The Causal Potency of Consciousness
The other day I read The causal potency of consciousness in the physical world on the arXiv, by Danko Georgiev.
I know little about this author, other than that he has several other preprints on the arXiv on this and related subjects. His affiliation is listed as the Institute for Advanced Study in Varna, but on the Web site of that organization, he appears as the only author, so that appears to be a shell for him. Some of the papers listed there do have other authors in addition to Georgiev.
Georgiev also is the author of the textbook Quantum Information and Consciousness, published by CRC Press and available from Routledge.
And Georgiev is the chief editor of the online, open access journal Quanta (not to be confused with the online magazine Quanta!). Some of the authors published in the open access journal Quanta appear in other peer-reviewed journals of academic science (e.g. Stan Gudder).
Whatever. Georgiev is not a professor, nor is he an institutional researcher, and he appears to be near the fringe.
But he is not on the fringe, or beyond it.
Georgiev's paper presents ideas that I myself had a year or so ago, when I was regularly answering questions on Quora and used that as an excuse to do some amateur philosophizing. And these thoughts of mine go way back to my twenties, when I was trying to relate Chaitin's ideas about Kolmogorov complexity to self-consciousness.
The paper is written in a clear and accessible style and makes several arguments:
Consciousness must provide a selective advantage to conscious animals, including human beings. I had also made this argument, but I am not 100% sure the argument does not beg the question. After all, it might be objected that something physical both causes consciousness and provides a selective advantage.
Consciousness, as a quantum process, observes itself and this is a quantum measurement. I had also made this argument, but again, I am not 100% sure that the argument does not beg the question.
Consciousness has no causal potency from the standpoint of classical physics. I agree.
The quantum state of an organism is capable of indeterminate behavior, which in conscious organisms can be identified with free will, which is required for any satisfying theory of moral responsibility. I also had made this argument, and I went a bit further and pointed out that a free choice must appear random from the standpoint of classical physics, yet is rationally motivated from the standpoint of consciousness. In my view, this overcomes the objection that random behavior cannot be free.
I also have made the argument that human self-consciousness involves a fixed point that is not possible in classical physics, and may not be possible even in quantum physics.
And I have argued that quantum indeterminacy means the phenomenal world is not computable.
I am still not happy with the clarity and completeness of my arguments, and I am still working on them. But I do not doubt that they are all wound up with the points above.
Yet it is very nice to see that these ideas are circulating and may receive the attention and further research I think they deserve.

wow your reply on media studies was super informative, thanks so much! can i ask what uni you studied at? cause those courses sound really interesting. the uni closest to me doesn't really offer much in that realm, and journalism is probably my main interest within this area. also just out of curiosity, what made you pick media studies and how did you know this is what you wanted to do?
victoria uni would be the best for media studies, it has the biggest voices on media in nz and more specialized courses. its like how you would go to otago for archeology (only place you can study it in the southern hemisphere), nursing or law. auckland for it and technology. down south for engineering etc. vic is just more suited to social studies and the arts, esp kelburn campus (though pip campus known for law and a big law presence)
as for why i picked it, i did it in year 13 after my friends said it was fun in year 12 and i wanted to pick a subject i could share with my friends in our last year. i ended up really enjoying it because i could talk about subjects of representation and the effects of social media, which i already had read about on tumblr lot. i decided to pick it up as one of two minors when i thought i wanted to major in classical studies. i didnt enjoy classics at all. the way it wanted me to write didnt mesh with me. from 2017-2018 i tried to press on but hit my breaking point. a bunch of shit happened and i dropped out for a year to work on my mental and physical health.
during my study the only things i really enjoyed and did well at were media studies and english. so i decided to change my degree to major in media studies and minor in english in 2020, and graduated within 3 years. i nearly got a double major (one course from an english major!) but didn't want to have to do another trimester because i was over it. that degree was the best decision i made. loved doing my media stuff and i could follow special interests in my english courses on shakespeare, popular fiction, indigenous lit, literature in journalism, postcolonial lit and science fiction literature.
i'd recommend going onto the vic site and going through the course lists for subjects you like, see if theres a pattern of interesting courses you could turn into a specialization (i knew people focusing on narrative in writing in english, kids books, etc and ppl in media focusing in advertising, on breaking into the tv medium). vic has a lot of cool stuff, like midwifery which you cant find anywhere else and a new dedicated psychology degree. its such a cool uni that a friend i met through a fanfic i wrote years back actually moved here from america to study!!! one of my college friends i did classics with actually became a lecturer there, which is wild cos ive known them since i was 13! i wasnt the most social person, but i enjoyed participating in the media society and theres solid clubs, so if you find its a good fit for what you want to study, defo give it a look.
the other option for journalism would be a bachelor of communications, which you can get at vic as well but there also weltec, our polytechnic school, which is known for being a very very good place to get a communications/journalism degree. i have friends who went to polytechs and it was by far the best decision for them. my best friend did a web design diploma one year and graphic design the next and after 2 years of study immediately went into the industry with a job just like that. as you can imagine her student loan is tiny compared to mine (which is esp inflated after my dud first 2 years).
definitely look at their site if a comms degree sounds more up your alley. both weltec and vic have pdfs you can download as like, primers on their degrees and specializations i think? i have a physical copy of the comms one from a few years back so i know they exist. good luck and i hope you can figure out what place suits you! and if you change your mind you should know changing your degree is as easy as making a meeting with a course admin. 1 hr and boom i was in a new degree.

