HS Journalism: District Blocking Sites (News)

Morality. Safety. Student engagement in classes. Some legitimate reasons for blocking websites at schools do exist. However, monetary gain for the school district is behind some censorship that affects both students and teachersā€“despite educational use of the internet.
School districts and public libraries across the nation have been blocking sites for 22 years. According to the American Association of School Librarians, 98% of the nationā€™s school districts and public libraries filter the online content that is available to minors. But why? And is blocking sites occurring in truly beneficial ways?
Background
To create a safe environment for students while keeping them focused and off inappropriate sites, Congress passed the Childrenā€™s Internet Protection Act on Dec. 15, 2000, and it went into effect on April 20, 2001. CIPA requires that public libraries and certain school districts that have students from kindergarten to twelfth grade use internet filters and other measures to protect students from harmful and obscene content in order to obtain certain federal funding.
The Supreme Court has stated that libraries can unblock the filters for adults who request them. The decision was seen as a major defeat for all libraries in the U.S. and for those who had to use the library internet due to no access at home. The ruling also led to concerns about how CIPA would work in schools and the censorship in that setting.
The Debate
The CIPA law sparked debate over censorship in schools, and with the recent rise of book banning in schools, people have returned to this debate. Two sides emerged with various viewpoints on CIPA and blocking sites. One side agrees to the blocking of sites and wants to enforce more restrictions, and another side opposes district blocking sites and has its various solutions to the conflict. Both sides agree that certain sites with sexual content should be blocked, but that is where the agreement stops.
From opposing broad filters and blocking social media sites to wanting realistic barriers that allow children to form their own ideas, even those who oppose blocking sites donā€™t agree on solutions to what might be considered ā€œinappropriateā€ content. The opposing side wants to make educational institutions responsible for online content available to students with more responsibility for decisions being left up to the older students.
ā€œStudents already know how to get around the firewall by using their phones as hotspots or going to gaming websites that our filter doesnā€™t catch,ā€ one teacher said.
Students also bypass the firewall by using virtual private networks or VPNs. The gaming sites that filters donā€™t catch are typically built using Google Sites, Weebly, or even LinkedIn. Games can be found on Scratch that students can access during class. While the district tries to solve these issues, some in this debate demand parents block sites on their childrenā€™s personal devices.
This debate is mainly between parents wanting to protect children versus experiences that occur in the classroom with students and teachers dealing with the frustrating situations caused by their school districtā€™s filters.
In the Classroom
While all districts follow CIPA, each district has its policies which can cause interruption in the classroom. A teacher may have a legitimate assignment ruined by a site being blocked.
The survey and poll sent out to all teachers at Nation Ford showed that of 24 teachers, 17 said they had a legitimate site blockedā€”either their own sites or another site they were using for educational purposes related to course content. Seven teachers had YouTube blocked for class use or assignments. Three teachers had their websites blocked, which held important information for students and parents.
ā€œMy own educational website, which I created for my students that I use with instruction was blocked for a year before I finally got access to it at school again,ā€ a teacher said. ā€œI couldnā€™t send students to the website for enrichment or anything.ā€
Of course, some blocked websites are needed. One teacher stated that Pinterest was blocked from students who were using it to look at marketing research. Another talked about Adobe Creative Cloudā€™s AI features being blocked from students, which would have enhanced creativity in the classroom. Most teachers stated they were frustrated with their experience, some mentioning that due to a helpful site with resources being blocked, they were required to work at home.
Despite these experiences, most teachers agreed that some websites needed to be blocked.
ā€œI like the intention, but it causes some unnecessary issues for students and teachers,ā€ one teacher said.
Another teacher said, ā€œI think our system is behind the times. Teachers should be able to approve certain websites for class use on an individual basis.ā€
The reasoning behind --SDā€™s blocking of sites is not well understood.
ā€œIn some cases, that [blocking sites] is necessary for studentsā€™ health and safety,ā€ another teacher said. ā€œIā€™d be interested to know how the district is deciding these matters, however, because there are times legitimate and educational sites are blocked, which is frustrating.ā€
The District Policy
The district policy is mentioned in the IJNDB ā€œUse of Technology Resources by Students,ā€ and according to the document, the district is to provide students with access to electronic and technological resources to help them in school. The district has the right to monitor studentsā€™ online activities and restrict access to certain websites they deem inappropriate for academic purposes. The --SD system is not perfect, but it is truly impossible to monitor every student and block all the correct sites. The document also states that anyone using the district network, a district-owned device, or holding a district account should not expect privacy given for anything downloaded, transmitted, or received as the district has access to view that information and search account history. The district also notes that they have the right to change their policy at any given time.
--SDā€™s Chief Communications Officer, ---- Burke, understands the main issue in this debate.
ā€œIn general, if a site is blocked and has educational value to a class, the teacher can work with their administration and the IT Department at the District Office to request the site be unblocked,ā€ Burke said. ā€œThe district administration will make the determination depending on the siteā€™s content and compliance with policy IJNDB.ā€
The district has the final say on whether a site will be unblocked based on the content and what they see as educational value to the class. In classes such as Digital Art & Design or Marketing, the district administration could fail to understand the educational value a site could provide. A year is a long time to wait, teachers say.
Possible Solution
Teachers say they can already see studentsā€™ screens with such sites as Netop Vision. While this gives the teacher a lot of control over electronic use, it could ensure students stay on task. Teachers say they know what their class needs. This way, the district can continue broad filtering sites while giving teachers control in the classroom.

