'It is not enough to be the non-racist. We must be anti-racist.’

I don’t think I need to explain too much about what has prompted this post. There may be readers of it who will feel that my sudden creation of it is performative and that I don’t REALLY care all that much about what’s going on. That I’m simply jumping on a bandwagon and cashing in on some internet clout amidst the horrors of what is happening in the world. Hopefully my regular readers will know that I actively seek out Own Voices books and that I’m constantly reviewing them or recommending them on this very blog. Hopefully my regular readers will know that this post is very much in line with my inclusive, diverse ethos and that I am simply using my white platform to amplify those of the unheard.

It’s true that I’ve never written a recommendation post dedicated to one particular marginalised group. I think this is because I’ve always felt like these are not my areas to sway into. That these posts would be better written by bloggers who have direct experience with what these books talk about. Honestly, I’m shocked and incredibly upset with myself for having long harboured this mentality. Yes, these books will affect readers who can directly relate to the characters in a way that they couldn’t ever affect me but why on Earth should that mean that I can’t give them a platform in the first place?  

Of course, I’ve always known about white privilege and I’ve always used it to take down racists both on and offline. In fact, the events of the past few days have caused arguments within my own all-white British family. There are currently protests happening in central London and Manchester but we are not allowed to use public transport at the moment and we don’t have any local demonstrations, meaning actively protesting just isn’t a feasible option for most Brits right now. It does feel like movements such as Black Lives Matter are ‘an American thing’, despite the huge amount of all types of racism in the UK. 

I had never realised (or perhaps never wanted to realise) the amount of extremely questionable attitudes within my own family until very recently. I have had to explain white privilege to my parents, who have actually always been reasonably liberal in their political views, so I was astonished by exactly how much they didn’t know. There is an essence of ‘things aren’t anywhere near as bad as they used to be’ and ‘the police don’t arrest or kill innocent people’. It’s honestly only in the last few days that I’ve realised and therefore had to address the internal racism within my own family and therefore in my own origins and so I think that, as well as what is happening across the Atlantic, is what has really triggered this post. Despite considering myself an ally, I can do so much better than I have been and chances are, you can too. 

Because it is a global pandemic. It’s not something that is only happening in the US, it’s happening here just without the guns. It’s happening in every country of the world and I (and my fellow white people) should not be leaving it up to the victims to sort it out. We have the power to boost their blatantly unheard voices and there is so much we can do, in order to do that. 

Sign petitions, donate money and help in any way you can right here. Buy from Black-owned businesses, read all you can about the Black experience and above all, call out your friends and family on their racism. Here are 50 books by Black authors that deserve your attention. While I have read a good chunk of these, I will admit that I have not personally read all of them. This list was compiled following a deep scouring of the internet and reading countless reviews and synopses. I believe I’ve found some incredible hidden gems in here that you will love and pass on to those who need them. Each of them have a link to an online retail outlet that isn’t Amazon, so you can buy these books in quarantine without lining Bezos’ already over-filled pockets. Enjoy! -Love, Alex x

NON-FICTION

1. Stamped From The Beginning by Ibram X. Kendi. This history of racism in America seeks to completely rewrite the way we think of racism and encourages change in the every-day assumptive white ally.

2. Between The World And Me by Ta-Nehisi Coates. Told in the form of a letter to his young son, Coates attempts to convey what it’s like to be black in America, using history, personal experience and the hope of liberation.

3. Redefining Realness by Janet Mock. An unapologetic powerful memoir from a trans mixed-race working class woman in America that will teach you how to be undeniably real.

4. Why I’m No Longer Talking To White People About Race by Reni Eddo-Lodge. Possibly the most widely-read non-fiction book on racism in the UK, Reni Eddo-Lodge’s book explores its links to class, white feminism and the black history we were never taught.

5. So You Want To Talk About Race by Ijeoma Oluo. Highly relevant to the current situation in the US, this book talks about police brutality, BLM and the N word, answering the questions that no one ever dares to ask.

CONTEMPORARY FICTION

6. An American Marriage by Tayari Jones. The winner of last year’s Women’s Prize, An American Marriage is the heartbreaking story of newlyweds torn apart by a wrongful rape conviction. Devastating, urgent storytelling.

