Top Canada Immigration Options in 2023
Even as thousands of hopeful immigrants wait for the next Canada Express Entry Draw, the country hopes to welcome 465,000 new Canada PR Visa holders in 2023. This is done in order to solve the severe shortage of skills in the job market.
The conclusion is that right now is the ideal time to start your Canadian immigration procedure. The best relocation alternatives for 2023 are briefly listed here:
Express Entry System
The Express Entry System will continue to be the major immigration route to Canada in 2023. This is the main application management system for three economic immigration programs:
Federal Skilled Worker Program
Canadian Experience Class
Federal Skilled Trades Program
In 2023, Canada intends to accept about 83,000 immigrants under the Federal High Skilled category. According to the revised Plan for Immigration Levels, the target for 2024 is 109,000, and for 2025, it is 114,000.
Under the Express Entry System, 16 new vocations are now eligible for the Federal Skilled Worker Program. This is after the National Occupational Classification for 2021, the most recent NOC, was put into effect.
The Express Entry System currently recognizes a number of new professions as qualified. These range from teachers' assistants to truck drivers, and from nurses to payroll administrators. The debut of Express Entry's targeted drawings will take place in 2023 as well.
The Canadian Parliament adopted the legislative foundation for holding such drawings in 2022. The goal is to make it possible to address certain economic labor shortages.
Provincial Nominee Program
The combined Provincial Nominee Programs, or PNPs, are the only economic immigration route that will exceed Express Entry in 2023. The PNPs are expected to admit more than 105,000 new Canadians on PR visas in 2023.
Through these PNPs, Canada will get thousands of immigration allocations in 2023. These comprise the westernmost, in British Columbia, prairie provinces of Ontario, Manitoba, Saskatchewan, and Alberta. It also comprises the four Atlantic Provinces of Nova Scotia, New Brunswick, Prince Edward Island, and Newfoundland & Labrador.
The Express Entry System is also connected to several PNP streams. It means that there is a specific stream for each PNP in the Federal Government's selection process. The targeted occupation lists and classifications need to be verified because the federal and provincial priorities might change.
Programs in Pilot Employer-Driven
Canada also manages a number of employer-driven pilot projects. These specifically target regions or sectors of the economy where there is a severe labor shortage.
At the heart of such initiatives is the Atlantic Immigration program. AIP began as an experimental initiative but has now been declared permanent. In 2023, 8,500 spots in the program will be reserved for graduates and qualified professionals from other countries. It encompasses the four provinces of Atlantic Canada: Nova Scotia, New Brunswick, Newfoundland & Labrador, and Prince Edward Island.
Another 8,500 fresh PR Visa holders are to be accepted under 3 more categories:
The Agri-Food Pilot
The Rural and Northern Immigration Pilot
The Economic Mobility Pathways Project
Since the aforementioned programs are employer-driven, applications cannot be made directly for any of them. An employer first determines a need, after which they choose an immigrant to meet it. The immigrant is then brought to Canada through any of the aforementioned programs.
Additionally, a 2023 completion date has been set for the new Municipal Nominee Program. As its name suggests, the MNP will oversee the greater localization of the immigration selection process. It will make it easier for various communities to react to the various demands of the job market.
Start-Up Visa Initiative
Canada intends to welcome 3,500 new immigrants under its business immigration programs in 2023. By 2025, there will be an increase of 6,000 people. The Start-up Visa Program will accept a sizable proportion of them.
Those applying must get the support of an angel investor group, venture capital fund, or business incubator in order to be considered. They must also be able to speak the language and have the money to relocate.
Candidates initially immigrate to Canada on a Work Permit while starting a firm, then meet the requirements for PR status. They must be actively involved in the management of the Canadian firm to be eligible.
Programs for self-employment
The Federal Government's Self-Employed Class Program seeks applicants with relevant self-employment experience. Additionally, they must be able to and want to create their own job and make a major contribution to Canada's sporting, artistic, or cultural life.