What you've got to be aware is that if they're free they're always gonna have limitations.
For your phone I'm only knowledgeable on Android. Opera has a built in limited VPN. It works only on the Opera browser though.
However I've found an app that basically works as a VPN for your whole phone
It's limited in servers and I recommend you keep checking the VPN symbol from time to time as after a while it automatically turns off the VPN I think but it works for all apps that use your location which is really good.
I went looking and found this one that has a bunch more server options
It can have very long ads but that's the price for being free. Using it right now and it works šŸ‘
I've now also tried this third option
At first it may appear like it has more options than the last one but don't be fooled! Most of the servers are premium. It does have better options if you want your location to be the US or Canada but that's mostly it. The Super Unlimited Proxy is better for European server options.

okay i hate to kill the vibe but i have a genuine question.
how in the fuck would y'all deal with actually unhinged behavior?
i'm talking someone interprets a situation to suit their needs and harasses you for almost a year solid now via askbox, at first off anon and now i believe on anon. it's always the same weird bad faith read of an ancient ooc post at this point, and while i can't prove it's a particular user, i have reason to believe if not them directly, then that interpretation points to them as a catalyst for the harassment even if not the direct perpetrator. all i know is i have been shown that the person who started this, whether involved with the harassment or not, vagued about me for months and apparently repeatedly unblocked me or used alts to sit on my blog.
people have also come forward to me alleging they tried to have my blog deleted by staff due to 'harassment' and when that didn't pan out, went on to claim i 'deleted evidence' and i am the issue in all of this horseshit. i cannot comment on that accusation personally but it's hanging over this in terms of 'what the fuck am i being dragged through?'
i just figured out how to block them despite their own ongoing block preventing me from going to the blog directly to do this, but i remain nervous -- if this is in fact someone acting on their behalf or if they are using alts to keep tabs, that's not going to do a lot.
like.
ip clocker? i just worry that's an overstep of privacy with the rest of you to 'gotcha' one person, assuming i can even prove the ip goes to anyone or that there's not vpn use.
perpetual anonymous disabling? as someone with anxiety and who has used sideblogs before, i know what a pain in the ass this can be. given the collaborative nature of this hobby, i would really prefer to keep avenues of communication wide open.
just keep ignoring it? i'm fine with that but at this point i'm worried it's a bandaid on a bullethole issue because of just how long this shit has held on. i just got an anon not even an hour again that is the same shit different font.
remake under a new name and hope it gives me the distance this person clearly needs?

any feedback or experience is appreciated at this point. thank you all for your time, and i'm sorry i even have to ask this. in over a decade on the site and having dealt with far worse, this is just such a weird situation. it legitimately does not have to be this bad and i can't get a read on what i can do to put an end to it, if this is a direct action sort of thing or a 'continue waiting it out' situation.

mod ghost i have a stupid question. i know what the difference between a block and a ip block is, but are all blocks an ip block, or do you have to do something specific to ip block someone?
if i block someone, does that mean their entire ip is blocked, or just that account? :?
The difference is:
Blocking means only the account is blocked but they can sign out or go onto an alt to block evade.
IP blocking is where the accounts IP address is blocked so unless they use a VPN they cannot simply sign out and go onto an alt to see your profile.

IP blocking is only available once you block someone first and then click on the "Block" button again and below "Unblock" you should see "IP block"

you guys have done this to me before, remember? i was targeted because someone was receiving hate and they announced it was me and so it was! didnā€™t matter what i said! i havenā€™t forgotten the anons i received, how i had to unblock the person and beg them to tell everyone it wasnā€™t me, how one of them used a vpn to keep harassing me after iā€™d blocked them. didnā€™t forget that they publicly admitted that i wasnā€™t their harasser either. i! have! not! forgotten!
and on the topic, i havenā€™t forgotten that the reason this person is so angry about me all the time (and will literally start talking shit about me entirely unprovoked, like they did in may) is because last november they said that any swiftie commenting about how hot taylor looked is just as disgusting as a perverted man, comparing wlw to sexual predators. & i called them out by name for that, and they never got over it. how dare someone hold you accountable for your genuinely cruel actions!
i am so fucking done. you want to stan a blog like theyā€™re a celebrity, thatā€™s up to you. but donā€™t go to them every time i say anything remotely vague about someone as if youā€™re defending their honor. what honor?! their behavior is very concerning, bordering on terrifying, and iā€™m not just talking about my feelings or experiences. iā€™ve seen them target and harass five separate friends of mine and two of which regularly say how they are intimidated and actually scared of this person and what they might say/do if provoked. which i completely get because typing this scares me! they are legitimately scary. but since iā€™m once again labeled the queen of misinformation, iā€™m more angry than i am nervous. unfollow me. get away from me. this is my space and i wonā€™t let you frighten me out of it.
