Gov. Mike DeWine signed the state's two-year budget late June 30, approving a plan to spend $600 million of state money on the Cleveland Browns' new domed stadium.
That money will come from the state's pot of unclaimed funds − a maneuver that Democrats and Ohio Attorney General Dave Yost opposed.
The budget gives the state control of $1.7 billion in unclaimed funds. Of that, $600 million would be reserved for the Browns to build a new stadium and entertainment district in Brook Park. It also sets aside $400 million for other stadium projects and $700 million for unspecified purposes.
Unlike past uses of unclaimed funds, the plan would allow Ohio to assume ownership of abandoned paychecks and security deposits after 10 years. Ohio is sitting on $4.8 billion in unclaimed property.
What are unclaimed funds?
Unclaimed funds are lost or forgotten money that businesses and banks report to the Ohio Department of Commerce’s Division of Unclaimed Funds after accounts become inactive. The money comes from inactive checking and savings accounts, refund/credit balances, uncashed cashier’s checks, stocks and bonds, forgotten utility deposits or last paychecks.
The state of Ohio tries to return funds to their rightful owners through a variety of means.
The average claim is $4,000, according to the division. In 2023, Ohioans searched for unclaimed funds more than 4.3 million times and filed for more than 43,000 claims. This resulted in over $139 million in lost or forgotten money being returned to rightful owners.
How do I check to see if the state has missing money belonging to me?
A page on the Ohio Department of Commerce's Division of Unclaimed Funds website explains how to find out whether you have unclaimed funds, how you can claim them and how to submit a formal claim form to obtain the funds.
Residents can go to missingmoney.com to search if they have any unclaimed funds. They can also use an Ohio Department of Commerce portal to search as well.
The division also posts legal ads annually in newspapers across the state listing the names of people, businesses and entities in those publications' circulation areas who have unclaimed funds.
In addition, the division sets up kiosks at various events across the state, such as the Ohio State Fair, where people can stop by and receive help to see if they have unclaimed funds.
I have unclaimed funds. How do I get them?
First, you will need to fill out a claim form. Depending on the type of funds the state is holding, you may be required to provide proof of address, proof of identification, a social security number or a W-9 tax form. You may also need the claim notarized if it is over $3,000.
People claiming funds can upload their forms to a division webpage, where they can submit the claim form and any supporting documents. They could also mail the forms to the Department of Commerce's Columbus office at 77 S. High St. #20.
Claims can take up to 120 days for review. If claims do not provide the necessary forms, the process could be delayed or potentially stopped.

At the Colombian embassy to get some papers sorted out and it just reminds me of how stupidly strict the USAmerican embassy is when it comes to letting you in.
See, I've been to the Japanese, Argentinian and Colombian embassies before and they're so easy to access. You tell the guard what you need, you pass through the metal detector at the entrance, and congratulations you're in. I've even passed by the goddamn Russian embassy during opening hours and from the main door it seems as basic as the others. But the United States? Oh, the United States divides you into groups like cattle and the guards treat you as such, with them not hesitating to yell at people for arbitrary reasons. You are NOT allowed to go in with backpacks or messenger bags above an arbitrary size limit despite no indication of this in their webpage. Your documents are in there? Fuck you! Oh, you think there are lockers at the gate so you can store your belongings since they don't let you get them inside? No. You figure it out on your own when there's nothing but a highway and office buildings around and absolutely no place to leave your shit aside from tying it to the trees (which people actually do) in front of the embassy and hoping nobody likes your bag enough to steal it, lmao. I mean, there ARE lockers, but only for digital / smart watches because you're not allowed to enter with those either, but empty bags are too dangerous to store here, sorry.
Okay, you got through the guards treating you like pure shit to the point where you feel subhuman by the time it's your turn and you're now let into the lobby. Congratulations! You're now getting TSA'd, and because you're a filthy Latino, you're getting the FULL patdown. They literally have one of those things at airports that scan your bags! Except only for handbags. And your belt. And your shoes. And your documents. Did I mention that on top of the standard metal detector they also wand you down and pat your pockets?
And like, after the initial ordeal, the embassy itself is really pretty and the personnel inside is actually super nice. But you can't even feel good about it because you were just treated like a low-life terrorist at the gate for no reason other than weird USAmerican paranoia. And you know the funniest part? The outside walls of the property are actually tiny, as in "if you and a friend tried hard enough you could easily climb in" tiny, and they don't even have electricity so it's relatively safe. I assume trying to do it would result in getting your brains blown out by a sniper or something, but the fact that it's theoretically easier to sneak in than to go in legally is quite ironic, no?

