The Self-Fulfilling Prophecy
"When individuals are treated as though they have certain characteristics, whether they actually have them or not, they are likely to develop such characteristics or have them magnified because of the the treatment. This phenomenon frequently occurs when prisoners are classified as recalcitrant and placed in lockup units. Many persons who were minor troublemakers, or who were mistakenly believed to be intensely or intimately involved in prohibited activities (such as gang activities), have been placed in the lockup units where they have actually fulfilled the prophecy—they have become serious troublemakers or gang members.
Several processes accomplish this transformation. In the first place, many prisoners are frustrated, angered, and imbued with a sense of injustice when they believe they have been unfairly placed in lockup. As previously mentioned, the process of classifying prisoners to lockup is often based on hearsay. Administrators have always felt a great need to cultivate and rely on information supplied by informers. They have regularly accepted anonymous information (“notes dropped”) and have often coerced prisoners into supplying information on other prisoners. For example, administrators usually require a prisoner who is seeking protection or is trying to drop out of a gang to name those who threatened him or were involved in prohibited activities, such as gang activities.
Administrators also have offered significant incentives, such as transfers, letters to the parole board, and placement in protective custody, to informants in exchange for information. Though some of the information supplied by informers is reliable, much is not. The new forms of disruption that prison administrations have been trying to control through the use of informants erupted simultaneously with the loss of cohesion among prisoners and a weakening of the convict code, which dictated, above all, not to snitch. A new ethic based on the principle of everyone for himself, or “dog eat dog,” has emerged. Informing for self-gain is consistent with this new ethic and has become much more commonplace. Prisoners even approve of falsely accusing others for self-gain.
...
Once in the lockup units, the prisoners experience the extraordinary deprivations inherent in lockup status and frequently witness or are subjected to additional abuse perpetrated by lockup guards who express their extreme racism and general hostility toward lockup prisoners. This harassment further enrages many prisoners..."

Not A Monster
Jungkook X Reader Word Count: 1.6K Warnings: Segregation (Mutants), Nurse Jungkook X Doctor Reader, Cursing, Injuries.
The most common way people give up their power is by assuming they have none. That is the mindset, the ideals, the lifestyle that is needed to survive this world. The world is encouraging segregation and oppression of those who are different. Nobody knows where exactly the mutant gene came from, but what they did know? It was spreading like wildfire, new inventions coming out to suppress the new abilities presenting themselves left and right.
“An inhibitor? What type?” she questioned as she moved through the mutant hospital, her feet keeping a fast pace to keep up with Jungkook, the nurse who was leading her to the latest critical case.
“It’s a muzzle of some kind, he was caught hiding in an abandoned warehouse, he’s undocumented, when officers found him, he tried to use what they believe was a supersonic scream to incapacitate them. They were bleeding from the ears, so I checked with the normies wing, they’re all fine and expected to make a full recovery.” The tattooed man explained lifting his arm to push aside the curtain for the woman, her hands staying nestled in her pockets like they usually were.
“No offense Jeon, but I don’t give a shit about the officers, they’re not any more important than my patient.” She said plainly, leaving the nurse slightly pouting from the dry response, he wished the doctor would praise his efforts every once in a while. The man huffed before spinning on his heel and heading back to the nurse's station to meet Jimin and Taehyung, the other nurses who seemed to be goofing off rather than working at the moment both men immediately sensed the added presence, the two looked up at the doe-eyed man with teasing grins.
“Did you strike out again, Jeon?” Taehyung teased, promptly throwing his hands up to cover his face as Jungkook threw a pen at him.
“Watch the face!!!” Jimin yelped, also throwing his hands up to protect Tae, “It’s the only thing he’s got going for him.”
“Yah!” Taehyung yelled in offense, smacking his hands on both of the giggling offenders.
“Don’t you three have anything better to do than goof around?” Jin wondered as he walked up to the nurse's station, passing a file over to Jimin to put away.
“Yes,” The three let out shamefully, sticking their tongue out at the man's back as soon as he turned around.
“I saw that!” Y/N called as she strode past the nurses, not even looking up from her case file. Jungkook’s eyes honed onto her gloved hands, pouting when he realized they were still covered, he often wondered if that was the only reason he was so dead set on getting her to warm up to him, he was unbelievably curious about her quirk.
