The United States of America make it a policy to use foreign country they're at war with as landfills. Anything they can't/don't wanna get rid of? Send it to a country we're at war with. Simple.

What happened like about 15 years ago with the US military already? Oh. Right. The surge in US troops deployed in Irak, right before the conflict calmed down. Right.

So they essentially sent their trash food, which they were never going to use anyway.

NOW. When did the US use a foreign country as a trashcan as well? THAT'S RIGHT! GOOD BOY! The Gulf War (1991)!

You see, producing nuclear weapons requires ENRICHED URANIUM, which is essentially Uranium +++, so it's extra powerful when it reaches critical mass. But that also generated Depleted Uranium (DU), which is also what is collected as nuclear waste in nuclear power plants (Uranium ---). The problem of DU is that it has a hell of a half-life and there's like nothing you can do with that shit. Unless...

Depleted Uranium Ammunition; the metal being heavy as fuck, it was sold as a "Penetrative Anti-Armor" material. Truth is it doesn't exactly penetrate that much, it's brittle as shit and it tends to shatter/turn into dust after impact. Packs a hell of a punch, but then *POOF* most of it is dust. If we're talking about penetrative anti-armor materials, tungsten is a much better choice, and that's what most modern kinetic penetrators (the stuff you kill tanks with) are made of because tungsten is fucking cool.

So what was the deal with DU? Well. The US made a lot of nuclear weapons during the Cold War. So they had a lot of DU sitting around. So they essentially compacted nuclear waste into high-caliber bullets and shot them at people in the Middle East.

They used DU ammo again during the Second Gulf War (2003), then during the Syria bombings (2015) and more recently, they sold DU penetrators to...

ISRAEL! Because it's well known that fucking Hamas has the money to buy Leclercs, nuclear submarines and other heavy armored types of vehicles that can warrant that sort of ammunition being used.

The US essentially dumped between 300 and 350 tons of DU during the First Gulf War. That's a lot of emptied warehouses. And radioactive material to suddenly have laying around everywhere where it's shot.

So really, sending their trash expired inappropriate food in Gaza? Same shit. Emptying warehouses while making it look like it has a purpose.

So the "food" that the US dropped to Gaza is MREs. Expired. Saw a stitch of this video from a woman saying this is the same thing they did with Hurricane Katrina survivors.

MREs are shelf stable for 7 years. Total. These ones were over 15 years old.

Setting up a high-tech camp/city in the distant past when all you have is one-way time travel is totally feasible, so long as you have volunteers willing to maroon themselves.

First off, you send a nuclear reactor back, along with at least one cell tower. Also, electric fencing, barbed wire, and (presumably) enough weapons & ammo to teach the locals to stay the hell away.

Upon establishing your base, you then assess your needs (drilling equipment? bulldozers? helicopters? fuel for all of that) then place an order for more stuff to the future era with the time machinery.

How do you 'place an order'?

You inscribe a stone monolith or copper ingot with your coded message then bury it in a predetermined safe location. Then, a thousand or two years later the future people dig it up, decode the message, ascertain its date or origin (you ARE dating your requisitions aren't you?) then pull together a delivery. The future people can take as long as they want! If it takes a couple of decades to pull together enough enriched uranium or bulldozers or whatever so be it... they have time travel.

Then they ship the order back through time and dig up (or locate in the files) the "next" order.

Why would anyone do this?

Desperation. The future would have to be extremely fucked up to (1) send people one way to an uncertain past, and (2) devote valuable resources to the project. Also they have to not give a damn about causality, or maybe the rules of time travel don't permit paradox, or we're simply splitting off a different timeline.

But yeah, so long as you're patient and have the resources... totally doable. Cell phones and all.