7. Queenie by Candice Carty-Williams. Searingly relatable and timely, you will fall madly in love with Queenie. She is flawed, overlooked and underestimated. You will laugh, cry and scream as you spend a year inside her life as a British-Jamaican.

8. Get A Life, Chloe Brown by Talia Hibbert. When straight-laced nerd Chloe Brown almost dies, she vows to start living in the moment. Enter bad boy Red and you’ve got the perfect ingredients for a sweet, sexy rom-com.

9. Girl, Woman, Other by Bernardine Evaristo. Joint winner of 2019′s Booker Prize and shortlister for 2020′s Women’s Prize, this is the combination of 12 very different Black-British characters that paints a very real picture of contemporary British life.

10. I Almost Forgot About You by Terry McMillan. When Georgia Young begins to feel dissatisfied with her seemingly perfect life, she decides to shake things up. It’s the perfect reminder that it’s never too late to make big changes and start living your best life.

11. Well-Read Black Girl by Glory Edim. Showcasing some of America’s best black female writers, this anthology explores the importance of finding yourself in books. Glory Edim is the founder of Well-Read Black Girl, an online book club exclusively for black women, which you can check out here.  

12. The Girl With The Louding Voice by Abi Daré. At 14, Adunni is a wife and commodity within her tiny Nigerian village but she is determined to get her education and her voice. Original, powerful and unbelievably inspirational.

13. Such A Fun Age by Kiley Reid. When Emira Tucker starts dating someone with a direct historical link to her boss, things get more than complicated. This is a very clever contemporary, driven by racial differences, that is completely unputdownable.

LITERARY FICTION

14. The Sellout by Paul Beatty. Winner of the Booker Prize 2016, The Sellout is a black comedy ringing with social satire about one man’s deceit having knock-on effects for an entire community. Controversial and weird but incredibly unique.

15. The Bluest Eye by Toni Morrison. Morrison’s debut novel focuses on our obsession with conventional beauty, fitting in and being accepted. Wonderfully written, it addresses race, gender and class in a truly captivating way.

16. Stay With Me by Ayòbámi Adébáyò. Amidst the social and political turmoil of 1980s Nigeria, Yejide's husband takes a second wife when she fails to fall pregnant. It is a heartbreaking portrait of grief, fractured families and motherhood.

17. Sing, Unburied, Sing by Jesmyn Ward. An epic road-trip novel with hints of supernatural and magical realism, this is the story of a young boy’s coming-of-age within a broken family told in a gorgeously lyrical style.

18. Half Of A Yellow Sun by Chimamanda Ngozi Adichie. Set during the Nigerian Civil War, three very different characters are entwined in a story about colonialism, class, race and love. You’ll want the tissues for this one!

19. Freshwater by Akwaeke Emezi. This strange unique novel focuses on the split selves of Ada and their gradual rise to power within her. It’s one of the most unique mental health books I’ve ever come across and will resonate with anyone who has ever struggled with finding their own inner peace.

SCI-FI AND FANTASY

20. Black Leopard, Red Wolf by Marlon James. Dripping in African mythology, the first in the Dark Star trilogy gets off to a gripping start with plenty of unique characters, as hunter Tracker searches for a missing boy. 

21. Kindred by Octavia E. Butler. When aspiring writer Dana is pulled from 1976 into 1815, she is assumed to be a slave. After saving a young man’s life, the mystery of their connection kicks off and takes them both on an incredible emotional journey. This is an amazing time travel story that is thoroughly unputdownable.

22. Rosewater by Tade Thompson. Rosewater is a town on the edges of a strange alien biodome which is rumoured to have healing powers but former criminal Kaaro knows the truth and is in no hurry to revisit it. Whilst making subtle digs at contemporary culture, Rosewater offers a fascinating view of the future.

23. Do You Dream Of Terra-Two? by Temi Oh. Ten astronauts leave a dying Earth to find another habitable planet. Set entirely aboard the ship, it’s a coming-of-age story that reaches beyond the sci-fi boundaries and focuses on human relationships and emotions. Brace yourself for tears!

24. Children Of Blood and Bone by Tomi Adeyemi. Inspired by West African mythology, this magical adventure tells the story of Zélie on a quest to restore magic to the kingdom of Orisha. At the end of every chapter something happens that makes you want to keep reading, making it highly addictive.

