Why Congress cannot afford speculation of Robert Vadra's political debut

Just months ahead of the general elections, the Gandhi family faces a nagging dilemma: pressure from Robert Vadra to enter active politics.
Vadra’s desire to enter politics is hardly a secret. The Gandhi family’s palpable resistance to it is also evident. Vadra is a soft target and his political entry will only delight the BJP.
After Vadra hinted that he could contest in the election, posters have cropped up in his hometown of Moradabad, welcoming him as a Lok Sabha candidate. Union law minister Ravi Shankar Prasad, reacting to his speculated entry, said “Vadra could be important for the Congress but, we would not like to glorify him by reacting to it.”
After Priyanka Gandhi Vadra was appointed as the Congress party’s general secretary, it was only a matter of time before Robert Vadra followed. I asked Vadra if he planned to contest the general elections from Moradabad. Vadra said, “All in time. I will start working on it. But no hurry, as I have to earn it and people need to feel I can make a change.”
This means two things: clearly Vadra is extremely keen to enter politics but he is still hedging his bets by not saying that he will be the Congress’s Lok Sabha candidate from Moradabad.
Even the fevered speculation set off by Vadra’s hints is music to the BJP’s ears. Narendra Modi’s 2014 campaign hinged around the promise to jail the “damaadji” (son-in-law) for various cases of alleged corruption in land deals.

"A Group of Ministers (GoM), holds six meetings, in the middle of a public health emergency that has sent the nation into lockdown, on how best to communicate the government’s message to a media that is already, by and large, not asking the questions that need to be asked. Read that rather long sentence again, to absorb the full solipsism of the ruling regime obsessing over the real and imagined creases and wrinkles in its own image reflected in the media’s mirror.
Read the 97-odd pages of the “Report of the Group of Ministers on Government Communication” to marvel at the sheer waste of time and effort expended at the top-most echelons of power, to persuade a media that, by all accounts, needs little convincing, and to preach to the converted. Because if there is a binding theme in the report, underlying the stated “vision”, “positive initiatives” and “action points”, it is this: The government’s determination to identify, talk to and promote those who agree with it. Those who don’t agree with it are to be tracked, not to be engaged in dialogue, but to be, as a minister puts it in an awkward and surely unintendedly ominous turn of phrase, “neutralised”. FROM a strategy to “neutralise” those who set “false narratives” against the Government to roping in “right-wing parties” from other countries to seek “common ground;” from alleged “colour coding” of journalists depending on how close they are to the government to a “mix of truth and untruth” in news — these are among a range of suggestions in a purported report by a Group of Ministers on how to improve “government communication.”
This 97-page document, first made public by Caravan, shows that most of the nine ministers, who were part of the GoM, flagged “negative” coverage of the government on online and international news platforms and called for supporting journalists “pro our line of thought.”

What Do The New Digital Content Guidelines By Government Mean To Your Digital Marketing Strategy?
Are you worried that you might have to change your digital content strategy due to Union IT Minister Ravi Shankar Prasad’s recently released digital content guidelines? Be assured that your marketing strategy is safe from these rules and regulations as long as you don’t post anything controversial.
So the question is, to whom these new digital content guidelines are relevant? Well, it’s appropriate to everyone working in the digital space, but a significant share of these rules and regulations concerns social media companies and OTT stream services.
While revealing the reason behind this step in a press conference, Information Technology Minister Ravi Shankar Prasad and Information & Broadcast Minister Prakash Javadekar said, “we want to establish a soft touch progressive institutional mechanism with a level playing field featuring a Code of Ethics and a three-tier grievance redresser framework for news publishers and OTT platforms on the digital media.” (Source Code- India Today)
At the level of OTT service providers, if a complaint is not addressed satisfactorily, it would advance to a self-regulatory body collectively formed by OTTs. As for the content on social media sites, the service providers will be subjected to more accountability with strict laws to enforce it.
In case you don’t know what these guidelines are, here are ten bullet points that will get you up to date with them.
It will be necessary for Social Media giants to appoint an India-based compliance officer and inform the user of the reasons for taking down his/her posts.
If any mischievous message is being floated around on Social media platforms, it will have to reveal the “first originator.”
The government will set up an oversight mechanism which will have a committee with representatives from ministries of Defense, External Affairs, Home, I&B, Law, IT, Women & Child Development.
The government would assign an officer for a joint secretary or above as the “Authorized Officer,” who will command blocking of content.
The Ministry of Information and Broadcasting will release a charter for self-regulating bodies, including codes of practices.
Digital News Media will adhere to the rules under the Press Council of India.
OTT Service providers will be required to put self-classification on its content, that is 13+, 16+ or adult, based on sex, violence, and nudity. The idea is to ensure that kids don’t have access to content that is not right.
Social Media companies will have to remove/disable content deemed offensive or illegal within 24 hours of being notified or in the court order.
Social Media companies and tech giants will be required to designate a grievance officer to receive, acknowledge and resolve complaints within a month.
Three-tier grievance redresses mechanism for self-regulation to execute the code of ethics effectively. Level – 1: Self-regulation by publishers. Level – 2: Self-regulation by the self-regulating bodies of the publishers. Level – 3: Oversight mechanism.
Digital marketers don’t have anything to worry about as these regulations have been implemented to curb the ‘misuse’ of digital space.

