I would guess that the casting team thought it was more important to cast someone who could sound like a grotesque amalgamation between human and snake, rather than someone who had a Welsh accent… it’s not like that accent would especially come through anyway when you’re choking and wheezing and slurring your words as much as Rykard is lmao.

Lore-wise though, it does make sense that the old Rykard would have also had a Welsh accent and I’ve always interpreted him as such… unless, as praetor, he adapted his speech to match the Erdtree capital? I also wonder if the Carian royal family might have spoken the Lands Between equivalent of the Welsh language with each other? I like to think so!
