Loke settled in Skyrim and changed his name and his sister's name. Originally Loke was Jørgen. When neighbors started interacting with Loke he said he was a widower and moved there with his kid and the lie took. Not really much of a lie he did raise his sibling after all. He just never told him the truth because he wanted him to have a clean slate and not have to worry about some deranged Imperial who wanted to kill him and didn't want him growing up knowing of the gruesome events that took place. The only one who knew the whole truth was Uthorim because Loke trusted only him.

Eventually Loke does tell Jelani the truth but it honestly made no difference to him. He's the one who raised him, who took care of him and loved him so to him Loke is always gonna be his dad.

Pretty sure everyone has their own headcanon of what happens to/in the Commonwealth after the events of the main story but I like to look at little things that add to the world as well as the big ones.

I like to think the Commonwealth starts rebuilding itself, even if some other shit happens. This is small but I like to make it canon that people took over the Boston Public Library, cleaned it up and as more people joined they started fixing books and even putting together pressing machines and began to fill the walls.

Given the location Minutemen patrols are constant and plenty especially because so many people visit the library. All sorts come to it, from children accompanied by teachers or parents/guardians to people looking to learn to read and write, people looking to have some away time from life. I don't think lending books would be that much of a good idea but people can come in and read. With time even writers start popping up and a small section gets dedicated to publishing said works.

Jelani would absolutely love going there and Angelus would get a kick out of having Jelani read to him. While Loke absolutely haaaaaaates reading he looks for anything he can find on robotics since he took a liking to fixing and even putting together automatrons. When he's able to he gets Jelani to read him the manuals and books on the subject.