25. The Ballad of Black Tom by Victor Lavalle. Hidden dark magic in the depths of New York is awakened when hustler Tom attracts its attention. With elements of classic horror and mysticism, this is one for lovers of weird speculative stories.

26. Riot Baby by Tochi Onyebuchi. This touching story is a searing reminder of systemic racism and the violence that black Americans face at the hands of the law. When Kev finds himself in prison, it’s only the visits from his magically-gifted sister Ella that keeps him sane and gives him hope of revolution.

27. We Cast A Shadow by Maurice Carlos Ruffin. Desperate to protect his son in a profoundly racist America, a man embarks on a mission to get his boy a ‘demelanization’ to make him white. It’s an original and edgy satire full of suspense and heart.

MIDDLE-GRADE

28. Brown Girl Dreaming by Jacqueline Woodson. This poetic memoir charts the story of Woodson’s own childhood, growing up as an African-American in 1960s and 1970s. These are truly beautiful poems that sing a young girl’s desire to be heard and to know who she is.

29. Ghost by Jason Reynolds. Ghost is a sprinter but it’s only when Coach sees his talent that he really starts to chase his dream but his dark past is hot on his heels. Full of Reynolds’ signature humour and heart, it’s highly relatable to almost any kid from around the age of 10.

30. The Jumbies by Tracey Baptiste. This creepy magical middle-grade adventure sees fearless Corinne on a dangerous mission to save her home from dark forces. Steeped in Caribbean folklore, The Jumbies is a fantastic gateway into eerie fantasy.

31. The Crossover by Kwame Alexander. Twins Josh and Jordan are basketball stars, following in their father’s footsteps but hardship tests their brotherly bonds. Merging basketball and rap, this verse novel gives us a stark reminder of what really matters.

32. Ghost Boys by Jewell Parker Rhodes. Get set for a truly heartbreaking but horrendously timely story. Jerome was shot dead by police at the age of 12 and his ghost wanders the Earth in search of answers as to why he was killed. Not sure I need to say anymore as to why this is a highly important tearjerker.

YA

33. Clap When You Land by Elizabeth Acevedo. When a plane crash brings two sisters on either side of the Atlantic together, family secrets unravel. Exploring sacrifice and identity, this verse novel is a stark reminder that most losses and tragedies are felt only by the families they directly affect.

34. Orangeboy by Patrice Lawrence. Marlon has promised his mum that he won’t follow the path of his gang leader brother but when a date leaves him a hunted man, he has some impossible choices to make. Laced with musicality, this pacy urban thriller puts you directly in the shoes of an ordinary boy caught up in very real danger.

35. The Black Flamingo by Dean Atta. Struggling with his identity as a mixed-race gay teen, it’s only when he starts university that Michael gains his wings through the power of drag. Tackling both racism and homophobia, The Black Flamingo teaches acceptance and self-love.

36. The Sun Is Also A Star by Nicola Yoon. Natasha and Daniel meet on the same day that Natasha’s family are about to be deported to Jamaica. Cue an epic quest for love to overthrow the authorities! It’s a sweet romance about fate and taking the future into your own hands.

37. Dear Martin by Nic Stone. When Ivy League-destined Justyce is arrested, he turns to the lessons of Martin Luther King to help figure things out but then shots are fired. Undeniably relevant to today’s America, Dear Martin confronts the blatant racism and injustice within the justice system.

38. On The Come Up by Angie Thomas. Aspiring rapper Bri is desperate to make it to help her family, despite all the odds being against her. Better known for her break-out debut hit The Hate U Give, Angie Thomas’ follow-up is an equally hard-hitting story of standing up and speaking out for what’s right. 

HISTORICAL 

39. The Color Purple by Alice Walker. Escaping an extremely violent and abusive past in the 1930s American South, Celie finds the strength to be her true wonderful self. The Color Purple is considered a staple of black literature and considered one of the most mind-opening books in existence.

40. Roots by Alex Haley. Tracing the story of his own ancestors, Alex Haley’s Roots is a highly educational documentation of African American history during the Slave Trade. Published in 1976, it made a massive impact on the world and Kunta’s story is just as urgent and vital today.