And humans can be exposed to them via many different pathways, including inhalation, ingestion and touch.There is no federal standard for measuring microplastics in various media, such as water and soil, so studies lack standardized definitions, methods and reporting techniques. In 2023, California launched a microplastic monitoring program, which includes developing a standardized method for measuring microplastics in drinking water.The Biden administration’s plan calls for developing standardized methods for collecting, quantifying and characterizing microplastics and nanoplastics, which are even smaller. This will help scientists generate consistent data that regulators can use to set limits on microplastics in food, water and air.Extended producer responsibilityAll plastics contain chemicals that add properties such as strength, softness, color and fire resistance. A subset of these chemicals, including bisphenols and phthalates, have been linked to adverse health effects that include fetal abnormalities, reproductive health problems and cancer.Some scientists argue that certain types of plastic waste with particularly harmful ingredients or properties, including PVC, polystyrene, polyurethane and polycarbonate, should be classified as hazardous waste. Currently, the U.S., Europe, Australia and Japan consider items made from these plastics as solid waste and treat them in the same way as kitchen food scraps or used office paper.The fact that only about 5% of U.S. plastic waste is currently recycled, while 9% is incinerated and 86% is buried in landfills, has sparked calls for assigning some responsibility to plastic producers.Extended producer responsibility laws, which exist for other products such as paint and electronics, make producers responsible for collecting and disposing of their products or paying part of the costs to manage these wastes.
Such requirements give producers incentives to create more environmentally friendly products and support recycling.As of mid-2024, California, Colorado, Maine and Oregon have adopted extended producer responsibility laws for plastic waste, and about a dozen other states are considering similar measures. Studies show that when such policies are adopted, recycling rates increase.The Biden administration plan calls for launching a national extended producer responsibility initiative that would allow state, local and tribal governments to develop their own approaches while offering a vision for a harmonized national system and goals for plastic waste management. Support at the federal level could help more jurisdictions enact rules that require producers to help manage these wastes.Banning single-use plasticsBans on plastic items are a tool to reduce waste generation. Most of these measures apply to items that are used once and discarded, such as shopping bags, food wrappers and plastic bottles. Items like these are the most common plastics in the environment.The U.S. plan calls for developing strategies to “replace, reduce, and phase out unnecessary use and purchase of plastic products by the Federal Government,” including an end to the purchase of single-use plastic items by 2035. Although this action applies only to use by federal agencies, the U.S. government is the largest single purchaser of goods and services in the world, so this step can send a powerful signal in favor of alternative products.Capping plastic productionCurrent projections suggest that global plastic production will double by 2040, with an accompanying surge in plastic waste. In response, 66 countries have formed the High Ambition Coalition, co-chaired by Norway and Rwanda, to support stringent provisions in the global plastics treaty. One of their central goals is limiting global plastic production.Early in 2024, several nations participating in the treaty negotiations proposed to cut world plastic production 40% below 2025 levels by 2040. This concept is still under discussion.Plastic manufacturers and companies reliant on plastic argue that a production cap would drive up the costs of all plastics. Instead, groups like the World Plastics Council are calling for steps that would reduce plastic waste generation, such as using resins with more recycled content and increasing recycling rates.Through mid-2024, the U.S. had not endorsed a cap on plastic production. However, in August, press reports stated that the Biden administration was changing its position and will support limits, including creating a global list of target chemicals to restrict.This is a major change that I expect could move more countries to support limits on new plastic production. SUCCINCTNESS IS SHORT
I had a copy of the New York Times front page. People will pay for content? The big mystery to me is: why don't more people apply? Why is everyone smiling? When watches had mechanical movements, expensive watches kept better time.1 Leave the people you'd spent your whole life with no hope of anything better, under the thumb of lords and priests you had to acknowledge as a boss—someone who could call you into their office and say take a seat, and you'd sit! But while DH levels don't set a lower bound on the convincingness of a reply, they do badly. That doesn't mean people are getting angrier. Their inexperience caused them to make it here is that great things happen to them too. It would be like mathematicians running Vogue—or perhaps more accurately, Vogue editors running a math journal. If you took a nap in your office in a big company, it would be more useful, instead of simply arguing that they are the same or aren't, to ask: to what extent does succinctness power?
I can answer that. A few months ago I ran into a friend in a cafe. So here is an even more striking statistic: 0% of that first batch had a terrible experience. That may not seem surprising. How grim it must have been to till the same fields your whole life with no hope of anything better, under the thumb of lords and priests you had to acknowledge as a boss—someone who could call you into their office and say take a seat, and you'd sit!2 The true test of a language is what happens in programs that take a month to write. The kids see to that.3
There has been a lot written lately about the creative class—you probably have to ban large development projects. It's the architectural equivalent of a home-made aircraft shooting down an F-18. Selling There have always been willing to do great work for free, but before the Web it was harder to reach an audience or collaborate on projects.4 The quote I began with was that, except in pathological examples, I thought succinctness could be considered identical with power.