The Quebec Self-Employed Class Program seeks applicants who can establish their own employment through professional or commercial endeavors. Also, Read About the Canada CRS Calculator to check your eligibility to move to Canada.

Five provinces have issued invitations in the most recent round of draws through provincial immigration programs provinces invite candidates through Provincial Nominee Programs (PNPs) allowing governments to select economic immigration candidates who are the most likely to integrate easily into the provincial economy and contribute to the labour force.
These provinces are allocated a specific number of invitations they can use to target newcomers in the 2023 immigration levels plan has a target of admitting over 105,000 new permanent residents to Canada through the PNP.
Quebec does not use the PNP province has a unique agreement with the federal government that allows it to select all economic immigrants who wish to settle in the province.
Ontario has invited 883 candidates combined through the Master’s Graduate stream and Ph.D. candidate stream of the Ontario Immigrant Nominee Program (OINP). Both draws occurred on April 4.
There were 772 candidates invited through the Master’s Graduate stream with a minimum cut-off score of 52 and above 131 Ph.D. Graduate stream candidates needed a score of 48 was the first draw of 2023 for Ph.D. candidates.
Ontario also recently announced that it is investing an additional $25 million over three years to support doubling the number of skilled immigrants province says this investment will speed up processing and enhance security, along with other IT updates.
British Columbia invited 175 candidates through the BC PNP on April 4. Of these, 175 were in a general draw, meaning no specific occupation was targeted were candidates in the skilled worker streams with minimum SIRS scores of 103, International Graduates with minimum SIRS scores of 103 and Entry –Level and Semi-Skilled candidates with minimum SIRS scores of 85.
On March 30, Quebec invited 619 candidates through the Quebec Regular Skilled Workers Program issued to candidates who met the criteria of specific TEER NOC codes across several in-demand sectors.
Candidates required a valid job offer outside the territory of the Communauté métropolitaine de Montréal and a minimum score of 578.
New Brunswick posted March draw results for the NB PNP on April 4. In 70 through the NB Employment Connection, 42 through the NB Student Connection and 74 through the NB Occupations-In-Demand Connection.
The province recently announced a 67% increase in its PNP allocation for 2023. This follows a meeting of the Forum of Ministers Responsible for Immigration (FMRI), where the immigration ministers endorsed a multi-year PNP program proposed by Immigration Refugees and Citizenship Canada (IRCC) this point, provinces only received their allocations one year at a time.
Alberta invited 150 candidates through the Express Entry stream of the Alberta Advantage Immigration Program (AAIP) on March 30 (results have only been available recently).
Candidates required a family connection and hold a primary occupation in demand, in addition to meeting the minimum Comprehensive Ranking System cut-off score of 372.

4 Provinces in Canada Where Obtaining PR Will Be Easier in 2023
Tumblr media
Based on your profile, the nomination schemes of provinces may be the simplest way to obtain PR in Canada. So, which provinces make it the simplest for candidates with no ties to Canada to obtain PR?
There are numerous nominee programmes, each with its own set of eligibility criteria. Provinces can use PNPs to meet their own particular immigration demands. PNPs are generally intended to cover labour-force shortfalls, therefore they will seek applicants with experience in in-demand occupations.
We are frequently asked whether the Canadian Provincial Nominee Program (PNP) is the simplest for foreign candidates to enter. While many PNPs need a connection to their province, such as a job offer, work experience, or an educational certificate, some programmes welcome individuals simply on the basis of their ability to fill labour or demographic gaps.
The four provinces regarded the easiest for international applicants to obtain PR in Canada in 2023 are as follows:
Saskatchewan's International Skilled Worker: In-Demand Occupation and Express Entry:  Saskatchewan, located in Canada's prairie area, has been a favourite destination for immigrants due to its strong financial growth and job prospects.
