Five years ago, AllMight was killed in a swath of blue flame and chaos after the Prison break. Deku and others are missing since this altercation; Hawks & Aizawa have gone rogue ever since, leading many to believe they were somehow witnesses to this event or even alleged accomplices. Endeavor came back to help uphold what was left of "civil society" and told the world that it was Dabi who killed AllMight.

Chaos erupted and since the only witnesses to the event had to flee, the remnants of "civil society" took solace in Endeavors strong leadership and sense of established order. The top hero ordered parts of Japan to be walled up, saving rich echelons of society and all those with powerful quirks. His unification of Japan's biggest cities and his guaranteed protection is all that has kept the country in order.

Shigaraki fought off AFO during the chaos of the prison break and managed to pursue his own goals of destruction instead of OFA. However, it was a calculated error that led to him losing some of his acquired quirks due to overuse. For four years, Shigaraki grew closer to his "New League" called "The Posse" or "Villain Posse."

Knowing he'd have to expand and grow to help with his ideals to destroy society as a whole, and the world to follow. As more people, especially those cast out of the sectors, grow disillusioned with the heroes, they have begun to swell The Posse's ranks as they forge their own society, out of the reach of the heroes.