He saw her lip lift just slightly into a smirk. He had never seen that much emotion on her face in a long time. He excitedly turned to his friends hoping that they both caught the motion too, the two were giggling at his excitement, both shooting him a thumbs up. His day was made.
—
She wasn’t always that way, she used to be the sweetest person in school, and that’s what drew him in. When she was pulled out of school for a month, he was so worried, until she reappeared a completely different person; However, Jungkook wasn’t going to move on. If she said jump, he’d ask how high, if she called, he’d come running. Maybe she knew that, maybe she was so aware that he could be the best person to help her in her time of need, maybe he was the only one she felt so strongly about that she stayed as far away as possible to keep him safe. She had watched him from afar for years, having shared so many classes in school, of course, she’d fall for him. The sweet boy who always considers everyone else, a silent protector, that’s what she knew him as. Especially when snacks began to appear in her locker, she caught him in the act a few times, giggling as he struggled with her lock while holding the snacks, his tongue rolling out and resting on his lips as he focused on the task.
Maybe it was these memories that led her to his apartment that night, the faith that he could help her and not repeat a word of it to anyone if she asked. She weakly pounded on the door, suddenly not feeling too confident as she stood vulnerable in front of his door, the creeping feeling of doubt climbed up her being, sending her to spin on her heel the longer she was left to wait. The door swung open, revealing the man pulling a grey shirt down his torso, he looked at her bewildered. He ran his doe eyes down her body, to confirm she was there. “Help,” She muttered in pain.
When his eyes caught on to the wounds and torn clothing that littered her body he gasped, a hand reaching out to pull her into his home, “What happened to you?” He asked, hands and feet immediately moving to grab his first aid kit to help tend to her wounds.
“Sentinels. The bastards caught me going home from work and scanned me, they started beating me, I had to.” She explained, the last statement coming out so much quieter, almost unsure of it, “I had to.” She repeated, like a mantra hoping that she could begin believing it herself.
“Okay, Okay, you had to do what?” Jungkook questioned again, getting on his knees after sitting her on the couch and beginning to tend to her leg wounds. His hands were moving swiftly but with the gentle touch, you’d see someone use when caring for a porcelain doll.
“I had to, Jeon, I had to, I promise I’m not a monster, I never met to hurt anyone.” She sputtered, her eyes watering, a few tears falling as she began to panic thinking of her actions.
“Hey, I don’t think you’re a monster I could never. But can you give me a rundown? Or do you want to wait until I’m done fixing you up and we get you some food and water.” He offered, coming level with her face, searching her eyes trying to show her that he did in fact care. After she agreed to wait, he continued his work, moving up her body til he tended to the very last wound on her head, he nurtured every wound with the tenderest touch before leveling his eyes with her own once again.
“You will never be a monster. You’re just trying to survive. We all are, this world isn’t safe for any of us, mutants or humans. Whatever you did, I’m sure you did it to survive.”
“They just kept going, I tried to hold off, but then they brought out the batons and… I was so scared, Jungkook, I thought I was going to die.” She explained, choking some words out here and there as tears once again welled up. “My ability…I’m not proud of it, I hid it as long as I could.”
“You’re undocumented?” Jungkook wondered, his hand moving to cup her cheek, thumb wiping away her tears as they rolled down. She sniffled as she nodded her head almost a small bit. “What’s your.” He trailed awkwardly not knowing if it was an appropriate question, or maybe for better terms a comfortable question.
“I…I absorb energy when I touch people, skin-to-skin contact, it’s why I wear gloves.” She explained, fidgeting slightly with her torn gloves.
“I’ve been touching your skin this whole time…” Jungkook stated, not doubting her but noting that maybe there was something more that she wasn’t seeing. Her brows came together in confusion before drifting her eyes to focus on his hand that was still resting on her cheek, zoning into her senses she did indeed feel energy sinking into her skin but he looked just as healthy, with no sign of discomfort that usually follows skin to skin contact. She was confused.
Jungkook brought his hand down grabbing her hand instead of touching where the exposed skin was, he didn’t feel anything but euphoric by being able to be this close to her, it was odd.
