Somalia’s move to invite Egyptian troops on its soil is playing out in differences between Mogadishu and its federal states, in what could derail the country’s focus on security needs. On Wednesday, hundreds of people in Waajid, the second major town in Bakol region in South West State (SWS) of Somalia protested along the streets, carrying placards with such slogans as ‘doonimayno Masar’ (we don’t want Egypt) and ‘soo dhowoow Itoobiya’ (welcome Ethiopia). The protests derailed transportation between Baidoa, the South West capital and Mogadishu as authorities sought to calm the unusual protests. As a result, Somali Prime Minister Hamza Abdi Barre flew to Baidoa in the company of top aides including the Director of the National Intelligence and Security Agency (NISA) Abdullahi Mohamed Ali alias Sanbaloolshe. They went to convince the SWS leader Abdiaziz Laftagareen that the federal government has plans to deploy enough forces to guarantee the security of his State in the event that Ethiopia is replaced.

The International Rescue Committee (IRC) issues an urgent alert in response to the catastrophic flooding wreaking havoc across the Hiraan, Bakool, Bay, and Gedo regions of Somalia. Unprecedented heavy seasonal Deyr rains have led to devastating consequences, affecting over 1.77 million people, displacing 649,000 individuals, claiming lives, and destroying homes and livelihoods. Impact of El Niño-Triggered Floods Amidst Prolonged Drought Compounding the impact of prolonged drought, El Niño-triggered rainfall over the last month has resulted in devastating floods, submerging farmlands, and damaging critical infrastructure. The heavy rainfall is anticipated to affect up to 1.5 million hectares of cropland, worsening the already dire humanitarian situation in the region.
Humanitarian Crisis Deepens as Heavy Rainfall Persists
With above-normal rainfall anticipated until the end of 2023, the humanitarian crisis deepens, impacting 4.3 million people. By year-end, a quarter of the population will face crisis-level hunger or worse. Urgent humanitarian aid and funding are imperative to address immediate needs, protect livelihoods, and support host communities and displaced individuals. Urgent Funding Needed to Mitigate Ongoing Flood Impact
As the forecast predicts continued heavy rainfall, there is a critical need for swift and substantial funding to address the growing humanitarian needs. Dwindling funding at this crucial juncture will hinder humanitarian agencies' ability to assist, aggravating severe outcomes for the affected population. Climate Injustice Unfolding on the Frontlines in Somalia Crothers points out the climate injustice faced by those on the frontlines of the crisis, emphasizing the disproportionate impact on communities that have done the least to contribute to climate change. As COP28 approaches, there is an opportunity to address climate impacts on conflict-affected, climate-vulnerable communities and bridge financial gaps.
IRC’s On-the-Ground Efforts to Alleviate Impact
Nearly half a million affected individuals are in Southwest State, with others in Jubbaland, Puntland, and Galmudug. Baidoa, facing severe flash floods, is a critical concern. The IRC actively supports communities, reinforces riverbanks, and prepositions basic items to address immediate needs. IRC's Ongoing Operations in Somalia The IRC, operational in Somalia since 1981, is scaling up operations to provide healthcare, unconditional cash transfers, rehabilitation of water sources, and mobile health services. Will Puntland fail Somalia’s debt relief process?
The political conflict between the Federal government of Somalia and the Puntland State has caused the government institutions of both sides to not work together, while Puntland is in criticism how it works government of President Hassan Sheikh.
One of the main points of contention is the implementation of the Federal system, in which Puntland wants to have more powers, while the Mogadishu government wants to take most of the powers.
At the meeting of the National Consultative Council in Mogadishu in December 2022, Puntland refused to sign the provisions agreed by other regional governments, which included, the implementation of the Federal judicial system, the delimitation of the powers of the two levels of government, the national system of security and national election proposal.
Since then, the conflict between the two sides has been intensifying, as Puntland did not attend the meeting of the National Consultative Council in Baidoa on March 16, 2023, and the cooperation between the two sides was completely stopped.
Debt relief process
The prime minister of the Federal government Haza Abdi barre has clearly stated that the Somalia debt relief plan that has been going on for the last 7 years is at risk of failure, if the Puntland Ministry of Finance does not cooperate with the Federal government’s Ministry of Finance, so that the financial institutions sent to the world with a united document that can represent the whole country of Somalia.