The International Skilled Worker PNP of Saskatchewan's Occupations In-Demand and Express Entry streams are intended to attract employees with experience in the province's in-demand occupations. Candidates for these International Skilled Worker streams are hand-selected through an Expression of Interest (EOI) method.
Applicants must have at least one year of experience in an occupation that is not on SINP's Excluded Occupations List in order to submit an EOI. Candidates must also have completed at least one year of post-secondary education and be fluent in English or French. Any candidate who meets Saskatchewan's minimum eligibility criteria, such as scoring at least 60 points on their Points Assessment Grid, is eligible to submit an EOI profile. Profiles submitted are then considered for one of SINP's EOI draws. In SINP EOI drawings, only candidates with the highest competitive SINP score and in-demand vocations are invited.
Aspirants who qualified for Express Entry can apply through the Saskatchewan Express Entry stream to have their permanent residence application processed more quickly. Those who are not eligible to submit an Express Entry profile can still apply through the Saskatchewan Occupations In-Demand stream.
2) The Express Entry Program in Alberta:
Alberta, Canada's western province, is home to some of the country's most prosperous cities, including Calgary and Edmonton. Alberta is a notable province for prospective newcomers due to its booming employment market and excellent education system.
Candidates for provincial nomination are chosen from the federal Express Entry pool by the Alberta Express Entry stream. One significant advantage of this stream is that Express Entry candidates with CRS scores as low as 300 are considered, which implies that more candidates in the pool will have a chance to get a Notice of Interest from the province.
It is important to note that a CRS score of 300 or higher does not ensure acceptance into Alberta's Express Entry programme. The Alberta Immigrant Nominee Program discloses the CRS score of the lowest-ranked candidate in each round of invitations but not the other targeted criteria. A candidate's chances may be improved by the following factors:
A qualifying relative who is an Alberta permanent resident or citizen;
A job offer or work experience in Alberta,
A credential from a Canadian post-secondary institution
Alberta's Express Entry system is linked to the federal Express Entry system. That is, earning a provincial nomination raises an applicant's CRS score by 600 points, effectively assuring them an Invitation to Apply (ITA) for PR in the next Express Entry lottery.
Alberta is frequently regarded as one of the simplest jurisdictions in Canada to obtain PR due to its low CRS requirement.
3) Ontario's Priority Stream for Human Capital:
Ontario is the most popular immigration destination in Canada, with many newcomers lured to the busy city of Toronto and its expanding tech-jobs sector. As a result, the province has a significant quota for assisting newcomers in immigrating through PNP channels.
Despite having one of the largest quotas in the country, Ontario wishes to attract even more newcomers. To help address the province's labour shortfall, Ontario's Labour Minister Monte McNaughton recently proposed that the number of immigrants accepted under the Ontario Immigrant Nominee Program (OINP) be increased from 9,000 to 18,000 per year.
For people who do not reside in Canada, Ontario's Human Capital Priority stream is an excellent choice. This stream favours talented persons capable of filling skilled job openings in the province.
Human Capital Priorities also uses the federal Express Entry system. Applicants have to have an active Express Entry profile and a CRS score of 400 or above. Ontario examines all Express Entry profiles and invites specific profiles to apply to the PNP, often based on a group of NOC codes and a specific CRS range.
Ontario submitted 3,513 candidates under the Human Capital Priorities stream in 2021. Almost half of these nominees were invited through OINP's targeted tech draw.
Ontario also has a PNP stream for French-speaking Skilled Workers with Fast Entry profiles. If you have intermediate to advanced French skills, this programme could be a wonderful fit for you!
Because of Ontario's large immigration quotas, the province organises frequent draws, making it one of the simplest provinces in Canada for qualified individuals to get permanent residency.
4) Stream of Labour Market Priorities in Nova Scotia:
Nova Scotia is situated on Canada's east coast, on the Atlantic. The province's proximity to the ocean, low cost of living, and relaxed way of life make it a desirable destination for many prospective visitors.
