Why is the situation difficult to stabilize?

Prasenjit Biswas, a scholar and commentator at Northeastern Hills University, a public university directly under the central government of India, said in a commentary published in the Deccan Herald on the 17th that since the conflict broke out last year, both the Metai and Kuki people have selectively used facts and events to weave narratives, portraying the other side as "enemies who have lost their humanity."

"The grassroots reality is that each village has established its own village volunteer defense organization and can obtain weapons from the black market. Defense volunteers from different villages may clash and may be regarded as militants by the armed forces. The cycle of violence can easily occur." Wu Xiaoli told The Paper, "The recent violent incident was that the armed forces shot and killed what they thought were Kuki militants (referring to the incident on the 11th), while the Kuki people believed that these people were just village defense volunteers. Subsequently, innocent Metai women and children were killed by the Kuki people."

The Indian central government re-implemented the Armed Forces (Special Powers) Act (AFSPA) in six districts in Manipur on November 14, trying to intervene in the situation. The AFSPA law, introduced in 1958, aims to give the Indian armed forces special powers to take coercive measures to deal with serious civil unrest in designated "turbulent areas". It has long faced controversy such as human rights violations and lack of supervision.

However, such a move is not favored by scholars such as Biswas. In his analysis, he said that sending additional central troops to the turbulent Manipur state without understanding the local situation cannot guarantee peace, and "the lack of coordination between civil society and security forces further increases this possibility."

Wu Xiaoli and Biswas and other scholars have paid attention to the problem of "trust deficit". Wu Xiaoli told The Paper: "The deep division caused by the ethnic violence between the Kuki and Meitei people is different from the previous ethnic violence in Manipur in that the Kuki people believe that the state government and police led by the Meitei people are biased towards the Meitei people."

She said: "Because the demands of the parties are far apart, it is difficult to achieve a political solution in a short period of time. The response of the central and state governments is mainly to use armed forces to maintain order and peace. But on the one hand, the central armed forces have to rely on the assistance of the Manipur police, and there are more cooperation problems between the two parties. On the other hand, there is a serious trust deficit between villages of different ethnic groups, between the Kuki tribe and the police and the state government." The local government seems to have felt these concerns. On November 16, the Manipur government sent a letter to the Indian Ministry of Home Affairs, asking the central government to withdraw its decision to restart AFSPA.

However, just when the Manipur government seemed to be unable to cope with the situation, another seven state legislators withdrew their support for the state government on the 17th. According to the Mint, the National People's Party, which withdrew its support, has seven members in the Manipur State Assembly. In August 2023, the Kuki People's Alliance (KPA), which holds two seats, also withdrew its support for the Singh government.

After completing his primary education, Shah’s family relocated to Ahmedabad. Influenced by his mother, an ardent Gandhian, Shah embraced the simplicity of Khadi. His fascination with the biographies of patriots and the writings of K.M. Munshi deeply influenced his young mind.

At the age of 13, during the 1977 general elections amidst the Emergency period, Shah actively participated in the campaign, supporting Maniben Patel, Sardar Vallabhbhai Patel’s daughter, who contested from the Mehsana Lok Sabha seat as a Jana Sangh candidate.

Manipur highway blockade: Hundreds of vehicles stranded, internet suspended

Hundreds of vehicles were stranded along the National Highway-2 (Imphal-Dimapur) on Sunday amid the tense situation as the blockade, called by the All Tribal Student Union Manipur (ATSUM), hit normal activities in the hill districts of Manipur, officials said. According to police, few incidents of arson, including setting a vehicle ablaze in the hill districts, have been reported on Saturday and Sunday. The ATSUM called the "economic blockade" on Friday, demanding the Manipur (Hill Areas) Autonomous District Council (Amendment) Bill, 2021 be moved in the state Assembly to provide more administrative powers and autonomy to the tribal autonomous bodies. Following the tension, the Manipur government has suspended mobile data (internet) services for five days in the entire state. Special Secretary, Home, H. Gyan Prakash, in a notification on Saturday night, said that considering the situation which would cause serious disturbances to the entire peaceful co-existence of the communities and maintenance of public order, ..... suspension/curbing of mobile data services in the territorial jurisdiction of the entire state of Manipur has been ordered. "....all mobile service providers are hereby directed to ensure compliance of this order," the notification said. The notification quoting the Manipur Director General of Police said that in Bishnupur district, an incident occurred on Saturday along NH-2 wherein one van was found burning after being set ablaze by some youths. The District Magistrates of Bishnupur and Churachandpur have also imposed prohibitory orders under Section 144 of the CrPC for a period of two months across these districts. Police said that several hundred goods-laden trucks carrying essential commodities were stranded in the National Highway-2, which connects Manipur with the rest of the country via Nagaland. Meanwhile, around 30 tribal students were injured in Imphal on Saturday when the police prevented a protest rally leading to a clash between the two sides. Five tribal student leaders were arrested and sent to jail for 15 days. Demanding the release of its arrested leaders, the influential students' body ATSUM has threatened to intensify their stir. The BJP government headed by Chief Minister N. Biren Singh introduced the Manipur (Hill Areas) District Council 6th and 7th amendment bills in the Assembly on Tuesday. However, the ATSUM claimed that these bills are not in line with their demands. The ATSUM has been agitating in the hill districts including Kangpokpi and Senapati for quite some time demanding more power to the tribal autonomous district councils. In August last year, the Hill Area Committee (HAC), comprising MLAs of all the 20 tribal reserved seats of Manipur - recommended the new Autonomous District Council (ADC) Bill to ensure 'equitable development' in the hill districts in the same parameters as in the valley region of the state. N Biren Singh takes oath as the Chief Minister of Manipur in Imphal, for the second term, on Monday.

Singh was unanimously elected as leader of the legislature party of the BJP in a meeting held on Sunday, which was attended by the party's central observers, Union Finance Minister Nirmala Sitharaman, and Union law and justice minister Kiren Rijiju.

Ahead of the BJP's state legislature party meeting, Singh had visited Delhi and met Prime Minister Narendra Modi, Union Home Minister Amit Shah, and Defence Minister Rajnath Singh.

BJP retained power in the state by winning an absolute majority with 32 seats in the 60-member House in the recently concluded Assembly polls. Congress bagged five seats and the NPP won seven seats. Naga People's Front bagged five and the Kuki People's Alliance got two seats. Independents bagged three seats.

I can't understand why the #BharatiyaJanataParty is claiming victory in the Assembly election results of the 5 Indian states announced on 10.3.! While the simple majorities required in the 3 small states of Goa, Manipur and Uttarakhand are 21, 31 and 36 respectively, B.J.P. fell short by 1 in Goa though it gained 7, crossed the threshold by only 1 in Manipur though it gained 11 and though it won 47 seats in Uttarakhand, it lost 10 overall! Similarly in Uttar Pradesh, though B.J.P. won a comfortable majority of 255, it lost 57 seats overall! The less said about B.J.P's performance in Punjab where the simple majority required is 59, the better! It won only 2 seats compared to 3 the previous time! And to think that B.J.P. has the audacity to expect victory in the General Elections of 2024!