–
“So you can’t touch anyone at all?” He wondered as he moved around the kitchen to cook up some food, he had been asking questions for about 20 minutes now, and this was about the 3rd time he’d asked this one.
“Well, I don’t know anymore considering you’re still standing.” She answered, “Why are you so focused on this specific question?”
“Because it means a lot of things.” He shrugged, moving the pan off of the burner before turning to face her, leaning forward to rest his elbow on the counter, a position that was all too enticing for her mental state.
“Have you ever held hands with someone? No gloves?” when he saw her shake her head, he maneuvered slightly closer,” Have you ever .... hugged someone?” she shook her head yet again, and he stood to his full height, walking around the counter to stand in front of him. Her heart was beating faster and faster every time he moved closer, his eyes were still locked on her own, never breaking contact. “Have you ever kissed someone.” it wasn’t a question, it was a challenge and as she shook her head, his eyes dropped looking at her lips he leaned in just a little further, his lips nearly brushing her own. “Can I try something?” He wondered, and for the first time in what felt like forever she nodded, and he wasted no time. Both of the two hungry after years of starvation, both feeling overpowered with the energy surging, she was almost high off of the energy he was radiating and he was feeling calm, like he was finally able to relax and rest his demons were at rest, and as her arms looped around his neck, he knew he was home. For now.

Thousands with disabilities subjected to segregation in these three states
Michael Loria
USA TODAY
A family wonders how a cousin “slipped through the cracks” and wound up in a state nursing facility not long after her 18th birthday; a mother wonders how she lost her daughter to the same system; and a woman in her late 50s longs to leave a state facility to see her family again.
These are among the findings of an extensive Department of Justice investigation into how three states – Missouri, Utah and Nebraska – illegally segregated people with mental health disabilities. Federal prosecutors found that the states are unnecessarily institutionalizing thousands of people in state facilities, cutting them off from family and the rest of society.
The investigations date back to March 2021 based on numerous complaints.
“I have a dream that one day I will be free. Free to live on my own, free to live within my community, free to have overnight visits with my grandchildren,” says Angela, the woman in her late 50s, in the Missouri report issued by the DOJ. The federal report quotes people by their first name only. “Free to not be told who I can associate with, free to not have someone place me in a nursing home and leave me, without any regard to my well-being mentally and physically, most of all just free to live my life.”
The investigations found widespread violations of the Americans with Disabilities Act, which says adults with disabilities must live in as integrated of settings as possible.
"This is about weaving people with disabilities into the tapestry of American life," Assistant Attorney General Kristen Clarke of the Justice Department’s Civil Rights Division told USA TODAY. "This is about bringing an end to the unnecessary segregation and isolation of people with disabilities in our country. And it's about recognizing their dignity, their autonomy and their independence."
The investigations were published around the 25th anniversary of the 1999 Olmstead v. L.C. Supreme Court decision which upheld the principle that public entities must provide community-based services to people with disabilities to prevent segregation.
"Our work is about breathing life into the ADA's integration mandate," Clarke said. "We hope that our enforcement work sends a loud message to jurisdictions about the steps that they must take to comply with the law, and specifically to comply with the ADA."
The office of Missouri Gov. Michael L. Parson did not respond to requests for comment. The state cooperated with the Justice Department’s investigation, according to the report.
The report from the DOJ is one in a slew of investigations that have also gone after Utah and Nebraska for similar practices.
A federal investigation into practices in Utah found that the state is segregating people with disabilities by placing them in isolated “warehouse-like” facilities for day programs; an investigation into Nebraska’s practices found the state was also placing people with disabilities into segregated day programs and segregated living facilities.
In a statement, Utah’s Department of Health and Human Services said it’s committed to improving state treatment of people with disabilities. Nebraska’s Department of Health and Human Services said it was disappointed with the Justice Department’s "allegations,” adding that Gov. Jim Pillen’s administration had already shown its commitment to improving care for people with disabilities.
'Highly restrictive and controlled' in Missouri
The 45-page DOJ report on Missouri’s treatment of people with mental disabilities details how the state systematically funneled people into state nursing facilities, even though almost none needed even short-term stays.
