Ashiyahama Seaside town, or Ashiyahama Estate, roughly midway between Kobe and Osaka, Hyougo; planned since 1972, with construction starting in the summer of 1976, for a completion in 1979-82, as a collaborative project between the prefectural, local and the national (NJK) housing companies and local contractors. An ambitious pilot project for the modernisation of Japanese housing, using a complicated steel frame system with prefabricated panel infill, with linked blocks between 12 and 29 storeys; as well as a single 31 storey tower. Totalling 3,381 flats, these were roughly split a third each between NJK rental housing, and prefectural rental and for-sale housing, respectively. Most flats are 2-room (65-75square meter) with some larger, 94-square meter ones. The non-residential floors feature linked access decks, originally intended as park- and playground spaces, but they in practice have been used mostly for storage and cycle parking. It also had an ambitious system for disposal of household waste--pneumatic tubes would transport waste to an underground incinerator. The frame-panel system was intended as an ambitious and futuristic scheme; in the end, it ended up overly expensive, and was not repeated. The lifts stop only at the every fourth floor above the 7th; flats on other levels are accessed from staircases, each storey having two flats to a stair landing.
