I will do my best! Here are some romantic quotes from all the books/sagas in the Cosmere (how sappy are they though?) and a small commentary on some of them.

Elantris

Elantris is the most romantic book Sanderson has written so far. Unfortunately most of the quotes have the protagonists longing for each other, missing one another or being bitter about their bad luck with love (looking at you Sarene). This is the only quote that could work in a different context and it isn't even about romantic love (but you can use it anyways):

"It has been less than two months."

"Love is independent of time (...)"

Mistborn Era 1

Mistborn, on the contrary, is full of romantic quotes that you could use.

Sazed made this beautiful metaphore with keys and locks:

"At first glance, the key and the lock it fits may seem very different," Sazed said. "Different in shape, different in function, different in design. The man who looks at them without knowledge of their true nature might think them opposites, for one is meant to open, and the other to keep closed. Yet, upon closer examination he might see that without one, the other becomes useless. The wise man then sees that both lock and key were created for the same purpose."

If your boyfriend reads as much as Elend Venture does, then you might like this one:

[Insert your boyfriend name], there is something I've been meaning to tell you for some time. *Dramatic pause* You read too much. Especially in the presence of ladies.

Sazed again comes to the rescue:

"Oh, child. When will you stop worrying and simply let yourself be loved?"

Vin shooked her head. "It's not that easy."

"Few things are. Yet, I tell this, Lady Vin. Love must be allowed to flow both ways -if it's not, then it is not true love, I think. It is something else. Infatuation, perhaps?

Warbreaker

This was a sweet surprise. Probably my favourite quotes in the whole post. Susebron is a gem.

Siri and Susebron have this conversation that is full of lovely quotes.

I suspect that the mountains are beautiful, as you have said. However, I believe the most beautiful thing in them has already come down to me.

Siri started, then flushed. He seemed so open, not even a little embarrassed or shy about the bold compliment. “Susebron!” she said. “You have the heart of a charmer.”

Charmer? he wrote. I must only speak what I see. There is nothing so wonderful as you, even in my entire court. The mountains must be special indeed, to produce such beauty.

Beauty is not about how a person looks, Susebron wrote. My mother taught me this. The travelers in my storybook must not judge the old woman ugly, for she might be a beautiful goddess inside.

I found this one almost by accident:

You're wonderful. So full of life and excitement. The priests and servants of the palace, they wear colors, but there's no color inside of them. They just go about their duties, eyes down, solemn. You've got color on the inside, so much of it that it bursts out and colors everything around you.

Mistborn Era 2

Steris and Marasi talk about love in Bands of Mourning. Steris is hopelessly romantic here:

“I saw it in his eyes, first. That hunger, that fire. And then I found it in myself. He’s a flame, Waxillium is, and fire can be shared. When I’m out here, when I’m with him, I burn, Marasi. It’s wonderful.”

“You actually love him, don’t you?” Marasi asked.

“Well, love is a strong emotion, one that requires careful deliberation to—”

“Steris.”

“Yes.” She looked down at her notebook. “It’s foolish, isn’t it?”

“Of course it is,” Marasi said. “Love is always a foolish emotion. That’s what makes it work.”

TeenSoon talking about Vin in Shadows of Self:

"When she fought, she was the blade. When she loved, she was the kiss."

This one is not very romantic but it is about trust and relationships:

"Too much in high society is built around the idea of making certain you don't need to trust anyone," Waxillium said. "Contracts, detailed operating reports, not being seen alone with an eligible member of the opposite gender. If you remove the foundation of trust from a relationship, then what is the point of that relationship?"

Stormlight Archives

There is romance in this book but the characters don't feel a cheerful love, it is desperate and full of conflicted feelings. Finding something that might work for Valentine's Day is hard.

• From Oathbringer (SA 3), chapter 121 [you might wanna change "marry" for "date"]. It is romantic and funny at the same time, there are lots of feelings but the humour makes it look soft and cute.

“Oh? And is that what women are supposed to seek in a mate? Is it in the Polite Lady’s Handbook to Courtship and Family? The Bekenah edition, maybe? ‘Ladies, you can’t possibly marry a man if he can’t fly.’

Never mind if the other option is as handsome as sin, kind to everyone he meets regardless of their station, passionate about his art, and genuinely humble in the weirdest, most confident way. Never mind if he actually seems to get you, and remarkably listens to your problems, encouraging you to be you–not to hide yourself away.

Never mind if being near him makes you want to rip his shirt off and push him into the nearest alleyway, then kiss him until he can’t breathe anymore. If he can’t fly, then well, you just have to call it off!” 

Maybe you can change this quote a little or be inspired by it. In The Way of Kings, Dalinar finds honesty seductive and that is sweet:

“Dalinar, I’ve never been more open and honest in my life.”

“I know,” Dalinar said, smiling. “That was the seductive part.” He closed the door softly, then let out a sigh.

Or you could pretend to be offended and ask for his boots.