There are a few new bits of information as well as answers to questions people have been asking on social media, so it’s worth the read. Check it out below.

New Lot Type
How many units can be contained within a residential rental?
6 Units can be made in a Residential Rental
Are there cheats to change this cap?
Yes! bb.increaserentalunitcap on/off
There is a max of 99 Units per Save.
How many Sims can live in each unit?
A full Sim household of 8 Sims can live in a Unit.
Are there loading screens when I want to visit another unit on the residential rental lot?
Yes, there will be loading screens between units, but sims from other units will use objects in the shared spaces.
How can I easily swap between household units to play? Do I have to go to manage worlds?
You can access units through manage worlds as always, but we have also added a new “Switch to Household” interaction on doors of the active residential lot so you can switch to other units more easily.
Can I build high-rises like in City Living?
You will still be limited to the existing build mode rules including number of floors and wall heights.
Where can’t I build Residential Rentals?

Can I change apartments from City Living or Eco Lifestyle to the new Residential Rentals?
Residential Rentals are brand new Lot Type with all new gameplay offered in For Rent. Existing apartments in City Living or Eco Lifestyle remain unique and separate from these new Residential Rental lot type, although Residential Rentals can be placed in lots from these worlds to add even more dimension and variety.
Can I build a Residential Rental on a Penthouse lot from City Living?
Penthouses are special lots that will not work with this venue type. Penthouses and their functionality will remain unchanged with the addition of For Rent.
Do new Residential Rental events happen on apartment lots?
We have added Maintenance Troubles as a new Lot Challenge that can be placed on any other Residential lots. The new Maintenance Events, though, can only happen on Residential Rentals by default.
Property Management
Can I own any other businesses with this pack?
You will still be able to own businesses from other packs as well as be a Property Owner for Residential Rental Lots! We do not have any new businesses added with this pack.
Do the water heater, ac units include gameplay? Do they work on lots other than Residential Rentals?
Yes there is gameplay associated with the Water Heater, Electrical Panel, AC unit, and the Radiators. Some of these will have additional gameplay when used in conjunction with Seasons.
These will work for all Residential lots, but when used in Residential Rental lots they will work for the individual units if placed inside them or for all units if placed in shared spaces.
Can a unit on a Residential Rental be a business venue/lot type?
Residential Rentals, a business in and of themselves, cannot be combined with other businesses.
Does mold cause Sims to become zombies?
Mold gameplay and associated deaths are very opt-in and easily avoidable. No Zombie outbreaks are attached to this new death type and ghost.
Closer than Ever
Will sims Snoop by themselves (autonomously)?
If Sims have the Nosy trait they will observe other Sims, but will not find out any secrets.
Are Snooping Sims Burglars? Will Burglar music play?
The iconic Sim burglar experience intrudes our thoughts for another day. Snooping and secrets are subtly different, although can be combined with Kleptomanic Trait for some fun and interesting active gameplay.

How many new lots are there?
2 neighborhoods. 9 lots.

