This is a consequence of last night’s spam chat with @rhipidurafan, on modern AU Joe, who exudes major West Coast Cali Bay Area vibes. It appears that I am very inclined towards the concept of squeezing in hyperspecific details just because it satisfies me. Maybe all my fics are just barely strung together hyperspecific factoids.

Joe Kaysani, or “Yusuf Al-Kaysani” as it is spelled on his birth certificate issued in the year 1989 by the State of California, or more specifically the County of Alameda, is almost a walking stereotype of the product of overachieving first-gen migrant parents.

As a reflection of his zip code, 44560, most of his friends are from similar backgrounds, though you wouldn’t be able to tell at first glance. With their skin colors ranging from off-white to deep brown, they are a racially diverse group, almost a mini United Nations in one small corner of the East Bay, and yet they are as infuriatingly indistinguishable as the bland houses in their comfortably middle class suburb.

Joe Kaysani: hobbyist baker, amateur piano player, 2006 International Chemistry Olympiad medalist, captain and centerback of the Mission San Jose High School boys’ soccer team, and, for a time, a chemical engineering major at the University of California, Berkeley.

Outside of school, you know him as the guy who runs the campus radio show from 2am to 5am, Habibi Wave, where he introduces listeners to jazz from North Africa and the Middle East. If that doesn’t ring a bell, maybe you’ve seen him around campus wearing thick-framed black glasses and the Threadless tee that says “I listen to bands that don't even exist yet”, grandstanding about Pitchfork ratings.

He would have been starting junior year, but he basically crashed and burned. He lied to his parents, telling them that he deferred the semester to take up an internship with Dow Chemicals on the East Coast.

The truth is, he is on a flight to Europe. All he has in his bank account are the accumulated savings from years of after-school jobs: mentoring students on getting into their first choice colleges, a tutor for math and chemistry remedial classes, the occasional soccer coaching gig at his cousin’s club. Oh yeah, and under the table payments for the Joe Kaysani Private Dining Experience™️ in the Clark Kerr Campus.

The plan is to couchsurf. He has friends doing semesters abroad, friends he can swear to secrecy. He’s also signed up for culinary school. See, if there’s anything that Joe loves with his full heart, that feels a world away from home and yet so comforting, it’s food, but more specifically, sweet food. Pastries. Desserts. He built a reputation in freshman year as the guy who can make incredible, sculptural pieces of edible art and yet he feels like he’s just not there in terms of technical culinary skills. He’s been experimenting, yes, but no one in his immediate family really cooks. For most of his childhood, his parents were far too busy with their high-powered jobs to care about cuisine, and his siblings love eating but can’t be bothered to make food. 

Anyway, that’s the plan. He’s in Florence, and he has a friend from the university art club who’s doing a semester here.

I don’t know what time I started, but it’s almost midnight and I am loving how this has turned out. Every cupboard is scoured, I threw out so much stuff I brought with me here 14 years ago, and along the way. I wanted to donate a bunch of spices to the food bank but they aren't taking donations right now. The girl who picked up the cat food is darling - a second woman who does foster-hospice for cats asked for some too, so she’s coming tomorrow and a disabled low-income woman from Alameda asked as well. I offered to drive it over to her but haven’t heard. 

It just feels so so so so so good to be in a cleaner, more organized space.

State and Legislative Action

1. Kahan and East Bay Regional Park District Board Member Beverly Lane, toured the McCosker Creek Restoration and Public Access Project site at Robert Sibley Volcanic Regional Preserve. In her efforts to support our ecosystem, she secured $4 million in state funding for the project, restore a 2,000-foot section of creek in the upper San Leandro watershed. Kahan emphasizes that perservining our open spaces, protecting wildlife and our environment is crucial. She provided funding for the project because she is a proud partner with East Bay Regional Park District. With this project, Kahan hopes she can clean up the ecosystem and provide habitats for animals in the wild. I do agree with Kahan’s position because the 2,000 foot section of creek is covered in sink holes, making it impossible for animals to inhabit. By helping this small land by the creek, it will contribute to making our whole ecosystem cleaner. In 2019, Legislation passed a bill called Tesla Park Preservation. This bill allowed the conservation of Alameda-Tesla Expansion Area. The area housed many endangered species and a high abundance of natural resources.

State Senator Glazer doesn’t have a stance on ethical treatment of animals and I think this is because it might not be an issue that’s present in California. However, he is a lifelong environmental advocate. He led efforts that raised hundreds of millions of dollars to permanently protect open space in California and 25 other states. He has also casted important votes on California’s fight against global warming by setting new targets to reduce emissions. I think my issue or resolution falls under the state authority, but neither the State of California or Glazer doesn’t put it at the top of there list. I do agree with Glazers stance on protecting open spaces in California because it can preserve the wildlife. I do not agree with California and Senator Glazers lack of advocacy for ethical treatment of animals because I think it is an important issue. Glazer sponsored bill SB 1305, which allowed California’s first responders to provide pre-veterinary emergency care, on a voluntary basis, to an injured dog or cat at the scene of an emergency prior to transferring the animal to a veterinary care facility.

2. a) The bill number is SB 202. 

b) The bill was introduced by Senator Wilk on January 31, 2019. 

c) A violation of certain provisions of the Food and Agricultural Code relating to animals is a crime. This bill would impose a state-mandated local program. The last major action of the bill was that the California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that no reimbursement is required by this act for a specified reason.

d) I would encourage representatives to support this bill because it prohibits any person from collecting blood from animals, or preparing, testing, processing, storing, or distributing blood from animals, for retail sale and distribution except in a commercial blood bank for animals that is licensed by the Secretary of Food and Agriculture.

3. Congressman Desaulnier doesn’t state his perspective on ethical treatment of animals. He does, however, believe that strong and forward-looking energy and environmental policy is not the enemy of economic growth, but a key driver of growth, innovation, and competitiveness. He many not be working towards preventing animal cruelty, but he is working on making the air quality better. He has not sponsored any bills that relate to my issue. 

Senator Harris doesn’t specifically list her perspective on my issue, however she has sponsored some bills that are related to ethical treatment of animals. Bill 2561 is a bill that amended the Lacey Act Amendments of 1981 to clarify provisions enacted by the Captive Wildlife Safety Act, to further the conservation of certain wildlife species, and for other purposes. Bill 2562 is a bill that prohibits the importation, exportation, transportation, sale, receipt, acquisition, and purchase in interstate or foreign commerce of any live animal of any prohibited wildlife species. I support both of these bills because I feel that the are working towards decreasing animal cruelty. 

4. a) There are 14 bills that where passed that have to do with my issue.

b) House Bill 724 was the bill that resulted after the argument of whether or not animal torture should be a federal crime. Its called Preventing Animal Cruelty and Torture (PACT) Act. 

c) This bill would make it a federal crime for any person to crush, burn, drown, suffocate, impale, sexually exploit, or otherwise torture animals across state lines. It’d also make it a federal crime to engage in animal crushing on federal property. 

d) This bill has a huge impact on preventing animal cruelty because it makes animal torture a federal crime. People convicted under this act would face federal felony charges, fines, and up to seven years in prison.

e) I would vote yea for this bill because it rightfully punishes people who torture animals. With this bill, I think animal cruelty rates will decline because people wouldn’t want to risk being federally punished. 

f) This bill originated in the House. The Judiciary Committee and the Crime, Terrorism and Homeland Security Committee have reviewed it. The Senate recently passed the bill on a voice vote.

Jan. 18 — 1-3 p.m., 24 Hour Fitness, 12039 West Alameda Parkway, Lakewood.