41. Freedom by Catherine Johnson. This historical middle-grade story follows Jamaican slave Nat as he makes his way to London, where he has heard that slavery doesn’t exist, which he soon finds to be false. Freedom is a moving, action-packed look at British slavery that is the perfect starting point for educating pre-teens.

42. Things Fall Apart by Chinua Achebe. This classic tale follows wrestler Okonkwo, who returns from exile to discover his village has been taken over by colonials. It’s a difficult read that captures powerlessness and pain in a short, impactful burst and will no doubt force white readers to look at their own behaviours.

43. Invisible Man by Ralph Ellison. Exploring bigotry and racism across the US, our protagonist tries his best to play by the rules but continues to be knocked down. Despite being published in 1952, Ellison’s arguments are painfully relevant to today, indicating that not much has changed at all. 

44. The Underground Railroad by Colson Whitehead. Life as a slave in Georgia is hell for Cora but when new arrival Caesar tells her about the Underground Railroad, escape plans are hatched. Cora’s determination and courage are hugely inspirational and her experience, which mirrors that of many real slaves, should never be forgotten.

45. Homegoing by Yaa Gyasi. This epic story of two sisters’ very different experiences of 1800s Ghana sprawls across generations, clearly showing how history resonates and the ripples are felt long after the original event. A stunning captivating read.

THRILLERS

46. Catherine House by Elisabeth Thomas. Highly selective, isolated academy Catherine House sees teenage runaway Ines join its ranks and a strange Gothic mystery unfurls. This subtly unsettling chilly novel is a brand new debut that I devoured earlier on this month and I’m sure you will too!

47. My Sister, The Serial Killer by Oyinkan Braithwaite. Korede is used to clearing up her younger sister Ayoola’s messes -and disposing of the bodies she leaves in her wake! There is a wonderfully dark tongue-in-cheek tone that makes this fast-paced thrilling celebration of sisterhood truly delightful.

48. They All Fall Down by Rachel Howzell Hall. Seven strangers find themselves in a mansion on an island with no contact with the outside world and no escape. With strong Agatha Christie vibes, it’s a highly entertaining mystery whose pages you’ll keep turning.

49. Devil In A Blue Dress by Walter Mosley. When a war veteran is pulled into a search for a mysterious woman, murder and lies are uncovered. Set in 1940s LA, Walter Mosley expertly weaves the natural fears of a Black man of the time into the smoky intrigue, making it extremely immersive.

50. Hollywood Homicide by Kellye Garrett. Broke former actress Dayna didn’t mean to solve a hit-and-run but the reward money would definitely come in handy. Once she starts digging, she becomes determined to find the killer. I love cosy mysteries with amateur detectives and this more than fits that bill.

Linguists Successfully Decipher Ancient Minoan Language “Linear A”

In what might surely be viewed as one of the potentially greatest breakthroughs in linguistics in recent years, scientists have finally deciphered the ancient Minoan Language known as “Linear A“, a previously untranslated ancient writing system used from 1800 to 1450 BCE. A new technique using, of all things, a vast collection of commerce related email of today provided a template for the discovery.

Partially due to this lack of translation, the Minoan culture remained obscured and cloaked in mystery. But linguists found much more than expected when they concurrently discovered the proximate cause of the abandonment of Linear A by the Minoans and its replacement with Linear B, the language of Mycenaean Greece.

For brevity purposes a synopsis of Linear A from its Wikipedia Article follows:

Linear A – Wikipedia

Linear A has been unearthed chiefly on Crete, but also at other sites in Greece, as well as Turkey and Israel. The extant corpus, comprising some 1,427 specimens totalling 7,362 to 7,396 signs, if scaled to standard type, would fit easily on two sheets of paper. Linear A has been written on various media, such as stone offering tables, gold and silver hairpins, and ceramics. The earliest inscriptions of Linear A come from Phaistos, in a layer dated at the end of the Middle Minoan II period: that is, no later than c. 1700 BCE. Linear A texts have been found throughout the island of Crete and also on some Aegean islands (Kythera, Kea, Thera, Melos), in mainland Greece (Ayos Stephanos), on the west coast of Asia Minor (Miletos, Troy), and in the Levant (Tel Haror).