Do secrets and snooping work with any Sim and on any lot, or only on Residential Rentals?
Yes, these are available for all lots, not just Residential Rentals.
What new animals are in the animal sanctuary – is it a rabbithole?
The Tiger Sanctuary in Tomarang is a rabbithole activity for Sims. While your Sims adventure offscreen, you’ll navigate the best choice path to earn them cool new rewards and unlockables!
Hopscotch and Marbles – what age groups can play these activities? Is it only children?
Marbles is Child specific, but collecting Marbles is available even after you’ve become an adult.
Hopscotch was designed for Child Sims, but can be used by Teens and Up as well.
Can I ride Boats or in the Tuk Tuk?
No, Boats and Tuk Tuks are just for ambiance

Goad Plans of Cork City!

The dedicated Cork City Libraries Local History website, Cork Past and Present, has recently had an interesting addition made in the shape of Insurance plans for the commercial heart of the City. The wide selection of maps details the changing landscape and businesses that filled the city centre from 1897 to 1961!
Cork City Libraries hold copies of seventeen editions of the Goad plans for Cork City, from 1897 to 1961. These are held in five bindings in our Local Studies and Learning Department. The ‘key plan’ on the first sheet of each edition provides a graphic outline of areas represented in more detail on maps 2-16 of each edition. Under the key plan (in PDF form in these webpages), a selective index of streets, buildings, and firms is included. The scale of the detailed plans is one inch to forty feet (1:480) on the original paper copies. Fire insurance plans were first drawn up in the late eighteenth century to provide risk information to fire insurance underwriters.

Charles Edward Goad, born in Surrey in 1848, moved to Canada in 1869, where he became a renowned cartographer and railway engineer. The firm of Charles E. Goad was established in Montreal in 1875 and became the leading producer of fire insurance plans for 1,300 places in Canada, before he returned to Britain in 1885 to produce insurance plans for the commercial sections of more than 100 towns in Britain and Ireland, along with surveying places in other countries.
Fire insurance companies had an interest in preventing fires to insured properties, and firefighters (often private) needed detailed information regarding access to water, routes to building, room arrangements, locations of doors & windows, thickness of walls, information on construction materials, type of roof, locations of combustible materials, water-works system, etc. Charles Goad died in Toronto in 1910. Goad insurance plans now provide an excellent information source for historians, geographers, architects, environmentalists and genealogists.

Solutions for web designers out there
( All animations and movement on a page should be considered for photo-sensitivity including motion sickness and vertigo. )
For animated .GIF image files:
Create a .JPG or .PNG still image version of the animations from their most important or appealing frame. That should be loaded into the HTML first instead of the .GIF.
And before we go into the optimal JavaScript interaction, let’s stick with the HTML a little more...
If you have images that are not already hyperlinked, you can instead make them link to their animated GIF version to open in a new tab (target=“_blank”). Be sure to have appropriate warnings about those links leading to the animated version of that image, right before/above the image itself for those who may be going through the page in order with some accessibility devices. (Thus, they read the warning before they interact with the link.)
Then, from there, we do the script side for this. You can store the different image file paths into your JavaScript and use mouseover/mouseout events to change the file path inside your src=“” attribute. (Here’s how you can dynamically and efficiently do this for many images and give them their own Event Listener: My JSFiddle Example.)
EDIT: I've updated the example to have a 1-second delay for the images to change into animations in case someone accidentally has their mouse over the image after the page loads in. It'll be best to also make hover/active animations optional, which will tie into the JavaScript needed to achieve the hover/active functions to begin with.
Also added a few more in-code comments for extra instruction and clarity.

Another idea with JavaScript is to have a “toggle” sort of &lt;button> on your page that someone can click/confirm whether or not everything on a page should animate/move or not. If you’re nicely familiar with JavaScript, you can make a more in-depth options menu for this sort of thing too!

This is also a great solution since there are web users who look at webpages either in a simplified view or blocking all scripts (like JavaScript) from your website. They could be viewing your website like this due to personal needs, or technological limitations. And so, having a still image in your HTML by default is MUCH preferred!
