Unhappy Birthday: “Venezuelan Politics and Human Rights” is Five Years Old

This month marks the fifth anniversary of Venezuelan Politics and Human Rights. This would normally be a cause for popping corks and cutting cakes. But, writing this on the eve of the vote to select representatives for a Constituent Assembly that is not only unconstitutional but could disempower the Venezuelan people for years to come, it’s hard to be festive.
This anniversary message, then, will not be a celebration but rather a reiteration of our commitment to the Venezuelan people. Whatever happens in the coming weeks and months, we will be here, fighting for the rights of Venezuelans, and against the powers that seek to restrict them—whomever those powers may be.
Over the past year we’ve frequently heard—as both praise and criticism—that the blog has changed, that we now have a much more critical line on the Venezuelan government. This latter is true, but it does not represent a change, because our perspective has never been oriented by partisan political options. Indeed, the very first post on this blog back in July 2012, stated the following:
“Reality-based,” of course, does not mean that our facts or our analyses are always right. Rather it means that our posts seek to engage facts and be influenced by them rather than trying to select facts to support pre-established perspectives. And of course, “independent” does not mean apolitical. The contributions to this blog will be consistent with WOLA’s values of human rights, democracy, and social justice, and this is in itself a political position. But it is a non-partisan position insofar as it does not ally itself with particular political projects, parties, or personalities. Rather, we seek to call it as we see it, identifying the good, the bad and the ugly on all sides of the political spectrum.
On our first anniversary, in 2013, I further clarified.
“Reality-based” does not mean that this blog provides inerrant truth. We simply try to get it right using the best available information, rather than spinning difficult facts in favor of one of Venezuela’s current political options. Nor does it mean that our analysis will necessarily be “balanced.” If at any given moment one side deserves it, they are going to get more criticism than the other.
And this is what we have done. In 2014, when radical sectors of the opposition launched the #lasalida movement, we were quite critical of them, while defending their right to protest. That movement came approximately two months after Maduro’s coalition received strong support at the polls in the nationwide municipal elections in December 2013. In that sense it seemed to us like an undemocratic rejection of popular sovereignty as expressed at the ballot box.
In the past year and a half the same situation has occurred but with the actors reversed. In December 2015 National Assembly elections, Venezuelan citizens sent a clear message that they wanted change. Since then the Maduro government has consistently ignored that message, undemocratically rejecting popular sovereignty as expressed at the ballot box. They have used the Supreme Court to neutralize the National Assembly and the National Electoral Council to postpone further elections. Now they are calling a Constituent Assembly to change the rules before they get voted out of power.
None of this means we have “turned the corner” or have become allied with opposition politics. In terms of partisan politics, we should be considered fickle, untrustworthy and unreliable because that is not where our loyalties lie. Rather, our loyalties lie with the Venezuelan people and their struggle to defend their rights against power, whether that power is leftwing or rightwing, national or international, public or private. An individual or institution we praise today, we’ll throw under the bus tomorrow if they disempower, abuse or otherwise betray the people.
This blog is a thoroughly collective undertaking and I would like point to a few people who are especially important.
Hugo Pérez Hernáiz, Timothy Gill and Rebecca Hanson were my original collaborators on the blog. All three of them have finished their Ph.Ds. in the past year and are moving on. Hugo is in the process of moving to Barcelona, Spain to teach there. After one year as a postdoc at Tulane, Tim will be starting as an assistant professor of sociology at the University of North Carolina, Wilmington. In the midst of a flurry of important projects, Becca will be starting as an assistant professor of sociology and Latin American studies at the University of Florida. I am thrilled by their success and hope they will continue to contribute to the blog.
Geoff Ramsey will now be my main collaborator, bringing his crack research and communication skills. He has already coauthored or authored some of our most successful pieces this year. Elsewhere at WOLA, John Walsh and Geoff Thale provide substantive commentary and feedback when needed, as do Gimena Sánchez and Adam Isacson. Kristel Muciño originally conceived the blog and leads a crack communications team including Loren Riesenfeld, that is always innovating and pushing us forward. Former Executive Directory Joy Olson was unfailing in her support. New ED Matthew Clausen has enthusiastically embraced the blog’s mission.