The facilities come with skilled caregivers and are commonly known as nursing homes. But more than half of the people covered in the report were under 65 and didn’t require the care offered. The people covered in the report had been inside them for at least three years on average, and around half were clustered at just 39 of the state’s 500 nursing facilities.
The people interviewed in the report describe prison-like conditions at the facilities.
“They are highly restrictive and controlled settings that isolate and segregate residents by severely limiting or entirely cutting off their relationships with loved ones and their community,” the report says, “preventing them from interacting with non-disabled people.”
The isolation inhibits residents from pursuing work or education, which the report called “hallmarks of a segregated institution.”
“My son had a life before they took him there and now, he has nothing,” the mother of a man named Kelvin is quoted in the report as saying.
The DOJ investigation was based on reviewing state documents, data and interviews with dozens of state officials and county officials who are appointed guardians for people with disabilities, plus 130 interviews with people directly impacted by the state’s practices. Investigators inspected over 60 sites, including psychiatric hospitals and sites housing people with mental health disabilities.
Rules, according to people who described the facilities as like jail, included no telephone use, mail, freedom to leave and just one hour outside per day.
How do people end up there?
Federal officials found Missouri relies on state institutions more than almost any other state. Nearly 3,300 people without Alzheimer’s or dementia have been in such institutions for over 100 days as of March 2023, according to the report. They hold an average of 95 residents but range in size from 47 to 225 people.
Missouri places people with bipolar disorder or schizophrenia in its facilities at one of the highest rates in the country. At 10 of the 39 facilities, adults with either bipolar or schizophrenia diagnoses account for 82% to 90% of the population in 2021.
The people covered in the report have “low care needs.” Nationally, low-care residents account for 9% of people in nursing facilities; in Missouri, they account for 25%. The rate of people under 65 is more than twice the national rate of 18%.
The report attributed the widespread practice to the state’s court-appointed guardianship system, which it called a “pipeline to a nursing facility.” The pattern in Missouri is that people with mental health disabilities cycle in and out of psychiatric hospitals; they get assigned a guardian, either family or a public administrator because they’re found to be unable to care for themselves; and then, frequently, the guardian places the person in state facilities.
Thousands have ended up in nursing facilities as a result of guardianship. One unnamed person cited in the report called the court-mandated oversight a “sentence to be locked in a (nursing facility).”
Guardians are also allowed to set limits beyond those set by the actual facilities.
“Prisoners have more rights than a person under guardianship has,” said a resident named Angela. “Anything I do or have pleasure in, like smoking, can be taken away (at) the whim of my guardian.”
Alternatives to institutions
The people in Missouri institutions instead need community-based services, according to the report, which allow them to live in their communities in compliance with the Americans with Disabilities Act. All are offered in the Midwestern state but not widely.
The alternatives, the report says, include:
◾ Assertive community treatment: an evidence-based model where people with mental health disabilities are treated by people trained in psychiatry, social work, nursing and other fields.
◾ Permanent supportive housing: another evidence-based model where the person with a disability is limited to spending up to 30% of their income on rent for housing that’s in a community or building not reserved for people with disabilities.
◾ Peer support service: A type of mental health care provided by people with experience with mental health issues.
◾ Mobile crisis services: Mental health providers respond to mental health emergencies like 911 intending to divert people from psychiatric hospitalization.
◾ Crisis stabilization services: These community settings serve as an alternative to emergency rooms for people experiencing mental health crises and aim to connect them to lasting care.
Utah investigation
The DOJ found Utah was “segregating” people with disabilities, a clear violation of the Americans with Disabilities Act.
The federal investigators found the state has a practice of funneling people with disabilities into programs in “warehouse-like” settings in isolation from people without disabilities. In such settings, they aren't allowed to choose how to spend their time and cannot partake in typical community activities, including shopping, exercising, or meeting friends.
At the warehouses, they perform repetitive tasks like sorting through recycling, shredding paper, or folding laundry, often for less than minimum wage, the report says. The programs tend to target young people with disabilities who are transitioning out of school.
The report found the wait for state vocational programs providing long-term job support for people with disabilities is over five years long.
The Utah investigation began in March 2021 and was published this week.
Joe Dougherty, a spokesperson for the state’s Department of Health and Human Services, issued a statement in response.
