Dr. Faceless, the second major villain Batman faces off against, is a scientist driven mad after a skin regeneration ray ruined his face.

Anyway, I think it's very admirable how Jiro Kuwata seems to understand The Batman Approach straight away. That is, sympathy for and an attempt to rescue the villains he recognises as people who can be saved. Even in the 1960s, there were western Batman writers who didn't seem interested in exploring this characterization, and instead seemed to want Batman to be far more violent and nihilistic, and less intersted in saving people.