While the best minds have until today been unable to arrive at a difinitive method of translation, linguists at the J.J.E. Institute of Advanced Greek Studies used an ancient stone tablet having epigraphy believed to be of Linear A and, using this as a template, parsed it through millions of e-mail messages in the hopes that pattern recognition software might return matches in terms deriving possibly grammer similarities or other nuances.

It seemed that modern technology and today’s Internet actually proved the better with the linguists: they discovered of all things that a very ubiquitous form of e-mail proved to be with the tablet a Rosetta Stone of such for Linear A as it was for the latter in Ancient Egyptian and Demotic. With that, the translation of nearly all of the script and ligatures previously unknown fell into place.

Now for the world to see, the first tablet to be translated from Linear A, derived from the e-mail templates collected since 1995, reads as follows:

Mr. Anakopi, Official Scribe, City of Buhan, Nubia

My Dear Sir,

My sincere hope is that the Gods find you well and that prosperity has brought you kind rewards.

My name is Anakopi and I am the official scribe for the Nubian Prince Manahotep and a trusted vassal of the great wealth of the Eleventh Dynasty situated at Buhan. We are a great empire but a terrible pall has befallen our kingdom since the great famine and locust storms which resulted in much civil unrest. I have been forced by necessity to seek a repository for the gold and silver of our treasury, to protect our Prince from plunder by such unwashed masses seeking advantage. In all of Nubia and specifically Kush, I cannot locate a single honest man to trust with such wealth–who can act as an intermediary until the crops return and Ra gives us his blessing.

I am therefore seeking a reliable person to act as a receiver of much of Nubia’s wealth, for a short time, for which I will kindly offer a percentage for your services. I propose to send by trusted caravan the sum of one hundred twenty four thousand pounds of gold, twenty five hundred silver ingots, four cubit boxes of rubies, and fourteen doe-eyed virgins, forthwith to you to be held in trust until stability has been restored to our kingdom.

I only ask that this offer be held in the strictest confidence as rumors of such a transfer could make the Gods believe my Nubian Prince to be weak and he may be deposed. If you agree to hold our wealth I am prepared to use my influence with the Prince to allocate 35% of the Gold, Silver Ingots, and Rubies to you as payment. And the Doe-eyed Virgins, well, I suppose he might look the other way as far as their repatriation goes.

But what I need to know is that my assessment of you as an honest citizen of Crete is accurate and I need to fund the caravan so that it might deliver this wealth for you to hold on our behalf. The journey is long as it is treacherous, so we must ensure safe delivery. To help defer the cost the caravan, if you could kindly send to my agent via Cyprus as many sheep, cattle, Gold Dust, Amphorae of wine, and bronze daggers as you can muster, the Nubian Empire will be forever in your debt.

My agent can be found at the last pier at Zakros. Please bring the Gold Dust, wine and cattle with you. Again, please keep this in strict confidence. Time is short. In Ra we trust. Anakopi ~+~

This lexicon proved to be profound and directly resulted in the further translation of other tablets and stones, especially those believed to be government or otherwise official memoranda.

But what clearly became evident with subsequent translations of the epigraphy was that this Rosetta Stone message for us was a blessing, but for the Linear-A writing Minoans it was a harbinger of disaster for their language.

One epigraph mentioned that port cities all along the Eastern Coast of Crete began witnessing the exodus of livestock and valuables from rural areas, much to the depletion of food reserves. Another described a great row that formed between the city-states and their citizens who demanded war be prosecuted against Egypt due to a rumored blockade by Egypt of Nubian caravans travelling along the Nile and unspecified “business interests” of sheepherders and bronzesmiths on Crete being thwarted.

Further study revealed local officials in Knossos discovered what drove the upheaval in the population was the viral nature of what was labelled “The Nubian Prince Scam”. Tens of thousands of citizens, soldiers, and some local officials themselves got caught-up in the promise of great wealth and lost their entire flocks, wine, and gold reserves. And no amount of education or oration would convince them of their own gullibility.

The so-called “Agents” mentioned earlier seemed to have been rounded up and taken to the centrums of various Minoan cities to be cast in judgment. Citizens were compelled to bring forth their “Nubian Prince” tablets which were crumpled into Ostraka, and scribes compelled to write the name of each “Agent” onto each Ostrakon and with that they were permamently ostracized from Minoan Society. But the damage had been done.