Government Issues New Guidelines for Regulating Social Media and OTT Platforms
On Thursday, the Central Government issued new guidelines for the regulation of social media and OTT platforms to restrain the exploitation of content.
The Union ministers Ravi Shankar Prasad and Prakash Javadekar briefed the media, welcoming social media companies to operate and do business in India and applauding them for gathering such immense popularity and a good number of users. Moreover, they praised these platforms for empowering the average users with the power of technology.
However, the ministers said that the double standards of social media won’t be acceptable anymore and that regulating the actions of social networking companies in India has become crucial. These companies need to obey the Constitution and laws of India. To do so, the Centre has demanded the establishment of a quick grievance redressal mechanism.
Let’s take a look at the key takeaways from the media briefing.
Three-Tier Grievance Redressal Mechanism:
A three-tier grievance redressal mechanism has been set up under the rules with two self-regulation levels.
Level-I and level-II consist of self-regulation by the publishers and self-regulating bodies of the publishers, respectively. Level-III comprises an oversight mechanism formulated by the Ministry of Information and Broadcasting.
Under the new social media regulatory mechanism, the significant social media intermediaries will have to appoint a Resident Grievance Officer, Nodal Contact Person, and Chief Compliance Officer.
The self-regulatory body of the publishers shall be headed by a retired Supreme Court judge or High Court judge or by an independent eminent person.
There might be more than one self-regulatory body, and such bodies will need to register with the Ministry of Information and Broadcasting.
Social Media Intermediaries:
There will be two categories of social media intermediaries.
The Centre shall declare the threshold of user base soon that will tell apart significant social media intermediaries from social media intermediaries.
All intermediaries must establish a speedy grievance redressal mechanism and appoint a Grievance Officer who shall acknowledge the grievance within 24 hours and make sure to resolve it within 15 days of receiving it.
The significant social media intermediaries will have to publish a compliance report every month stating the details of the grievances received and the action taken by them on those grievances, along with the details of the contents removed proactively.
Due Diligence to Be Followed by the Intermediaries:
The person named as the Chief Compliance Officer will be responsible for ensuring compliance with the Acts and Rules and must be a resident in India.
The appointed Nodal Contact Person shall be a resident in India and be responsible for coordinating with law enforcement agencies 24×7.
The Resident Grievance Officer shall be a resident in India and perform all the functions stated under the grievance redressal mechanism.
All significant social media intermediaries must have a physical contact address in India put out on their website and/or mobile app.
Reveal the Name of the First Originator of a Mischievous Message or Tweet:
When asked by a government authority or court order, social media platforms will have to reveal the name of the first originator of a mischievous message or tweet, depending on the circumstances.
However, this should be only regarding the sovereignty and integrity of India, public order, the security of the State, friendly relations with foreign States, or rape, child sexual abuse, and sexually explicit content.
Ensuring Online Safety and Dignity of Users, Especially Women:
Intermediaries must disable access to or remove contents revealing the private parts of individuals, showing such individuals in partial or full nudity or in sexual acts or having the characteristics of impersonation including morphed pictures, etc., within the 24 hours of receiving the complaint.
Self-Classification of Content Into Five Age-Based Categories:
The OTT platforms or publishers of online curated content will have to self-classify their content into five age-based categories, viz. U (Universal), U/A 7+, U/A 13+, U/A 16+, and A (Adult).
All OTT platforms must apply parental locks for contents that are classified as U/A 13+ and higher and implement reliable mechanisms for age verification for contents that are classified as “A.”
Voluntary User Verification Mechanism:
Social media platforms shall have a proper voluntary verification mechanism for users who wish to get their accounts verified.
If significant social media intermediaries disable access to or remove any content writing shared by a user, they must send him/her a prior intimation with a notice clarifying the grounds and reasons for such action being taken. Also, the platforms should provide the users with a fair opportunity to be heard and dispute the action taken by the particular intermediary.
WRAPPING IT UP
The large-scale spread of the internet and smartphones has fueled the expansion of social media platforms in India. The Centre said that according to reports, the user base of major social media platforms in India currently stands at WhatsApp – 53 crores, Facebook – 41 crores, Instagram – 21 crores, YouTube – 44.8 crores, and Twitter – 1.75 crores. An elaborate version of these guidelines will be issued later, although no particular date has been mentioned yet. All rules will take effect from their publication date in the gazette. However, the additional due diligence for significant social media intermediaries will take effect three months after these rules are published, the Centre said.