He said that on the 9th month of this year, Somalia is about to be forgiven for the debt it has suffered for more than 30 years, which amounts to 5 billion dollars, but that can be achieved together, if this process is lost. Somalia can fail.
Mohamed Said Faroole, Puntland Minister of Planning said on his part that he will not allow cooperation with the Federal Ministry of Finance, saying that international donations should not be openly used, and the debts owed to Somalia in the first place Puntland has not received any funding for projects.
“Puntland has no debt, neither Bossaso Port nor streets was built on debt. Hassan Sheikh’s government looted the old debt of 5 billion, we will not allow 200 billion to be taken in our name, and we will not sign it,” said the Minister of Planning of Puntland.
This situation can cause worry and hopelessness in the debt relief plan that the Mogadishu government expected to fail, in order to gain the trust of the world’s financial institutions and attract millions of dollars of investment to the country.

FINANCE ASSISTANT Peace Action Society Organization for Somalia (PASOS) is a professionally managed and committed national Non-Governmental and Non-profit-making organization, founded by civil society groups on1st January 1997 in Mogadishu, Somalia. The primary focus of PASOS is on the problems of the poor in their struggle to obtain a life of justice & dignity, environment stabilization, food security & livelihood, getting access to clean portable water and health services, empowerment of the community for self-governance are the most important components of its mission. Gender justice, advocacy on human rights, democracy, peace and conflict resolution in society child protection and child rights, natural resource management, and livelihood security are our primary areas of concern. As PASOS finance coordinator it will be your job to develop and implement finance policies, providing expert financial support to the project so that every department has what it needs to do the best job possible, no matter what happens. From ensuring that finances are available for a quick scale up of operation after an emergency, to the managing the day-to-day finance needed to run a field hospital, you will provide support to the entire project, approving the budgets for projects and other procurement and logistic materials, you will liaise the executive director, deputy director and programme director. ROLE PURPOSE The role of the Finance Assistant is to manage the receipt and disbursement of funds and maintaining accurate financial records and supporting the program in in Burhakaba/Baidoa. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly. RESPONSIBILITY Maintenance of the office petty cash and receipt and disbursement of payments as per the authorization and approval of Budget Holders and in accordance with PASOS financial management policy. Receipt of duly reviewed and approved payment requests and ensuring such payments are recorded on the voucher book and approved by a budget holder Ensure to attach each remittance proposal and remittance confirmation reports duly reviewed and approved in AP and generation of for relevant support documents Drawing of checks for payments approved and recorded on voucher books and ensuring signed checks are collected by the suppliers/payees Preparation of online payment lists and sharing with finance officer for disbursements to vendors and suppliers Daily collection of all approved Payment vouchers, registering the details in an excel sheet and sharing with Finance coordinator or Manager for online processing of such payments. Ensuring supplier acknowledgements or receipts of all payments of over 5000 USD made through online banking is obtained. Maintenance of updated vendors/supplier bank account details database Manage office petty cash balances to ensure that sufficient balances are maintained, and top ups requested when necessary Maintain a cashbook to record the daily movement of cash including receipts and payments Payment of staff advances and per diems, follow up and ensuring timely clearance of outstanding floats and inform the Finance Officer on long standing floats regularly Keep a tracker and record all monthly payments requests submitted to the finance office. Actively participate in the month end closure process including preparing cash and bank reconciliations. o Ensure secure and orderly filing of all financial records and documentation of the area office expenses on monthly basis o Combine all supporting documents of payments reviewed and processed electronically into one and ensure the same is correctly named and filed in the online Data Management System o Maintenance of physical files and the field office filing system with focus on neatness, accuracy and ease of traceability and retrieval when needed.
o Actively participate in any internal or external audit process by ensuring timely retrieval of all sample documents requested physically or electronically. o Ensure full compliance of financial transactions with PASOS rules, regulations, policies and recording and reporting systems o Ensure proper files are maintained and well secured in the Finance Department to enable a complete audit trail from the Agresso FMS accounts records to supporting documentation and vice versa. o Comply with all relevant PASOS policies and procedures with respect to health and safety, security, equal opportunities, and other relevant policies. o Ensure the effective and efficient use of all PASOS resources to keep costs low and ensure the security of staff. Perform any other related duties as required.