Venezuela’s foreign correspondents have become my closest interlocutors. Nick Casey, Stephan Gibbs, Josh Goodman, Girish Gupta, Anatoly Kurmanaev, Gideon Long, Nick Miroff, John Otis, Alexandra Ulmer, and Jim Wyss, always push me along with their questions. Andy Cawthorne, Josh Goodman, Andy Rosati and Kejal Vyas have become friends as well as colleagues. Hannah Dreier has moved on to ProPublica and we all wish her well there. I also appreciate the sustained interest in Venezuela shown by Jerome McDonnell of WBEZ Worldview and Ian Masters of Background Briefing.

Jaipur (Rajasthan), [India], Dec 11 (ANI): The Congress on Tuesday managed to dethrone BJP's Vasundhara Raje in Rajasthan and registered a comeback by winning 99 seats out of 199 in the 2018 Assembly elections. The final tally saw BJP finishing second with 73 seats, CPI-M 2, BSP 6, Independents 13 and others 6. The Congress party, however, fell short of a clear majority and will now have to look for allies to cross the half way mark. Already RLD, with one seat, has announced support to the Congress while the CPI-M, that opened its account in the state, too is expected to back. The Congress is expected to stake claim to form the government in Rajasthan on Wednesday. The total assembly strength in Rajasthan is 200. However, the election for Alwar seat was postponed following the death of the BSP candidate. The Congress had in the 2013 Assembly election managed to win only 21 seats in the state. On Tuesday, Congress president Rahul Gandhi, Ashok Gehlot and Sachin Pilot gave credit to the party workers for their hard work in the state. However, suspense over the Chief Minister remained as both top contenders for the post-Pilot and Gehlot-maintained silence and AICC observer KC Venugopal said the decision will be taken after wider discussions. Pilot won from Tonk while Gehlot was declared winner from Sardarpura seat. Among prominent Congress winners in Rajasthan were CP Joshi, former union minister in Dr Manmohan Singh government, who won from Nathdwara, and former minister in Gehlot's Cabinet in 2013, Babu Lal Nagar who won from Dudu. At the same time, Congress' top leaders like Leader of Opposition, Rameshwar Lal Dudi lost to BJP's Biharilal and Girija Vyas was defeated by Gulab Chand Kataria in Udaipur. For BJP, Vasundhara Raje was among the prominent winners who defeated Congress candidate Manvendra Singh to retain Jhalrapatan seat. Manvendra, son of former BJP leader Jaswant Singh, lost by 34,980 votes. Another top leader of BJP Rajendra Rathore managed to win by a margin of 1850 votes from Churu against Rafique Mandelia of Congress even as ministers in Raje's Cabinet--Ram Pratap, Arun Chaturvedi, Rajpal Singh Shekhawat and Prabhu Lal Saini-- lost. Another big loss was of Col Sona Ram Choudhary, the BJP MP, who had contested from Barmer. "I would like to congratulate Congress. I accept this mandate by the people. BJP has worked a lot for them in these 5 years, I hope the next party takes those policies and works forward," Raje said after submitting her resignation to Governor Kalyan Singh. The Congress party has been making efforts for its revival in the state with Sachin Pilot literally stationed in Rajasthan for the last four years. Though Rajasthan has a tradition of going for change every five years, the Congress is hoping to consolidate its gains and at least make a dent in BJP's vote bank during the upcoming 2019 General Elections. Pilot said that the people of the state had expressed their anger against the ruling BJP through the ballot in the state. He added that the BJP had "betrayed the trust" of the people over the last five years and the Congress had got what it had expected. The former union minister said it was a reflection of public anger against the BJP, which is ruling at the Centre and was in power in the state as well. "There was betrayal of trust of the people by the BJP... I am satisfied that we got what we had expected. This is a victory of the public. I thank the voters for giving us this mandate," Pilot said. CPI-M also made inroads in the Rajasthan Assembly winning Shri Dungargarh and Bhadra seats. CPI-M was the party behind the major farmer movements in the state demanding loan waivers, better pricing for their produce and implementation of Swaminathan Committee recommendations. Apart from farmers' distress, issues of mob lynching by cow vigilantes and unemployment also dominated the election atmosphere in Rajasthan. The Congress in its manifesto made several lucrative promises such as farm loan waiver, allowance of Rs 3,500 to educated unemployed youths, free education to girls and bringing an Accountability Bill within 30 days of coming into power. Congress also announced to free farm equipment from the Goods and Services Tax (GST) and pensions for the old farmers. To woo the Hindu voters, the party also promised to set up the 'Gauchar Bhumi Board' to ensure adequate fodder for cows. "Our manifesto is not just a document, but a commitment," Pilot had said at the time of manifesto release. Congress president Rahul Gandhi had campaigned heavily in this state