator did not speak. Flávio even attributed responsibility for the alleged irregularities to Queiroz, who had identified 438 transfers and deposits in his accounts, totaling around R$ 7 million (~US$ 1.22 million) between the years 2014 and 2017. Queiroz also made regular checks and cash deposits into accounts of his first son and first lady, Michelle Bolsonaro, who in one of the operations received R$ 24,000 (~US$ 4,200). At the time, the president said that the amount was part of a loan of R$ 40,000 (~US$ 8,400) that he would have made to the former parliamentary advisor and friend. For the investigators, only the conclusion of the investigation will clarify the flow of money, but the decision on whether to proceed with the investigation depends on the judges of the Court of Justice of Rio, who suspended the trials due to the coronavirus pandemic. Since the investigation began in October 2018, prosecutors' work has been suspended three times, attending requests by Flávio Bolsonaro's defense. In all, the lawyers filed nine requests at the Supreme Federal Court and the Rio de Janeiro Court of Justice, claiming that the breaches of bank and tax secrecy of the then state deputy could not have been granted by a first instance judge. Fear that someone would discover that not only chocolate is made the millionaire heritage of the senator who entered political life in 2002 with a Gol 1.0 and an influential surname.