Despite the initial succcess in subverting the Nubian Prince scam, the theft continued for several years. It seemed there was no shortage of shepherds and winemakers who were suckered in to the promise of easy wealth. It seemed Minoan Society was condemned to food shortages and false profits

A last ditch effort was crafted to prevent the scam from ever taking hold again. Wise officials and freemen took the recommendation of the oracles to rid the scorge of the scam. They decided to destroy their own language in the hope that without language, or at least a reference to it, the extinction of their lexicon (known to us as Linear A) would spell doom to this Nubian Prince Scam. All inscriptions were ordered destroyed and the language replaced. “It would seem self-evident…” a prominent city-state official proclaimed, “…that we have successfully rid ourselves and the world of false-pretense and fraud. It will never haunt us again!”

And thus was closed the book on the Linear-A language, a language for twenty-five hundred years remained untranslated. Thankfully, archaeologists in Nigeria found what was revealed to be the “Rosetta Stone” Nubian Prince tablet. But there were rumours it was actually translated in 1995 by a solicitor in Abuja who might have had less than honorable intentions.

Nigerian writer, Chigozie Obioma, Nominated for the 2019 Booker Prize

Nigerian writer, Chigozie Obioma’s second novel “An Orchestra of Minorities,” was announced on Wednesday as one of the books in the running for the Booker Prize, Britain’s most prestigious literary award. Obioma, whose novel “The Fishermen” was a Finalist on the Booker Prize in 2015, faces strong competition for the award. Other nominated books include Salman Rushdie’s forthcoming “Quichotte,” about a traveling salesman who drives across the United States, and “10 Minutes 38 Seconds in This Strange World” by Elif Shafak, about a prostitute in Istanbul. Of Igbo descent, Obioma was born into a family of 12 children — seven brothers and four sisters – in Akure, in the southwestern part of Nigeria, where he grew up speaking Yoruba, Igbo, and English. As a child, he was fascinated by Greek myths and the British masters, including Shakespeare, John Milton, and John Bunyan. Among African writers, he developed a strong affinity for Wole Soyinka's The Trials of Brother Jero; Cyprian Ekwensi's An African Night's Entertainment; Camara Laye's The African Child; and D. O. Fagunwa's Ògbójú ?d? nínú Igbó Irúnmal??, which he read in its original Yoruba version. Obioma cites his seminal influences as The Palm-Wine Drinkard by Amos Tutuola, for its breadth of imagination; Tess of the d'Urbervilles by Thomas Hardy, for its enduring grace and heart; The God of Small Things by Arundhati Roy and Lolita by Vladimir Nabokov, both for the power of their prose; and Arrow of God by Chinua Achebe, for its firmness in Igbo culture and philosophy. Obioma's first novel, The Fishermen, has been translated into 27 languages and has received several awards. In addition to being listed as a 2015 New York Times Sunday Book Review Notable Book[8] and a New York Times Sunday Book Review Editor's Choice selection. Nigerian writer, Chigozie Obioma, longlisted for the 2019 Booker Prize The list of nominees is dominated by novels inspired by political crises, such as John Lanchester’s “The Wall,” set on an island surrounded by a concrete barrier to keep rising seas and immigrants out. The Mexican author Valeria Luiselli’s “Lost Children Archive,” about child migrants, has also made the cut. “The brilliance of the writing stirs rage and pity,” wrote Gaiutra Bahadur, in a review of the book for The New York Times. The nominated books “imagine our world, familiar from news cycle disaster and grievance, with wild humor, deep insight and a keen humanity,” said Peter Florence, the chair of the judges, in a statement. “These writers offer joy and hope.” Other books on the list are less political, such as Oyinkan Braithwaite’s comic thriller, “My Sister, The Serial Killer,” about two siblings in Lagos, one of whom has a habit of murdering her boyfriends. It is “a bombshell of a book — sharp, explosive, hilarious,” wrote Fiammetta Rocco in The New York Times. “Only after you turn the last page do you realize that, as with many brilliant comic writers before her, laughter for Braithwaite is as good for covering up pain as bleach is for masking the smell of blood.” From its inception in 1969 until 2014, the Booker prize was limited to books by writers from Britain, Ireland and Commonwealth countries (plus South Africa and, later, Zimbabwe), but that changed in 2014, when it was opened to works by anyone writing in English. That led to fears it would be dominated by Americans. In 2016, Paul Beatty’s “The Sellout” took the prize, and, the following year, “Lincoln in the Bardo,” by George Saunders, won. Both writers are American. After that, criticism of the rule change grew, and non-American authors complained they were being crowded out. In 2018, a literary society that counts Margaret Atwood, Ian McEwan and Zadie Smith among its members demanded the rule be reversed. The closest this year’s longlist comes to a book by an American writer is “Ducks, Newburyport,” by Lucy Ellmann, who was born in Illinois, but moved to Britain when she was 13 and now lives in Edinburgh. The nominees will be narrowed down to a shortlist of six that will be revealed on Sept. 3, and the winner, who receives around $62,000, will be announced at a ceremony in London on Oct. 14. It wasn't the way it used to be three decades ago; the worsening situation of the Nigerian economy has taken the eyes of the reading-conscious Nigerian to facing the high cost of living, increasing every day. However, those, whose, names are established in the literary world or celebrities, are the ones that have upper hands. As for the would-be authors, it's a hard-nut-to-crack task in getting their names in the market. Non-fiction writings such as politics, celebrity, and health books, educational materials, particularly for primary and secondary schools, are popular and soft-sell writings in Nigeria. Nigerians, as a people, are talented in many ways. Coupled with the high level of diligence and drive to succeed in anything they do in order to defeat primarily the faces of prevailing unfriendly social-economic conditions, Nigerians go through the extra-mile of announcing themselves. So, it comes as no surprise that so many talented writers come out of Nigeria. What sort of reaction does your writing get from people outside Nigeria? Have you had any interesting dialogue with people who have other sorts of ideas? [Chuckles] Hmmm Well, I would say ''The reactions are a combination of the good, bad and ugly''. Today, BRIC has become BRICS (Brazil, Russia, India, China, South Africa), a group of five newly industrialised or developing economies which sought to have closer economic, financial and political ties among themselves and to use their combined influence to shape the world’s socio-economic and financial narratives. The countries of BRICS are drawn from four continents, namely, South America, Europe, Asia, and Africa, and they are the largest or among the largest economies in each of their regions.