and the party also used its star campaigner Navjot Singh Sidhu in Rajasthan. In Rajasthan Congress did exceptionally well in the rural areas. The BJP too tried to woo the voters through incentives and sops. BJP promised jobs for the youths in private and public sectors and Rs 1 lakh crore loans to farmers in the next five years. It announced a monthly unemployment allowance of Rs 5,000 for the 21-year-old educated unemployed youths. Keeping in view the huge vote bank of farmers, the BJP vowed to disburse loans to the tune of Rs 1 lakh crore co-operative farm loans, double their income, and spend Rs 6,060 crore to address the problem of water shortage in Jawai dam. Outgoing Rajasthan Chief Minister Vasundhara Raje claimed to have completed 630 promises out of a total of 665 that were made in the previous manifesto of the BJP. Highlighting the work done in the state for the welfare and safety of women, Raje said that her government had adopted several measures for the welfare of women and girls. Union Finance Minister Arun Jaitley during the manifesto release said that developing infrastructure projects like highways and ports have been a priority of the BJP government in the state and once called 'Bimaru Rajya,' Rajasthan was now a state with revolutionary development all around. CARACAS—Venezuela will hold presidential elections before the end of April, the government said Tuesday, as President Nicolás Maduro looks to consolidate power amid a punishing economic crisis and escalating international sanctions against his administration.
Despite worsening food shortages that have the oil-rich country teetering on a humanitarian crisis, Mr. Maduro’s ruling Socialist Party is rushing to hold the vote as soon as possible to take advantage of disarray in the ranks of the political opposition, which has struggled to counter the leftist leader’s increasingly autocratic rule, election observers and Western diplomats say.
The so-called National Constituent Assembly, an all-powerful government body created last year of elements loyal to the president, decreed elections to be held before April 30. An exact date has yet to be declared by the country’s electoral authority, which is also dominated by loyalists of Mr. Maduro. Last month, the president promised to ban some of the largest rival political parties from participating.

Mr. Maduro, who polls show is disliked by three out of four Venezuelans, hasn’t confirmed whether he will seek reelection to a six-year term. That didn’t constrain some of his allies on Tuesday from suggesting the 55-year-old former bus driver and union activist will be their man.
“We’re not going to have any problems with a revolutionary candidacy,” Diosdado Cabello, the ruling party’s second-in-command said. “We already have a candidate: Nicolás Maduro.”
The election announcement came a day after the European Union slapped sanctions on seven Venezuelan officials—including Mr. Cabello and the heads of the military, the Supreme Court and the National Electoral Council—for a host of alleged human-rights abuses. The measure includes a travel ban and asset seizures and follows similar moves from Washington. The U.S. has leveled similar sanctions against a longer list of Venezuelan officials including Mr. Maduro.
The hurried push for elections, which by law could have been called anytime this year, throws a wrench into fraying negotiations in the Dominican Republic between the Venezuelan government and the opposition that are meant to ease the country’s political and economic crisis. The opposition is demanding free and fair elections with the participation of international observers, which the Maduro administration has rejected.
Mexican Foreign Minister Luis Videgaray said his country was withdrawing from its role as mediator in the talks because Venezuelan authorities called for elections unilaterally without any agreement between negotiators.
Separately, Mr. Videgaray and leaders of 13 other countries across the Americas, including Brazil and Canada, slammed the Venezuelan government’s move. “This decision makes it impossible to hold democratic, transparent and credible presidential elections, in accordance with international standards,” the countries said in a joint statement.
Mr. Maduro’s allies defied polls and triumphed in state governor elections last year, but fraud allegations surfaced after Smartmatic, the company that sells Venezuela its voting machines, denounced the manipulation of at least 1 million ballots.
Lawmaker Freddy Guevara and other government detractors called for unity among the opposition on Tuesday, urging the selection of a viable candidate to rival Mr. Maduro. “We are facing a historic moment to achieve freedom,” Mr. Guevara said.
But others said there was little hope in changing the government at the ballot box. “The dictatorship doesn’t want free elections,” tweeted Antonio Ledezma, a former Caracas mayor who fled Venezuela for Spain in November after serving more than 1,000 days in detention for leading antigovernment street protests. “Nobody in Venezuela or the world should endorse another Maduro farce.”