“While nobody likes hearing that their programs still have barriers for people to receive services, the state of Utah sees people with disabilities as critical citizens in our state and is committed to improving our service system,” he said. “The benefit is reciprocal, as people in the community benefit from the talents, perspectives and experiences of people with disabilities.”
Nebraska pushes back
The DOJ’s investigation in Nebraska focused on people with serious mental illness. It found the state was also funneling people into segregated day programs and living facilities, rather than programs aimed at promoting integration.
State law, according to the report, mandates there be enough community-based programs to ensure people with mental illness can work and live independently. But around 5,000 people live in nursing facilities, many exclusively for people with disabilities.
Nebraska’s Department of Health and Human Services pushed back against what it called “allegations.”
Spokesperson Jeff Powell touted the creation of Certified Community Behavioral Health Clinics where anyone can get mental health care; the development of better programs to help people get disability accommodations; and the fact that it already offered employment and supportive housing programs.
“Pointedly, the DOJ concedes that the programs desired by the federal government already exist in Nebraska today,” Powell said. “DHHS intends to resolve this matter as expeditiously as possible and in a manner consistent with law and the best interests of the people of Nebraska

Led by Major Charity Adams, the highest-ranking Black woman in the U.S. Army during WWII, the 6888th was the only all-Black women’s battalion sent overseas during the war. Composed of 824 enlisted soldiers and 31 officers from the Women’s Army Corps (WAC), the 6888th was activated in November 1944 due to a scarcity of qualified postal directory personnel in the European Theater and tasked with helping resolve serious postal delays that were harming troop morale. Arriving in Birmingham, England in February 1945, they found warehouses crowded from floor to ceiling with letters and packages. The women of “Six Triple Eight” worked in three rounds of eight-hour shifts all week long, in a building that was not heated and often had rodents searching for goods in packages. Sorting the mail was challenging because so many soldiers had common names, much of the mail had incorrect addresses, and because units were constantly relocating. The 6888th used seven million information cards to stay organized, and their work ethic marveled the community around them. Their goal was further complicated by racism and sexism. For example, a local club run by the American Red Cross hosted Black and white servicemen and white servicewomen but refused to host the women of the 6888th. This prompted Major Adams to lead the unit in a boycott of all segregated Red Cross services. Six Triple Eight also dealt with rumors and hostility from white and black soldiers who were not fond of black women in the Army. The 6888th persevered, processing 65,000 pieces of mail every shift and completing their initial mission in three months rather than the expected six. They were trailblazers of their time and their commander, Major Charity Adams, became the first Black woman to earn the rank of Lieutenant Colonel. Line marking plays an essential role in maintaining order and safety in public spaces. Whether for car parks, roads, sports facilities, or industrial spaces, well-executed line marking ensures smooth operations, prevents accidents and contributes to an organised and efficient environment. For residents and businesses in Melbourne, finding reliable and professional line marking services is key to achieving these goals. Here, we explore why professional line marking matters and how to find the best services in Melbourne.
The Importance of Line Marking
Safety First
Safety is the cornerstone of line marking. Clearly defined lines and markings on roads and parking spaces reduce confusion and help drivers, cyclists, and pedestrians navigate safely. For industrial and warehouse environments, line markings ensure the safe movement of vehicles and people while adhering to occupational health and safety regulations.
Efficiency and Organisation
Beyond safety, line markings contribute to the efficient use of space. In car parks, clearly marked bays and directional arrows maximise capacity and minimise traffic congestion. On sports fields, precise line marking ensures fair play and enhances the spectator experience. For businesses, an organised layout promotes productivity and prevents bottlenecks in operations.
Key Applications of Line Marking
Car Parks
Car parks demand precise and durable line markings to guide drivers effectively. Clear markings for parking bays, disabled spaces, and loading zones make navigation straightforward for users while maintaining compliance with regulations.
Roads and Highways
Professional road markings enhance driver awareness and improve traffic flow. From pedestrian crossings to lane dividers and directional arrows, these markings are vital for road safety.
Industrial and Commercial Spaces
In warehouses and industrial facilities, line markings create designated areas for machinery, storage, and pedestrian pathways. This segregation minimises accidents and improves workflow efficiency.
