Does Conner have frost breath or?

Yes, but it's like the last Kryptonian power he unlocked. He wasn't able to do it until during Blackest Night, so only a few years before the reboot.

do you think SS Kon could be New 52 Kon?

Unless DC decides to retcon a ton of shit about New 52 Kon (which is possible I suppose but idk why they'd bother) then definitely not.

I say definitely not because this Suicide Squad Conner we've been seeing is passably Superboy, he looks like Superboy to the point where he was recognized visually by Wallace & Alinta etc (and we know a picture of the core four was literally up in the halls at Teen Titans Academy, these people would know what he looks like)

New 52 Kon is genetically not the same as original Conner, they were cloned from different people. New 52 Kon's genetic parents are Lois Lane and Superman (he's a clone of Jon Lane Kent), not Lex Luthor and Superman like original Conner. So like, New 52 Kon would probably be able to pass as Jon, but not as Conner.

Especially because as recently as House of Kent we had Lois commenting that Kon even has some visual traces of Lex in his appearance