Nova Scotia's Employment Market Priorities also chooses individuals from the Express Entry pool directly. Because this stream frequently welcomes profiles with no ties to the province, it is regarded as one of the easiest PNPs for international applicants to acquire PR.
Nova Scotia does not disclose the occupations or criteria that will be targeted before to their admission rounds, but they frequently accept people who have no ties to the province. Candidates must have an active Express Entry profile and express their interest in Nova Scotia.
Candidates that get an invitation from Nova Scotia may petition for a provincial nomination. Because the stream uses the Fast Entry mechanism, successful nominees gain 600 points added to their CRS score. These extra points almost ensure an Invitation to Apply (ITA) in a federal Fast Entry draw.
Which PNP is the best fit for you?
With over 80 PNPs to select from, we understand how difficult it may be to determine which immigration programme is ideal for you. It can be difficult to know where to begin because the simplest province to get PR in Canada will often rely on your individual unique profile. In The Most Recent Draw, The Express Entry CRS Score Dropped To 496.
The CRS has not dropped below 500 in an all-program draw since December 2020.
On October 26, Canada held its most recent all-program Express Entry draw.
This is the ninth draw since all program draws were resumed on July 6.
Invitations were sent to 4,750 candidates with a minimum Comprehensive Ranking System (CRS) score of 496. Candidates from the Federal Skilled Worker Program (FSWP), Federal Skilled Trades Program (FSTP), and the Canadian Experience Class may receive invitations to apply (CEC). These programs all utilize the Express Entry architecture.
Canada Express Entry Points Calculator
Beginning in December 2020, all Express Entry program draws were suspended for a period of more than 18 months. Throughout the hiatus, invitations to apply were only sent to those who qualified for the CEC or the Provincial Nominee Program (PNP) (ITAs). The draws had to be postponed due to a surplus of applications brought on by restrictions on travel caused by the coronavirus. In September 2021, the IRCC also stopped holding lotteries for the CEC.
Tumblr media
Express Entry Latest Draw:
The CRS has never dropped below 500 since drawings resumed before this draw. The previous time the score fell to this low was on December 23, 2020, when it was 468. After that draw, all-program Express Entry draws were suspended to avoid adding to the backlog of applications for Canada permanent residence.
It is clear from the eight previous drawings that IRCC can issue more ITAs by lowering the CRS score because the number of candidates rose while the number of applicants continuously decreased.

Immigration Levels Plan 2023-2025 is scheduled to be implemented soon.
The Immigration and Refugee Council of Canada (IRCC) releases a new plan year each year that details the goal number of immigrants that Canada wishes to receive over the following three years. The statistics are further divided into categories of immigrants and programs that are linked. By 2022, the Immigration Levels Plan sought to add 55,900 new permanent residents to Canada through Express Entry Canada. Up until now, Canada has accepted slightly more than 28,000 new Canadian permanent residents through its Express Entry programs between January and August 31. Another Immigration Levels Plan is anticipated to be delivered by November 1 of this year.
What is Canada Express Entry?
The Federal Skilled Worker Program, the Federal Skilled Trades Program, and the Canadian Experience Class (CEC) all use Express Entry Canada as their candidate for the board structure. The Provincial Nominee Program (PNP) is currently eligible for anything akin to one of these schemes in the Express Entry pool.
The profiles of candidates are ranked using the Comprehensive Ranking System (CRS), a point-based system used by Canada Express Entry. The Invitation to Apply (ITA) is extended to the candidates who scored the highest; following that, they may submit an application for permanent residence in Canada.
Alberta PNP Points Calculator
Once the applicant submits the application, an IRCC representative reviews it and determines whether to sponsor the applicant. If this is successful, the applicant will then be a permanent resident of Canada and will have taken a step toward attaining Canadian citizenship.
Statistics Canada recently released the “Immigration Selection Factors and the Earnings of Principal Applicants” study, an update of the 2015 investigation that had a substantial influence on the creation of the Comprehensive Ranking System.
