I know there are quite a few fanfics and headcanons about the Continuum being against Qs infatuation with Picard let alone a romantic relationship between them. Although considering the whole thing with Amandas parents, I think they in general are not really fans of romance. 

But what if they were right?

What if the Qs simply are a species with such a power that too strong emotions do end up having quite the negative consequences not for the Q but for larger parts of the universe?