Indeed, Nigeria could have learnt and benefitted a great deal from membership of the association, particularly in the area of taxation. Only recently, BRICS’s tax authorities signed a taxation cooperation memorandum. Among other things, the agreement is expected to foster greater cooperation among members on taxation efficiency, capacities, policies, collection, improving consultation procedures on taxation, and encouraging information exchange on taxation. These are areas Nigeria could have gained critical insight and knowledge.

Nigeria continues to struggle with its tax system and administration. The country’s tax authorities are still burdened with obsolete tax laws, dearth of technology in tax administration and consequently inefficiencies in tax collections and poor compliance levels. The Nigerian tax system, according to experts, is still largely “characterised by complex distortions and inequitable taxation laws” fostered by a “multiplicity of rates and unnecessary exemptions.” Many of the country’s tax laws are obsolete and out of tune with current reality. It is not surprising therefore that the country’s tax-to-GDP ratio is a mere six per cent. BRICS’ economies, on the other hand, earn an average tax-to-GDP ratio of 24 per cent (Russia’s tax collection is 19.5 per cent of its GDP, China 20 per cent, India 17.7 per cent, South Africa 26.9 per cent, and Brazil 34.4 per cent). PricewaterhouseCoopers (PwC) tagged Nigeria’s six per cent “abysmal”.

However, Lagos State seems to have taken a few pages out of BRICS’ tax book and the state is reaping the benefits. Aside from the deployment of technology, the state is working with its House of Assembly to upgrade its tax laws for simplicity, equity, certainty, relevance, and efficiency. Recently, a public hearing was held by the state House of Assembly on a bill to repeal the 17-year-old Land Use Charge Law and enact a new one that will consolidate all property taxes in the state (tenement rate, neighbourhood improvement tax, land rates) into one tax, the Land Use Charge Law.