Canada PR Points Calculator
The study examined the variables that had the greatest short-, medium, and long-term impacts on the incomes of newly arrived permanent residents of Canada. It was shown that education, prior work experience, and language ability continued to be important determining variables. The most significant influence on a person’s attitude toward their financial status was found to be employment experience prior to landing, particularly that acquired in Canada.
It is anticipated that the upcoming Express Entry Draw would take place on November 9, 2022.

How to Immigrate to Canada with Low CRS Scores Under Express Entry
Canada Passes 80,000 Invitations For 2020 In New Express Entry Draw
Thousands of candidates have profiles in the
Canada Express Entry
Pool with Comprehensive Ranking System (CRS) scores below 472.
The most recent snapshot provided by Immigration, Refugees and Citizenship Canada, reveals that of total pool size of 125,881 candidates, more than 71,000 scores between 400 and 472 CRS points. How can these candidates immigrate to Canada?
With Canada Express Entry now in its fifth year of selecting and inviting new economic immigration candidates, the draws so far in 2020 have a settled look. Minimum Comprehensive Ranking System scores of 400 or above have been recorded in 16 out of 19 draws, while the ITA numbers have peaked at 3,900.
For the 40,500 profiles in the pool with scores between 400 and 472, improving their CRS score by a few points could make all the difference. Improving language test results, boosting work experience or adding a spouse or common-law partner as a secondary applicant are all good ways to tip the balance.
But for those with scores below 472, just adding a few points to their score is not enough. What can these candidates do to receive the coveted Invitation to Apply?
Express Entry Job OfferWhile the number of CRS points available for a job offer was reduced in changes made in November 2016, it remains the single most efficient way of quickly increasing a score.
Tumblr media
When Express Entry was first launched, all job offers backed by a Labour Market Impact Assessment (LMIA) were worth 472 CRS points. The changes saw the points available drop to 400 or 472, depending on the skill level of the job. Senior managerial positions (National Occupational Classification 00) became worth 200 points, while all other qualified job offers are now worth 400 points.
The changes were made to weight the system more towards candidates with the core factors attributed to a candidate achieving long-term success in Canada. These include education, work experience and language ability. These are also factors that are difficult to quickly improve and therefore score more points for.
Obtaining a qualified job offer remains the fastest way to convert a failing Express Entry profile into a successful one. A profile scoring 400 points is likely never to receive an ITA. That same profile with a qualified job offer scores a minimum of 450 points, depending on the level of the job.
Provincial Nomination ProgramsThe Canadian government is placing increasing importance on provincial nomination programs to attract economic immigrants who meet specific provincial labour market needs.
The success of provincial programs – which allows Canada’s provinces and territories to manage their own immigration streams – means Ottawa will expand the PNP allocation by 33 percent between now and 2023.
This is good news for immigration candidates to Canada who does not meet the requirements of federal economic class programs. Expanded provincial thresholds mean more chances of securing a coveted provincial nomination worth 600 points and a guaranteed ITA under Express Entry.

A qualified job offer backed by a provincial nomination is another fast and effective way to receive the extra points needed to qualify for Canadian permanent residence.

Alberta Modifies Permanent Residency Program to Help Fill Jobs
Alberta is making a change to an immigration program to address current and future labour shortages.
Tumblr media
Alberta Advantage Immigration Program (AAIP)
The government is modifying the Alberta Advantage Immigration Program (AAIP) to give more opportunities for international, high-demand workers with close relatives in Alberta to fill job vacancies in the province.
Opportunity for Workers Through Express Entry
“AAIP’s change will draw workers in high-demand sectors through Express Entry who have immediate family ties in Alberta,” said Rajan Sawhney, minister of trade, immigration and multiculturalism. “This approach will help ensure Alberta’s economy will prosper by dedicating a portion of provincial nominations towards in-demand workers who will have a great support network right from day one.”
Recently, Ottawa officially started accepting applications from young workers internationally for the International Experience Canada (IEC) program.