Sports Facilities
Sports courts and fields require accurate line markings for compliance with official standards. Whether it’s a basketball court or a cricket pitch, the right markings ensure players and officials can focus on the game without confusion.
Why Choose Professional Line Marking Services?
Expertise and Precision
Professional line marking companies have the expertise to handle projects of all sizes. Using advanced equipment and techniques, they deliver precise markings that meet industry standards.
Durability
Durable line markings are essential for high-traffic areas. Professional services use high-quality materials like thermoplastic or epoxy paints to ensure long-lasting results that can withstand harsh weather and heavy use.
Custom Solutions
Every space is unique, and professional line marking services provide tailored solutions. Whether you need bespoke markings for a school playground or a large-scale car park, professionals ensure your specific requirements are met.
Compliance with Regulations
Compliance with local laws and safety standards is crucial. Professional line markers are familiar with Melbourne’s regulations, ensuring all markings meet the necessary requirements.
Choosing the Right Line Marking Service in Melbourne
Look for Experience
Experience speaks volumes about a company’s ability to deliver quality work. Choose a line marking service with a proven track record in Melbourne.
Check Reviews and References
Online reviews and customer testimonials provide insights into the reliability and professionalism of a service provider. Don’t hesitate to ask for references or view a portfolio of past projects.
Ensure Use of High-Quality Materials
The quality of materials directly affects the durability of line markings. Ask about the types of paint and techniques used to ensure you get value for your money.
Discuss Timelines and Costs
A professional service provider will offer a clear timeline for project completion and a transparent cost estimate. Make sure there are no hidden charges or unexpected delays.
Line Marking Melbourne: Meeting Your Needs
For businesses and organisations in Melbourne, professional line marking is a necessity, not a luxury. It ensures safety, efficiency, and compliance across a variety of applications. Whether it’s a small-scale project or a large commercial undertaking, investing in reliable line-marking services is always a smart choice.

Optimizing 3PL for Hazardous Products: Key Strategies for Safety and Efficiency
The handling and logistics of hazardous materials in India face critical challenges in safety, compliance, and efficiency. With increasing regulatory standards and the potential for economic impact, implementing best practices in hazardous goods logistics is essential. This guide provides strategies for safe, compliant, and efficient management of hazardous materials, supporting a safer and more sustainable supply chain.
The logistics of hazardous materials in India presents unique challenges, as recent statistics reveal significant risks and regulatory demands. According to the Ministry of Road Transport and Highways, over 5,000 accidents involving hazardous goods occurred in 2021 alone, resulting in over 1,000 fatalities and numerous injuries.
These figures underscore the serious safety issues inherent in handling and transporting dangerous materials. With nearly 41,523 industrial units generating close to 8 million tonnes of hazardous waste each year, as per the Central Pollution Control Board (CPCB), safe and compliant logistics practices are essential to minimize environmental impact and adhere to strict regulations.
India’s hazardous goods logistics sector is poised for growth, with projections suggesting that improved logistics management could reduce logistics costs by 8.35% of GDP, significantly benefiting the economy.
Regulatory advancements, like the IS 18149:2023 standard introduced on March 6, 2023, provide updated guidelines on the packaging, labeling, and transport of dangerous goods, reinforcing safety standards.

"There are several reasons prison violence, prevalent in the 1960s through the 1980s, has subsided. The most important of these is that prison planners and prison administrators have succeeded in developing a prison operation that greatly reduces the potential for violence. In the new California prisons, the layout of the housing units, the yards, and the entire prison compound facilitates surveillance and rapid response to any disturbance. But more important, the existence of supermax prisons with Segregated Housing Units (SHUs), in which 10,000 prisoners can be kept in secure lockup, has greatly reduced violence in the lower custody prisons. California prison administrators transfer prisoners who have been involved in several violent events or have a high violence potential (because of gang affiliation or some other characteristic) to supermax prisons. This and the fact that prisoners in the lower-custody prisons know that if they cause too much trouble, they will be transferred to the harsher supermax prisons have reduced violence. A Solano prisoner commented: “The minute they opened New Folsom [a supermax prison] things settled down in Old Folsom.”