The legislators promised at the hearing to undertake an impact assessment of Lagos State tax laws with a view to amending and or enacting new ones, where necessary, to meet the present and urgent tax needs of the state. The new Land Use Charge Law was comprehensive enough to satisfy the basic requirements of a good tax. By collapsing the multiple property tax law in the state into one law, the government has simplified the law. The new law will be equitable and standardised; assessment of tax due is to be calculated based on the property type and the market value, unlike the old law where valuation is arbitrary and the taxpayer is not certain of his tax obligations. All this, coupled with deployment of e-filing, is expected to help the efficiency of the law.

Lagos already boasts of about 30 per cent tax compliance rate. This is far better than the country’s six per cent and even higher than BRICS’ average of 24 per cent. It is expected that the new tax administration, with up-to-date tax laws, will further boost this compliance figure and provide the Lagos State Government with additional resources to tackle its developmental agenda.

But most importantly, there appears to be a clear trust by residents in the state government to deploy tax revenue judiciously. For long, Lagos residents, and indeed Nigerians, had complained that the impact of government was hardly felt. That is no longer the case in Lagos. The state government has demonstrated good faith and has shown that it can be trusted with taxpayers’ money to deliver people-oriented and impactful projects. The government is investing in a modern and efficient transport system: rail (Okokomaiko-Marina; Iddo Terminal-Alagbado); Automated Guideway Transit (Ikoyi-VI-Ajah line); Bus Rapid Transit plying routes across the state; channelisation of the waterways (construction of jetties and provision of ferry services); road rehabilitation, upgrades and maintenance. It is equally investing heavily in social infrastructure; upgrading schools, health facilities and working hard to protect the environment.

Compliance remains a major challenge to unravel for Nigeria. At the 2017 Stanbic IBTC/Standard Bank West to East Africa Investors’ Conference, the Minister of Finance, Mrs. Kemi Adeosun, told the audience that the country’s “tax burden is not being shared fairly… being carried by those who are least able to afford it.” According to Adeosun, the country “only has 14 million taxpayers out of about 70 million people that are economically active.” And even at that, a “majority of that 14 million are people who have their taxes deducted at the source, largely lower income workers.” Very few voluntarily file tax returns.

The hallmark of a strong tax system/administration includes its simplicity for citizens to understand their tax obligations; equitability: relevance to reflect current realities; efficiency; enforceability, with mechanisms for compliance; and transparency, free from ambiguities and uncertainties. The country’s tax system, unfortunately, fails many of these basic criteria. The BRICS’ economies have very dynamic tax systems that are constantly reviewed to ensure relevance. As well, they deploy functional electronic filing systems to ensure standardisation and efficiency.

The World Bank/PwC report, Paying Taxes 2018, which analysed and compared tax systems in 190 countries, shows that Nigeria has a lot to gain by learning from the BRICS’ economies in terms of consolidation of its taxes to remove multiplicity and extensive use of technology for efficiency, which will no doubt help boost compliance. Paying Taxes 2018 shows that businesses in China pay taxes on a total of nine items, including profit tax, labour tax, and other tax payments. In Russia, it is nine taxable items; South Africa seven items; Brazil 10 items; and India 13 items. In Nigeria, businesses contend with a whopping 59 taxable items. The Director of Research and Advocacy of the Lagos Chamber of Commerce and Industry, Dr Vincent Nwani, at a forum organised by the Initiative for Public Policy Analysis, revealed that his group counted “up to about 80 different types of taxes” in some sectors. The effect, Nwani said, is to force many businesses (and individuals) to evade tax payments by going “invisible”.

Expectedly, the average hour spent on filing tax returns on the many taxes in Nigeria is equally high; it takes 360 hours or 15 days. In Russia, 168hrs/seven days is all a taxpayer needs; 207hrs/8.6 days in China; 210hrs/8.7 days in South Africa; and 214hrs/8.9 days in India.

At 59 taxable items, Nigeria has one of the highest tax charges in the world. This is a major contributor to its regular poor performance in the yearly Ease of Doing Business index. Thus, an urgent reform is needed to consolidate the multiple taxes and streamline them for convenience and simplicity.

The method of computing many taxable items in the country’s tax system is often opaque and needs to be standardised. Many state and local council levies have no standard rate or valuation method; the charges are often arbitrary. For instance, tenement rates, ground rents, and property taxes are often charged without recourse to the property in question. Thus, a commercial property and another residential one in a neighbourhood may be charged similar property rates or two properties of equal status in a neighbourhood may attract different rates.
