I think the key word here is stable.

We've occasionally seen more fluid, abstract dreamscapes, such as WV's shared dream with Vriska, or Jade's chaotic post-death nap. These, I think, are the Dream Bubbles as they naturally occur, without the Horrorterrors keeping them coherent. They're unstable, liable to mutate or collapse without warning.

The Bubbles might always have existed - but, thanks to Feferi, they're solid now, and can be used as a medium for consistent communication.

also! tylotung's species gets a name; voracians! the text reads "voracian excessan unification", and since thats tylo on the left im guessing on the right is a past ruler of the excessans (or theyre both just representations of the 2 species? idk). i have a theory about this "unification" thing but i think im gonna save that for another time, the part of it that most effects this post is that it looks like the voracian language was incorporated into nimish as capital letters