Under the AAIP, Alberta can nominate qualified workers for permanent residency. Nominees must have skills to fill job shortages in the province and be able to provide for their families.
If newcomers have an established support system already in place when they accept a job in the province, they are more likely to have an easier transition to a new culture and community, noted the provincial government. The program also helps retain these workers over the longer term, it said.
Immigration, Refugees and Citizenship Canada (IRCC) sets AAIP annual nomination limits. In 2022, AAIP issued all 6,500 nomination certificates that were allocated by IRCC to skilled and semi-skilled immigrants across seven immigration streams. Of these, 3,120 certificates were allocated under the Alberta Express Entry Stream.
Shortages Today, Tomorrow
The change to the program is a welcome development for stakeholders.
“The Alberta Advantage Immigration Program is one of the most attractive provincial nominee programs in the country. This announcement will definitely increase the retention of talent in Alberta,” said Sheba Singh, CEO, Canarch Immigration Solutions. “Immigration fuels our economy. Giving priority to high-demand workers with families in Alberta will not only fill the labour gap but will also provide solid support to new immigrants in their settlement.”
There’s already a shortage of workers in the province. Currently, Alberta has 100,000 job openings in the province across all sectors. In-demand sectors include healthcare, construction, education, technology and engineering.
And it can get worse: industry experts predict that Alberta will experience skilled worker shortages into 2025 due to industry growth and retiring workers.
“With job vacancies high and unemployment relatively low, the labour market in Alberta is the tightest we've seen in years, and skilled immigration is one of the best ways we can address the labour shortages affecting the majority of Alberta employers,” said Adam Legge, president, Business Council of Alberta. “Maximizing the Alberta Advantage Immigration Program is a win for Alberta's economy, addressing many of the labour gaps and attracting more people to the province.”
Canada added 104,000 jobs in December 2022, with the unemployment rate declining to five percent, according to Statistics Canada. And employers are anticipating a “brisk” hiring climate for the first quarter of 2023, according to a ManpowerGroup report.

Core-aged Black Canadians, those 25 to 54 years old, had an employment rate of 79.9 per cent in  March, up from 78.6 per cent a year earlier.
“Among (Black) men, the employment rate rose 2.3 percentage points over the period and reached 85 per cent in March 2023,” notes Statistics Canada. “The increase was most notable in Ontario, where the employment rate for core-aged Black men rose 6.3 percentage points to reach 83.7 per cent.”
Across the county, employment rose in Ontario, Manitoba, Alberta and Prince Edward Island in March but declined in Saskatchewan.
Ontario saw 21,000 more people land jobs, bringing cumulative gains in employment in that province to 172,000 since September last year, as the unemployment rate held steady at 5.1 per cent.
Ontario Workers Landed 21,000 Jobs and Albertans 14,000 in March
In the Prairie province of Manitoba employment increased by 3,300 in March, the second consecutive monthly gain, while Alberta saw employment rise by 14,000, the third such increase in four months.
In Atlantic Canada, Prince Edward Island recorded employment growth of two per cent in March, the third increase in four months. The unemployment rate for the province was 6.6 per cent.

In Saskatchewan, employment fell by 4,300 in March, the first notable decline since July last year as some part-time work dried up.
Canadian employers hoping to attract workers through economic immigration can recruit them through the Temporary Foreign Worker Program (TFWP) and the International Mobility Program (IMP).
The Global Talent Stream (GTS), a part of the TFWP, can under normal processing situations lead to the granting of Canadian work permits and processing of visa applications within two weeks.
Employers can also bring in foreign nationals to fill available positions through the Express Entry system, which receives immigration applications online.
It powers the Federal Skilled Worker Program (FSW), Federal Skilled Trades Program (FST), and Canada Experience Class Program (CEC) which all draw from the Express Entry pool of candidates. Those with the required Comprehensive Ranking System (CRS) scores are then sent Invitations to Apply (ITAs) in regular draws.
